オバマとビジネス53

やっぱり年末だな。一週間が過ぎるのが早くなって来た。もう土曜日だ。来週からは12月だ。正しく時は待ってくれない。今日は午後からグローバリゼーション研究会が ある。布施さんも北京から参加してくれる。月一回のこの会はビジネスの外国人のトップと対等に話が出来ることが目的で,毎月開いている。だから参加者もそ の気で来ている。今月もこのテーマだ。さて始めよう。

Obama inherited an ungodly mess from the previous Republican administration. 実際に、経済状態が民主党政権下で、一般的に良くなって来ている時に、ビジネスの擁護者達はいつも民主党政権にビジネスにマイナスだと文句を言っている事は アメリカにおいては不思議な事実だ。オバマは先の共和党政権からひどい混乱を引き継いだ。彼は共和党の代行者達を通じて最後まで、彼と戦うビジネスコミュ ニティとともにそれを直すためにひどくもがいて来ている。企業は法制化や課税を嫌う。ではあるが、それなしでは結局は実際には機能することができない。

If Reagan's supporters can give him credit for being the US president during the demise of the iron curtain, than Obama's supporters have an equal right to give Obama credit for getting the US out of recession, if for no other reason than for being in the position when it happened.

レーガンの支持者達が鉄のカーテンの終焉の時にアメリカの大統領であることに対して、彼を信じることができるのであれば、オバマの支持者達はアメリカが景気後 退から抜け出るためにオバマを信じるための等しい権利を持っている。それが起こった時にその地位にいると言うだけの理由であれば。

He had to do it. I am not sure we should even call it a housing sector or financial sector reform. What he did was cleaning up the mess that the then present government had neglected (or encouraged). That being said, I am not trying to undermine the importance of his actions. They were no doubt – heroic. But the real question is – why were they necessary? These measures were ought to be taken in order to save the economic system of the country and the entire world supported on that. Mr. Obama’s administration did that job wonderfully. The situation was one of a kind and required extra-ordinary measures. However, who is to say that no other government would have done that.

彼はそれをしなければならなかった。我々が住宅部門や金融部門の改革でさえ強制と呼ぶべきかどうかは私はわからない。彼がしたことは当時の政府が無視した (もしくは助長した)混乱を一掃して来た。それはそれとして、私は彼の行動の重要性を損ねようとしているのではない。それ等は疑いなく、ー あっぱれだった。しかし、本当の質問はー なぜそれ等は必要だったのか?これらの方策はこの国家とそれに支援された全世界の経済システムを救うために取られねばならなかった。オバマ氏の政権はその 仕事をすばらしく行った。この状況は比類の無い、そして要請された途方もない程度であった。しかしながら、他の如何なる政府がそれを成し遂げるだろうと誰 が言えるだろうか。


What I am interested in how he fared under normal i.e. post crisis situation. At many instances, I have felt that post-crisis, his administration had taken a rather communist stance. Hate rich guys and big corporations. It almost seems like he is trying to cap the profits and floor the losses. That is ridiculous.

私が関心があるのは彼が通常の、すなわち危機後の状況下でどのようにやって行くのかである。多くの事例に於いて、私がその危機後に感じているのは彼の政権が 幾分、共産主義的な立場を取って来たことだ。金持ちと大企業を嫌う。彼は利益に上限を設け、損失を一掃しようとしているかのように思われる。それは馬鹿げ たことだ。

Some of his trade policies are extremely unfriendly and are hurting business esp. the small and medium enterprises who are trying to make a mark for themselves. Mr. Obama has been intervening in private sectors affairs post crisis to such a deep extent that it has almost become an obsession. It is like he is trying to run everything than is running USA today. For instance, scrutinizing CEO salaries was and to this day remains one of the lowest points in administrative career. (There are many counter-arguments to this but how many of them are really driven by shareholders’ best interest.) Restricting visas to emerging economies is another one. (If you are trying to save jobs in your country then are you saying that your administration in incapable of creating more jobs and therefore you need job-protection? )

彼の通商政策の幾つかは極端に非友好的で、企業、特に自ら成功しようとしている中小企業に被害を与えている。オバマ氏は殆ど妄想に取り付かれている程深く、 危機後の民間部門の内部に干渉して来ている。彼は今日のアメリカを運営している以上にすべてのことを運営しようとしているかのようだ。たとえば、CEOの給与の精査は行政のキャリアの中で最も低いものの一つであったし、いまでもそうだ。(これについては数多くの反論はあるが、そのどれほど多くが実際に株主 の最善の関心になっているのか。)新興経済国に対するビザの制限ももう一つだ。(もしあなたが自国の雇用を確保しようとするのであれば、より雇用を造り出すことのできない政府にあなたは雇用の保護が必要だと言うのか?)

あなたがアメリカの企業もしくは中小企業の所有者で無いならば、オバマはグローバリストであり、ビジネスにプラスである。通常は政治家とともに、あなたは彼 等の行動を監視し、彼等の言葉に影響されないようにしている。オバマの場合には彼は絶えず,双方の政治行動に反対である。そして、彼の階級闘争と資本主義者との組み合わせは下手なスピーチだ。結局はすべての社会主義体制は失敗する。ギリシャのように。

ここではこの人はかなり比喩的に言って いるので、彼の意図を把握しにくいが、オバマはアメリカ国内の企業家には厳しい対応をして来ていると言っていて、もう一つは政治家の発言に左右されている と言っている。前者の意味は先の発言者と一緒で、社会主義的な平等の彼の論理を批判していて、後者の彼の政治行動は銀行とかGMの救済を批判しているのだ と思う。注

Obama supports big unions, bailouts, more costly regulations, and costly mandates. Most of all he is building bigger and bigger government whose employees will want money to spend to serve their particular interests.

オバマは大きな組合,企業救済、より金のかかる法制化、金のかかる義務化を支援する。とりわけ、彼はより大きな,そしてより大きな政府を作り,その従業員達は彼らの特定の関心を満たすために必要な金を求める。

People spend money is a basic truth in any organization. It is exponentially true when you have more people spending someone else's money.

人々が金を使うことは如何なる組織に於いても基本的な事実だ。あなたが他の誰かの金を使う、より多くの人々をもつならそれは幾何級数的に事実である。
