日本の製造業の成否2

今日はこれから大連だ。6時半のバスなので、今朝は早い。それと、今日から4日間は早朝深夜までの研修なので,このブログも相当大変そうだ。一月の外国人の研修ほどではないのでなんとかなるだろう。今日も飛行場では2時間と飛行機の中で2時間あるので,少しは予習出来そうだ。そうしないと明日から寝不足になってしまう。早速始めよう。今日は昨日の続きで、「日本の製造業の成否」の続きだ。

In other ways Japan’s decline looks worse than it is. Japanese brands may no longer monopolise electronics store shelves, but Apple iPods and Samsung televisions are brimming with Japanese components, from capacitors and Nand flash memory chips to touch-screen glass.

言い方を変えれば、日本の衰退は今あるよりももっと悪く見える。日本のブランドはもはや、電気店の棚を独占しないだろうが、アップルのiPodとサムソンのテレビはコンデンサーやNandフラッシュメモリ−チップからタッチスクリーンのガラスまで日本製のコンポーネントであふれている。

Japanese industrial machinery makers have meanwhile kitted out Asia’s booming factories, and the country remains a net exporter to both South Korea and Taiwan.

日本の工業機械メーカーはその一方で、アジアで急速に発展する工場に装置を供給して来た。そして、この国は韓国や台湾に対して、純輸出国である。

The proximate cause of today’s gloom has been the global economic crisis, and the accompanying surge in the yen to an export-killing, 15-year high against the dollar. Domestic industrial production plunged by a third between February 2008 and February 2010, the worst peak-to-trough fall since the second world war.

今日の憂鬱の指し迫った原因はグローバルな経済危機であった。そして、付随して起こった、輸出に致命的な円の急上昇で、ドルに対して15年来の高さであった。国内の産業生産高は2008年2月から2010年2月までに3分の一も急落した。第二次世界大戦以来の最悪の最高値から最低値への下落であった。

In six previous recessions since 1977, output had fallen by no more than 15 per cent. Yet production has come back by only about 60 per cent during the recovery, and Eiji Hayashida, chief executive of JFE, a major steelmaker, predicts it will “never” return to its pre-2008 size. He blames the strong yen, a shrinking domestic market as Japan’s population ages, and tougher foreign competition that is forcing companies to move production abroad. Problems in Japanese industry go beyond the hollowing out of its domestic base, says Peter Kenevan, an electronics industry consultant at McKinsey. Executives, he says, have failed to look beyond the next technological advance to other sources of growth – be it from creating new product categories, selling off unprofitable businesses or making foreign acquisitions. “Japanese companies are still basically hardware-focused, when innovation now means services, solutions, software, business models – a whole ecosystem,” he says.

1977年以来、6つの以前の不況に於いて、生産高は15%しか落ちて来ていない。しかし、産出物は回復期に約60%しか戻って来ていない。そして、林田英治は主要な鉄鋼企業のJFEの社長だが、以前の2008年の規模には「決して」戻らないだろうと予言している。彼は強い円,日本の人口の高齢化による縮小する国内市場、そして、より厳しい外国との競争によって,企業の製造を海外に押しやって来ている事を呪っている。日本の産業の問題は国内の空洞化の範囲を超えている。とマッキンゼーの電子産業コンサルタントのPeter Kenevanは言う。彼が言うには経営者達は次の技術的な進歩の先にある他の成長の源泉を見損なってしまった。ー  新しい製品のカテゴリーを創造するとか,利益のないビジネスを売却するとか、もしくは外国企業を買収するとかからの源泉があれば。「日本企業はまだ、基本的に、ハードウェアが中心であり,今や革新はサービス,ソリューション、ソフトウェア、ビジネスモデルーすべてのエコシステムを意味している時にだ。」と彼は言う。

In an interview with the Financial Times, Norio Sasaki, president of Toshiba, says Japanese companies have to move more aggressively into promising product areas, and be less afraid to drop dated technologies.

Financial Timesのインタビューの中で、東芝社長佐々木則夫は日本の企業はもっと積極的に見込みのある製品分野に移るべきで、旧式の技術を捨てることを心配する必要はないと言っている。

“If you focus only on adding functions and performance for its own sake, you end up with a Galápagos problem,” he says, referring to the infamous phenomenon whereby Japanese products developed to finicky local standards fail to find a market outside Japan. Toshiba and other companies argue that they are responding to changing circumstances, for instance by pushing into clean technology and other new markets. More tentatively, they are also using the yen’s strength to buy foreign rivals: the value of foreign acquisitions by Japanese groups rose by a quarter to $34.4bn last year, though the total was higher in 2008 and 2006.

The government is trying to help. It shaved five percentage points off Japan’s high corporate income tax rate last year and is pushing universities to work more closely with companies in research and development. It is also talking up the benefits of freer trade and becoming more assertive in marketing technology abroad.

政府は助けようとしている。政府は昨年、日本の高い法人税を5%分削り落とした。そして、研究開発に於いて,大学にもっと企業と密接に活動するように押し進めた。政府はまた,より自由な貿易の利益を主張していて、技術を海外にマーケティングするにあたって,より積極的に主張するようになって来ている。

Tatsuo Tanaka, an economics professor at Keio University, says investors are partly to blame for Japan’s problems. Companies need to make more aggressive investments in promising sectors, he says, but Japan’s often passive shareholders are failing to reward innovation and punish complacency.

慶応義塾大学経済学部教授の田中辰雄は日本の問題の責任の一端は投資家にあると言っている。企業はより積極的に投資を将来性のある(産業)部門に行う必要があるが,日本の、時として消極的な株主は革新を奨励せず,現状への満足に罰する事もしない。

“Samsung can put aside Y1,000bn ($12bn) for investment, but Japanese groups can’t ... managers don’t have the incentive to take risks.”

「サムソンは投資に一兆円(120億ドル)を積み立てることができる、しかし、日本の企業はできない。...経営者達はリスクをとるインセンティブをもっていない。

ここで言うように、日本の改革のレベルでは中国に追い越されてしまう。築き上げた今までの過去の遺産は負債かもしれない。それをぶち壊すことができなければ、 日本の製造業はもう一度世界に於いて、活躍することができない。しかも、失われた20年はさらに、挑戦的な意思決定を難しくさせている。戦う足腰が弱くなっていて、本社の機動力も鈍くなっている。その上、日本の曖昧な仕事のやり方が、その非効率性に拍車をかけている。(これは私のビジネスだ。)政府のアクションもこうした政治が混迷している状況なので、当てにはならない。この2年間が日本の製造業の正念場だろう。体力が蓄積されているだけに、思い切ったアクショ ンがとれないのも事実かもしれない。今日はこれまで。ではまた明日。これから、成田だ。
