ドーハラウンドの終わり2/インドは混乱した世界だ
With Doha paralysed, regional alternatives to a multilateral deal are springing up. They are not all bad, but regional deals tend to benefit insiders at the expense of outsiders, so that global gains will be achieved only if they can be fitted together. And the small deals often enshrine rules—such as electrical and emissions standards—which vary from region to region, so they make global deals harder to forge.
ドーハが無力化して、多角的取引に対する地域の代替案が登場して来ている。それらは全てが悪い訳ではなく、地域の取引は外部者達の犠牲で、内部者達に利益をもたらす傾向にある。だから、グローバルな利益は彼らがうまくまとまった時にのみ達成されるだろう。そして、小さな取引はよく規則を大事にする。ー 電気と排出標準のようなー それは地域ごとに異なってる。だから、それらはグローバルな取引を構築しにくくしている。
Instead of allowing the Doha round to be replaced with a patchwork of regional deals, the WTO’s boss, Pascal Lamy, should close it and resurrect the best bits in a “Global Recovery Round”. He should drop the all-or-nothing “single undertaking” rule that helped kill Doha. Instead, talks would be broken up into small chunks and allowed to progress independently of one another.
ドーハラウンドを地域の取引の寄せ集めに置き換えさせる代わりに、WTOの首脳Pascal Lamyはそれをやめて、「グローバルリカバリーラウンド」の中に最善の部分を復活させるべきだ。彼はドーハをだめにしてしまった全てか無かと言う「一括の約束」のルールを止めるべきだ。その代わり、話し合いが小さなグループに分割され、お互いに独立して進めることを許されることになる。
Negotiations would be open, so that any member could leave or join. Some deals, therefore, would not include everyone. But another of the WTO’s guiding principles—the “most-favoured-nation” clause—must apply. This rule means that any deal between a smaller group must be applied to all WTO members, even if they do not reciprocate. WTO-brokered regionalism would thus lower trade barriers for all.
交渉がオープンになれば、どのメンバーも入ったり出たりできる。それゆえ、幾つかの取引は全員参加ではないだろう。しかし、WTOのもう1つの指針であるー 「最恵国待遇」条項ー が適用されねばならない。この規則は相互に一致していなくても、より小さなグループ間の如何なる取引も全てのWTO年のメンバーに適用されねばならないことを意味する。WTOの調停による地域主義はこのようにして全てに対して貿易の障害をより低くするだろう。
The Global Recovery Round should focus on manufacturing and services. Manufacturing represents around 55% of total trade. There is much to be gained: tariffs on cars, buses and bicycles are still high. Even low-tariff countries maintain a selection of high ones. In America ski boots attract a zero tariff, but golf shoes can face a 10% rate, and steel-toe-capped boots 37.5%. Services, which account for only 20% of world trade but are more important on a value-added basis, have hardly been liberalised at all.
グローバルリカバリーラウンドは製造業とサービス業に焦点を当てるべきだ。製造業は全ての貿易の約55%である。得るべき多くのものがある。:車、バス、自転車に対する関税は未だ高い。低い関税諸国でさえも高いものを選択している。アメリカではスキー靴はゼロ関税だが、ゴルフシューズは10%で、つま先に鉄がついているブーツは37.5%だ。サービス業は世界貿易のわずか20%だが、付加価値という視点ではより重要だが、まったく自由化されて来ていない。
If progress on agriculture is slower, so be it. Farm protectionism, which this newspaper was founded to oppose, still starves millions. New madnesses appear by the day: Russia has blocked the import of pigs from the EU because of a virus that affects cows and sheep. But an industry that makes up only 7% of world trade cannot hold everything else hostage.
農業の進展がゆっくりなら、それならそれで仕方がない。農業の保護主義はこの新聞が反対する為に創刊されたが、いまだ、数百万人を飢えに苦しめている。新たな狂気が日ごとに現れる。:ロシアは牛や羊に感染するウィールスの為にEUから豚の輸入を阻止している。世界貿易の7%しかない産業が他のすべてを束縛することはできない。
The timing should be as tight as possible. When G20 finance ministers meet in Mexico City in November 2012, they should ask the WTO to launch the Global Recovery Round, and to finish it by the time of the WTO’s next big meeting, in Bali in December 2013. It would be the best thing to happen to the world economy for five years.
時期は出来る限り厳しくするべきだ。G20の財務大臣が2012年11月にメキシコ市で会う時に彼らはWTOにグロ−バルリカバリーラウンドを着手し、そして、2013年12月のバリのWTOの次の大きな会議の時までにそれを終えるよう求めるべきだ。それは5年間世界経済に起こる最善のことだろう。

India is part of an upside-down world

インドは混乱した世界の一部だ。
The highway leading out of Delhi is lined with adverts for new housing developments with names such as “Exotica Dreamville”. A typical hoarding shows a smiling young couple, standing on a manicured lawn, under the slogan: “Lifestyle is here.”
ニューデリーから出ている高速道路にはExotica Dreamvilleのような名前の新たな住宅開発の宣伝がずらりと並んでいる。典型的な広告板には笑っている若いカップルが手入れされた芝生に立っていて、その標語には「ライフスタイルがここにある。」と表示してある。
Statistics such as these are sometimes used to pour scorn on the idea that India is an emerging great power. The truth, of course, is more complicated. After 20 years of strong economic growth, India is simultaneously a rich and a poor country. Its sheer size means that India is the 10th largest economy in the world – and it could well be the third largest by 2030.
こうしたような統計データが時々、インドが新興の偉大な力を持っている考え方に対して軽蔑する為に利用されている。勿論、事実はより複雑だ。20年の力強い成長の後で、インドは同時に金持ちで、かつ貧しい国だ。その本当の規模はインドが世界で10番目の経済国家であることを意味し、ー そしてインドは2030年までに恐らく3番目の大きさになるだろう。
Keep driving, however, deep into the neighbouring state of Uttar Pradesh, and you will find lifestyles that are neither exotic nor the stuff of dreams. On the outskirts of the city of Budaun, many of the children show signs of malnourishment. Goats, buffalo, cows and camels roam the filthy streets. Unicef, the UN agency for children, is running a campaign to equip all the houses in the district with a modern toilet. It is also trying to find new work for the “manual scavengers”, who make their living by cleaning dry latrines by hand.
しかしながら、ウッタル・プラデシュの隣接した州の奥深くに運転して行くと、あなたは魅惑的でも、大きな夢でもないライフスタイルを見つけるだろう。Budaunの町の郊外で、多くの子供達が栄養不良のようだ。ヤギ、水牛、牛そしてらくだが汚い通りをうろついている。子供達の国連機関であるユニセフはこの地区の全ての家に近代的なトイレを用意する為の運動をしている。それは「手作業で掃除している人たち」の為に仕事を見つけようともしている。彼らは手で、水で流さないトイレを掃除することによって生計を立てている。
ウッタル・プラデシュ Uttar Pradesh:インド北部、ヒンドスタン平野に広がる州。州都はラクナウ。面積24万0928平方キロメートル、人口1億6605万2859(2001)で、インドで最大の人口を擁する州である。面積も北海道を除く日本の面積にほぼ匹敵する。住民の大部分(82%)はヒンドゥー教徒である。ガンジス川の上・中流域に開けることから、古くからインドの農業生産の中心地であり文化の中枢を占めてきた。主要都市のワーラーナシやアラハバードはヒンドゥー教の聖地で、ワーラーナシには国立バナラス・ヒンドゥー大学がある。ムガル帝国時代の一時期、首都として栄えたアグラのアグラ城や、その近郊のタージ・マハルなど、インドの文化や政治にかかわるこの州の重要性を示している。
今日はこれまで。今日はこれから両親の支払いと様子を見に荒川に行って来る。家具屋だったので、その商品も処分しなければならない。100万円でネットで売ろうとしている。今夜は大学の仲間と会食だ。ではまた明日。
