世界経済は不安定な2014年になるだろう。しかし今のところ回復に関してはリスクはない。(4) アルゼンチンの寓話 一国の100年の衰退から多くの政府にとっての教訓がある。

Still in need of a spoonful of sugar
If this analysis is correct, the current market pessimism could prove temporary. Investors should recover their nerve as they realise that the bottom is not falling out of the world economy. Our prognosis is a lot better than the outcome markets now fear. But it would not be much to get excited about. The global recovery will be far from healthy: too reliant on America, still at risk from China, and still dependent on the prop of easy monetary policy. In other words, still awfully wobbly.

もしこの分析が正しいとすれば、最近の市場の悲観論は一時的であることを立証しうる。投資家達は、世界経済が大暴落しないと言うことを理解しているので落ち着きを取り戻すべきだ。我々の予測は遥かに市場が現在恐れている結果以上のものだ。しかし、それは興奮するほどではないだろう。世界経済の回復は決して健全な状態ではない。:アメリカを頼りすぎており、中国は依然リスクがあり、そして未だに金融緩和政策に依存している。別の言い方をすれば、未だとても不安定な状態である。

一国の100年の衰退から多くの政府にとっての教訓がある。 


A CENTURY ago, when Harrods decided to set up its first overseas emporium, it chose Buenos Aires. In 1914 Argentina stood out as the country of the future. Its economy had grown faster than America’s over the previous four decades. Its GDP per head was higher than Germany’s, France’s or Italy’s. It boasted wonderfully fertile agricultural land, a sunny climate, a new democracy (universal male suffrage was introduced in 1912), an educated population and the world’s most erotic dance. Immigrants tangoed in from everywhere. For the young and ambitious, the choice between Argentina and California was a hard one.

一世紀前、ハロッズが初めて海外の大型店舗の出店を決めた時にブエノスアイレスを選んだ。1914年アルゼンチンは将来性のある国として注目を浴びていた。。アルゼンチンの経済はアメリカの先の40年間を上回る早さで拡大していた。1人あたりのGDPはドイツ、フランス、またはイタリアよりも高かった。アルゼンチンはすばらしく肥沃な農地、日当りの良い天候、新しい民主主義(全男性への選挙権が1912年に導入された)、教育された人々、世界で最も官能的なダンスを自慢した。移民者は至る所でタンゴを踊っていた。若者や野心家にとって、アルゼンチンかカリフォルニアのどちらかを選択することは難しい選択であった。 

There are still many things to love about Argentina, from the glorious wilds of Patagonia to the world’s best footballer, Lionel Messi. The Argentines remain perhaps the best-looking people on the planet. But their country is a wreck. Harrods closed in 1998. Argentina is once again at the centre of an emerging-market crisis. This one can be blamed on the incompetence of the president, Cristina Fernandez, but she is merely the latest in a succession of economically illiterate populists, stretching back to Juan and Eva (Evita) Peron, and before. Forget about competing with the Germans. The Chileans and Uruguayans, the locals Argentines used to look down on, are now richer. Children from both those countries—and Brazil and Mexico too—do better in international education tests.

パタゴニアの雄大な自然から世界最高のサッカー選手であるリオネル・メッシまで、依然としてアルゼンチンを愛すべきの数多くの理由がある。アルゼンチンは恐らくこの地上で最も容姿端麗な人々がいる。しかし彼らの国は荒れ果てた状態にある。ハロッズは1998年に閉鎖した。アルゼンチンは再び新興国市場危機の中心地となっている。この危機は無能な大統領であるクリスティーナ・フェルナンデスに責任を求めることが出来るが、しかし彼女は単に経済的に無学な大衆迎合主義者達を継承して来た最後の人でしかない。彼らはフアン・ペロンやエバ・ペロンとそれ以前の時代に遡る。ドイツと競争していたことは忘れよう。アルゼンチンの人々がかつて見下していた現地のチリ人やウルグアイ人の方が現在は裕福になっている。こうした国ーブラジルやメキシコも含めてーからやってきた子ども達のほうが、国際的な学力試験では良い結果を出している。 

※フアン・ペロン (1895年10月8日 - 1974年7月1日) 大統領に3回当選したが、独裁者と呼ばれたこともあり、アルゼンチン国内でもその評価は分かれる。ペロンの支援者「ペロニスタ」が母体となった正義党は、現在でも同国内で大きな影響力を持っている。 

※エバ・ペロン(1919年5月7日 - 1952年7月26日) フアン・ペロン大統領と結婚し、ファーストレディとなった後は政治にも介入するようになった。親しみを込めて呼ばれる通称としてエビータ(Evita) と呼ばれる。

日曜日。今日はこれまで。昨日は一日英語での海野塾があった。過酷な一日だった。6人がついて来た。講師と社員を入れると総勢14人だった。今朝はインラインスケートは雨がふりそうで微妙だが、午後は一時から英語の勉強がある。ではまた明日。
