ガザ地区へのイスラエルの攻撃

昨日はお台場の東京温泉に家族と行ったが、私は温泉があまり好きでないので、すぐに帰って来た。さて、昨日まではジャスミン革命だったが、今日はガザ地区へのイスラエルの攻撃についての記事の続きだ。この内容はこの機会に勉強しよう。日本人が今まで関心を持っていない地域だ。さて始めよう。

In an interview with The Associated Press, Goldstone said that Yishai had called him on Monday to thank him for an op-ed piece published Friday in The Washington Post in which the judge wrote that new information had come to light that made him rethink his central conclusions.

共同通信社とのインタビューの中で、Goldstoneはワシントンポストに金曜日に発行された論説記事に対して、Yaishaが彼に感謝する電話を月曜日にしたと言った。そこで、法律専門家が書いたのは新たな情報が彼の主要な結論を彼に再考させることが明るみに出たことだった。

Goldstone said, however, that he never discussed the report with Yishai in the telephone conversation. Israeli leaders have called for the report to be retracted since it was issued in 2009.

しかしながら、Goldstoneは電話ではYishaiとこのレポートについて議論はしていないと言った。イスラエルの指導者達は2009年に発行されて以来、このレポートが撤回されることを求めて来た。

“There was absolutely no discussion about the Goldstone report on the call,” the jurist said in a telephone interview from Stanford University in Palo Alto, California.

「電話でGoldstoneの報告書についての議論は決してなかった。」とこの法律問題専門家はPalo Alto, Californiaのスタンフォード大学からの電話インタビューで答えた。

Yishai spokesman Roi Lachmanovitch said Wednesday that the minister “didn’t speak with the required clarity.”

YishaiのスポークスマンであるRoi Lachmanovitchは水曜日に大臣は「要求された明瞭さを持って話さなかった。」と言った。

Lachmanovitch said Yishai had told Goldstone that if he had toured southern Isreal and seen the suffering there, “then this report would not have been written.”

LachmanovitchはYishaiがGoldstoneに語ったのはもし彼が南イスラエルに言って、そこで苦しみを見たならば「この報告書は書かれることはなかっただろう。」と言った。

Goldstone said he thanked Yishai for calling and “stated that my concern was to work for truth, justice and human rights.”

GoldstoneはYishaiの電話に感謝して、「私の関心事は真実、正義、人権の為に働くことだと述べた」と言った。

Goldstone did confirm that Yishai had invited him to visit Israel and that he had accepted but would be unable to travel to the Jewish state until July.

GoldstoneはYashaiが彼をイスラエルに訪問するよう招待し、彼は承認したが、7月まではユダヤの国には旅行できないだろうことを正式に発表した。

“I ended the conversation by expressing my love for Israel,” Goldstone said, adding that Yishai spoke in Hebrew which was translated for the judge.

In the Post article, Goldstone lauded Israel for conducting dozens of investigations into alleged wrongdoing. In particular, he sighted evidence that a deadly strike that killed more than 20 members of a Palestinian family resulted from faulty intelligence and was not an intentional attack.

ワシントンポストの記事で、Goldstoneは犯罪疑惑の一連の捜査を行ったことに対してイスラエルを賞賛した。特に、彼は20人以上のパレスチナ人の家族を殺害した致命的な空爆は間違った情報収集の結果であり、意図的な攻撃ではなかったと言う証拠を認めた。

Nevertheless, Goldstone said, he did not intend to seek the report’s nullification.

“As appears from the Washington Post article, information subsequent to publication of the report did meet with the view that one correction should be made with regard to intentionality on the part of Israel,” the judge said. “Further information as a result of domestic investigations could lead to further reconsideration, but as presently advised I have no reason to believe any part of the report needs to be reconsidered at this time.”

「ワシントンンポストの記事に現れているように、この報告書が発行された後の情報はイスラエル側の故意に関して一つの訂正がなされるべきであるとの考えに合致した。」とこの法律問題専門家は言った。「国内の調査の結果として更なる情報が更なる再審議に導きえる。しかし、現在通知した通り、私はこの報告書の如何なる部分も現時点では再考する必要性を信じる理由がない。」

Yishai told Israel’s Army Radio station that he phoned Goldstone to express his appreciation for Goldstone’s “courageous” reconsideration of his charges, and to invite him to tour Israel’s southern communities that have sustained years of Palestinian rocket fire.

Yishaiはイスラエルの軍のラ ジオ局に、彼がGoldstoneに電話して、彼の嫌疑へのGoldstoneの「勇気ある」再考に対して彼への感謝を表明したと語った。そして、彼をイ スラエルの南部の市町村を旅行するように招待し、そこはパレスチナ人のロケット攻撃が何年も持続して来た。

Yishai said Goldstone “as a Jew understands well the story of the Jewish people’s suffering ... and it is very important for him to come and see this.”

The minister added that Goldstone promised him he would take additional steps to retract his U.N. report.

この大臣はGoldstoneが彼の国連の報告書を撤回する為の追加的な手段をとるだろうと彼に約束したことを加えた。

Also speaking on Army Radio, Danny Gillerman, a former Israeli ambassador to the U.N. who also participated in the phone call, quoted Goldstone as saying he was ready to take steps to change the status of the report, but first wanted to “wait for the dust to settle” following his op-ed article in the Post.

また、軍のラジオ局での話で、Danny Gillermanは前任の国連のイスラエルの大使だが、また、この電話会議に参加して、彼がこの報告書の状態を変えるための措置を講じる用意があると言うようにGoldmstoneに持ち出した。しかし、最初に、ワシントンポストの中の論説の記事に従って、「事態が収拾するのを待つ」ことを望んだ。

ジャスミン革命

いよいよ連休に入った。昨日は本の原稿をワードで170ページにまとめた物を第二回目の精読で、半分まで読んだ。この連休では3回まで読んで、データが古い物の再調査が10項目ぐらい必要だが、そのうち3項目ぐらいしようと考えている。特に、中国の購買力平価の実力と、彼等の生活レベル。最近は凄まじいはずだ。こうして調べる機会があると、頭を整理することができる。本を書くのが目的ではなく、持っている知識の再構築が出来る。できれば、農村と都市部の格差、農民工の実体も情報を更新したい。

今日も久しぶりに、中国の政治問題を扱う。又後半はイスラエルとガザの問題を取り上げる。最近、パレスチナ自治政府(ウェストバンク)を主導するパレスチナ解放機構(PLO)主流派ファタハと、パレスチナ自治区ガザ地区を実効支配するイスラム原理主義組織ハマスの代表
は2011年4月27日、エジプトの首都カイロで記者会見し、挙国一致内閣の発足とともに、自治政府議長選と評議会選の実施時期について基本合意したと発表したと言う報道があった。

先日、イスラエルの記事を翻訳したが、彼等はこのファタハとハマスの連携を警戒している。中近東の情勢の変化がこのようなことになったのは明らかだが、果たして、盲目的にイスラエルを支持して来たアメリカはどう出るのだろうか。リビア、そして、シリアその次はこのウェストバンクとガザ地区だ。アメリカはイランに当面、手を出せないだろう。アフガニスタンは早く店じまいをしないとこの中近東を解決できない。

では始めよう。今日もジャスミン革命の続き。

An unsourced posting to an American-based Chinese website, Boxun.com (in Chinese, and currently under a DDOS-style attack) seems to have started the flurry. Chinese authorities quickly moved to suppress it by blocking posts on microblogs that contain the word “jasmine”. They stepped up surveillance of several activists and deployed large numbers of police near central Beijing, apparently to pre-empt any protests.

アメリカをベースとした中国人のウェブサイトBoxun.com(中国語のサイトで、現在、分散DoS攻撃を受けている)に出所不明の掲載が混乱の始まりだったようだ。中国当局はすばやく「ジャスミン」と言う言葉を含んだマイクロブログへの投稿を妨害することによって、それを抑制することに動いた。彼等は幾人かの活動家への監視を強化し、中央の北京の近くに数多くの警察官を配置して、明らかに如何なる抗議への先手を打った。

Banyan’s latest column discusses why China does not, in fact, appear to be on the brink of a pro-democracy upheaval. In Xinjiang  however the authorities might worry that Muslim Uighurs can identify more readily with their democracy-seeking co-religionists in the Middle East and Africa. Many of Kashgar's Uighurs do have much to complain about, from discrimination to unemployment to a makeover of their old city which has forced thousands of them from their homes into soulless new apartment buildings.

Banyanの最新のコラムで、実際に、なぜ中国では民主化よりの激変の危機になりそうにないのか議論している。しかしながら、新疆では当局がイスラム教のウィグル人が中近東やアフリカの民主主義を求める同宗の人たちをより容易に共鳴できることを心配しているのかもしれない。カシュガルのウィグル人の多くは失業に対する差別から、旧市街の改修に至るまでかなり不満を持っている。そこでは数千人に、いい加減な新しいアパートの建物に彼らの家を引っ越させて来た。

Soon after my arrival on February 18th I noticed I was being followed by a black Volkswagen. It remained on my tail until I left the city 48 hours later. When I proceeded on foot, one of its occupants would get out of his car to lurk behind me. Kashgar's police have a reputation for intimidating foreign correspondents in this way.

They probably have little to fear, however, from any popular uprising in support of democracy. Xinjiang's troubles tend to be related to ethnic tensions rather than democratic yearnings (though some activists mighthope that ending rule by the Han-dominated Communist Party might pavethe way for democracy). In Urumqi, tensions between the communities have become so ingrained in the aftermath of the rioting in 2009 that it is hard to imagine Hans and Uighurs marching together to call for political reform. Security is far less visible than it was then, but squads of black-clad riot police, some with batons and others with rifles, can still sometimes be seen in the streets.

Xinjiang does have at least one strong connection with recent events in Egypt,however. It was here that Chinese authorities pioneered the technique of shutting off the internet and mobile-phone messaging systems as way of controlling unrest. Five days cut off from the internet was not enough to stymie the masses arrayed against Hosni Mubarak’s regime. Xinjiang was subject to similar restrictions for months in thewake of its riots. This created at least some sense of common cause between Uighurs and Hans. Members of both communities complain that business was badly disrupted by the blackout.

しかしながら、新疆はエジプトに於ける最近の出来事で、少なくとも一つの強い関連性を持っている。それは中国当局が社会的な動揺を管理する方法として、インター ネットと携帯電話のメッセージングのシステムをシャットアウトする技術をここで開拓したことであった。五日間のインターネットの切断ではHosni Mubarak政権に反対して、一般大衆が隊列を組むのを邪魔するには十分ではなかった。新疆はその暴動の影響を受けて、数ヶ月もの間、同様の制約をしなければならなかった。このことは少なくともウィグル人と漢民族との間の共通の利害のある感覚をもった。双方のコミュニティのメンバーはこのインターネットの統制によってビジネスがひどく混乱させられたことに不満を述べている。

— South African jurist Richard Goldstone said Tuesday that he did not plan to seek nullification of his highly critical U.N. report on Israel’s 2008-2009 offensive in the Gaza Strip and asserted that claims to the contrary by Israeli Interior Minister Eli Yishai were false.

ワシントンー 南アフリカの法律専門家Richard Goldstoneは火曜日に、彼はガザ地区 (シナイ半島北東部に接する地区; 1967年以降イスラエル占領地であったが,1994 年パレスチナ暫定自治開始)の中のイスラエルの2008-2009の攻撃に関する彼の激しく批判した国連の報告書を破棄する計画は無いと言っていて、そして、内務省の大臣のEli Yishaiによる反論は正しくないと主張した。

The 2009 Goldstone report initially concluded that both Israel and Hamas had committed potential war crimes and possible crimes against humanity during three weeks of fighting. The findings that Israeli forces had intentionally fired at Palestinian civilians triggered outrage in Israel and a personal campaign against Goldstone, who is Jewish.

2009年のGoldstoneの報告書は当初、IsraelとHamasは、3週間の戦闘において、戦争犯罪の可能性と人道上の犯罪の可能性があると結論した。イスラエルの軍隊が意図的にパレスチナの一般市民に発砲したとする結論はユダヤ人であるGoldstoneに反対するイスラエルの中に激怒と個人への政治運動を引き起こした。


今日はこれまで。これを機会に、ファタハとハマスのことを勉強してほしい。明日もこの記事が続くが、背景を多少なりとも理解していないとよくわからない。ところで、相変わらず、このブログは治っていないが、少しずつ戻しているようだ。それにしても、未だに書いている時は文字サイズが5ポイントで、ブログをアップすると4ポイントになる。英文の行替えができず、修正が出来ない。全くひどいもんだ。クレームを出しても、SEのレベルが低いので、直すことも、問題すらも把握できないようだ。最初の一段落はどうしても修正できなかった。HTMLレベルで、修正している。ちょっと読みにくいが相当努力してここまで直しているので、我慢してほしい。翻訳と同じぐらいの時間をこのレイアウトの修正にかけている。ライブドアを知っている人がいたら、是非クレームしてほしい。このサイトをやめたいが、このブログが大きいので、変更できない。ではまた明日。

中国の2つの顔の外交3

もう初夏だな。いよいよ明日から、連休だ。今年はどこにも行く予定はないが、一週間の休みは有難い。正月の時もあっという間だったが、それでも、一週間もあれば何か出来そうな気がするからだ。では始めよう。今日も昨日の続きで、暫くは原子力発電所はお休み。

So who signs off on the most vital foreign policy decisions? Much of the real power rests in the hands of men who technically aren't even in the government; instead, they are Communist Party leaders with impeccable ideological credentials. Wang Jiarui, for instance, the head of the Communist Party's International Department, sits higher in China's leadership hierarchy than Foreign Minister Yang. During the 29 overseas trips that Hu took from 2008 to early 2010, the directors of the party's Policy Research Office and General Office traveled with Hu on every occasion, according to SIPRI. Shielded from normal government proceedings, many of these men have little interaction with the outside world that can be publicly scrutinized.

Their insularity helps explain why some of China's foreign policy decrees sound so at odds with the oratory of its smoother emissaries. "Americanand European officials get promoted in a democratic and open political context, and these democratic elements nurture these officials and train them how to express themselves," says Peking University professor Zhu. "But Chinese officials are appointed and promoted without a competitive environment. They don't know how to present themselves eloquently. So their public gestures feel rigid, static and even provocative."

Of course, any leader — insular or not — wants to stay in power. With communism hardly able to serve as a guiding force anymore, the party has used nationalism as a tool to rally the Chinese people. China's youth, who never lived through the deprivations of the People's Republic's early history, are among the most patriotic citizens. "Young Chinese tend to look for a muscular, more masculine foreign policy from their leaders,"says China Foreign Affairs University's Qin. Within that context, the jingoistic drumbeat of China's official media makes perfect sense. These messages are not designed for a foreign audience but rather a nationalistic crowd back home.


勿論、どんな指導者もー 偏狭であろうとなかろうと、ー 権力を保持したがる。共産主義がもはや指導的な力として果たすことが出来ないので、この党は中国人を結集する為の道具として、愛国主義を利用して来た。中国の若者は人民共和国の早い頃の歴史に於ける困窮を経験して来ていないし、最も愛国的な国民だ。「若い中国人は彼等の指導者から力強く、より男らしい外交政策を求める傾向にある。」と中国外交学院のQinは言っている。この状況の中で、中国の公的メディアの好戦的な愛国主義の太鼓の音はつじつまが合っている。これらのメッセージは外国の聴衆に対してではなく、むしろ祖国の国家主義的な群衆に対して仕組まれている。


Last year, a Chinese submarine containing three scientists drove to the bottom of the South China Sea. The region is contested by several countries, and may hold significant gas reserves. The feat was trumpeted in the state-run English-language press as a scientific breakthrough that allowed China to join the select club of nations with deep-dive technology. But in the Chinese-language press the story was more that a Chinese flag now flew on the seabed of the South China Sea. When it comes to Chinese diplomacy, there always seems to be two sides to the story.


昨年、3人の科学者を乗せた中国の潜水艦が南シナ海の海底に行った。この地域は幾つかの国家によって争われていて、かなりのガス埋蔵量があるようだ。この偉業が科学的な大躍進として、国営の英語放送で大々的に報道され、中国が深海技術を持った国家の選択された仲間に加わることが許されたと言うことである。しかし、中国語の報道ではこの話はそれ以上で、中国国旗が南シナ海の海底に今や旗めいていると言っていた。中国の外交の話になると、いつも、その話には2つの側面があるようだ。

カシュガルのジャスミンのほのかな香りを捉える。

TWO fire engines stood parked by the road leading past Kashgar's main mosque. They were clearly not deployed to fight any fires. Atop one sat a helmeted officer behind a shield. The nozzle of the vehicle's waterhose pointed to the junction where an alley leads into the maze-like old city of this ancient oasis town. An officer in camouflage uniform sat on the other vehicle. In a nearby government compound, several more security personnel could be seen wearing helmets and carrying shields, standing next to a line of armoured vehicles. They had not been there the day before.


2台の消防車がカシュガルの中心的なモスクのそばに通じる道路に止まっていた。彼等は明らかに如何なる消火活動をする為に配置されているのはなかった。一台の上に盾の背後に一人のヘルメットをかぶった警官が座っていた。この車の放水のノズルは道路がこの古いオアシスの町の迷路なような旧市街に行く交差路に向いていた。迷走服を着た警官がもう一台の車の上に座っていた。近くの政府の建物の中には幾人かの公安の職員がヘルメットかぶって、盾をもっているのが見えた。武装車両の列の隣に立っていた。彼等は前日にはそこにいなかった。


Kashgaris no stranger to security measures. It belongs to a part of China's Xinjiang region that is periodically racked by separatist incidents, sometimes violent, involving members of the ethnic Uighur community.  It has been particularly edgy in the past two or three years. An outbreak of deadly clashes between Uighurs and Han Chinese in 2009 in Urumqi, the provincial capital, has left the authorities uneasy.


カシュガルは治安対策では良く知られている。そこは中国の新疆地区の一部で、定期的に分離独立派の事件で悩まされ、時には暴力があり、少数民族のウィグルの人々もそこに含まれる。それは過去2、3年で、特に神経が高ぶって来ている。ウルムチで2009年にウイグル人と漢民族との間で、激しい衝突が勃発し、そこは省都だが、当局を動揺させた。


But today the government perhaps had reason to be a little more jittery than usual. Calls had been circulating on the internet for Chinese to gather in central areas of 13 major cities (none in Xinjiang were named) on February 20th to stage a "jasmine revolution"—in reference tothe upheavals that have are convulsing the Arab world.


しかし、今日、政府がいつもより少しばかりイライラしているには理由があった。「ジャスミン革命」を組織化する為に2月20日に13の主要都市(新疆では都市名はなかったが)の中心地域で集まるよう中国人に対してインターネットでの呼びかけあった。ー アラブ世界に騒動を起こさせている激変に関連して。


今日はこれまで。ライブドアがこのフォームを変更して、おかしくなったと以前言ったが、本当に滅茶苦茶になってしまった。毎日その為に時間を相当使っているが、その理由がわかった。ここのSEたちはWindows用に修正したので、MACには対応していない。だから、行替え、HTML編集、段落取りがすべてめちゃくちゃになってしまうようだ。特にひどいのは行替えすると行が消えてしまったりする。これではもうすでに、道具としての域を超えてしまっている。まるで、ゴミ箱を編集しているようだ。だから、現在はゲラ前のベタ印刷を編集してこのブログを書いているのとおなじだ。20年前のパソコンよりひどい。まったくひどい物だ。何度クレームを言っても彼等はおかしくないと言っていたが、これで原因が分かった。本当にシステムの素人は困った物だ。MAC仕様をやめるのであれば、MAC用に前のスペックのままで利用させるべきで、今までの利用者をやめてくれとは言えないはずだ。ではまた明日。

今日はある企業からの相談で、社内で英語を公用語にするかどうかの議論があった。その前に、社内での英語のレベルをすくなくとも2つのグループに分けるべきだと言った。一つは3000語から6000語のレベル。もう一つはニューヨークタ イムズを読めるレベル。後者はトップを目指すか、もしくは海外とのコミュニケーションが必要な人たち。その企業であえば、社員の2、3%で、300人ぐらい。他の人たちの英語は会話か文章かは今後検討して行くにしても、単語数を限定して行くべきだと言った。

なぜならば、一般の社員は日頃から英語を使わないからだ。やっぱりそうした勉強はすべての社員には必要かもしれない。もちろん、その会社は全員がKnowledge Workerだ。それとそうした300人のエリートを育成するにしても、毎年、若い人を300人といたが、100人ぐらいは海外に2、3年、実践を積ませ たらどうかと言った。と言うのは日本にいれば年功序列で、埋もれてしまうからだ。本当は別会社を作って、エリートを養成して、30代の社長を育成しないと海外の企業に勝てないと思っているが、日本の今の現状では無理かもしれない。また、モチベートされていない人たちに英会話学校にお金を出すのはもったいないとも言った。
さて始めよう。

A Host of Players
たくさんのプレーヤー達

It matters who's doing the talking. In the past, China spoke with a single voice. But its current decisionmakers — particularly on foreign policy — hardly form a unified group. With a leadership succession due next year in which Hu and Premier Wen Jiabao are to start handing over power to the next generation of communist leaders, the jockeying for position is under way.

誰がその話をしているかが問題だ。過去には,中国は声を一つにした。しかし、 その現在の意思決定者達はー 特に外交政策で、ー 統一したグループを形成出来ない。来年に指導者の引き継ぎがあって,その時に胡錦濤と温家宝首相が共産党指導者の次世代に権力を引き渡し初めるが、巧みに良い位置を確保しようとしている最中だ。

In foreign policy, rivals include various government institutions, ranging from the Foreign Ministry and the Ministries of Commerce, State Security and Finance to powerful agencies like the National Development and Reform Commission (NDRC). The Chinese state-owned companies that have invested nearly $200 billion overseas since 1999 also want their say, as do local governments eager to cash in on opportunities abroad.

外交政策に於いて,競争相手は様々な政府の機関があり,外交部、商務部、 国家安全保障局、財政部の部長から国家発展改革委員会(NDRC)のような強力な機関までつらなっている。中国の国営企業は1999年以来、海外にほぼ 2,000億ドルを投資して来ていて、彼等の言いたいことを言いたがっている。地方政府が海外での投資機会で儲けようとしているように。

"Authority over foreign policy has become fractured," says a report released in September by the Stockholm International Peace Research Institute (SIPRI). "Foreigners must take into account multiple agencies that have a stake or say in any given decision." At the failed 2009 Copenhagen climate talks, for example, Foreign Ministry diplomats appeared willing to compromise, but the NDRC officials who led the Chinese delegation didn't seem in the mood. Foreigners dealing with the Chinese complained that they didn't know who was calling the shots.

「外交政策上の権威は砕かれて来ている。」とストックホルム国際平和機関(SIPRI)によって9月に発行された報告書で言っている。「外国人達は如何なる一定の決定に於いて,関係があるもしくは主張する複数の機関を考慮しなければならない。」失敗した2009年のコペンハーゲンでの気象変動の話し合いに於いて,外交部の外交官達は妥協しようとしたが,中国の代表団を率いているNDRCの役人達がそのような気持ちになっていなかった。中国人達と取引をする外国人達は彼等が誰が采配を振るっているの かわからないと不平を言った。

Looming in the background is China's military. Without the military's backing, a Chinese leader's authority would be diminished. (Hu is both head of the party and chairman of the Central Military Commission.) The People's Liberation Army considers defense and national security — fungible concepts that include China's territorial quarrels and sensitive relations with countries like North Korea — to very much be its business.

この背景の中でぼんやりと見えているのは中国の軍隊だ。軍隊の支援がないと中国の指導者の権威は消えてしまうだろう。(胡錦濤は党の首長であり,中央軍事委員会の議長である。)人民解放軍は防衛と国家安全保障をー 中国の領土上の不和、そして北朝鮮のような国々との繊細な関係を含んだ代替可能性の概念ー 極めてその本分として考えている。

Even as the Chinese Foreign Ministry has kept to a mantra of "peaceful rise" — the phrase meant to convince the world of China's benign intentions — the Chinese military has in recent months toughened its rhetoric. "We may be living in peaceful times," warned China's Minister of Defense Liang Guanglie in December, according to state newspaper reports, "but we can never forget war, never send the horses south or put the bayonets and guns away." Indeed, China is building a deepwater navy, and just this month tested its first stealth fighter jet.

Fierce words like that put the Foreign Ministry's growing stable of overseas-educated diplomats in a bind. "Theoretically we say that the Foreign Ministry is fully responsible for foreign affairs," says Zhu Feng, an international-relations professor at Peking University. "But even top diplomats are at a low level of China's power structure." The authority of Foreign Minister Yang Jiechi, who studied at the London School of Economics, hardly matches that of Dai Bingguo, the Russian-speaking State Councilor who is considered the most influential Chinese foreign policymaker outside the very top layer of party officials.

Indeed, the Foreign Ministry's profile may actually be waning. Lu Shaye is its director general of African affairs. A fluent French speaker with extensive Africa experience, he speaks persuasively about China's diplomatic efforts on the continent. "China and Africa have always treated each other equally," he says. "We never lecture them. We do not impose our ideology and political system on them, and we never use aid as a tool to interfere in other countries' internal affairs." Great — but it is actually the Commerce Ministry and other state economic entities that oversee many of the multimillion-dollar natural-resource deals in Africa, and Lu can't help but lament that Chinese diplomatic responsibilities have proliferated without commensurate staffing increases.

昨日は大忙しで、最後は丹下さんのところのセミナーで終了した。間違えて、2時間半のセミナー資料を配賦してしまったので、早口で一時間で話をした。参加者はきっと半分ぐらいしか理解できなかったかもしれない。このブログを宣伝しておいたので、この紙面でお詫びしたい。是非5月の弊社のセミナーに参加してほしい。そうすればもう一度聞くことが出来る。セミナーは5月12日だ。今日も中国のことだ。久しぶりだ。では今日も始めよう。これはタイムからだ。

Fierce and Friendly: China's Two Diplomatic Faces

激怒したり、そして、友好的であったり:中国の二つの外交の顔

With his carefully mussed hair, University of Southern California T-shirt and black blazer, Zhong Shi is the very model of laid-back West Coast cool. But while studying for a graduate degree in public relations at USC, the 23-year-old Chinese native got an offer he couldn't refuse: to serve as an anchor for CNC, a new 24-hour English news channel beamed worldwide by Xinhua, China's biggest news agency. "Now my friends in California say they've seen my programs, and I'm like, That's so awesome," says Zhong. "I'm back in China, but our message is going out to the world."

入念に無茶苦茶にした髪の毛をした南カリフォルニア大学のTシャツと黒のブレザーを着たZhong Shiはのんびりしたウェストコーストのかっこいいモデルそのものだ。しかし、南カリフォルニア大学の広報の学士の学位を勉強していて,23才の中国人のネイティブは彼が断る事の出来ない就職の申し出を受けた。:中国最大の通信社である中国国営新華社によって世界中に発信する24時間英語のニュースチャ ンネル「CNCワールド」のアンカーとして働くこと。 「現在、カリフォルニアの私の友人は彼等は私のプログラムを見て来たと言っている。 そして私はそれはすごくすばらしい事だとか言ったりして。」 とZhongは言う。「私は中国に戻る。しかし、私のメッセージは世界に出て行く。」

Though it has 15,000 Chinese employees and plans to open a newsroom in New York City's Times Square, Xinhua isn't just a media behemoth. Founded in 1931 as the Red China News Agency, it is also the propaganda arm of the Chinese government.

そこは15,000人の中国人の社員がいて,ニューヨーク市のタイムズスクウェアにニュース編集室を開こうとしているが、中国国営新華社はただのメディアの巨人ではない。1931年に赤い中国通信社として設立され,中国政府のプロパガンダの部門でもある。

Scurrying around CNC's makeshift newsroom squeezed in a former canteen, Zhong and his co-workers earnestly talk about objectivity and target audiences. But make no mistake: Xinhua is still the mouthpiece of the Chinese Communist Party, releasing reports praising China's top leaders while omitting nearly all criticism of the party. "Our ultimate goal is to be responsible for our nation and our people," says Wu Jincai, deputy editor in chief at Xinhua, adding, "a lot of foreigners have a stereotyped view of Chinese, and we would like to slowly correct these prejudices."

The dual nature of Zhong Shi — California hipster vs. cog in the Communist Party machine — mirrors the two faces of China in the world today. One side is suave and cosmopolitan. The other is assertive and even arrogant, demanding global respect while bridling at any international criticism with the petulance of a teenager.

Zhong Shiの二面性ー カリフォルニアのジャズファンに対して共産党マシンの中の歯車ー 今日、世界の中の中国の二つの顔を映している。一つの側面はもの柔らかで感じが良くそして国際的だ。もう一つは自分の意見をはっきり述べ,そして、横柄ですらあり,グローバルな配慮を要求する一方で,10代の気短な言動とともに、如何なる国際的な批判に対して怒る。

As President Hu Jintao has prepared for his state visit to the U.S. starting Tuesday, China's softer side has been on display. The U.S. is eager to tackle specific issues, like Beijing's recent crackdown on political dissidents and its unwillingness to allow its currency, the yuan, to appreciate, which would reduce China's yawning bilateral trade surplus with the U.S. But Beijing traditionally views such leadership summits as more symbolic than substantive. The goodwill surrounding Hu's visit may fade quickly, but the battle between the two sides of Chinese diplomacy shows no sign of abating.

胡錦濤主席が火曜日に始まるアメリカ訪問の準備をしている時に, 中国のよりソフトな側面が映し出された。アメリカは特定の課題に取り組みたがっていて、北京の政治の反体制派の人たちに対しての最近の取り締まりとかその 通貨である元を正当に評価さえようとしないことであり、それをすればアメリカとの中国の大きく開いた二国間貿易黒字を削減するだろう。胡錦濤の訪問を取り 囲んだ善意は急激に消えてしまうかもしれない。しかし、中国外交の二つの側面の間の戦いは衰える兆候はない。


A Different China
異なる中国


In 2004, Qin Yaqing, executive vice president of China Foreign Affairs University in Beijing, the breeding ground of future diplomats, gave a speech to China's Politburo. Qin was a bit nervous to be addressing such an elite group. It was the first time, he says, that anyone had used the term global governance in an official Chinese document. What would China's leaders think of someone daring to ask Beijing to involve itself more productively in international relations? "I finished my lecture, and there were no questions," recalls Qin. "I realized, what I thought might be controversial and quite new was something that [China's leaders] were ready to accept. It was a new era." 

2004年に北京の中国外交学院の副学長であるQin Yaqing、ここは将来の外交官の育成場所であるが,共産党政治局で講演をした。Qinはそのようなエリート集団に講演をするのは少しばかり神経質になった。彼が言うには、誰もが公式な中国文書の中で、グローバルガバナンスと言う言葉を使っていたのは初めてであった。中国の指導者達が国際関係の中で, より生産的に北京自身を参画させるためにだれに何を考えさせるのか?「私は私の講義を終えた。そして、質問はなかった。」とQinは思い起こす。「私は気づ いたが,私が思っていた事は議論のあるところかもしれない。そして、全く新しい事は中国の指導者が認めようとしている事だった。それは新しい時代だった。」

It always bears reminding just how far China has come diplomatically, and how fast. In the late 1960s, China was cloistered behind a bamboo curtain. Its major diplomatic ally was Albania. Even a generation ago, most of China's international envoys were Soviet-schooled party men who, as former high-ranking diplomat Wu Jianmin puts it, "had no idea what to do with a butter knife and wore white socks with suits." Today's men of power — there are few women of power, despite Mao Zedong's principle that women "hold up half the sky" — are fluent in the argot of international diplomacy.

中国が外交上まさにど こまで来たのか,そしてどれほど早くきたのかを思い起こさせることをそれ(グローバルガバナンス)はいつも担っている。1960年代後半に中国は竹のカー テンの背後に引きこもった。その主な外交上の同盟国はアルバニアだった。一世代前でさえ,中国の多くの国際的な使節はソビエト学校の卒業組の党員であった し,以前の高官の外交官であったWu Jianminが言ったように,彼等は「バターナイフで何をするのか考えを持っていなかったし,そしてスーツに白い靴下をはいていた。」今日の権力を持っ た男達はー 女性が「空の半分を支えている」との毛沢東の原則にも関わらず、幾人かの権力を持った女性は殆どおらず,ー 国際外交の仲間言葉に於いてよどみがない。

世界経済フォーラム2

いよいよ連休の週に入った。今年の連休は本を書く為に使いたい。ただ、前回の研究会で、8時テレビの取材があったが、本よりも、このテレビの方がメッセー ジ力があるように思う。世界の主だった本屋が倒産しているのを見るとこれからは映像かもしれない。その方が第三者へ考えを伝える手段としては優れている。 ただし、本を書くと言うことは自分自身の知識の整理という視点では極めて重要だ。
では始めよう。昨日の続きだ

With China surpassing Japan as the world's second biggest economy last year, they have alluring goods to sell to the world. But even more than commercial savvy, this international corps is imbued with a sense of can-do optimism, representing a country in which nearly 9 in 10 people say they are bullish about the nation's future, according to a Pew Global Attitudes Survey. "For a long time, the economy has been the center of the Chinese government's attention because it was important to build up our nation," says Wu, who served as China's ambassador to France, Switzerland and the Netherlands. "Now we are focusing on our global vision and presenting China to the world."

昨年中国が世界第二位の経済国家として日本を追い越して,彼等は世界に売るために商品を引きつけさせて来た。しかし、Pew Global Attitudes Surveyによれば、さらに商業的な実務知識よりも,この国際的な集団は意欲的な楽観主義意識をしっかりと持っていて,この楽観主義が国家を代表し,殆 ど10人中9人の人たちは国家の将来について見通しは明るいと言っている。「長い間,経済は中国政府の注目の中心であって、それは我々の国家を作るために重要であったからだ。」とWuは言う。彼はフランス,スイス,オランダの中国大使だった。「現在,我々はグローバルビジョンに焦点を当て,中国を世界に向けて紹介しようとしている。」

That presence is being felt. Chinese diplomats in Washington now wine and dine members of Congress, instead of bunkering themselves in their decrepit former embassy. (The new embassy, unveiled in 2008, is Washington's largest.) In addition to Xinhua's CNC, the country's state-run CCTV has in recent months unveiled overseas programming in Russian and Arabic, adding to its English, French and Spanish offerings. More than 300 Chinese government-funded Confucius Institutes teach Mandarin in nearly 100 countries.

But even as China unleashed its global charm offensive in 2010, its other face was still evident. In recent months, China has made aggressive claims in historic maritime disputes, putting Beijing at odds with its neighbors. When Washington indicated that it might dip a mediating hand in the contested waters of the East and South China seas, Beijing responded indignantly. "The freedom of navigation which the U.S. claims to protect is actually the freedom of the U.S. military to threaten other countries," fulminated an editorial in the Global Times, a Chinese Communist Party — owned daily. Later in the year, when regional powers leaned on China to publicly rein in North Korea, Beijing turned silent, refusing to engage in the kind of forceful diplomacy many had hoped it was now willing to pursue.

The low point of this phase came with the awarding in October of the Nobel Peace Prize to imprisoned Chinese writer Liu Xiaobo. Dozens of his fellow intellectuals were detained in a crackdown following the award's announcement and China launched a campaign to force other nations to boycott the Dec. 10 ceremony. In the end, few countries avoided Oslo, but Beijing's lobbying against the prize was so heavy-handed that it drew more attention to the Nobel than if China had simply ignored it. "The choice before some European countries and others is clear and simple," warned Vice Foreign Minister Cui Tiankai in the lead-up to the Nobel ceremony. "Do they want to be part of the political game to challenge China's judicial system, or do they want to develop a true friendly relationship with the Chinese government and people?" And Cui is no global neophyte. He holds a postgraduate degree from Johns Hopkins University and was one of the chief Chinese negotiators at the G-20 meeting in Seoul last year.

What explains this disconnect between China's corps of savvy, internationally minded thinkers and the country's recent slew of tin-ear policies and pronouncements on foreign affairs? Are we merely in an uncomfortable transition period as an old guard loses power, or is it a sign that a confident nation no longer feels the need to bow to the West or its value system? "Even five years ago, there were many things that China wouldn't say in diplomatic circles because it felt shy or uncomfortable with expressing itself," says Niu Jun, a professor of international relations at Peking University. "But now China is more willing to speak up."

実務知識を持った 中国の集団、国際的な心を持った思索家,そして外交問題に対して国家の最近の数多くの方向音痴の政策と意見との間のこの断絶をどう説明するのか?保守派の人たちが力がなくなって来たので,我々は単に、落ち着かない移行期間の中にいるのか、もしくは自信を持った国家もはや西側諸国もしくはその価値システムに頭を下げる必要性がないと感じている兆候なのか?「5年前でさえ,中国は外交官仲間の中で言わなかった多くのことがあったが、それは自分の考えを述べる事が恥ずかしいとか心地よく感じなかったからだ。」とNiu Jinは言ったが,彼は北京大学の国際関係の教授だ。「しかし、今は中国はもっと自分の考えを口に出そうとしている。」
