世界経済フォーラム

昨日は一日雨だったが、今日は晴れで、インラインスケートが出来る。来週からは連休なので、書いている本の整理が出来そうだ。さて、今日は世界経済フォーラムと中国についての記事だ。暫く原子力はお休みだ。さて始めよう。

Delegates have struggled to place the upheavals in the Arab world in the context of the kind of issues they are used to dealing with at the annual Davos gathering. There is growing concern about the political impact of rising food prices. Even emerging powers with strongly growing economies, such as India, China and Brazil, are felt to be vulnerable to popular unrest driven by food-price inflation.

参加者は毎年のダボスでの集まりで取り扱って来たような課題の状況の中で,このアラブ世界の激変を位置づけようともがいて来た。上昇する食物価格の政治的な影響に関しての増大する懸念がある。 インド,中国、ブラジルのような強力に成長する経済を持った新興勢力でさえ,食物価格のインフレにより引き起こされる大衆の不安を受けやすいと感じてい る。

He has also suggested that unrest on the streets of Egypt and elsewhere partly reflects frustration at a lack of progress in the Middle East peace process. Other participants from the region have suggested that the Middle East is now subject to a "political contagion," similar to the financial contagion that caused sovereign-debt crises to cross borders in Europe.

彼はまたエジプトならびにどこの場所の通りの不安は一つには中近東の平和の進行の進展不足へのフラストレーションを反映している言って来た。この地域の他の参加者は中近東は現在「政治的な感染」を受けやすく,ヨーロッパで,国境に跨がった国債の危機を引き起こした,金融の感染に似ている。


Rising levels of income inequality across the world have also been a recurrent theme - and many delegates have pointed to their political consequences. George Papandreou, the prime minister of Greece, argued that in Europe, the middle and working classes were being squeezed while the rich continued to prosper. Papandreou said he feared that populist, nationalist and racist political movements would gain ground under such circumstances.

世界中の所得の不平等の水準の上昇はまた、頻発するテーマでもある。ー そして多くの参加者は彼等の政治による結果を指摘して来た。ギリシャの首相のGeorge Papandreouはヨーロッパに於いて,中間の労働階級が経済的に圧迫されていて,一方で,金持ちは繁栄し続けていると主張した。 Papandreouはポピュリスト、民族主義者、そして人種差別主義者の政治的な動きがこのような状況下で,立場を強固にする事を恐れていると言った。

The bombing in Moscow put the threat of terrorism firmly back on the Davos agenda. Despite the bloodshed, Russian President Dmitry Medvedev kept his appointment to deliver the opening address to the forum. His speech was preceded by a minute's silence in memory of the victims of the bombing. In his address, Medvedev used his determination to honor his pledge to speak in Davos as a symbol of his broader determination not to yield to terrorism.

モスクワでの爆弾事件はダボスの議題の中に、確実にテロの脅威を戻した。この流血にも関わらず,ロシアの大統領Dmitry Medvedevはこのフォーラムでオープニングの挨拶の約束を果たした。彼の演説に先だって、爆弾事件の犠牲者の霊に一分間の黙祷を捧げた。彼の演説 の中で,Medvedevはテロに屈服しない為の彼の大局的な決意の象徴としてダボスで演説をする約束を守る事を決めた。

The future of globalization is a central concern of Davos delegates, so there has been considerable focus on trade. The threat of anti-Chinese protectionist legislation being passed by the U.S. Congress is thought to have receded a little, following the midterm elections. David Cameron, Britain's prime minister, made an urgent call for completion of the Doha round of trade talks by the end of this year, arguing: "It's frankly ridiculous that it has taken 10 years to do this deal. We simply cannot spend another 10 years going round in circles."

グロー バリゼーションの将来はダボスの参加者の中心的な関心事だ。だから貿易にかなりの焦点があてられて来た。アメリカの議会を通過した反中国保護貿易立法の脅威は中間選挙のあとなので,すこしばかり薄れて来たように思われる。英国の首相David Cameronは今年の終わりまでに,貿易交渉のドーハラウンドの完了を緊急に求めて、言っている。:「この取り決めを行うのに10年もかかって来たのは率直に言って,馬鹿げている。我々は絶対にあと10年空回りすることはできない。」

Speaking to the Financial Times, however, Mexican President Felipe Calderon was skeptical that a deal could be done. "I am not optimistic about the Doha round," he said.

しかしながら、Financial Timesに言ったのだが、メキシコの大統領Felipe Calderonは取り決めがなされうる事に懐疑的だ。「私はドーハラウンドに楽観的ではない。」と彼は言った。

Still, amid the political anxieties expressed at Davos, there have also been many pockets of optimism. Although there has been much head-shaking about the "paralysis" in the U.S. political system, particularly when it comes to addressing the United States' budget deficit, President Obama's stock seems to have risen. Last year, it was fashionable to debate whether Obama was turning into a "new Jimmy Carter." This year, there seems to be more confidence in his ability to lead, the midterm results notwithstanding.

まだ、ダボスで述べられた政治的な懸念の中で,数多くの楽観主義もある。アメリカの政治 システムに於ける「麻痺」について常に頭を横に振って来たけれども,特にアメリカ合衆国の赤字の話になると,オバマ大統領の株は上がって来ているようだ。 昨年,オバマは「新たなジミーカーター」になるのではないかと言う議論がはやった。今年は中間選挙の結果にも関わらず,指導する彼の能力に対してより信用があるようだ。

The economic optimism of delegates from Asia, Latin America and parts of Africa has also spilled over into their approach to politics. Political leaders from the emerging world seem generally more cheerful than their harried Western counterparts.

アジア、ラテンアメリカ、アフリカの一部からの参加者の経済の楽観主義はまた、政治に対する彼等のアプローチに波及した。新興世界からの政治の指導者達は苦しんでいる西側の相手方の人たちよりも一般的に元気がいいように見える。

今日は今までの原子力とと違った記事だ。あいかわらず、このライブドアのブログのバグは治らないので、フォントの部分は迷惑をかけている。ところで、この部分のフォントを何度直しても、大きくならない。いじくると段落が前後に飛んだりするので、今日は勘弁してもらうしかない。さらに右よりになっているが、これもバグで、左に寄せられない。このサイトにクレームしても直せないようだ。彼等のフォームの修正を戻せば良いと思うのだが。前段の行スペースは消すと段落毎消えてしまう。ひどいソフトだ。いまさら、ここのブログを違うサイトにもって行けない。早く、このサイトから逃げ出したいのだが。今日はこれまで。ではまた明日。

原子炉への窒素の注入3

ところで、信じられないことだが、日本がまだ中国に40億円以上の無償のODAをしているようだ。やっと政府が動くようになった。日本は世界に対して、やっぱり、能天気だ。国民はそうした事実を知らない。それに最近の中近東の動きに対しても日本政府は何らのアクション もしていないようだ。イギリスはキャメロン首相が中近東を訪問している。政府も早急にこうした諸国との関係を改善するべきだろう。これも最重要課題だと思うが。先月のNew yourk Timesの記事で日本の軍備についての記事があったが,日本の軍事強化は当然だと思う。北方領土がとられ,そのうち,尖閣諸島も竹島もとられてしまう。父島、 南鳥島は攻撃されれば、いつ沈没するかわからない。与那国島は台湾から100kmしか離れていない。日本の国土は海域を入れると中国の半分はある。わずか、22万人の軍隊ではこの広大な国土は守れない。


今日も昨日の続きだが、後半は中国の風力発電と世界経済フォーラムの話をしたい。



Tepco reported steady progress in its effort to drain contaminated water that has been hindering work to repair the cooling systems. By Wednesday morning, workers had discharged more than half of the 10,000 tons of low-level radioactive water that Tepco had said it would transfer from the site into the sea nearby. That will help clear a space where workers can store dangerously radioactive water that is now flooding the No. 2 reactor building.

TEPCO は汚染水を排出する努力を着実に進めてい ると報告し,それは冷却システムを修理するための作業の邪魔をしてきている。水曜日の朝までに,作業者達は放射能の低いレベルの一万トンの水の半分以上を放出し、この場所から近くの海へ移すだろうと言っていた。それは現在、第二原子炉の建家にあふれている危険な放射能水を作業者が格納出来る空間の獲得を支援するだろう。

Adding to the urgency to drain Reactor No. 2 is the possibility of leakage into the ocean, according to the Nuclear and Industrial Safety Agency. The water flooding the reactor and its cable trench is one million times more radioactive than the dumped water: Just 10 liters of this water from Reactor No. 2 could cause as much damage to the environment as the whole 10,000 tons of dumped low-level radioactive water, Japan's nuclear agency said.

原子力安全・保安院によれば、第二原子炉を排水する緊急度を加えることは海の中へ漏洩する可能性があるからだ。原子炉とケーブルのトレンチにあふれた水は廃棄された水よりも100万倍放射能が多い。第二原子炉からのこの水のたった10リッターが投棄された低レベルの放射能水の一万トン全部と同等の環境への損害を引き起こすだろうと日本の原子力機関は言った。

Some of the water was found spilling out from a cracked concrete pit near the shoreline Saturday. Earlier Wednesday, Tepco said it stopped the leak by pouring a gel-like adhesive around the pit. Regulators said they will make sure that the crack will remain sealed and that there will not be any other leaks near the ocean.

その水の一部が土曜日に海岸線近くの割れ目のあるコンクリートピットからこぼれだしているのが発見された。水曜日の早い時間にTEPCOはピットの周りにゲル状の接着 剤を流し込むことによって漏洩を止めると言った。監視官は割れ目が密封されていることと,海洋に近くに他の漏れがないこを確かめると言った。

中国が風力の世界をリードする。

CHINA overtook America as the world leader in wind power in 2010, according to a new annual report by the Global Wind Energy Council. The chart below shows the five countries that make the greatest use of wind energy. Over the past decade, China's installed wind capacity has grown exponentially, from just 0.3GW in 2000 to 42.3GW last year, and now accounts for 22% of the world’s total wind power capacity. In 2010 it installed more turbines than America. The picture for the industry as a whole is less good, though. 2010 was the first year in which less capacity was installed than in the previous year.

グローバル風力エネルギー協議会の新しい年次報告書によると2010年に中国が風力で、アメリカを追い越し世界のリーダーとなった。下図は風のエネルギーを最も利用している5ヶ国を示している。過去10年にわたって、中国の導入済みの風の能力は 幾何級数的に、2000年のたった0.3GWから、昨年の42.3GWへ幾何級数的に中国の導入された風力発電能力は増大して来ていて、そして現在、世界の風力発電能力の22%を占めている。2010年ではアメリカよりも多くのタービンを導入した。しかしながら、全体としてこの産業の図はあまりよくない。2010年は昨年よりも導入された能力が少なかった最初の年だっ た。

世界経済フォーラムで経済リスクと地政学的リスクが議題を分けている。


For the past two years, the World Economic Forum in Davos, Switzerland, has been dominated by fears for the global economy. This year, cautious optimism about the economy has returned. But as economic risk declines, geopolitical risk seems to be on the increase.

過去2年の間に、ダボススイスに於ける世界経済フォーラムは世界経済に対する不安で支配されていた。今年、この経済に関して控えめな楽観論が戻って来た。しかし、経済リスクが減少して来たが、地政学的なリスクが増加しているように思われる。

The forum's deliberations took place against the background of turmoil in Egypt and elsewhere in the Arab world. Terrorism is also back on the agenda, after Monday's bombing of Moscow's biggest airport. In addition, the increasingly tense relationship between China and the United States has served as a backdrop to many of the discussions at the WEF.

このフォーラムの討議はエジプトとアラブ世界における他のところの混乱を背景に行われた。月曜日のモスクワの最大の空港の爆破があったので、テロもまた議題に戻って来た。加えて、中国とアメリカ合衆国との間のますますの緊張した関係がこのフォーラムでの多くの討議での背景となった。

Davos delegates do not seem to know how to react to events in Egypt. The young people demonstrating on the streets of Cairo do not speak with the kind of voices that are represented at the forum. The most prominent voice from the Arab world in Davos has been Amr Moussa, the head of the Arab League and a former foreign minister of Egypt. But in his public appearances, Moussa has restricted himself to bland and generalized calls for "reform" in his country and elsewhere in the Arab world.

ダボスの参加者はエジプトの出来事にどのように反応していいのか知らないようだった。カイロの通りでデモをしている若い人た ちはこのフォーラムで表現されているような発言はしない。ダボスでのアラブ世界からの最も目立った発言はAmr Moussaであり、彼はアラブ連盟の首長で、エジプトの元外務大臣だ。しかし、公式事業への出席に於いて,Moussaは彼の国家並びにアラブ世界のどこに対しても「改革」について差し障りのない,そして一般的な要請に制限して来た。

原子炉への窒素の注入2

菅首相が避難所に訪問したら、避難民から早く家に帰らせてくれと言う陳情があったが、もう帰れないと言う事をなぜはっきり言わないのか。少なくとも 20km圏内は欧米のニュースを見る限りはもう帰れない。東電も9ヶ月で見通しがでると言うが,なぜ少なくとも5年はかかると言わないのか?なぜ嘘をつくのか?なぜ誰もおかしいと問わないのか?さすがに東電の給与カットが一割だと言うことには国民が怒った。JALがボーナスを出すと言うがこれも笑止千万だ。株を紙くずにしておいて、株主を保護しないで、社員を保護すると言うのはうなずけない。少なくとも5年はボーナスなどない。本当は全社員がクビになったつもりで、出直してほしい。

そろそろ、原子炉のテーマ以外の物も考えている。まずはリビアとか中国を考えている。今日は昨日の続きだが、数日後には違うテーマも入れることにしたい。次月の研究会のテーマはこの原子力以外の物も考える。では始めよう。

The risk of a hydrogen explosion within the reactor was one of several points flagged by the U.S. Nuclear Regulatory Commission in a March 26 assessment of the plant. The document, reported Tuesday in the New York Times and made public Wednesday, said a hydrogen explosion in the spent-fuel cooling pool resulted in particles of nuclear fuel being thrown up to a mile from the facility. Radioactive material landed between the Fukushima reactor units 3 and 4 and had to bulldozed over, the report says.

原子炉の中の水素爆発の危険は米国原子力規制委員会による、この原子炉の3月26日の評価の中で、警告された幾つかのポイントの一つであったと、火曜日にニューヨークタイムズの中で記事になり、水曜日に公表された。この文書は使用済み燃料冷却プールの中の水素爆発は核燃料の粒子がこの施設から一マイル離れたところまで打ち上げられる結果となったと言った。放射能を持った物質が福島原子炉の3と4号機の間に落下し、片付けられねばならないとこの報告書は言っている。

The report also cited, in technical language, the possibility of damage by subsequent earthquakes to containment structures that now hold vast amounts of water from cooling operations at the complex.

又この報告書が技術的な用語で言っているのは次の地震で格納構造物に対しての損傷の可能性があり、そこは現在そのコンプレックスで、冷却作業の為に大量の水を保有している。

Mr. Nishiyama, the Japanese regulator, confirmed the NRC report covered the risk of a hydrogen explosion. But he added: "It was our own decision to inject nitrogen and the exchanges of opinion with the NRC further corroborated this decision."

The NRC didn't respond to requests for comment on its March 26 document, which says its findings are based on data from industry groups.

Also Wednesday, the NRC disputed remarks by a U.S. lawmaker who raised fears that a core meltdown had occurred at reactor No. 2. In a Wednesday statement, Rep. Ed Markey, a Massachusetts Democrat and a critic of nuclear power, said the NRC had informed him "that the core of Unit Two has gotten so hot that part of it has probably melted through the reactor pressure vessel."

Martin Virgilio, a NRC deputy executive director, said the regulator believes there was significant fuel damage in all three reactors and the four spent fuel pools. "But we don't believe at this point in time that that core has left the vessel," he said. "That's not in the situation report that we have from the team in Japan, and that's... as of this morning."

Also Wednesday, Japan Chief Cabinet Secretary Yukio Edano said the government was discussing whether to revise radiation evacuation orders according to age or other criteria. "The government has yet to decide whether to implement an age-specific evacuation order," he said.

また、水曜日に日本の官房長官枝野幸男は政府は年齢もしくは他の要件に従って、放射能避難命令を改定するかどうか議論していると言った。「政府はこれから、年齢を特定した避難命令を実行するかどうか決定しなければならない。」と言った。

His comment followed a local media report that the town of Iitate in Fukushima prefecture will recommend that pregnant woman and children below the age of 3 evacuate the town. Japanese officials have faced international scrutiny over their 20-kilometer evacuation zone, which is smaller than one recommended by U.S. officials.

彼の意見は福島県の飯館町が妊婦並びに3才以下の子供は町から避難する勧告を出すだろうと言う現地メディアのレポートに従った。日本の当局は彼等の20kmの避難地域に対して国際社会の厳しい監視に直面している。これはアメリカ当局によって勧告された範囲よりも小さい。

Workers on Wednesday also plugged a worrisome leak of highly radioactive water into the ocean from the plant's No. 2 reactor. They are still in process of pumping water out of flooded trenches and basements in order to restart crucial equipment that will help keep reactors from overheating.

また、水曜日の作業者達は発電所の第二原子炉から海へ高い濃度の放射能水の面倒な漏洩を食い止めた。彼等はまだ、原子炉を過熱から守る為の重要な設備を再稼働する為に冠水した深い溝と地下室から水をポンプで吐き出す作業をしている。

"Until the cooling system is in place, we cannot say that we've gotten over the crisis," said Keiji Miyazaki, who specializes in nuclear reactor engineering at Osaka University.

「冷却システムが整うまで、我々は危機を乗り越えたと言うことは出来ない。」と大阪大学で原子炉を専門にしている宮崎慶次は言った。

Without the cooling systems, Tepco has kept the three damaged reactors from overheating by pumping in seawater in the first two weeks of the accident, and then fresh water thereafter.

冷却システムなしで、TEPCOは3つの損傷を受けた原子炉を事故から最初の2週間は海水をポンプを使うことによって、過熱から守って来て、そして、それ以降は真水だ。

But the No. 1 reactor has exhibited higher temperatures than other reactors in recent weeks, partly because Tepco was initially unable to pump seawater through pipes that would douse it from the top, as it was doing with Nos. 2 and 3. Failure to cool the reactor quickly enough has left as much as 70% of the core damaged, according to Tepco.

しかし、第一原子炉は最近の数週間、他の原子炉よりもより高い温度を示して来た。一つの理由は、第二、第三でしたように、当初、TEPCOは上部から海水を放水する導管によってポンプすることが出来なかった為である。原子炉を素早く冷却できなかった失敗が、TEPCOによれば、損傷した炉心の70%の程度を露出させてしまった。

Overheating of the reactor is also likely to have damaged the control rods, which help control the speed of a nuclear reaction. As a result, Tepco has said it has been mixing boron into the cooling water for the past three weeks. Boron absorbs neutrons and helps prevent so-called recriticality, in which the nuclear reaction accelerates and reaches a self-sustaining level that is difficult to stop.

原子炉の過熱はまた、制御棒を損傷して来たようだ。それは核反応のスピードの制御を助けている。結果として、TEPCOは過去3週間冷却水の中にホウ素を混合してきた と言った。ホウ素は中性子を吸収し,いわゆる再臨界の回避を手伝う。再臨界に於いては,核反応が加速し,止めるのが困難な自動継続の水準に達する。(臨界のこと)

原子炉へ窒素の注入

今日はライブドアがこのブログのフォームを変更した際に、レイアウトのスペースがすべて削除されしまい、大変なことになってしまった。現在は通常の方法ではないやり方で、これを書いている。だから今日は段落が2行空いてしまっているが、その為だ。さらにフォントサイズの変更が出来なくなってしまったので、暫く見にくいかもしれない。HTMLのタグを一つずつ変更すれば出来るのだが、とても変更しきれない。また、これだけの量があるので、違う媒体に変更が出来ないので、暫く我慢してもらうしかない。

ところで青木さんがきちんとビデオを整理してくれたので、改めて以下のところを見るように。何度見ても自分ながら、面白い。本を書くよりビデオの方が良いようだ。

Japan to Head Off Hydrogen Blast Nuclear-Plant Operators Begin Injecting Nitrogen Into Reactor, as U.S. Assessment Flags Range of Risks

アメリカの評価が一連の危険を警告したので、日本が水素爆発を防ぐ為に原子力発電所のオペレーター達は原子炉に窒素を注入し始めた。

TOKYO—Tokyo Electric Power Co. launched efforts to stem the possibility of a hydrogen explosion at its damaged nuclear power complex, highlighting new dangers that are arising even as others recede.


東京ー 東京電力は損傷した原子力発電所のコンプレックスで、水素爆発の可能性を阻止する努力を始めた。他の危険が後退すると同時に、起こって来た新たな危険をハイライトした。


Early Thursday morning, workers at the quake-damaged Fukushima Daiichi nuclear power complex began injecting nitrogen into the containment vessel of Reactor No. 1. The effort was a bid to head off the potential that hydrogen gas in the reactor could mix with oxygen and explode, damaging the reactor's containment vessel and leaking large quantities of radioactive material.


木曜日の朝早く、地震で損傷を受けた福島第一原子力発電所コンプレックスで作業者達は一号原子炉の格納容器の中に窒素を注入し始めた。この努力は原子炉の中の水素ガスが酸素と混じって、爆発し、原子炉の格納容器に損傷を与え、大量の放射能物質を漏洩してしまう可能性を回避する為の試みである。


Workers are injecting nitrogen into a Fukushima Daiichi reactor, in the latest effort to get the nuclear situation under control, while the nuclear disaster in Japan is becoming an increasingly important issue in American politics.


作業者達は原子力の状況を管理下に置こうとする最新の努力のもとで、福島第一原子炉に窒素を注入していて、一方では日本に於けるこの原子力の災害はアメリカの政治問題の中ではますます重要な課題になって来ている。


Hidehiko Nishiyama, spokesman for Japan's Nuclear and Industrial Safety Agency, said the measure is being taken "as a precautionary step." He added: "There is no immediate risk of a hydrogen explosion occurring."


日本の原子力安全・保安院のスポークスマンである西山英彦はこの手段は「予防策として」とられていると語った。彼は加えて、「水素爆発が起こる直近のリスクはない。」


The move follows news that the U.S. nuclear regulator had reached an assessment more than a week and a half ago that operations to gain control of the damaged Fukushima Daiichi nuclear plant faced challenges more dire than those the Japanese government was conceding at the time. These included the possibility of a hydrogen blast and extreme difficulties in cooling the plant's No. 1 reactor.


この処置は、アメリカの原子力の監視官が損傷を受けた福島第一原子力発電所を管理するための作業が、日本の政府がその時に認めていた以上に、より差し迫って困難に直面していることを1.5週以上前に評価に達していたというニュースに従っていた。これらは発電所の第一原子炉の水素爆発の可能性と冷却が極めて困難になることを含んでいた。


The measures at reactor No. 1 illustrate how new complexities arise even as workers stabilize parts of the plant damaged in the March 11 earthquake and tsunami. The risk at reactor No. 1 appears to stem in part from the falling temperature of its core— the top goal of officials who have been trying to stop the release of more radioactive material.


作業者達が3月11日の地震と津波で損傷受けた発電所の部分を安定化させようとしても、第一原子炉の処置はどのように新たな複雑なことが起こるのかを説明し ている。第一原子炉の危険は一部はその炉心の温度を下げることから生じているようだ。ー より多くの放射能物質の放出を止めようとして来た役人達の最優先の目標だ。


Workers can't get close enough to the No. 1 reactor to see what is going on inside. But according to one engineer working for the Japanese regulator, fuel rods in the reactor that overheated earlier in the crisis likely caused the material coating the fuel rods to melt, producing hydrogen. Hydrogen buildup caused explosions earlier in the crisis in three reactor buildings.


作業者達は内部がどうなっているのか調べる為に第一原子炉に十分に近づくことが出来ない。しかし、日本の監視官の為に働いているある技術者のよれば、この危機の早い時期に過熱したこの原子炉の中の燃料棒は燃料棒を被覆している物質を溶かし、水素を発生させているようだった。水素の増大は危機の早い時期に3つの原子炉の建家の中で、爆発を起こした。


Now, as the reactor's fuel rods have been cooled, steam inside the containment vessel is condensing, reducing pressure inside. The danger is that outside air could now flow in by way of damaged vents and pipes leading to the once-airtight containment vessel, introducing oxygen that could react explosively with hydrogen.


現在、原子炉の燃料棒は冷却されて来ているので、格納容器内部の蒸気は液化して来ていて、内部の圧力を減少させて来ている。危険は外部の空気が今まで気密性を保っていた格納容器に通じる、損傷を受けた排気口やパイプを通って現在流れ込み、酸素を入れてしまうと水素に反応して、爆発を起こしてしまう。

Nitrogen would keep the pressure inside the containment vessel from falling and keep air from entering.Nitrogen is often injected into such reactors during normal operations, said Wataru Sugiyama, who teaches at Kinki University's Atomic Energy Research Institute.


窒素は格納容器内部の圧力が落ちないように保ち、空気が入って来ないように保つだろう。窒素はしばしば通常のオペレーションでそのような原子炉に注入されると近畿大学原子力研究所で教えている杉山亘は言った。

福島の汚染水の投棄2

昨日は石油会があり、コスモ石油の木村社長と東亜石油の山本社長以外はもう全員OBとなったが、半年に一回の会合なので、皆さん休まずに出席している。今回は東北大震災が議論の中心だった。グローバリゼーション研究会のビデオを皆さんに宣伝した。青木さんのお陰で、意外な宣伝になった。ビジネスの宣伝を一生懸命いろいろ考えて来たが、こうした宣伝の仕方があるとは気がつかなかった。今本を書いているが、本よりもこうした映像媒体の方が遥かに宣伝効果があるのかもしれない。本よりもビデオ映像の方が遥かに人に訴える力を持っているには事実だ。アメリカのように日本も、これから本屋はなくなるのかもしれない。

では今日も昨日の続きだ。早速始めよう。

Kyodo news agency reported that the concerns centered not around the 1972 London Convention but around the 1986 Convention on Early Notification of a Nuclear Accident, which obligates nations to provide data such as the accident's time, location and radiation releases to affected states when harmful trans-boundary radiation is released.

共同通信社によれば、この懸念は1972年のロンドン条約 に関してと言うよりかは1986年の原子力事故の早期通報に関する条約について焦点を当て、この条約は有害な国境にまたがった放射能が放出されたとき影響を受けた国家に対して、事故の日時、場所、放射能の放出のようなデータを提供するよう国家に義務づけている。

Addressing this concern, Foreign Minister Takeaki Matsumoto said at a press conference that Tokyo had briefed diplomatic corps in Japan on the start of radioactive water disposal hours before  Tepco began releasing the liquid into the Pacific Ocean on Monday evening.

この懸念を表明して、外務大臣松本剛明が記者会見で言ったことは月曜日の夕刻にTEPCOが太平洋にこの液体を放出し始める前に、放射能水の廃棄の始める時間を日本の外交団に前もって情報を与えて来たと言った。

But Chief Cabinet Secretary Yukio Edano was also contrite at a news conference on Wednesday, Reuters reported, saying that "Perhaps we should have given more detailed explanations to the relevant ministries and to our neighbors. We are instructing the trade and foreign ministries to work better together so that detailed explanations are supplied especially to neighboring countries."

しかし、ロイターによれば、官房長官枝野幸男はまた水曜日の記者会見で、反省して、「多分、我々は適切な閣僚達と近隣の諸国に対してより詳細な説明をするべきであった。我々は一緒にうまく機能させる為に通産と外務大臣に指示していて、そうすれば、詳細な説明を特に近隣諸国に提供することが出来る。」

Meanwhile, Tepco announced a minor victory on Tuesday when it used sodium silicate, a chemical agent known as "water glass", to solidify a cracked pit from where highly radioactive water had been seeping. The water had been found to have extremely high radiation and is believed to be the source of spiking radioactive readings in nearby coastal waters.

その間、TEPCOは高い放射能水がしみでていた避けたピッ トを固める為に、「水ガラス」として知られている化学薬剤であるナトリウム・ケイ酸塩を利用した火曜日には少しばかりの克服を発表した。その水はかなり高い放射能を持っていることがわかって、隣接する沿岸の水の中の放射性の測定値を急増させる根源であると信じられている。

But a troubling report in the New York Times today makes clear that the battle to contain the Fukushima crisis is far from over. Citing a confidential assessment by the U.S. Nuclear Regulatory Commission, the NYT reports that Fukushima "is facing a wide array of fresh threats that could persist indefinitely, and that in some cases are expected to increase as a result of the very measures being taken to keep the plant stable."

しかし、今日のニューヨークタイムズの厄介なレポートは福島の危機を食い止める戦いがまだまだ続くことをはっきりさせた。米国原子力規制委員会による機密の評価によると、福島は「無期限に持続しうる新しい多様な脅威に直面している。そして、ある場合には発電所を安定させる為にとられるべきまさにその手段の結果として、その脅威は増大することが予想される。」とニューヨークタイムズはレポートしている。

Specifically, the report mentions the mounting stresses placed on the containment structures as they fill with water used to try to keep the fuel cool, making them more vulnerable to rupture during an aftershock. Further, the accumulation of salt in several of the reactors from the seawater used as a makeshift coolant may have scaled up into clumps that are preventing the needed circulation of water to keep the fuel cool.

はっきり言うと、このレポートが言っているのは高まる圧力が炉心の格納構造の中にあって、それは燃料を冷やそうとして利用された水で満たされていて、余震の間に破裂してより弱くしている。さらに、原子炉の幾つかに一時しのぎの冷却液として利用した海水からの塩の蓄積が塊になって増大して来て、燃料を冷やす為の水の、必要となる循環を阻害するかもしれない。

David Lochbaum, a nuclear engineer at the Union of Concerned Scientists, told the NYT, ““I thought they were, not out of the woods, but at least at the edge of the woods, but this report paints a different picture. They've got a lot of nasty things to negotiate in the future, and one missed step could make the situation much, much worse.”

David Lochbaumは憂慮する科学者同盟の原子力の技術者だが、ニューヨークタイムズに語ったところによると「彼等はまだ危険を出していない、少なくとも、 危険の端にいると思う。しかし、このレポートは違う絵を描いている。彼等は将来に処理する危険な多くのことを得てきている。そして、一つ間違えば、もっと、 もっと悪い状況になり得るだろう。」

福島の汚染水の投棄

青木さんがグローバリゼーション研究会の私の講演を編集してくれたので、以下のところで見ることが出来る。先日のアドレスでもここを指定しているのでたどり着くことは出来る。講演のごく一部だが、面白いので是非見ること。

The Economistのディベートがこの原子力発電所の問題を取り上げていたので、近いうちに、ここで翻訳しようと考えている。投稿記事が膨大なので、それ をどうするかはまだ決めていない。それを取り上げてしまうと来月のグローバリゼーション研究会までにはこのテーマは終わらないことになる。さて、今日は汚 染水の放出について取り上げよう。では始めよう。これはタイムの記事だ。

Emergency workers on Tuesday managed to stem a leak of highly radioactive water into the Pacific Ocean by injecting a mixture of liquid glass and a hardening agent into Reactor No. 2 at the Fukushima power plant. It was a minor victory in what will certainly be a prolonged battle to safely cool fuel and spent fuel at four crippled reactors.

火曜日に緊急作業員達は福島原子力発電所の第二原子炉に液体ガラスと硬化剤の混合物を注入することによって,太平洋に濃度の高い放射能水が流れ出るのをなんとか阻止した。4つの駄目になった原子炉で燃料と使用済み燃料を安全に冷やすために明らかに長い戦いになる中にあっての小さな勝利だった。

But while the unintentional leak was closed, Tepco's intentional dumping of 11,500 tons of less radioactive water continued Wednesday—leading to questions about whether Tepco was in violation of international law. Can a company really just dump atomic effluent into the ocean?

しかし、意図しない漏洩が止まったが,放射能の弱い水の11,500トンのTEPCOの意図的な投棄は水曜日に続いた。ー TEPCOが国際法に違反していないかどうかについての疑問をもたらしている。一企業が本当に海洋に原子力の廃液をまさに廃棄することができるのか?

In this case, the answer is probably yes. The 1972 Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, to which Japan is a signatory, bans the dumping of pollution at sea. The London Convention, as it is known for short, includes a special provision for radioactive waste—if a suspected violation has occurred, the IAEA can be asked to complete a technical evaluation and review, which is then considered by a compliance group.

この場合、この答えは多分イエスだ。 1972年の廃棄物その他の物の投棄による海洋汚染の防止に関する条約は日本が調印しているが,海での汚染投棄を禁止している。このロンドン条約は、この 略称で知られているが,放射能廃棄物に対する特別な条項がある。ー もし嫌疑のある侵犯が起こったならば,IAEAに技術評価と検査を完了する事を要求する事ができる。そしてそれから、法令遵守のグループによって検討され る。

But the convention contains a loophole: it only covers the dumping of waste from vessels, aircraft and other man-made structures at sea. It does not cover land-based discharges, as is occurring at Fukushima. That falls under national jurisdiction.

しかし、この協定には抜け穴がある。:それは船舶,航空機そして海上にあるその他の人口構築物からの廃棄物の投棄しかカバーしていない。それは福島で起こっているような地上をベースにした放出をカバーしていない。それは国家の管轄区域に入る。

Nonetheless, says David Santillo, a Greenpeace researcher at the University of Exeter in Britain, "The proposals to release such large quantities of radioactive waste from the Fukushima plant are likely to be viewed by other parties to the convention as something that should de facto be prohibited by the ban.

それにも拘らず,イギリスのExeter大学のGreenpeaceの調査員であるDavid Santilloが言うには,「福島発電所からそのような大量の放射能廃棄物を放出する提案は事実上禁止令によって禁止されるべきものとして、この協定にたいして第三者による調査が必要なようだ。

If it is possible to install pumping equipment capable of transferring more than 10,000 m3 of contaminated water into the sea then it would seem reasonable to suggest that the same pumping equipment could be used to pump the water to a suitable containment vessel, thereby protecting both human health and the marine environment and allowing proper controlled treatment in due course. There are certainly some rumors circulating already that South Korea and other  countries will raise their concerns and objections."

もし汚染された一万㎥以上の水を海に移送することが出来るポンプ設備を導入することが出来るのであれば、それなら、同じポンプ設備を、適切な封じ込める為の船にその水をくみ出す為に利用することが出来れば、それによって、人の健康と海の環境の両方を保護し、時がくれば、適切に管理された扱いが出来るようになることを提案することは合理的に思われる。確かに既に幾つかの風評が流れていて、韓国やその他の国家が懸念と反対を唱えるだろう。」

So far, however, such objections have been raised through diplomatic, rather than legal, channels. The South Korean Foreign Ministry told AFP that it expressed concerns through its embassy in Japan that unleashing the contaminated water could infringe on international law and inquired about Tokyo's next steps.

しかしながら、今まではそのような反対は法的と言うよりかは外交のチャネルを通じて上がって来ている。韓国の外務省は AFP(フランス通信社)に語ったところによると日本にある大使館を通じて、懸念を表明し、汚染水の放出は国際法に違反する可能性があり、そして、東京の次のステップについて尋ねた。

今日はここまで。IAEAは天野氏が事務局長なので、まずはすぐにこの件は聞ける。それとアメリカに了承を得れば、この件は大丈夫だと言うことだ。多分そうしたことが行われたのだろう。今日はこれまで。ぜひ、研究会のビデオは見てね。ではまた明日。
