以前のIMFの専務理事ドミニクシュトラウスカーン

昨日はせわしない一日が終わったが,若い社員との夕食、そしてホテルまで送ってくれて,楽しいときを過ごすことができた。こうした社員を持つことができる事は幸せだ。さて、今日は大連2日目で,東京よりここは涼しい。やはり大陸気候なので,湿気が少ない。今回はお客さんと会わないので,社員と同じホテルに泊まっている。英語も日本語も通じないが,ホテルの設備は変わらない。インターネットはいまいちだが,メール機能であれば支障はない。スカイ プはちょっと困難だが、愚妻と話をするぐらいなので,多少の聞き取りにくさは愛嬌だ。中国での日本人の生活レベルは中国人の社員とあわすべきだ。そうしなければ,彼等は決して私を仲間として認識してくれない。この中国にいる日本人の多くはそうした生活をしていないのが事実で,社員からは信用されていない場合が多い。今日は朝から一日社員面談のようだ。こういうのは始めてだが,私は楽しみだ。社員が若いので,夢があるからだ。さて今日は昨日の続きで,シュトラウスカーンの陰謀の理論だ。さて始めよう。


Strauss-Kahn and the woman he is accused of attacking share an immigrant story, as French-speaking foreigners who found themselves on American soil. But that’s where the similarities end. He was born into a wealthy French family and became a respected economist, an elected official, a finance minister and the leader of one of the most influential financial institutions on the planet. She is from Guinea, a former French colony in West Africa and one of the world’s poorest countries, and she sought asylum in the United States.

In Washington, Strauss-Kahn lives in an elegant brick mansion in Georgetown, bought for $4 million by his wife, Anne Sinclair, an heiress and former television and radio personality. The couple also own homes in Paris and Marrakesh, Morocco.

The maid lives with her teenage daughter in a run-down brick building in the Bronx, several blocks north of Yankee Stadium, in a neighborhood of check-cashing stores, fast-food restaurants and corner laundromats. Metal bars cover windows, and police sometimes barge through tenement halls in search of drug dealers. On a recent morning, the 4 train roared by every few minutes on the overhead track a block away.

Until his indictment on charges that include commission of a criminal sexual act and attempted rape, Strauss-Kahn spent his days meeting with heads of state and tackling some of the world’s most pressing financial problems, including the looming debt crisis in Europe and how to help poor nations climb the economic ladder. As head of the IMF, he earned more money than the president of the United States. Strauss-Kahn globe-trotted so much, his attorney said during a recent court hearing, that his passport ran out of room for stamps.

The maid, whose name has been withheld because of the nature of the allegations, lived a life far more predictable. She spent her days making the seven-mile trip from the Bronx to make the beds and clean the bathrooms of the Sofitel’s well-heeled clients.

このメードは申し立ての性質上、名前を差し控えて来たが、かなり予測の出来る生活を送って来た。彼女はブロンクスからソフィテルの金持ちの顧客のベッドを作り、浴室を清掃する為に7マイル通う日々を送っている。

On the evening of May 26, hours after a New York judge agreed to release Strauss-Kahn on bail while he awaited his next court hearing, two scenes played out in different parts of the city. Inside the Sofitel on 44th Street, patrons sipped $18 martinis, munched on $23 hamburgers and mostly ignored the TV reporter offering a live report outside the lobby. Some guests headed upstairs to rooms with marble baths and stocked minibars, while others hailed cabs and disappeared into the swirl of midtown Manhattan. Miles away on 116th Street in Harlem, many of the people who clean those hotel rooms and drive those cabs were congregating outside the barbershops and bodegas of the city’s most concentrated West African enclave, where the housekeeper had spent time among fellow immigrants.

A halal butcher stood in his doorway. Nearby, men headed into a mosque for evening prayers. The modest cafes served oxtail soup and thiebou djien, a traditional African fish dish. And nearly every television was tuned to French news broadcasts, most of which were reporting on the Strauss-Kahn case. Here, as elsewhere, people chatted about the case, debating what transpired, whose story they believed or didn’t, how it might end. But they also agreed that the case was being handled differently in New York than it would have been in their home countries, where the word of the rich and powerful almost always trumps the word of the poor.

“If it had happened in Africa, they’re not going to take him to jail,” said Baillo Barry, 49, who emigrated from Guinea and owns the Fouta African Market on Frederick Douglass Boulevard. Like others, she said the facts are still too hazy to assess guilt or innocence, but this much is certain: Unlike in the country where she and the maid came from, the U.S. justice system can act as a great equalizer. “Here, it doesn’t matter who you are. . . . You could be rich, you could be poor,” she said. “It’s different here.”

カダフィの後は?2

さあ、今日から大連だ。今回は研修ではなく、社員との対話が目的で、久しぶりだ。大連は梅雨がないので、暑そうだ。今朝は6時半のバスなので、起床は3時半だ。飛行機の中で寝られる。さて、昨日の続きだがあと少しだけだ。リビアは戦後処理が戦争以上に大変そうだ。では始めよう。今日は元IMF専務理事のシュトラウスカーンの記事も少しだけ扱う。これはConspiracy Theoryだ。


But they want that mission to be brief, limited, and above all else, casualty-free. The resilience being demonstrated by Gaddafi's forces in the third month of NATO bombing, and the availability of weapons on a scale some observers say exceeds that of post-Saddam Iraq, make it highly probable that they'd face a nasty and protracted insurgency if loyalist forces are not given a stake in the post-Gaddafi scenario.

And, at this stage, the Western powers will be hoping that the Libyan rebels are sufficiently beholden to them to heed the call for power sharing. More so than was Afghanistan's Northern Alliance, which politely ignored President George W. Bush's call for them to refrain from marching into Kabul in 2001 to allow a more inclusive government to be formed - or then the Kurdish peshmerga forces were in Iraq when it came to heeding calls for holding back on taking control of contested towns in northern Iraq.

Getting rid of Gaddafi has proved far more difficult -- and require a greater commitment -- than expected for the NATO alliance, but managing the delicate politics of the post-Gaddafi situation may prove to be even more so.

カダフィを追放することは遥かに難しいことであった。-- そしてより大きなコミットメントを要求している -- NATOの同盟に期待されている以上の。しかし、カダフィ後の状況の繊細な政治を運営することはもっと大変だと言うことかもしれない。

NEW YORK — Former International Monetary Fund chief Dominique Strauss-Kahn pleaded not guilty Monday to charges that he sexually assaulted a housekeeper at a Manhattan hotel. Strauss-Kahn was accompanied by his wife as he formally answered the numerous charges against him. He faces up to 25 years in prison if convicted. Although prosecutors have said that the evidence against the economist has continued to mount, defense lawyers have said they have obtained information that could prove damaging to the maid’s credibility.

ニューヨーク ー 以前のIMFの専務理事ドミニクシュトラウスカーンはマンハッタンホテルでハウスキーパーに対して婦女暴行をした罪に対して、月曜日に無罪を申し立てた。 シュトラウスカーンは彼の妻を伴って、彼に対する数多くの罪状に公式に応えた。彼は有罪は宣告されれば25年の刑を認めることになる。検事はこの経済学者に対する証拠が集まって来ていると言ったいるけれども、弁護する弁護士はメイドの真実性を損なうことを証明しうる情報を得て来ていると言っている。

Strauss-Kahn’s arrest has also thrown into stark relief the different lives of the accused and the accuser — he, 62 and one of the world’s most powerful men; she, a 32-year-old hotel housekeeper.

月曜日の意見聴取は国際メディアを夢中に燃え立たせたスキャンダルの最新のニュースであって、IMFを混乱に陥れ、ヨーロッパの債務危機を安定化させる為の機関の努力を危険にさらした。シュトラウスカーンの逮捕はまた、被告人と原告人の異なった生活をありのままにさらけ出した。 ー 彼は62才で、世界で最も権力を持った男達の一人であり、彼女は32才のホテルのハウスキーパーだ。

The rich and the poor cross paths thousands of times a day in this city of 8 million people, interacting in cabs and hotels, in restaurants and rail cars. Rarely do such routine encounters end in a collision of culture and class the way they apparently did last month in a 28th-floor suite at the Sofitel near Times Square.

 金持ちと貧しい人たちが800万人いるこの都市の中で、一日に数千回もすれ違い、タクシー、ホテルの中で、レストランや鉄道車両の中で、交流している。彼等 が外見上、タイムズスクウェアの近くのソフィテルの28階のスウィートで先月起こったようなやり方で、文化と階級の衝突の中で、このような日常の遭遇が終わるようなことはまれである。


彼が無実であっても、元の地位には戻れない。日本でもこうした無実の痴漢行為が山ほどあるが、裁判で無罪になっても彼の境遇は悲惨だ。シュトラウスカーンは金持ちなので、惨めな境遇にはならないと思うが、本人にも油断と隙があったのは事実のようだ。明日もこの記事は続くが、とりあえず、今日はここまで。ではこれから、大連に行く準備。その前に一時間程、朝の運動がある。ではまた明日。

カダフィの後は?

今日は2時間分をまた消してしまった。又書くしかない。頭の中に入っているので、書くだけだから、時間はかからない。さて、今日の記事は面白い。リビアの各国の思惑がそれぞれ違う。カダフィがいなくなったあとどうするかだが、カダフィの軍隊を残そうと言うところが面白い。イラクの時のフセインの正規軍を敵にまわした教訓だ。また、米英とフランスとの葛藤もある。米英はフランスにリビアを渡したくない。こうした背景は日本にいては理解できないだろう。これはタイムの 記事だ。では始めよう。

Raising the Heat on Gaddafi, NATO Concerns Turn to the Day After He Goes
カダフィに激しさを増しながら、NATOは彼が去ったあとの日々に目を向けている。

NATO's daylight bombing of Tripoli on Tuesday appears to be part of an effort to bring the Libya conflict to a crescendo that topples Muammar Gaddafi: French and British ground attack helicopters have also been deployed in the effort to force the collapse of the regime, and new mediation efforts are afoot -- with even the previously reticent African Union and Russia now insisting that Muammar Gaddafi's departure is a condition for ending the conflict.

火曜日のトリポリでのNATOの日中の爆撃はMuammar Gaddafiを倒すクライマックスに向けてリビアの戦いを持って行こうとする努力の一部のようだ。:また、フランスとイギリスの地上攻撃のヘリコプター はこの政権の崩壊を押し進める努力を行って来ていて、そして、新たな調停の努力が進行中だ。-- 以前は控えめだったアフリカ連合やロシアでさえMuammar Gaddafiの退陣はこの戦いを終わらせる為の条件であると今や主張している。

And even though they acknowledge that it may be months yet before Gaddafi calls it quits, Western policy makers are increasingly focused on the day after -- and the challenge of ensuring that the price of ousting him is not a failed state that will require a foreign military presence for the foreseeable future.

Gaddafi's ability to survive under fire as long he has done, and the resilience of the forces defending him, suggests that it would be dangerously naive to imagine that the rebel leadership based in Benghazi will simply take over the country on their own terms once the dictator has gone. In fact, the scope of the military campaign is not currently designed to destroy and dismantle the regime -- that would require a large foreign ground invasion.

彼がやって来た限りにおいての、攻撃を受けて存続して来たカダフィの能力そして、彼を守る軍隊の回復力が示しているのは、ベンガジに本拠地を持った反乱軍の指導部がこの独裁者が去っ た後、彼等自身の言い分で、単純にこの国を引き継いだと想像することは危険な程、世間知らずだろうということだ。事実、軍事作戦の範囲はこの政権を破壊 し、分解することを現在もくろんではいない。-- それは大規模な外国の地上進攻を要求するだろう。

Instead, the goal is to force those currently fighting to defend the regime to back down and participate in shaping a post-Gaddafi political order. Even in the best-case scenario, there will be forces wielding considerable power who fought on Gaddafi's side that will have to be integrated into a new political order if that order is to achieve basic security and stability.

 そのかわり、その目標はこの政権を守る為に現在戦っていることを止めさせ、そして、カダフィの後の政治秩序を形作ることに参画させることだ。最善のケースシナリオでさえ、カダ フィの側で戦ったかなりの能力を巧みに使う軍隊がある。新たな政治的な秩序が基本的な安全保障と安定性を達成するためには、その軍隊はその秩序に統合されるべきであろう。

The recognition that resolving the conflict will require some form of power sharing even after Gaddafi goes may be a key reason for the U.S. and Britain declining to follow France's lead in formally recognizing the Benghazi-based rebel leadership as the government of all of Libya. Despite the desperate pleas of the rebel leadership, U.S. officials told the LA Times that the Benghazi council was not the only rebel group, and that it didn't control enough territory or have the capacity to meet its international obligations to be recognized as the government of Libya.

この争いを解決することはカダフィが行った後でさえ、何らかの形での能力の共有を必要とすると言う認識は、全リビアの政府としてベンガジを本拠地とする反乱軍の指導部を公式に認めているフランスの主導にアメリカとイギリスが反対していることが主な理由かもしれない。反乱軍の指導部の絶望的な懇請にもかかわらず、アメリカ当局はLA Timesに語ったところによると、ベンガジ審議会は唯一の反乱軍の集団ではない。そして、それはリビアの政府として認識される国際的な義務を全うするための、十分な領土を支配したり、能力を持ってはいないと言っている。

There's also concern in NATO that the rebels are divided, and not yet competent to manage the complex political and administrative challenges of governing Libya in the event that the regime's collapse was precipitous. The State Department has also made clear the U.S. will recognize only a government formed in a post-conflict siutation with Gaddafi gone.

 また、NATOの懸念として、反乱軍は分裂していて、この政権の崩壊が喫緊の状況の中で、リビアを統治する上での複雑な政治の、そして行政上の問題を管理する力量がまだない。国務省はまた、アメリカがカダフィが去っ た後の戦闘後の状況で形成された政府だけを認めるだろうと言うことを明確にして来た。

Britain has gone further, embracing the Benghazi leadership as the legitimate voice of the people of Libya, but making clear at the same that once the Colonel is gone, the West expects the rebels to share power with forces that have until now been fighting to defend the regime. The New York Times reported this week that British Foreign Secretary William Hague, on a visit to Benghazi, "had pressed the rebel leaders to make early progress on a more detailed plan for a post-Qaddafi government that would include sharing power with some of Colonel Qaddafi's loyalists."

 イギリスは一歩進んで、ベンガジの指導者をリビアの大衆の正当な声として受け入れるが、大佐が去ったあとで、同様のことを明確にしている。西側諸国は反乱軍がこの政権を守る為に今まで戦って来た軍隊と力を共有することを期待している。今週のニューヨークタイムズの報道によれば、イギリスの外務大臣 William Hagueはベンガジの訪問に際して、「反乱軍の指導者達はカダフィ大佐の支持者達の幾人かと力を共有することを含めて、カダフィ後の政府のより詳細な計画を早い時期に作成するよう要請した。」

Hague told the rebels to learn from the experience of Iraq, where failure to accommodate the support base of the old regime had resulted in years of bitter insurgency. And on that score, Western leaders are thinking not only of Libya's fate, but their own commitments in the country. NATO countries are already resigned to sending at least some troops to help manage the situation on the ground once Gaddafi is gone.

Hague は反乱軍にイラクの経験から学ぶように語り、そこでは古い政権の支持基盤との調整に失敗し、何年にもわたって、苦い反乱を経験して来た。そして、そうした理由から、西側の指導者達はリビアの運命だけでなく、この国に於ける彼等自身のコミットメントを考えている。NATO諸国はカダフィが去ったあとに、既に、 現場の状況の管理を支援する為に少なくとも派兵することを断念している。

シリアの大量殺戮の内側2

今週は水曜日から週末まで大連なので、事前にすることが多いので大変だ。さて、今日も昨日の続きで、大虐殺のアルバラードだ。では始めよう。

Ali was wounded after being shot by a hidden sniper. "Bashar says Islamist mercenaries working for Saudi Arabia and the West want to take control of Syria," he says clenching his fists. "It's not true! These are not Islamists in the streets, it's us! We, the Syrians of Deraa!" 

アリは隠れた狙撃兵によって撃たれて負傷した。「バシャールはサウジアラビアや西側諸国の為に働く過激派の傭兵がシ リアを支配しようとしていると言っている。」彼は拳を握りしめて言っている。「それは正しくない!通りには過激派はいない。我々がいる!我々はシリアのダ ラーラの住民だ!」

Deraa has been under siege since early April, surrounded by a belt of automatic weapons, surface-to-air missiles and tanks — all with their barrels facing the city. Tanks have also taken over the streets. Soldiers patrol the smallest streets and stand in groups of three at crossroads. A curfew is in place from 7pm to 7am.

Al-Balad is just 15 minutes away from the vegetable market in downtown Deraa. Streets are blocked by sandbag bunkers, behind which heavily armed soldiers are posted. Others are posted on high balconies. People can still walk on the sidewalks facing the sandbag bunkers but not on the streets reserved for official vehicles. Passed that border, only silence.

アルバラードはダウンタウンのダラーラの野菜市場から丁度15分のところにある。通りは砂袋遮蔽壕で閉鎖され、その背後には重装備をした兵士達が配置されている。他の兵士達は高いバルコニーに配置されている。人々はまだ砂袋遮蔽壕に面した歩道を歩くことは出来るが、公用車に限定された通りを歩くことは出来ない。その境をまたぐと静寂さだけが存在する。

Hussein, 20, was arrested by the military police and detained for a month in the basement of their headquarters. He says his interrogation could have been worse. "My 17-year-old brother was taken during the April 22 protest. I don't know if he's alive or dead." Hussein says the stadium and the city's schools have been turned into detention centers and most of Deraa's families have a member in jail, dead or unaccounted for. Hussein says four to five thousand residents are being held in the stadium.

Pointing the darkened windows of an abandoned house, Hussein says "there were two surface-to-air batteries here," on the day his brother disappeared. "We were at least 15,000 protesters. Mostly young men, but also parents with their children, and the soldiers started shooting." He describes shredded bodies on the asphalt and heavy gunfire. "There was blood everywhere. I hid under a porch and I could hear the wounded screaming." On the other side of the street, soldiers were hiding in a half-built building. "We couldn't help the wounded." Hussein says he counted some 40 people killed. "But I'll never give up. I'd rather die."

In Deraa, other witnesses talk about arbitrary arrests, dragnets, torture and executions. They say that in order to spread fear, mutilated bodies are given back to the families. To describe what happens to some men, a taxi driver mimes chopping off a penis, as a last humiliation before death. Several doctors are said to have been executed for helping protesters.

ダラーラでは他の目撃者達は根拠のない逮捕、捜査網、拷問、処刑について話している。彼等が言うには恐怖を広める為に、手足を切断された死体が家族に返される。 何人かの男に何が起こっているかを述べる為に、タクシーの運転手は死の前の最後の屈辱として、ペニスを切断するまねをしてみせた。幾人かの医者達が抗議者を助けようとした為に処刑されたと言われている。

Listed as a "rebel," Ahmed, 29, is under surveillance, suspected by the regime of being one of the leaders of the uprising. "Syria could be freed from Bashar Al-Assad's dictatorship if only we could communicate better and get organized. In Syria, rebels are the majority," he says. "If the rebellion explodes at the same time all over the country, there won't be enough soldiers to hold all the cities. The army is weakening."

「反逆者」としてリストされているので、29才のAhmedは監視されていて、この騒動の指導者の一人としてこの政権から疑われている。「もし我々がもっと良くコミュニケーションを行い、組織化しさえすれば、シリアはBashar Al-Assadの独裁政権から自由になることが出来るだろう。シリアの中では反逆者が大多数だ。」と彼は言う。「もし反乱が同時に国中に炸裂したら、こ のすべての都市を制圧するだけの兵士はいない。軍隊は弱くなっている。」

Ahmed says that in Deraa, eight soldiers were executed in front of their brothers in arms because they refused to open fire on the crowd. Anger is gaining ground inside the army. "Officers are wearing bulletproof vests to protect themselves from those who have been drafted," he adds. "We can't beat tanks and heavy weapons, but we can try and spread them thin across the country."

Ahmedが言ったのはダラーラで、 群衆に発砲を拒否した為に彼等の兄弟の前で、8人の兵士が処刑された。怒りが軍隊の内部に広まって来ている。「役人達は徴兵されている人たちから彼等を守 る為に防弾チョッキを着ている。」と彼は付け加えて、「我々は戦車や重火器を打ち負かすことは出来ない。しかし、それらを国中に散在させることは出来 る。」

As night falls on Deraa, voices rise from Al-Balad, immediately covered by the sound of gunshots. "Allah Akbar!" Al-Balad's residents are telling the rest of Deraa that they're still alive.

ダラーラに夜が来ると、Al-Baladからの声が聞こえるが、直ちに射撃の音で消された。「アラーは偉大なり!」Al-Baladの住民が彼等がまだ生きていることをダラーラの人たちに語っている。

結構悲惨だな。こうなって来るとオバマが言うように、ソーシャルメディアが広がっているので、以前と違って、ますます本当の事実が伝播して、アサド政権は崩壊せざるを得なくなってしまうだろう。リビアより早いかもしれない。今日はこれまで。

シリアの大量殺戮の内側

台風が来ているが、今日は曇りのようなので、いつのも日曜日の活動が出来る。それにしても暑くなって来た。東電が持たないのではないのかと友人に言ったら、そんなことにはならないようだ。どうしてかと言うと、自家発電による電力の売買が自由化されると言っていた。そういえば、山本さんのところの東亜石油も売電ビジネスをしていた。今日の話はシリアの包囲された町の話だ。このままでは15,000人がそのまま食料がないので、死んでしまいそうだ。では始めよう。これはタイムの記事だ。

A journalist, Clanet managed to enter Syria on a tourist visa (foreign media are banned from the country). On May 25, he arrived in Deraa, the southwestern city that was the first to rise against Bashar Al-Assad's regime before authorities cracked down, reportedly killing scores of locals, and cutting it off from the outside world. Briefly detained twice, Clanet was finally ordered to leave the country on May 27.

DERAA — Al-Balad, a neighborhood in the city's historic district, has become the ghetto of death. Since the end of March, it's been on permanent lockdown, surrounded by the Syrian army. From rooftops and balconies, soldiers shoot those who try to get in or out of the neighborhood. Deraa is the hotbed of the Syrian uprising, and Al-Balad its core. It was in this poor neighborhood that the "Syrian spring" came to life on March 16. People rose out of indignation and anger after the military police tortured a dozen teenagers caught painting graffiti imitating the Egyptian revolution and reading: "The people want the regime to fall." 

ダラーラ ー この都市の歴史的な地域にある地区のAl-Baladは死のゲットーになっている。そこは恒久的に封鎖されていて、シリア軍に取り囲まれていた。屋根やバ ルコニーから兵士はこの地区に出入りしようとする人を撃った。ダラーラはシリアの騒動の温床であり、Al-Baladはその中心だ。ここは3月16日に 「シリアの春」が生命をともした貧しい地区の中にあった。十数人の子供達がエジプトの革命と読み物をまねて、「人々は政権の崩壊を求めている。」と落書きしたので、憲兵に捉えられて、拷問を受けたので、人々は憤りと怒りから立ち上がった。

Al-Balad went up in flames and the rest of the city followed. In the following weeks, the uprising spread north to Latakia, Banias, Homs, Hama...and even to the suburbs of Damascus. To crack down on a revolt that was gaining ground, Bashar Al-Assad's regime wanted to show the country what would happen to those who would resist him. As a result, Al-Balad is suffering under a merciless siege.

Al-Baladは火がつき、他の都市が従った。次の数週間で、騒動はLatakia, Banias, Homs, Hama...そしてダマスカスの郊外にまで北に広がった。支持を得ている暴動を取り締まることによって、Bashar Al-Assadの政権は彼に抵抗する人々に何が起こるのかを国民に示そうとした。結果として、Al-Baladは無慈悲な包囲攻撃に苦しんでいる。

Electricity, water and phone lines have been cut. Without access to supplies, milk and essential foods have run out. The 15,000 residents under lockdown are facing famine. Everyday, during the evening prayer, thousands of voices rise above the neighborhood for the rest of the city to hear: "Milk! Water!" they scream, their voices barely muted by bursts of gunfire.

電気、水、電話は切断されている。生活必需品へのアクセスが出来ないので、ミルクとか必要な食品が無くなって来ている。封鎖されている15,000人の住民は飢えて来ている。毎日、夕方の礼拝の時に、数千の声がこの都市の他の地域に向かって、この地区から聞こえてくる。「ミ ルク!水!」彼等は叫ぶがその声は銃撃による一斉射撃で、殆ど打ち消された。

Nearby villagers tried to break the siege on April 29, arriving at Deraa's gates with gallons of water and olive branches for the soldiers. According to Human Rights Watch, that day more than 200 people died. Residents of nearby neighborhoods are worried about their "besieged" neighbors and the imminent sanitary disaster. There is no hospital in Al-Balad, and pharmacy shelves are close to empty.

近くの村人達は4月29日にこの包囲を破ろうとして、大量の水とオリーブを持って兵士の部隊のあるダラーラの門にたどり着いた。ヒューマン・ライツ・ウォッチによれば、その日は200人以上の人たちが死んだ。近くの地区の住民達は彼等の「包囲された」仲間と切羽詰まった衛生上の災害を心配している。Al-Baladには病院はなく、そして、薬品棚は空に近い。

"I haven't seen my family in two months," says Ali, 19. "They're trapped in Al-Balad. I know my mother can no longer feed my two brothers and three sisters. I would like to help them, but I'll be killed if I get close." Hassan, a friend he grew up with in Al-Balad, was shot on May 18 as he was trying to bring supplies to his family.

「私は2ヶ月間私の家族に会っていない。」と19才のAliは言う。「彼等はAl-Baladに閉じ込められている。私の母は私の2人の兄弟と3人の姉妹にもはや食事を与えること が出来ないことを知っている。私は彼等を助けたいが、私がそばによれば、殺されるだろう。」HassanはAl-Baladで育った友人だが、彼の家族に生活必需品を持って行こうとして5月18日に撃たれた。

エジプトの民主化運動

時々やってしまうが、今日もこのブログを消してしまった。だから、今朝の一時間分は無くなってしまった。以前はこのサイトではリカバーしますかと言うメッセージが出て来たが、大修正をして以来、改悪になってしまった。確かにワードでも途中で閉めてしまうとそれっきりだが、ついうっかりそうしてしまった。ではそういうことで、もう一度始めることにしよう。今日はエジプトの民主化運動についてだ。

Egyptians say economy tops their list of concerns, not democracy
エジプト人が言うには経済が関心事のトップであって、民主化ではない。

CAIRO — A majority of Egyptians who supported this year’s revolution did so mainly because of their poor economic situation, not because they yearned for democracy, according to a U.S. government-funded poll released Sunday. The survey also underlines Egyptians’ sky-high expectations for their next government. Eight in 10 respondents said they anticipated their economic situation would be better in the coming year.

That presents a daunting challenge for whomever takes office, with a recent drop in tourism and foreign investment exacerbating the country’s already severe economic problems. The survey was carried out for the International Republican Institute (IRI), a pro-democracy group that is close to prominent U.S. Republicans. The poll’s mere existence is a sign of the change that has swept Egypt since President Hosni Mubarak was ousted in a popular revolution in February. Previously, U.S.-funded groups promoting democracy faced strict limits on their activities here.

 それは政権につく誰に対しても、気力をくじきそうな挑戦であり、最近の観光客と外国からの投資の落ち込みがこの国の既に厳しい経済問題を悪化させている。この調査は国際共和党機関(IRI)が行っていて、アメリカの著名な共和党に近い民主化支持団体である。この世論調査がただ存在するだけで、この2月に一般大衆の革命で Hosni Mubarak大統領が追放されて以来、エジプトを押し流して来た変化の兆候だ。以前は民主化を促進するアメリカの資金団体はここでの活動に厳しい規制に直面していた。

The poll, obtained in advance by The Washington Post, offers a glimpse of a nation in uncharted political waters. Seven in 10 respondents said they had never voted in past elections, which were riddled with fraud. In contrast, almost everyone surveyed — 95 percent — said they were very or somewhat likely to cast ballots in parliamentary elections scheduled for September.

U.S. lawmakers and secular Egyptian politicians have expressed fears that the long-banned Muslim Brotherhood could make a strong showing in the upcoming elections because of its extensive grass-roots network. But most of those surveyed — 65 percent — said they had no idea which party they would back.

アメリカの国会議員と宗教色の無いエジプトの政治家達は長い間活動を禁止されていたイスラム同胞団が広範囲な草の根のネットワークを持っているので、次の選挙で強い勢力を示しうることを恐れている。しかし、調査された人々の多くは -- 65% -- どの政党を支持するか決めていないと言った。

Only 15 percent said they support the Muslim Brotherhood, which favors a government guided by Islamic sharia law. Less than 1 percent of respondents favor an Iran-style Islamic theocracy. And only 15 percent said their political opinions were strongly influenced by religious figures, with many more citing family members and military leaders.

 わずかに15%だけがイスラム同胞団を支持すると言っていて、シャーリア (コーランの戒律および社会慣習の法)に基づいた政府を支持している。回答者の1%以下がイランのようなイスラム神政政治を支持している。わずかに15% だけが聖職者達に強く影響されていて、より多くの人たちは家族や軍の指導者を引き合いに出している。

Scott Mastic, the Middle East director for IRI, said the poll would help Egyptian political parties, civil society groups and others understand the public mood. The survey captured Egyptians’ enormous enthusiasm for the revolution and the resignation of Mubarak. But, Mastic added, “the poll shows some very practical real-world issues, like the economic situation,” at the top of citizens’ list of concerns.

Nearly two-thirds of the respondents said they supported the protests in January and February because of unhappiness over low living standards or a shortage of jobs. In contrast, just 19 percent named a lack of democracy.

回答者のほぼ3分の2は彼等はこの1月と2月に抗議行動を支援したが、それは低い生活水準と雇用の不足による不満足からだった。それと対照的に、わずかに19%が民主主義の欠如だと言った。

Anxious to respond to the public’s anger, Egypt’s interim military government has increased subsidies for consumer goods such as fuel and food. It has also supported the prosecution of several senior officials from the Mubarak regime. In the most recent case, former finance minister Youssef Boutros-Ghali was convicted in absentia on corruption charges Saturday and given a 30-year sentence.

 国民の怒りに応えようとして、エジプトの暫定軍事政権は燃料や食料のような消費材に対する助成金を増加させた。また、ムバラク政権の幾人かの上級官僚を起訴することを支援して来ている。ごく最近の例では前財務長官のYoussef Boutros-Ghaliが土曜日に欠席だが、汚職の罪で、有罪の判決を受け、30年の刑の宣告が与えられた。


The poll found that two-thirds of respondents wanted Egypt to be closer to the United States than to Iran. But that result does not reflect the ambiguity many Egyptians feel about the U.S. government, which was a strong backer of Mubarak. A poll earlier this year by the Pew Global Attitudes Project found that only 20 percent of Egyptians had a favorable view of the United States. The IRI survey was funded by the U.S. Agency for International Development and overseen by Williams and Associates, a Massachusetts firm. It consisted of 1,200 interviews done from April 14 to 27. It has a 2.78 percent margin of error, IRI said.

この世論調査では回答者の3分の2がエジプトをイランよりかはアメリカに近くなってほしいことがわかった。しかし、この結果は多くのエジプト人がムバラクの協力な支持者であったアメリカ政府に感じている不明瞭な部分を反映していない。Pew Global Attitudes Projectによる今年の早い時期の世論調査ではエジプト人のわずか20%だけがアメリカ合衆国に好意的な見方をしていることがわかった。IRIの調査は国際開発のアメリカの機関が資金を提供し、Massachusettsの企業であるWilliams and Associatesによって監督されていた。これは4月14日から27日に1,200人を対象に行われた。誤差の範囲は2.8%であるとIRSは言った。

この記事は私がかねてから言って来たように、アラブの春は民主化運動ではないと言うことだ。貧困の経済問題が課題で、もう一つはこのアラブ世界は歴史の中で、民主主義はない。だから、そうした運動はいそしまないようだ。また、この最後のところにあったように、ムバラクを支持して来たアメリカが幾ら財政支援をこのエジプトにしても、エジプトの大衆はアメリカを支持することはないだろう。そのことがアメリカのこのアラブの春に対しての最大の課題だろう。今日はこれまで。
