商務長官ゲリー氏が北京の大使に/フォックスコンの課題

今日はかねてから言って来た商務長官ゲリー氏が北京の大使になった話だ。アメリカは日本と組んで、中国からアジアを狙っている。2050年までのグローバリゼーションはアジアだ。日本もこのアメリカと組むしかない。中国系アメリカ人とだ。彼らは経営を知っている。中国の中国人は幾ら優秀でも経営を知っている人は少ない。そこが問題だ。一方で日本的な経営では中国で利益を出すことは出来ない。来年のグローバルリーダーシップ研修ではこうした状況を勉強する為にアメリカで2回行う予定である。では始めよう。これはワシントンポストだ。

New US ambassador to China says 2 countries should work together more to tackle global issues 
新たなアメリカの中国への大使は2国はグローバルな課題を取り組む為にさらに一緒になって働かなければならない。

BEIJING — The new U.S. ambassador to China, the first Chinese-American to take up the post, said Sunday that the two countries could solve many of the world’s problems if their governments work together more. At a news briefing with his family by his side, Gary Locke said the two countries could provide global leadership. He did not directly mention the bilateral issues that are likely to feature in talks between the two, such as human rights and trade.

北京ー 新たなアメリカの中国への大使ははじめてその地位に就いた中国系アメリカ人で、日曜日に彼らの政府がさらに一緒になって働けばこの2国は世界の問題の多くを解決することが出来ると語った。彼のそばに彼の家族と共に記者会見で、Gary Lockeはこの2国はグロ−バルリーダーシップを提供することが出来ると語った。彼は人権や貿易のような2国間の話し合いに於いて要点となっているよう な二国間の課題については直接言及しなかった。

Locke’s previous role as U.S. commerce secretary was one that involved heavy interaction with China — the U.S.’s largest trade partner — and often involved conflicts over trade barriers, protectionism and currency issues. Locke said Sunday that his priority was to promote understanding between the two nations. “Certainly there are many challenges facing both China and America,” he said. “But if our people, our business people, our scientists, our students can really join together, we can solve not just the challenges and problems facing each of our countries, we can actually solve many of the problems facing the entire world.”

 ロック氏のアメリカの商務長官としての以前の役割は中国と極めて相互に関わるものであった。ー アメリカの最大の貿易パートナーー そしてしばしば、貿易の障壁、保護主義そして為替問題に於ける衝突を必然的に含んでいる。ロックは日曜日に、彼の優先事項は2国間の理解を促進することであると言った。「明らかに中国とアメリカの双方が直面する多くの課題がある。」と彼は言って、「しかし、我々の人々、我々の企業家、科学者、学生が本当に 一緒に参加することが出来るのであれば、我々は我々のそれぞれの国家が直面している課題や問題にまさに解決することが出来るばかりでなく、我々は世界全体が 直面している多くの問題を実際に解決することが出来る。」

 

He also said the U.S. was working to get its financial house in order. “We note that over the last several days more people are buying U.S. treasuries so it’s a clear indication that investment in the United States is safe, secure and that the economy, while having its challenges, is still strong,” he said. China holds the largest amount of U.S. Treasury debt. Locke said he was “humbled and honored” to be the first Chinese American to represent the U.S. in the land of his parents’ birth. Locke was born in Washington State to parents who had both immigrated from China. He replaces Jon Huntsman, who left in April to explore a presidential bid. Locke’s first big event will be the visit of Vice President Joe Biden to China that begins Tuesday.

彼はまたアメリカはその金融機関の準備万端を整える為に働いていると言っ た。「過去数日間の間に、多くの人々がアメリカ国債を買っていて、アメリカへの投資が安全で、確実だと言う明確な兆候であり、幾つかの問題はあるが、その 経済はまだ強いことを我々は知っている。」と彼は言った。中国はアメリカの国債の最大の保有者だ。ロックは彼は彼の両親の生まれた土地で、アメリカを代表する最初の中国系アメリカ人であることを「恐縮するとともに、光栄である」と言った。ロックはワシントン州で生まれ、その両親は2人とも中国から移民して来た。彼はJon Huntsmanと交代し、彼は大統領選挙への出馬の為に4月に帰国した。ロックの最初の大きな仕事は火曜日に始まる副大統領のJoe Bidenの訪中である。


彼が中国大使として赴任したことはアメリカがこれからはアジアが世界の経済の中心で、その中核が中国だと言う認識を新たにしたと言うことだ。それにあわせて、日本の経済もそうした動きをしなければならない。世界の景気が低迷し、日本もそれに同期して停滞しているが、これからの世界はこの中国から再生して行くことは間違いない。アメリカはこの機に八面六臂の構えだと言える。日本企業も「アメリカと一緒に」それ に同調するべきだろう。

 

次にエコノミストの記事で、これも中国の労働問題を扱う。この記事は最近自殺者で有名になったフォックスコン(富士康)を扱う。ここは、電子機器の生産を請け負う電子機器受託生産(EMS)では世界最大の企業鴻海精密工業のブランド名である。台湾に本社を構え、生産拠点は主に中国である。中国で抱える54万人の従業員数に対し、自殺(未遂含む)は2010年に入ってから5月までの時点で12件で、中国全土における自殺率(10万人あたり12人)よりはるかに低いと反論している。

OTHER than the People’s Liberation Army, Foxconn may well be China’s largest individual employer, and certainly its most important. The secretive electronics manufacturer, whose prestigious clients include Apple, has a workforce of more than 1m, including over 500,000 in one vast factory in Shenzhen.

人民解放軍以外で、フォックスコンは多分、中国の最大の個人事業主だろうし、疑いなく最も重要だ。秘密主義の電子機器製造業者で、アップルを含めたその一流の顧客は深圳の一つの広大な工場の50万人以上ところを含めて100万人以上の労働を保有している。

Over the past decade Foxconn’s success has epitomised China’s ability to take elegant designs from high-wage countries and turn them out cheaply in huge quantities. Initially applauded for its ability to create vast numbers of jobs, the company’s success has recently come to be seen in a harsher light.

過去10年で、フォクスコンの成功は高賃金の国々から洗練された設計を取り込む為に中国の能力を凝縮し、そして結局、膨大な量を安く作り出した。当初は膨大な量の雇用を作り出す能力を賞賛されたが、この企業の成功は最近、厳しい見地で見られてくるようになって来た。

フォックスコンのこの話は明日も続くが、今話題の企業だ。百万人を雇用していると言うことは日本人にとって脅威だ。以前この深圳で、日本からの金型ノウハウを持って来て、5千人で会社を運営している話に驚愕したが、それよりも2桁も大きい。中国のスケールの大きさに我々は圧倒されてしまう。このままでは日本はどんどん負けてしまう。横路衆議院議長が一昨日、日本企業が海外に出て行くのを躊躇しすぎていると言ったが、その通りだ。その為に私は来年にはグローバルリーダーシップ研修を中国全土でも行う。今日はこれまで。

イタリアとユーロ2

昨日は佐藤さんの紹介で、衆議院議長の横路さんと会食が出来た。はじめてお会いしたが、気さくな方で、さすがに、多方面の知識と知見を持っていた。また、マイツの池田さんとも久しぶりだった。せっかくの機会だったので、このブログのことも宣伝することができた。自宅に戻ったのは10時を過ぎていたので、今日は寝不足だ。では今日も始めよう。昨日の続きのイタリアだ。

With alarm rising, Jose Manuel Barroso, head of the European Commission, issued a statement urging national leaders to get a grip. But Italy’s billionaire prime minister was content to tell his fellow deputies: “You are listening to an entrepreneur who has three companies on the stock exchange and who is therefore on the financial battlefield, aware every day of what happens in the markets.” Investors were making a big mistake, he hinted: Italy’s economic fundamentals were healthy; its banks were sound (and their shares undervalued, he added). 


警告を発するとともに、ヨーロッパ委員会の議長であるJose Manuel Barrosoは各国の指導者達に落ち着くように促す声明を出した。しかし、イタリアの億万長者である首相は満足げに彼の内閣の仲間達に語った。「あなた方は3社の上場企業の企業家の話を聞いている。そして、彼はそれゆえ、金融の戦場にいて、毎日、市場で何が起こっているのか知っている。」投資家達は大きな間違いを犯して来ていると彼はほのめかす。:イタリアの経済の基盤は健康だ。;その銀行も健全だ。(そして彼らの株式は過小評価されていると彼は付け加えた。) 


 Mr Berlusconi neither promised to stiffen the austerity package approved last month, nor to bring forward unpopular measures that will otherwise be left to the next government to apply. His most radical proposal was for an overhaul of labour law (if the unions and employers can be persuaded to agree). Although investors clearly fear the spreading of market contagion, they also have concerns over political stability. During his address to parliament Mr Berlusconi again vowed to remain in office until 2013. Yet there is ample evidence that he is part of the problem. 


ベルルスコーニ氏は先月承認された緊縮財政パッケージを強化すると約束してはいないし、人気の無い措置を持ち出すこともしない。もしそうしなければ、次の政府が対応するようになるだろう。彼の最も基本的な提案は労働法の整備のためであった。(組合と雇用主が合意することに納得させることが出来るのであれば。)投資家達は明らかに、市場の感染の広がりを心配しているけれども、彼らはまた、政治的な安定性に対する懸念も持っている。彼の議会での演説で、ベ ルルスコーニ氏は2013年まで政権を維持すると誓った。けれども、彼が問題の一部であると言う十分な証拠がある。


The same can now be said of Mr Tremonti, whose emphasis on fiscal rigour was until recently seen by investors as crucial to any solution. The finance minister remains vulnerable to a scandal involving a former adviser accused of influence-trafficking. Marco Milanese, who is also a deputy, made available to his boss a flat in one of the most fashionable parts of central Rome. Mr Tremonti claims to have paid him rent, but in cash—an awkward explanation for the man charged with ensuring that Italians pay their taxes. 


同じことがトレモンティ氏にも現在言うことが出来る。財務上の厳しさに対しての彼の強調している点は最近まで、投資家達によって、何らの解決策をもたらさない極めて重大なことして見られて
来た。この財務長官は不法入国に影響力がある人物として起訴されている以前の顧問を巻き込んだスキャンダルで、攻撃され易い状態にある。Marco Milaneseは又、彼の部下で、ローマの中央の最も上流階級の地区の一つのマンションを彼のボスに提供していた。トレモンティ氏は彼に家賃を支払ってきたと主張しているが、しかし、現金でー イタリア人が彼らの税金を支払うことを守っている責任ある男としてすっきりしない説明だ。 


More important is Mr Berlusconi’s own vulnerability, which is increasing as supporters begin to fret over his waning popularity. His credibility is shrinking: the July austerity package was long on tax increases he had often promised to eschew. And he seems apathetic: before his appearance in parliament this week he had said next to nothing about Italy’s financial crisis in nearly a month. Mr Berlusconi’s main ally, Umberto Bossi of the Northern League, whose votes keep the prime minister in power, was noticeably absent from the chamber during his speech. One of Mr Bossi’s most senior lieutenants, Roberto Maroni, the interior minister, was there. But, intriguingly, he chose to sit among his party colleagues, and not with the rest of the cabinet. 


最も重要なことはベルルスコーニ氏の脆弱性だ。支持者達が彼の衰えつつある人気にやきもきし始めているようにそれが増大している。彼への信頼度は揺らぎつつある。:7月の緊縮財政パッケージは彼がしばしば回避することを約束していた増税ばかりだった。そして彼は無神経のようだ。:今週議会に出てくる前に彼はほぼ一ヶ月の間に、イタリアが財務危機については殆ど何も無いと言ってきた。ベルルスコーニ氏の主要な味方である北部同盟のUmberto Bossiは、彼の投票によって首相の地位を維持しているが、彼の講演の間、議場にいなかったのが目立った。Bossi氏の最も上級副官の一人である内務長官のRoberto Maroniがそこにいた。しかし、面白いことに、彼は彼は彼の党の仲間の中に座ることを選んで、内閣の閣僚とは一緒にいなかった。以上。

イタリアとユーロ

昨日のスペインに引き続き、今日からイタリアを2日間、扱う。昨日のスペインの内容はいまいちだったが、今日はどうだろうか。ベルルスコーニは今まで何度も取り上げて来たし、財務大臣のトレモンティも取り上げて来た。今回の記事はどうだろうか。さて始めよう。これはエコノミストの記事だ。

HOWEVER bad the economic crisis in southern Europe may be for investors, it is proving lethal for the area’s political leaders. In March Jose Socrates, Portugal’s beleaguered prime minister, resigned. Soon afterwards his Spanish counterpart, Jose Luis Rodriguez Zapatero, announced his intention to step down. In June George Papandreou, Greece’s prime minister, came close to ejection during a fierce debate over an austerity package. 


南ヨーロッパの経済危機が投資家にとって如何に悪かろうと、この地域の政治の指導者にとっては致命的であることを示している。3月にポルトガルの問題山積みの首相Jose Socratesは辞職した。そぐ後で,彼のスペインの相方Jose Luis Rodriguez Zapateroは辞任の意向を発表した。6月にギリシャの首相George Papandreouは緊縮財政パッケージに対しての激しい議論の間に追い出されそうになった。 


So as he stood up to make the first of two eagerly awaited speeches to parliament on August 3rd, Italy’s prime minister, Silvio Berlusconi, may have had an uneasy feeling he was one in a line of dominoes. If so, there was nothing in the style or content of his address to suggest it. Nor was there much to indicate that he appreciated the magnitude of the crisis facing the euro or the case for drastic action to tackle it. 


彼が8月3日に議会に対して2つの熱望されている演説のひとつを行うために立ち上がった時に、イタリアの首相Silvio Berlusconiは彼がドミノ倒しの列の1人である容易ならぬ感情を持ったかもしれない。もしそうであるならば、それを提案するための彼の演説の仕方とか内容の中身は何もなかった。ユーロに直面している危機の大きさとか、それに取り組むための徹底したアクションのための事態を理解することを示すような事はあまりなかった。

Many analysts argue that the euro’s difficulties are beyond resolution by any one member. But Italy is crucial. It is the biggest country on the euro zone’s troubled southern flank, and its €1.8 trillion ($2.6 trillion) borrowings dwarf those of any other country in the single currency. Mr Berlusconi’s lacklustre, almost blithe speech looked like a missed opportunity to influence the course of events. 


多くのアナリストが議論してるのはユーロの難題は如何なる一メンバーによる解決を越えているということである。しかし、イタリアは極めて重大だ。そこは ユーロ圏の問題のある南部の西欧人の最大の国家だ。そしてその1.8兆ユーロ(2.6兆ドル)の借入は単一通貨に於いて、如何なる他の国家のそれを小さく 見せる。ベルルスコーニ氏の活気のない、殆ど思慮の無い演説は趨勢に影響を与えるにはチャンスを見逃したようだった。 


He was speaking after the Milan bourse had fallen for four straight days and Italy’s borrowing costs had reached euro-era records. Hours before Mr Berlusconi’s address, the yield on Italy’s benchmark ten-year treasury bonds hit 6.25%, before slipping back fractionally. Giulio Tremonti, the finance minister, was summoned to Luxembourg for an emergency meeting with Jean-Claude Juncker, head of the euro group of finance ministers.

Not that Italy was alone. The day before, Spain’s borrowing rates too had hit record highs. Both Italy and Spain face the threat of a self-fulfilling fear in the markets that they are fated to suffer a Greek-style financial emergency. A special euro-zone summit last month briefly calmed investors’ nerves after Italy had been first contaminated by the spreading crisis. But doubts have persisted as to the effectiveness of a €48 billion package of budget-reduction measures rushed through the Italian parliament in mid-July. A renewed bout of concern over the two biggest southern euro-states began gathering momentum on July 29th, when Moody’s, a ratings agency, warned that it might downgrade Spanish debt. The yield on Spain’s bonds started to climb, tracked closely by the return on Italian debt. 


イタリアだけではなかった。その前日、スペインの借入金利もまた、記録的な高さであった。 イタリアとスペイン双方がギリシャ型の金融の緊急事態に苦しむ運命にある市場の中で、自ら実現しつつある恐怖の脅威に直面している。イタリアが広がりつつある危機によって最初に悪影響を受けて来た後で、先月、特別なユーロ圏のサミットはちょっとの間、投資家の神経を鎮めた。しかし、7月中旬にイタリアの議会で急遽成立した予算削減措置の480億ユーロのパッケージの効果に関して、疑念がしつこく繰り返されてきた。7月29日に評価機関であるムーディーズがスペインの債券を格下げするかもしれないと警告したので、この2つの最大の南部のユーロ国家の再発した一連の心配に弾みがつき始めた。スペインの国債の利回りは上昇し始め、イタリア債券の利回りに近づいて来た。 


Both countries’ borrowing costs have edged close to the 7% mark that heralded bail-outs for Greece, Ireland and Portugal. But even if Spain could—just—be handled, Italy is almost certainly too big to be rescued, and its presence on the international debt markets is daunting. Even though an unusually high proportion of Italy’s treasury bonds and bills are in the hands of Italians, foreigners still hold around €700 billion-worth of the things. 


両国の借入費用は Greece、Ireland、Portugalに対して緊急援助を告知した7%の水準に近づいて来た。しかし、たとえスペインをー なんとかー 取り扱うことが出来たとしても、イタリアは救済するには殆ど確実に大きすぎるし、そして、国債債券市場の存在を脅かしている。イタリアの短長期国債は極めて高い比率で、イタリア人の手中にあるが、外国人が依然として、それのほぼ7,000億ユーロ相当を保有している。 

1.8兆ユーロのうち外国人が7.000億ユーロを保持しているようだ。39%派少ない数字ではない。また、国債の金利が7%と言うことは異常だ。今日はこれまで。明日もこの続きがある。

スペインの政治

今回の夏風邪はなかなか治らない。上海西安研修の過労もありそうだ。また、愚妻が一週間海南島に行ってしまうので、生活は少し気楽になる。愚息は来月1日が大学受験日なので、暫くはおとなしいだろう。現在来年の研修プログラムを検討しているが、以前話をしたように、新入社員から役員までの研修をいろいろ検討したが、やはり、部課長中心で、様々なグローバリゼーションのパターンを米中のツアーで検討することにした。今までの大連のように、ワンパターンではなく、毎月異なったカリキュラムを作成しようと考えている。このメニューはブログ、グローバリゼーション研究会の延長線上に位置づけようと考えている。本については今年の5月からほぼ完成したのだが、内容が気に入らないので、もう一度書き直すことにしたので、もう少し時間がかかりそうだ。では今日も始めよう。今日ははじめてだが、今デフォルトの可能性で話題のスペインを取り上げよう。これはエコノミストの記事だ。どうもスペイン人がこの記事を書いているようなので、英語が平易だ。

THE game was up. Last week Jose Luis Rodriguez Zapatero, Spain’s prime minister, announced that the country would hold a general election on November 20th, four months earlier than planned. In doing so, he was bringing forward a new era in Spanish politics. The unpopular Mr Zapatero, who has responded only belatedly to Spain’s economic difficulties, announced several months ago that he would not seek another term in office. But he knows that his successor as Socialist candidate for prime minister, Alfredo Perez Rubalcaba, stands virtually no chance of winning the vote. Polls suggest that Mariano Rajoy, leader of the opposition conservative People’s Party (PP), looks certain to triumph. 


ゲームは終わった。先週、スペインの首相であるJose Luis Rodriguez Zapateroがこの国は計画よりも4ヶ月早く、11月20日に総選挙を行うだろうと公表した。そうする中で、彼はスペインの政治の新たな時代を提案していた。この人気の無いザパテロ氏はスペインの経済の困難に、手遅れになってはじめて、対応して来たが、数ヶ月前に公表したのは彼が次期は首相をしないだろうと言うことだった。しかし、彼は社会主義者の首相の候補者としての後継者であるAlfredo Perezが事実上、勝利するチャンスは無いことを知っている。世論調査では野党の保守の人民党(PP)の党首のMariano Rajoyが確実に勝利しそうだと示唆している。


Mr Rajoy pledges reform, and Spain certainly needs it. The economy is stagnant. At 21%, the unemployment rate is by some way the worst in the European Union. With borrowing costs once again spiralling this week, Mr Zapatero was forced to postpone his summer holiday to cope with the crisis. Mr Rajoy called for the vote to be held sooner, in October. 


ラホイ氏は改革を誓約している。そしてスペインは確実にそれを必要としてる。経済は不景気である。21%なので、失業率はヨーロッパ連合の中で、幾つかの点で、最悪だ。今週再び、急上昇している借入費用とともに、ザパテロ氏はこの危機に対処する為に彼の夏期休暇を延期せざるを得なかった。ラホイ氏は10月に投票をより早く行うように要求した。

Mr Rajoy realises that what Spaniards most want are jobs and a sound economy. But he also offers something that stretches credibility: austerity without pain. “I do not intend to make social cuts,” he says. 


ラホイ氏はスペイン人が最も求めていることは雇用であり、健全な経済であることを実感している。しかし、彼はまた、信頼性を広げる何かを提供している。: 痛みの無い緊縮財政。「私は社会福祉費用の削減を意図していない。」とかれは言っている。 


Since May, when the PP soared to victory over the Socialists in local and regional elections, voters have had a sneak preview of the party in office. The PP now runs 11 of Spain’s 17 autonomous governments; this matters in a decentralised country where regional administrations accounted for almost a third of the overall budget deficit last year. 


5月以来、人民党(PP)は地方と地域の選挙で社会主義者に対して勝利を達成した時、投票者達はこの党が権力を持った時の事前の感触を持っていた。人民党 (PP)は現在、17のスペインの自治権のある政府のうち11を運営している。;この事は分権化した地域に争点があり,その地域の行政機関は昨年、全体の予算の赤字のほぼ3分の1の責任を持っている。


The signs are not encouraging. Elena Salgado, the finance minister, wants regional governments to do their bit by limiting their budget deficits to 1.3% of GDP this year. At a meeting last week she urged them to return money advanced by central government in previous years on the basis of growth estimates that turned out to be overly optimistic. 


この兆候は希望を与えていない。財務大臣のElena Salgadoは地域政府に財政赤字を今年,GDPの1.3%に制限することによって応分の貢献をするように求めている。先週の会議で,彼女はあまりにも楽観的になってしまった成長予測に基づいた過年度の中央政府による前渡金を戻すように彼等に促した。


Not possible, squealed the PP regions (backed by Socialist Andalusia). Some claimed that sending the money back would squeeze their ability to finance health and education properly. Tiny Murcia—historically a big over-spender—even threatened to hand back administration of those services to Madrid. “The government asphyxiates us,” moaned Salvador Marin, the region’s finance boss. In the end Ms Salgado blinked, offering soft loans to cover half the money the regions must return, and so in effect bumping up the national debt.

Some PP-run regional governments have eked out efficiencies, cut investment and merged departments. Madrid, for example, has been even more austere than the central government wished. But elsewhere, problems are mounting. In Catalonia, whose economy is as big as Portugal’s, the minority nationalist government plans to run a deficit of 2.7% of GDP this year, more than twice Ms Salgado’s limit. The PP, which props up Artur Mas’s administration in Barcelona, has identified €1.2 billion ($1.7 billion) of further savings. But rather than reduce the deficit further it wants this money ploughed back into health services.

Mr Rajoy faces a dilemma over the coming months. To win votes he must seem moderate, but to gain respect from the markets and Brussels he must seem severe. For the moment, votes are what counts. One recent poll showed that the Socialists had cut the PP’s lead to seven percentage points. If that transpires on election day, Mr Rajoy would find himself at the head of a minority government, with less clout over the economy. 


ラホイ氏は来るべき数ヶ月の間、板挟みに直面している。投票に勝つ為には彼は穏健にしなければならないが、市場とブラッセルからの信望を得る為には厳しくしなければならない。当面、投票は大切なことだ。ある最近の世論調査では社会主義者達が人民党のリードを7%奪ってしまったことを示した。それが投票日に判明すると、ラホイ氏は経済にあまり影響力を持たない、少数派の政府の長となってしまうだろう。 


Either way, cutting the deficit is likely to be one of his hardest tasks. He is against raising taxes so, if growth does not pick up, he must cut spending instead. This year Spain is aiming to bring the deficit down from 9.2% of GDP to 6%. Next year’s target is 4.4%. In private, some in the PP acknowledge that Ms Salgado has made a good start. It is now time for their leader to show how he means to follow her. 


どのみち、赤字削減は彼の最も厳しい課題の一つのようだ。成長が上向かないのであれば、彼はそんな税金の値上げには反対で、その代わり、彼は支出を削減しなければならない。今年、スペインはGDPの9.2%から6%に赤字を削減しようとしている。次年度の目標は4.4%だ。非公式だが、人民党の幾人かはサ ルガト女史が好調なスタートを切ったと認めている。彼らの指導者が彼女にどのように従うつもりであるのかを示すのは今だ。

アメリカの債務上限5

昨日はスケートに行ったが、疲れが残っていて、よれよれだった。一日、疲労感が残った。上海西安研修はどこかの連休を利用して、5泊6日にしよう。後は毎月、行き先を変えようと思う。アメリカも年に3回は考えて行きたい。勿論、Chinese Americanの動向の調査だ。さて、今日でやっとアメリカの債務上限の話は終了する。丁度、上海西安研修に重なってしまい大変だったが、今日で終了する。アメリカ憲法同様に、この債務上限も難しかった。今日が最後だ。では始めよう。

Small comforts
Mr Obama did secure his priorities: the debt ceiling will not be an issue again until after the next election, and programmes for the poor were largely protected. He did not fully shield the recovery, though. Michael Feroli of JPMorgan Chase reckons the spending caps will subtract 0.3 percentage points from growth in 2012 (see chart 3). Fiscal policy was already on course to knock 1.4 points off growth, as last year’s payroll-tax cut and extension to unemployment benefits reach their expiry date. Administration officials hope to persuade Congress to keep both for one more year. But if they fail, then fiscal tightening poses a serious obstacle for an economy already growing at “stall speed”: that is, slowly enough to fall back into recession.  


小さな安堵感

The president counts as perhaps his biggest victory the reprieve from debt-ceiling blackmail for two more years. To be sure, the Republicans holding out against an increase assumed, probably correctly, that the Treasury would have found a way to pay interest on the debt. But it would have had to default on many other obligations. That the Republicans deployed such a threat so successfully will encourage both parties to try it again. Indeed, Mr McConnell proudly declared the strategy “a new template”. “In the future”, he added, “any president, this one or another one, when they request us to raise the debt ceiling, it will not be clean any more…we will go through the process again and see what we can continue to achieve.” 


大統領はあと2年間、債務上限の恐喝からの一時のがれを多分、彼の最大の勝利として考えている。確かに、増税に対して屈しない共和党は多分正確に、財務省が債務に対して金利を支払う方法を見つけて来ているだろうと決めてかかった。しかし、多くの他の支払いの為に債務不履行をしなければならないだろう。共和党がそのような脅威をそれほどうまく成功裏に展開したことは双方の党にもう一度試そうと言う勇気を与えるだろう。実に、 McConnell氏が得意になって「新たなテンプレート」戦略を公表した。「将来は」彼は付け加えて,「どんな大統領でも,現在の人でももしくは他の人でも、彼等が債務上限を引き上げる事を我々に要求する時、我々は再び,このプロセスを承認し、我々は達成し続ける事ができる事を理解出来るかどう か....それはもはや明確ではないだろう。」

The two parties’ disagreements on economic policy are likely to surface time and again between now and the election. Besides the various votes on whatever the joint committee comes up with, a budget is due by October 1st; part of the petrol (gasoline) tax is up for renewal next month; unemployment benefits will become much less generous at the end of the year; and the tax cuts enacted under George Bush and extended last year will expire again at the end of 2012. Each of these events will provide an excuse to repeat all the partisan posturing of the past few months. 


経済政策に対しての2党の意見の不一致は今から選挙まで,再三再四、表面化しそうだ。合同委員会が考えだす決議事項に加えて,予算は10月1日が期日だ。; 石油(ガソリン)税の一部は次月、更新になっている。;失業給付金は今年の終わりにはあまり寛大ではなくなるだろう。;George Bushのもとで制定され、先年延長された減税は2012年の終わりには再び期限が切れるだろう。これらの事象のそれぞれが過去数ヶ月のすべての党利の不自然な行動を繰り返す口実を与えるだろう。


The outlook, then, is that America’s political dysfunction will only get worse, and with it the burden on economic growth. Some may think that too gloomy a view. The debt-ceiling farrago showed that old-fashioned bargaining could still work, and both Mr Obama and Mr Boehner showed themselves open to a grand bargain, if only for a time. A day after the debt deal, Senate leaders reached a sort of pact on moving the free-trade agreements forward. 


それから、この見通しはアメリカの政治の機能障害がさらに悪くなるだけだろうし、それとともに経済成長に対する重荷があると言うことだ。幾人かはそれはあまりに悲観的な見方だと思うかもしれない。債務上限の意見の寄せ集めは時代遅れの交渉がまだ機能しうる事を示した。そしてオバマ氏とボエナー氏双方が、当面だけだが、偉大なる取引にオープンである事を見せた。この債務取引の後のある日、上院の指導者達は自由貿易協定に前進するある種の約束に達した。


Round the country, too, there are gleams of useful reform. Both Florida and California are experimenting with less partisan forms of redistricting, which should lead to more competitive elections in which congressmen have to cater to the average voter rather than the extreme wings of their parties. If other states follow suit, it could slowly reverse the ideological duopoly that has taken over the House. Even without that, many tea-party Republicans, who won their seats in districts that were recently Democratic, have a high risk of being turfed out next year if they fail to learn the fine art of compromise. 


また、国中に有用な改革の兆候がある。フロリダとカリフォルニアの双方は党派の形式にこだわらない地区の再編成を実験している。それはより競争によって決定される選挙につながるべきであり、そこでは、議員は彼等の党の極端な考えよりも平均の有権者の要求に応えなければならない。もし他の州がその先例にならうようであれば,上院を引き継いで来たイデオロギーによる2党による独占をゆっくり覆してくことができる。そうでなくてさえ,多くのティーパーティの共和党員達は最近、民主党の地区から議席を勝ち取って来ているが,彼等が妥協の高度な技術を体得し損ねると来年は追い出されてしまう高いリスクがある。 


妥協の高度な技術」とは共和党一辺倒のやり方に固執しないと言う意味。注


But all that is 15 months in the future. And congressmen who have left Washington in a glow of relief and self-congratulation should have no illusions. The political dysfunctionality of America has been on display as never before, to the nation’s shame. And it can still do plenty of harm to a very sick economy. 


しかし、そのすべてが今後の15ヶ月である。そして、安堵の満足感と自己満足を持ってワシントンを離れた議員達は幻影を持つべきではない。国家の不名誉なことだが、アメリカの政治の機能障害が以前はなかったが、示されて来ている。そしてそれは極めて病的な経済に対してまた、多くの損害を与えることが出来る。

2010年の財政赤字額は1.29兆ドルであった。現在の債務残高は14.3兆ドルで、2010年に設定された上限に達している。債務の内容は(1)社会保障信託基金など政府基金からの借入が4.6兆ドル、(2)連邦準備制度への預け入れ担保など兆1.5ドル、(3)9.7兆ドルが財務省証券発行による調達で、個人や機関投資家などの保有額は3.6兆ドル。(4)そのうちの約半分の兆4.5ドルは外国政府が保有。外国政府の内訳は、中国政府は1.15兆ドル、日本政府は9070億 ドル、イギリスが3000億ドル保有。


2001年の債務総額は5.8兆ドルで、現在は14.3兆ドルと約9兆ドル増加。その増加要因は、(1)ブッシュ政権の2度の大幅減税による額は1 兆.8120億ドル、(2)金利負担増加分が1.4兆ドル、(3)ブッシュ政権のイラク・アフガン戦争による戦費と防衛予算増加分が1兆4690億ドル、(4)ブッシュ政権の非防衛予算の裁量的歳出増分が6080億ドル、(4)オバマ政権の景気刺激策による支出増が8000億ドル、(5)2010年の租税措置分(オバマ政権と共和党の妥協による実施、内容は失業保険給付増の継続、社会保険料減税)が4000億ドル、(6)ブッシュ政権下の2003年に実施されたメディケアの処方箋による医薬品 給付1800億ドル、(7)ブッシュ政権の2008年の景気刺激減税などで7730億ドル、(8)ブッシュ政権下の2008年の金融機関救済(Troubled Asset Relief Program: TARP)分が2240億ドル、(9)金融危機後の不況に伴う歳入の減少分が数千億ドルなど。(参考:ブッシュ政権の新政策に伴う歳出増加額の合計は5.07兆 ドル、オバマ政権は1.44兆ドル)。


政権別の財政赤字累積額:レーガン政権は1.9兆ドル、ブッシュ(父)政権は1.5兆ドル、クリントン政権は1.4兆ドル(ただし最後の2年間は財政黒字を計上)、ブッシュ政権は6.1兆ドル、オバマ政権は2.4兆ドルで、ブッシュ政権の財政赤字拡大が際立っている。


以上、アメリカの債務上限の引き上げの話であったが、こうしてみてくると、民主党と共和党との葛藤がよく理解できたと思う。こうした交渉を毎日やっているアメリカは日本と比べると大変な国だ。民主主義の悪さが目一杯出ているようだ。さて明日からはスペインそれからイタリアの話をしよう。今、この2国がデフォルトの可能性が出てきている。今日はこれまで。

アメリカの債務上限4

さすがに日本の飛行機会社は正確だった。予定通りに成田に着いた。昨日は土曜日だったので,上海市内がすいていたので,朝の反省会をした後で,外灘,骨董街に行くことができた。今までの研修で今回が一番厳しい研修だった。今後この研修は毎回目的を変えて,グローバリゼーショ ンのいろいろな形態での研修に変えて行こうと考えている。グローバリゼーション研究会の延長線上にこの研修を位置づけて行きたい。課題はどのようにアメリカ企業,アメリカのビジネスの仕方をこの研修に反映させるかが課題で,日本とアメリカとの合弁企業にまずは焦点を当ててみたい。アメリカでの研修も考えて行きたい。後は昨日のこのブログでも話をしたように、中国のシルクロードと遣唐使のグローバリゼーションも面白いと思っている。講師が今ひとつ明確になっていないが。日本人の経営幹部の変革をどう支援して行くかが私の課題だ。いずれにしても、今回の研修は大変しんどかった。今朝もまだ疲れがとれない。このブログを書くのもやっとだ。さて、今日も昨日の続きだ。頑張ろう。では始めよう。

The result was a deal that neither side believes can fix the deficit. All $917 billion of the immediate spending cuts comes from discretionary outlays: items such as defence, law enforcement and research, which must be authorised each year by Congress. Spending on these was already heading downwards (see chart 2), and the deal accelerates the decline.


結果は双方とも赤字を解決することが出来るとは信じていない取引だった。即座の支出削減の9,170億ドルすべては自由裁量の経費から来ている。;防衛、警察、調査のような項目であり、それは毎年、議会によって認可されなければならない。これらの支出は既に下降して来ていた。(昨日の図2参照)そしてこの措置は減少を加速している。


The Democrats found the deal unbalanced because it contains no tax increases. But nor does it guarantee changes to entitlement programmes, which do not require annual authorisation and are the real source of long-term spending pressure. As a result, the deal’s $2.1 trillion-2.4 trillion in deficit savings will not only fail to halt the climb in the debt, but may not preserve America’s AAA credit rating either. Wall Street is jittery; though the stockmarket rallied when the deal was announced, by the end of August 2nd the S&P 500 had tumbled to a seven-month low.


民主党は増税が入っていないので、この措置がバランスしていないのを知っていた。しかし、エンタイトルメントプログラムを変更する保証もしていないし、それは年度の認可を必要としていないし、また、 長期的な支出圧力の本当の源泉でもある。結果として、この措置による2.1-2.4兆ドルの貯蓄不足は債務の上昇を阻止することが出来ないばかりでなく、 アメリカのAAAの信用格付けも保てないかもしれない。ウォールストリートはいらだっている。;この措置が公表されて、株式市場が回復しても、8月2日の終わりにS&P500が7ヶ月間で一番低いところまで急落した。


In theory, the joint congressional committee that must find the next tranche of cuts could embrace both entitlement reform and an increase in taxes. But Mr Boehner and Mitch McConnell, the Republican minority leader in the Senate, have made it clear that they do not want the committee to pursue tax increases. Since they will appoint the six Republican members, and since at least one Republican vote will be needed to put the committee’s recommendations to Congress as a whole, they can presumably get their way. Democrats, in turn, have made it clear that they will not allow cuts to entitlements unless the Republicans give ground on taxes.


理論上は合同の議会の委員会は削減の次の部分にはエンタイトルメントの改革と増税を受け入れることを知っておかなければならない。しかし、ヘフナー氏と上院の共和党の少数派の指導者であるMitch McConnellは彼らはその委員会に増税を追求させたくないことを明らかにして来た。彼らが6人の共和党議員を指名していて、そして少なくとも一人の共和党員の投票が総じて、議会への委員会の勧告には必要となるので、彼らは恐らく思い通りにすることが出来る。振り返って、民主党は共和党が税金について譲歩しないのであれば、エンタイトルメントに対しての削減を認めないだろうことは明らかだった。


The debt deal’s triggers are meant to be fearsome enough to prevent that kind of deadlock. But for many Republicans, voting for a tax increase would be a bigger sin than allowing vicious cuts in the defence budget. Many Democrats, in turn, think they have been too quick to compromise in recent budget battles and are determined to call the Republicans’ bluff for once. Some—Mr Obama among them—welcome the idea of campaigning for next year’s elections with huge and doubtless unpopular budget cuts looming, while the rich are spared any rise in taxes.


この債務措置の引き金はそのこう着状態を回避するのに十分な程、ものすごいことを意味する。しかし、多くの共和党員にとって、増税に投票することは防衛費予算の危険な削減を許すよりもより大きな罪なのだろう。多くの民主党員は、今度は、最近の予算折衝であまりに早く妥協しすぎたと思っていて、今回だけは共和党はたいしたことは無いと見くびることを決めている。幾人かはー その中にオバマもいるが、ー 来年の選挙の選挙運動の考え方で歓迎しているのは、非常に大きな、おそらく評判の良くない予算削減の気配があって、一方で、金持ちは課税に於ける如何なる上昇もなしですまされることである。

ここで言う「債務措置の引き金」とは「エンタイトルメントの改革と増税」のことを言っていて、共和党は増税を認めないと言うことを民主党員がそのことで、あまりに早く妥協してしまったと言っている。そのため、今回の選挙では民主党は増税をしない代わりに、大幅な予算の削減を選挙の目玉にしようとしている。注


Furthermore, there is always the chance that Congress, when faced with big cuts to cherished programmes, will simply reverse itself and disconnect the triggers. Past schemes designed to instil fiscal discipline have frequently come unstuck sooner or later. The triggers are meant to be pulled on December 23rd, but if no agreement has been reached, the cuts do not take effect for over a year after that, leaving Congress plenty of time to reconsider.


その上、大事にして来たプログラムにたいして大幅な削減を強いられる時に、議会は単に考えを覆し、引き金を引くのを止めるだろうと言う機会はいつでもある。財務規律を植え付けようとした過去の計画は遅かれ早かれ、しばしば失敗して来た。この引き金が12月23日に引かれることになっているが、合意が得られないと、そのあと一年以上、その削減は有効にならず、議会が多くの時間を再審議に費やされることにになる。


ここでは明確に行っていないが、前の段落で指摘した債務措置の引き金」を議会が否決するかもしれないと言っている。ここで言う「財務規律」と言のは赤字を阻止する為の規律のことで、赤字のままで「そのあと一年以上、その削減は有効にならず、」と言っている。注

今日はこれまでだが、今回の英文の内容が英語だけでなく、著者の意図を理解するのが難しい。アメリカの双方の党の意向を理解していないと、文章自体がわからない。私なりに解釈してみた。ではまた明日。
