アメリカの債務上限3

大騒ぎしているうちに、この研修も最終日時になってしまった。昨日の西安は14度で涼しかった。昨晩も一昨日と同じで,飛行機が遅れた。天気が悪い訳でもないのに,中国は殆ど必ず遅れる。ホテルについたのは午前2時で,日本時間では午前3時だ。いつもならもう起きる時間だ。私も参加者も今回のスケジュールはきついので,やっとたどり着いたと言う感じだ。今日は9時から反省会をしてそのまま飛行場に向かう。では今日も昨日の続きを始めよう。

More than anything, businesses have hated the uncertainty of the weeks of posturing over the debt, which has caused many of them to put their plans on hold. Yet now that the stalemate is resolved and the deal signed, uncertainty is still rife—because the polarisation that made the stand-off possible is as sharp as ever.

何にもまして、ビジネスは債務に対してとって来た何週間もの不確実性を嫌って来た。それは彼らの多くに対して彼らの計画を保留させて来た。けれども現在は動きのとれない状態が解決され、そして、取引は署名されたけれども、不確実性がまだはびこっている。ー 行き詰まりを可能とする2極化は相変わらず激しいからである。

It has been a long time forming. Most congressional seats are safely in the hands of one of the two parties, thanks to gerrymandering. The real election for many congressmen is the primary, when any representative who strays too far from the party line will face a challenge from an ideological purist. The Democratic landslide of 2008 and the Republican one of 2010 have also helped to weed out many centrists. The present House, according to Congressional Quarterly, a sister publication of The Economist, is the most starkly divided yet, with even the most liberal Republican now somewhere firmly to the right of the most conservative Democrat.

 Economic weakness reinforces this dogmatism. Democrats blame the crisis on deregulation and private greed, and find it especially heartless to cut social services when the ranks of poor and jobless are growing. Republicans blame the weak recovery on misguided Keynesian pump-priming and government overreach, and think higher taxes perverse when the economy is struggling. Many on both sides conclude that their different visions of society cannot be reconciled. Voters will have to choose between them: defenders of the rich in the Republican corner, reckless spendthrifts in the Democratic one.

Pundits and political wise men have long dreamed of a “grand bargain”, which would arrest the growth of entitlement spending while raising tax revenue by closing loopholes. It is more or less the only formula that solves America’s budget woes while sharing political pain equally between the two parties. It is no coincidence that such a bargain lies at the heart of most recent bipartisan deficit-reduction schemes, including those put forward by the Senate’s “Gang of Six” and the president’s own fiscal commission. Both plans would have cut the deficit by roughly $4 trillion over the next decade, enough to put the debt on a downward path relative to GDP. Many hoped the debt-ceiling increase would be the vehicle to deliver it.

But Mr Obama, despite much talk about the need for long-term fiscal consolidation, has done little to advance it. He ignored his commission’s findings, and instead proposed a budget in February that left entitlements untouched. As for the Republicans, they have been as obdurate as Mr Obama was feckless.

しかし、オバマ氏は、長期的な財務の整理統合の必要性についての多くの話し合いにもかかわらず、その進展は殆どなかった。彼は委員会の結論を無視し、そして、その代わり、エンタイトルメントに触れない2月の予算を提示 した。共和党にとってみれば、オバマ氏が無責任であり、同様に彼らは頑固であった。

They walked out of negotiations no fewer than three times over the summer because the Democrats had the temerity to propose tax increases. Mr Obama and John Boehner, the Republican speaker of the House, came close to striking a grand bargain a few weeks ago that would have reformed entitlements and tamed future deficits; but they fell out, both sides agree, on the subject of tax.

貧困層と失業者が増大している時に社会事業を削減することは特に無慈悲だと言う大統領とこの景気の悪い時に増税なんてとんでもないと言う共和党との議論がこの債務上限の増加に対しての議会の審議を逡巡させてしまった。いずれにしても赤字を削減する解はここからは出てこない。後2日間この議論は続く。今回の研修の参加者はいずれにしてもご苦労様だった。何しろ,西安への国内線 が行きも帰りも遅れてしまったのには辟易した。今後この研修は「シルクロードと遣唐使の長安に学ぶグローバリゼーション研修」と言うテーマで,4泊5日にしよう。ただし、どこかに連休をはさまないとビジネスマンは来ることができない。ではまた明日。

アメリカの債務上限2

中国ではFacebookが使えないので、その分のメールがいつもたまってしまう。昨晩は飛行機が予想通り、2時間遅れたので,ホテルには現地時間で,1時半に着いた。遅かったので,今朝はつらい。このブログと朝の運動はこの年で心技体を維持するための必須の運動なので,止めることはできないが、今日は出来そうにないのでブログだけだ。風邪を引いていなければ,もう少し楽だとは思うのだが,こればかしは仕方がない。では今日も始めよう。


The deal, hammered out just days before that deadline, promises $917 billion in spending cuts over the next decade in return for a two-stage increase in the debt ceiling of $900 billion. After that, a 12-member congressional committee, equally composed of Republicans and Democrats, is to find $1.5 trillion in further deficit reductions that Congress must approve by December 23rd, in return for a similar-sized increase in the debt ceiling. If the committee fails to reach agreement or its proposal is rejected, $1.2 trillion in spending cuts will be triggered, drawn equally from domestic spending and defence.


この措置は最終期限のほんの数日前にたたき出され、次 の10年にわたって9,170億ドルの支出削減を約束し、その代わりに、2段階に分けて、9,000億ドルの債務上限を増加する。そのあとで、等しく共和 党と民主党からなる12名の議員による委員会が更なる赤字削減で1.5兆ドルを見つけ出し、議会はこれを12月23日までに承認しなければならず、その代わり、同額の債務上限を増額する。もしこの委員会が合意に達することが出来ず、もしくはその提案書が却下されると支出削減の1.2兆ドルが始動され、等しく、国内の支出並びに国防費から引き出される。

ここで、議会承認が得られなかったら、赤字削減額が1.2兆ドルになると言う意味が飛躍しているが,ここでの意図は承認されなかった場合にはその執行額が強制力を持たないのでその分減額するぐらいの意味だと思う。注

This is far from a lasting solution to America’s climbing debt. Neither Republicans nor Democrats were forced to slaughter their sacred cows. Republicans kept higher taxes off the table, and Democrats did the same with the biggest entitlements: Medicaid (the federal-state health programme for the poor), Social Security (pensions) and most of Medicare, the federal health programme for the elderly. The deal also threatens to tighten fiscal policy further in 2012, when the recovery is still struggling to establish itself.

It marks, too, another deeply worrying change. The willingness of one party to use the threat of default, if not on government bonds then on other federal obligations such as pensions and pay-cheques, marked a dangerous escalation in the partisan rancour that has come to bedevil policymaking. It is not just big, controversial things like tax reform and climate change that fall victim to gridlock, but smaller, routine matters where disagreements are often slight.

Since 2007 the Federal Aviation Administration has operated on no less than 20 short-term funding authorisations; the latest finally ran out on July 22nd because of a congressional dispute, forcing the layoff of thousands of workers and a halt to airport building projects. Many regulatory positions remain vacant because Senate Republicans are blocking appointments to them. Free-trade agreements with Colombia, South Korea and Panama, supported by both parties, have been stalled because the Democrats want ratification linked to renewal of a worker-training programme and Republicans do not.

American politics has always been fractious; that is part of its strength. Checks and balances prevent abuse of power and compel compromise. But checks and balances combined with polarisation allow a small number of legislators to bring government to a halt. Businessmen always and everywhere complain about politicians, but what is happening now in America seriously bothers them. Daniel Kaufmann of the Brookings Institution, examining surveys by the World Economic Forum, notes that the confidence of American business executives in their legislature has fallen steadily since 2002, while that of their Canadian, British and German peers has not (see chart 1). America’s ranking in an annual World Bank survey of governance indicators has also fallen steadily since 2000. It then ranked 15th for “government effectiveness”. In 2009 it was 24th.

情報のオープンさと説明責任の欠如;政府の意思決定に対しての大衆の精査の不足;政治家との間のそれらについての大衆との議論の欠如」があると言っている。では今日はこれまで。今日も同様に、上海に帰るのは11時を回ってしまいそうだ。今日も寝不足で大変だ。ではまた明日。

ヨーロッパの債務危機の理由3/アメリカの債務上限

初日は無事終わったが,まだ風邪がなおっていないので,紹興酒はちょっときつかった。昨日はラッキーだったようだ。午後便の上海行きは台風のためにキャンセルになったようだ。前回もそうだったが,運が良かった。夏風邪はまだ依然としてしつこい。今日は昨日の続きだ。では始めよう。


Fifth, all of these problems underscore the reality that the euro zone still has no comprehensive solution or approach to solving its debt crisis. Last week's Greek bailout agreement followed the same pattern as all of the other euro zone, debt-crisis agreements – it was made at the brink of the precipice, and promises more than it delivers. The existing system – combining liquidity support matched to austerity programs – has fundamentally not changed.

5番目にこれらの問題のすべてがユーロ圏が債務危機を解決する包括的な解決もしくはアプローチをまだ持っていないと言う現実を強調している。先週のギリシャ の緊急援助の合意は他のユーロ圏のすべてと同じ形式の債務危機合意に従った。ー それは危機に瀕した時に作られた。そして、実行するよりも約束であった。その存在するシステムはー 緊縮財政プログラムに見合った流動性支援と併せてー 基本的に変更されていない。

Aside from tweaking the use of the bailout fund, no new methods were introduced to build investor confidence or shore up the financial standing of the PIIGS (like a Eurobond). The responsibility for saving the euro is still very much on the heads of politicians in Spain and Italy. Basically, the euro zone is fighting its debt-crisis with the same playbook that has proven a loser again and again. Is there any reason to believe that playbook will perform any better in the future?

緊急援助資金の使用の微調整に加えて,新しい方法は投資家の信頼を築くためにもしくはPIIGS(ユーロボンドのような)財政状態を強化するために紹介されなかった。ユーロを救おうとする責任はスペインやイタリアの政治家達の頭の中にまだ、大いにある。基本的に,ユーロ圏は何度も何度も敗者を証明して来た同じ脚本で債務危機と戦っている。この脚本が将来に於いて何かより良く上演する事を信じる何か理由があるか?

PIIGS:財務的に弱いとされるヨーロッパ連合加盟の国々の総称。一般的に、ポルトガル(Portugal)、イタリア(Italy)、アイルランド(Ireland)、ギリシャ(Greece)、スペイン(Spain)の5ヶ国のこと。

Sixth, the real problem is that the euro zone is still not addressing its deeper problems. There is no action on the sort of wide-scale economic reform across the zone to foster the growth and investment that would help weaker economies return to health. There is still no acknowledgement that the shaky standing of the euro zone's banks is at the core of the problem. The leaders of the euro zone have to finally realize that they are not dealing with a liquidity problem, but a structural problem – that won't go away no matter how much money is dumped into bailouts. Perhaps the always cheerful Wolfgang Munchau of the Financial Times said it best the other day:

6番目に本当の問題はユーロ圏がまだより深い問題に取り組んでいないことである。ユーロ圏に跨がった広範囲の経済改革の類いには、弱い経済国家を健康状態に戻す事を助けるために、成長と投資を促進する、何らの行動がない。ユーロ圏の銀行の不安定な状態が問題の核心であると言う認識はまだない。ユーロ圏の指導者達は流動性の問題を取り扱うだけではなく、構造的な問題を取り扱う事を最終的に理解しなければならない。ー どれほどの金が緊急援助に投げ込まれても問題がなくなることはないだろう。多分,いつも陽気なファイナンシャルタイムズのWolfgang Munchauが先日、当を得たことを言った。:

(The Greek bailout) agreement succeeded in staving off an imminent collapse of the eurozone. That is undoubtedly its greatest achievement. But we should not fool ourselves. It will only succeed if it is followed by other agreements that fix its gaps…When the Europeans return from their holidays, they will still have the euro – and they will still have the crisis.

(ギリシャの緊急援助) 合意はユーロ圏の今にも起ころうとしている崩壊を食い止める事に成功した。その事は疑いなく偉大な達成である。しかし、我々は思い違いをするべきではな い。その隔たりを修復する他の合意が伴うのであれば初めてそれは成功するだろう。...ヨーロッパ人達がその休暇から戻る時に彼等はまだユーロがあるだろ う。ー そして彼等はまだ危機もあるだろう。

要するに彼はこの第二回目の緊急援助ではだめで、もう一度必要だと言っている。それだけですまないかもしれない。そうしたことがさらに市場不安となって、今のヨーロッパの状況がある。次はアメリカの債務上限の記事で,すこしだけ、翻訳しよう。これはエコノミストの記事だ。

誰に対しても感謝しない。
アメリカはデフォルトを回避して来たが,政治的な機能障害は経済回復のチャンスを脅かしている。


THE deficit-reduction deal that finally raised America’s debt ceiling and staved off the threat of default seemed to make no one happy. “A sugar-coated Satan sandwich,” one Democratic congressman called it. Republican candidates for president lined up to denounce it.

最終的にアメリカの債務上限を引き上げ、デフォルトの脅威を食い止める赤字削減措置は誰も幸せにはしなかったようだ。「砂糖でくるんだ悪魔のサンドイッチ」ある民主党議員はこれをそう呼んだ。共和党の大統領候補者達はそれを公然と非難するために列を作った。

But even less popular than the deal itself was the process that led up to it: months of partisan wrangling, broken deals and brinkmanship, with the threat of default hanging over an economy struggling to grow. “Our economy didn’t need Washington to come along with a manufactured crisis to make things worse,” Barack Obama noted as he signed the deal into law on August 2nd—the day the Treasury had warned that it would run out of cash to meet its obligations.


しかし、その措置自体よりもさらに評判が悪かったものはその結果に至った過程だった。:何ヶ月もの党派間の論争、中断された取引と瀬戸際政策、成長へともがいている経済に覆いかぶさるデフォルトの脅威を伴って。「我々の 経済活動は事態を悪化させるでっち上げられた危機を伴う為にワシントンを必要としているのではなかった。」バラクオバマは8月2日にこの措置にサインして、法律として成立させた時に語った。債務を支払う現金が無くなるだろうと財務長官が警告した日だ。


今日はこれまで。これから数日間はこのアメリカの債務上限だ。内容が難しいので,しっかり読まないと理解出来ないので注意してほしい。英語の易しくはない。今日は上海西安研修2日目で,今夜は夜遅く西安に向かう。ホテルにつくには現地時間で,夜の11時だから,日本時間だと12時を過ぎてしまうだろう。明日朝はいつものように8時からなので、大変だ。チェックアウトも10分しか時間を取っていない。参加者には気の毒だが,観光ではないので、仕方がない。この西安は今回限りだ。ではまた明日。

ヨーロッパの債務危機の理由2

今朝は自宅のパソコンが殆どダウンしてしまい,操作が殆ど出来なくなってしまった。何とかこのMAC airに移植出来たので,今朝のブログを書いている。最近はこうした事故が多い。

ところで、とうとう、上海西安研修になってしまった。この西安行きは特別で今回限りだ。中国は将来1,000年繁栄する為に遷都するのではないかと考えている。遷都するとすれば,西安か成都だと思うのだが、今回は西安に行くことにした。10月からはいよいよ上海研修が始まる。上海研修は一ヶ月おきに行うが、この10 月は特別に4泊5日で一日多い。3WINと言う民間企業家団体の10周年記念に参加する為だ。場所は上海から高速鉄道で一時間半の鎮江まで行って、そこから車まで一時間の揚州だ。だから上海2泊、無錫1泊、揚州1泊となる。研修プログラムも全面的に変更し、グローバル人材の育成と中国ビジネスの理解と2つ の目的を持った研修にしている。以下、研修内容を貼付けておく。10名までで、現在3名の応募がある。

この予定は実際には相当研修の内容が厳しい。まず観光が全くない。この5日間に間に、私のこのブログの研究会のような内容のシナリオがこの研修全体を構成している。10人限定だが、是非参加を検討してほしい。さて、今日も昨日の続きの債務危機の続きだ。では始めよう。


Third, the second Greek bailout may make future bailouts even more likely. The decision to force losses onto private bondholders (though only fair) increases the risk of holding the bonds of other indebted euro zone governments. That means investors will likely demand even higher yields to continue to fund Madrid and Rome, making it more costly for them to maintain access to private capital. It also might make it more difficult for Portugal and Ireland to turn to private investors to fund themselves once their EU rescue funds run dry. In other words, the Greek bailout, rather than putting the brakes on the crisis, might actually have stepped on the gas.

第3に,第二回目のギリシャの緊急援助は将来の緊急援助をさらにありそうにしているのかもしれない。民間の国債所有者に損失を押し付ける意思決定は(フェアではあるけれども)他の借金のあるユーロ圏の政府が国債を持つ事のリスクを増加させる。それが意味するのは投資家達がマドリッドとローマに資金提供し続けるためにはいっそう高い金利を要求しそうである。民間資本へのアクセスを維持するためには彼らにとってより費用がかかることになる。その事によってまた、 ヨーロッパの救済資金が干上がってしまうと,ポルトガルとアイルランドが彼等自身に資金提供することを民間投資家に頼る事がより難しくなってしまうかもし れない。言い方を変えれば,このギリシャの緊急援助はこの危機でブレーキを踏むと言うよりかは実際にアクセルを踏んで来たのかもしれない。


ここではギリシャだけでなく他の弱い国家の国債も高金利になってしない、スペインやイタリアに対して、金利補填で,ECBが資金を提供してしまうと、救済資金が枯渇してしまうから、ポルトガルやアイルランドは民間投資家に資金を頼ることが出来なくなってしまうと言っている。注

Fourth, the euro zone still doesn't have the firepower to fight such contagion. Yes, the latest agreement allows the euro's leaders to use their $1 trillion rescue fund more effectively. But the problem is that many analysts believe it is simply not large enough to give the euro zone's bark some bite. A chunk of the money has already been committed to the Greek, Portuguese and Irish bailouts, leaving the fund depleted. And with the other troubled economies – Spain and Italy – so much larger, investors won't be convinced the current fund can achieve much of anything. By one estimate, the fund would have to expand to a lending capacity of $2.9 trillion to do that, but that capacity (net of its commitments) stands at a mere $430 billion now.

ヨーロッパの債務危機の理由

昨日からホームページの更新画面が壊れてしまっているので,果たして更新がうまく行くかどうかわからないが、努力してみよう。明日から上海西安研修だが、10日間も咳が止まらないので,難儀している。なんとか直さないと明日から大変だ。昨日は久しぶりに両親のところに行って来た。一月前は死にそうだったのが、元気になって来て,何はともあれヤレヤレだ。今日からまた,ヨーローパの債務危機のテーマを扱う。 これはタイムの記事だ。では始めよう。

Six reasons Europe's debt crisis isn't over
ヨーロッパの債務危機が終わらない6つの理由

While Washington is gripped in an agonizing and potentially lethal game of chicken over the U.S. debt ceiling, the risk of sovereign defaults still remains much higher across the pond, in Europe. Sure, Europe's leaders are probably feeling good about themselves after finally cobbling together a second bailout of beleaguered Greece last week. They also made some important changes to their approach to the debt crisis that give the euro zone a bit more ammunition to combat the contagion spreading to its weaker members, especially Spain and Italy.

However, anyone who thinks Europe has solved its debt crisis is deluding themselves. Even German Finance Minister Wolfgang Schauble admitted that "it would be a mistake to think that the crisis of trust in the euro area can be solved by a single summit." In my opinion, the latest crisis-busting package lacks the muscle to bust much of anything. Here are my six reasons why the euro crisis will still be with us, for a long time to come:

しかしながら、ヨーロッパがその債務危機を解決して来たと考えている誰もが思い違いをしている。ドイツの財務大臣のWolfgang Schaubleでさえ、「ユーロ地域の信頼の危機がただ一つのサミットによって解決出来ると考えるのは間違いだろう。」と言う事を認めていた。私の意見では最新の危機破壊パッケージは大して破壊する影響力はない。このユーロ危機がこれから長い間、我々とともにまだ存在するのかの私の6つの理由がここにあ る。:

First, the Greek debt crisis is far from resolved. The latest deal is based on too many “ifs” and rosy assumptions that have a high possibility of disappointing. Athens will still have to implement a politically suicidal austerity plan in a politically charged climate, and based on the progress so far (not one public sector employee has been laid off) there is little reason to be hopeful the Greek government can hold up its end of the deal. The idea that Greece will be able to raise more than $40 billion from privatization over a short period is also highly optimistic.

第 一に、ギリシャの債務危機は解決されるにはほど遠い。最新の処置はあまりの多くの「も し」とバラ色の仮定に基づいていて、失望する高い可能性がある。アテネは政治的にぴりぴりした情勢の中で政治的に自暴自棄の緊縮財政計画をまだ実行しなければならないだろう。そして、今までの進展に基づけば(公的機関の従業員はまだ1人も解雇されていない。)ギリシャの政府がこの処置の終わりまで持続させ ることができるという希望をもつ理由はほとんどない。ギリシャが短期間で,民営化によって400億ドル以上を集めることができると言う考えはまた楽観的すぎる。

Buyers, knowing they're at an everything-must-go fire sale, will hold out for the best possible prices, and that means low prices. So the holes to plug may end up being larger than expected. And the level of debt reduction the Greeks are getting in this bargain isn't much of a bargain. It looks like Greece's government debt to GDP ratio would peak at something around 150% of GDP even after the recent agreement's debt buyback and bond swap schemes. That's still an unsustainable level. So after months of effort, the euro zone has put together a second bailout that may only lead to a third.

Second, the latest agreement has done nothing to build confidence in the other weak economies of the euro zone. Borrowing costs for Italy and Spain were back on the rise this week. The future course of the euro crisis will still depend on whether or not Ireland and Portugal can fulfill the reform pledges made as part of their EU bailouts and convince investors to start lending them money again, and even more, the ability of Spain and Italy to repair their national finances and stay out of bailout programs.

第二番目に,最新の合意ではユーロ圏の他の弱い経済国家の中に、信頼を築く事は何もしてこなかった。イタリアやスペインにとって借入費用は今週、上昇に戻った。ユーロ危機の将来の道筋は依然として,アイルランドとポルトガルが彼等のEUの緊急援助の一部として作ら れた改革の誓約を実行し,再び彼等に金を貸し始める投資家を納得させることができ、そして、さらに、スペインやイタリアの国家財政を修復し、そして緊急援助プログラムに巻き込まれないようにする能力があるかどうかそれ次第だろう。

There are no guarantees that politicians in any of these countries can continue to shove severe sacrifices down the throats of the voting public to preserve the euro. That raises the possibility that more bailouts may be on the horizon. New fears erupted this week that Cyprus could be the next country to require a bailout, after Moody's downgraded its sovereign rating.

これらのどの国の政治家達がユーロを保護する為に、厳しい犠牲を選挙権のある大衆に無理矢理押し付け続けることが出来る保証は無い。それが更なる緊急援助が差し迫っているかもしれないと言う可能性を引き起こしている。新たな懸念が今週どっと出て来たが,ムーディーズがこの国自体に対する格付けを格下げしたので,キプロスが緊急援助を要求する次の国家になりうる。


今日はこれまでだが,今日はギリシャがまだ緊縮財政の施策をなんら実施していないと言う事と,ヨーロッパの各国がその対応に躊躇しているので,更なる緊急援助が必要になってくるかもしれないと言っている。明日も続く。ではまた明日。

BOTH America and China seem to have been suffering crises of political faith.

As a massive investor in American sovereign debt, China’s government will be as relieved as other observers that last-ditch agreement has been reached in Washington, DC, to avoid a technical default. Some commentators in the official press, however, may rather miss the opportunity to highlight the perceived flaws in America’s political system.

アメリカと中国双方が政治的信念の危機に悩んで来ているようだ。アメリカの国債への大量の投資家として、中国政府は技術的な デフォルトを回避する為に土壇場の合意がワシントンDCでなされたことは他の観察者同様に安堵しただろう。しかしながら、官製報道に於いて幾人かの解説者達はむしろ、アメリカの政治システムに於ける認識された欠陥をハイライトする機会を失って来たのかもしれない。

After all, a crackdown on coverage of the high-speed rail disaster on July 23rd, in which at least 39 people died, inhibits them from discussion of some of the flaws in China’s. China’s press loves to point out the failings and hypocrisies of the “advanced democracies”. The China Media Project at Hong Kong University has noted coverage of the phone-hacking scandal gripping Britain that gloats over the “deficit of professional ethics among news professionals in Western media”.

結局、7月23日の高速鉄道の災害は最終的には 39人が亡くなったが、それへの報道の取り締まりは中国の政府システムの幾つかの欠陥の議論をさせないようにしている。中国の報道は「先進的な民主主義」の失敗と偽善を指摘するのを好む。香港大学の中国メディアプロジェクトはイギリスをしっかり掴んだ電話盗聴スキャンダルの報道を観察してきて,「西側メディアの ニュースの専門家の間の専門家としての倫理の欠如」をほくそ笑んでいる。

Even last month’s massacre in Norway, home of the Nobel peace prize awarded to both the Dalai Lama and Liu Xiaobo, a jailed dissident, was grist to this mill. The official Xinhua news agency produced a commentary entitled “the Nordic version of September 11th to break the myth of Nordic peace”.  

But it was the spectacle of American political gridlock, along with fear of the dreadful consequences it might have for the world as a whole, that provided the best opportunity for what, during the Cultural Revolution, was called “teaching by negative example".

ダライラマと獄中の反体制派である劉暁波の双方に授与したノーベル平和賞の本家であるノルウェーの先月の大虐殺でさえ,もうけのネタであった。官営の新華社は北欧人の神話を打ち壊 すための9.11の北欧バージョン」と題した解説を出した。しかし、それは世界全体が持つかもしれない恐ろしい結果に対しての恐怖と一緒に、アメリカの政治的に動きのとれない状態の見せ物であった。それは文化大革命中に「人の振り見て我が振り直す」と言われたことに対する最大の機会を提供した。

ここでは暗示的な表現を使っているのでわかりにくいが、現在の民主主義を批判していて、文化大革命に於けるその運動を反面教師として教訓を受けたように、この民主主義もそれを見直す最大の機会だと言っている。注 

After all, even Barack Obama has said America risked having its credit rating downgraded because “it didn’t have a Triple-A political system to match”. 

For Chinese observers, the showdown highlighted some structural difficulties: the checks and balances that hinder swift, decisive action; the tendency, between elections, for political parties to pander to their hard-core activists and neglect the moderate centre; and the lack of influence of those without votes, such as the future generations who will have to pay off America’s debts—and the outside world.

結局,バラクオバマでさえ,アメリカは信用評価の格下げの危険を冒したが、「それは見合ったトリプル Aの政治システムを持っていなかったからだった。」といった。中国人の観察者にとって,この債務上限の法案の土壇場は幾つかの構造的な困難をハイライトした。:迅速で,断固とした行動を遅らせる抑制と均衡;選挙の間に強硬派の活動家におもねり、そして穏健派の中枢を無視する政党の傾向;アメリカの債務を完済しなければならない将来の世代ー そして外部の世界のような、投票しない人たちの影響力の欠如。

Xinhua raised these points in two succinct questions: “How can Washington shake off electoral politics and get difficult jobs done more efficiently? And how can US politicians improve their mindset so that they will care at least a bit more about the rest of the world when handling domestic affairs with global reverberations?”

新華社は2つの簡潔な疑問の中で,これらの点を提起した。「ワシントンはどのようにして選挙の政治を削ぎおとすことができ,より効率的に難しい仕事を成し遂げることができるのか?そして、アメリカの政治家は彼等の考え方を改善し,グローバルな 影響とともに国内の課題を扱う時に、少なくとも世界に関して少しばかりより多く関心を持つことができるのか?」

But the first of these questions also helps explain why it is hard for even the most nationalist Chinese commentators to go to town at the moment about the superiority of the “Beijing model”. One of its supposed advantages is precisely that it “gets difficult jobs done more efficiently”. And one example often pointed to as a source of wonder and pride is the rapid development of a world-beating high-speed rail system.

しかし、殆どの愛国的な中国人の解説者達でさえ「北京モデル」の優位性について、今のところ、うまく行っていると論じる事がなぜ難しいのかをこれらの質問の最初の部分がまた説明の助けになっている。その想定された利点の一つはまさにそれが「効率的に難しい仕事を成し遂げる」ことである。そして驚異と優越感の源泉として一つの例がしばしば指摘されるのだが,世界一の高速鉄道システムの急速な開発である。

That is why this disaster seems to have provoked even more outrage than previous scandals—such as those in 2008 over the shoddy building that made schools especially vulnerable to the Sichuan earthquake and the revelation that some baby-formula was tainted with melamine.

Both involved presumed corruption and official connivance. But neither undermined a central pillar of the party’s and government’s own claimed achievements.

そのことはこの災害が以前のスキャンダルよりもさらなる激怒すら引き起こさせて来た理由だ。ー 四川地震で特に学校に損害があった粗悪な建物についての2008年の災害 そしてメラニンに汚染された乳幼児用粉ミルクの暴露された事実。この双方の事件は汚職と官の共謀が必然的にあると思われた。しかし、党や政府自身が主張した達成したものの核心点を弱体化したりはしなかった。

All three scandals showed the limits to dictatorship—the lack of openness and accountability; the shortage of public scrutiny over government decisions; and the absence of public debate about them among politicians, however ugly that debate may sometimes look.

すべてこの3つのスキャンダルは独裁政権に対する限界を示した。ー 情報のオープンさと説明責任の欠如;政府の意思決定に対しての大衆の精査の不足;政治家との間のそれらについての大衆との議論の欠如、しかしながら、そうした議論は時としてみにくく見える。

以上。今日はアメリカの民主主義の問題と中国の一党独裁の問題をこの記者は端的に指摘している。では又明日。
