東南アジアの独裁政権

昨日は昭和医大の眼科に行って来たが、大学病院は何でいつも混んでいるのだろうか。右目がだんだん見えなくなってくるのだが、先生は理由がわからないようだ。かって、日露戦争の時の小村寿太郎が同じようなことを眼科の医者に言われたそうだが、字を読んでいれば当然見えなくな るのだろう。大事に目を使っているつもりだが、朝4時から字を読んでいれば、そうなるかもしれない。今までのこのブログを書いて来たのだが、この12月から3日間のグローバリゼーション研修を日本企業向けに行う事にした。もう3年もやっているので、日本企業の幹部にこうした世界の動きを教える事にした。

早いもので来週はもうグローバリゼーション研究会だ。今日は昼から一日英会話学校に行くが、それもこの研究会を来年は英語でも行う事にしたので、その為の指導の仕方を勉強している。私一人だけだとどうしても日本語になってしまうので、ネイティブを一人入れて、英語で行いたい。今の研究会はそのままで、さらにもう一つ検討している。また、企業別の研修会はこうした企画も検討していきたい。さて、今日は珍しく東南アジアがテーマだ。今日のテーマは東南アジアには独裁政権が多くて、それに抵抗したデモが増えて来ていると言う話だ。そうだったのかと言う感じで、中東のような事にはならないが、たしかにそうかもしれない。たしかに先月はシンガポールに行って来たが、いわゆる民主主義ではないが、特に不都合はない。では始めよう。

Whom do you call if you want to speak to Southeast Asia? Apply Henry Kissinger's famous question about Europe to the 11 countries that arc from the Himalayas to the Pacific, and an answer is equally elusive. Their economies, cultures and politics differ so dramatically that generalizing about Southeast Asia is a risky business.


あなたが東南アジアについて話をしてほしいならばあなたは誰を呼ぶか? Henry Kissingerのヨーロッパに対する有名な質問をヒマラヤから太平洋までアーチを作っている11の国家に適用してみよう。そして、応えは一様にとらえどころがない。彼等の経済、文化,政治は劇的に異なっているので,東南アジアを一般論化するのは危険な事だ。

Bersih 2.0を行う暴動があって、活動家はクアラルンプールで7月の抗議行動での放水に逃げている。

But let's do it anyway. Southeast Asians have at least two things in common. First, they all know what it's like to live under authoritarian regimes and rulers. The latter range from brutal autocrats (Burma's recently retired General Than Shwe) to self-styled strongmen (Cambodia's Hun Sen) to leaders who benefit from repressive laws that safeguard the predominance of a single party (Malaysia's Najib Razak).


しかし,とにかくやってみよう。東南アジアの人たちは少なくとも2つの事に共通点を持っている。一つは彼らは独裁政権並びに支配者達の下で生活するのはどう言う感じか誰もが知っている。その後者は残忍な独裁者(ビルマの最近、引退したThan Shwe将軍)から自称独裁者(カンボジアのHun Sen)、一党支配を守る弾圧的な法律から利益を得ている指導者(マレーシアのNajib Razak)まで広範囲だ。

Second, Southeast Asians are bone weary of authoritarianism, and increasingly unafraid to say so. There is a growing demand for accountability and good governance that the region's elites and demidespots ignore at their peril. To call it a Southeast Asian Spring is an exaggeration. But the movement is youthful and social-media-savvy, and could precipitate changes just as profound as those in the Middle East.


第二に、東南アジアの人たちは独裁政治に疲れきっていて、ますますそう言う事を恐れていない。責任と良い統治への増大する要求があり、その地域のエリートや多少独裁的な指導者達は危険を覚悟で無視している。それを南アジアの春と呼ぶのはおおげさだ。しかし、この運動は若者向きで、ソーシャルメディアが精通している。そして、まさに中東のような衝撃的な変化を発生しうるだろう。


Prime Minister Najib, who casts himself as a moderate, seems to realize this. His party, the United Malays National Organization, leads the National Front coalition, whose decades-old grip on power has sparked protests for electoral reform. In July police violently dispersed what should have been a peaceful rally by some 50,000 members of Bersih 2.0, a group campaigning for free and fair elections. (Bersih means clean.) Protesters used Twitter and YouTube to organize the rally and, later, undermine claims that the police acted with restraint.


首相Najibは自分自身を穏健派と自称しているが、この事を理解しているようだ。彼の党、 統一マレー国民組織は国民戦線連合をリードしている。その数十年にわたる権力の掌握は選挙改革への抵抗運動を誘発して来た。7月に、自由でフェアな選挙運動を行うグループであるBersih 2.0の5万人ほどの人たちによる平和な集会であるべきであったものを、警察が暴力的に追い払った。(Bersihはクリーンを意味する。)抗議者達はツウィッターやYouTubeを使い、集会を組織化し、そして、後に、警察が自在に行動した主張を攻撃した。


On Sept. 15, his reformist credentials in shreds, Najib promised to scrap the Internal Security Act (ISA), which allows police to detain suspects indefinitely, along with the much abused Emergency Ordinance. He also vowed to loosen media restrictions and review the laws on freedom of assembly. It's hard to know whether he will keep his promises. But emboldened Malaysians will hold him to them, either at the polls — an election must be held by 2013 — or on the streets.


9月15日に、ナジブが国内治安維持法(ISA)をスクラップにすると約束した、ぼろぼろになった彼の改革論者としての業績が、多くの悪用された緊急条例に従って、警察に漠然と被疑者達の勾留を許した。彼はまた、メディアの制限を緩め、集会の自由の法律を見直すと約束した。彼がこの約束を守るかどうかわからない。しかし、大胆になったマレーシア人達は投票でー 選挙が2013年までに行われなければならない。ー もしくは街頭で、彼の言った事を彼らに守らせるだろう。

ユーロ危機でのフランスの対応2

変な時間にアメリカから電話がかかって来て、グリーンカードが欲しくないかと言う勧誘の電話だった。以前、子供を留学させる為にインターネットで途中まで 入力した事があったので、その情報を基にかけて来たのだろう。逞しい商魂だ。ただ、携帯電話は一年に一度は変えているのに、かけて来たのにはびっくりだ。この 電話番号を知っている人はあまりいない。さて、今日は昨日の続きだ。では始めよう。


It’s increasingly clear that Europe is developing into two economic blocs with diverging destinies. On one side is Germany and some smaller countries — such as the Netherlands, Austria and Finland — that have similarly strong economies. On the other side are Greece, Spain, Italy and all the other countries facing severe debt problems. The wealthier countries see less and less reason to keep paying for bailouts.


ヨーロッパが分岐する運命を持った2つの経済ブロックに発展している事はますます明白である。一つはドイツと幾つかの小さな国家ー オランダ、オーストリア、フィンランドのようなー これらは同様に強い経済を持っている。もう一方はギリシャ、スペイン、イタリアと厳しい債務問題に直面している国々。より豊かな諸国は緊急援助を支払い続ける理由がだんだん無くなって来ているようだ。


Most have growing right-wing movements opposed to subsidizing the poorer countries in the euro-currency zone. And even among more mainstream political parties in Germany, Austria, the Netherlands and Finland, there is skepticism about the euro. What keeps them engaged is the perception that there is a broad European constituency for the common currency. And that broad constituency is largely built around the partnership between France and Germany, on which the entire European Union was founded.


ユーロ通貨圏で、貧しい国家を援助する事に反対する右派の動きが多くのところで増大して来ている。そしてドイツ、オーストリア、オランダ、フィンランドの多くの主流政党でさえも、ユーロに対して懐疑的になっている。彼らを引き続けさせているのは共通通貨による幅広いヨーロッパの地盤があるという認識である。そ してこの幅広い地盤はフランスとドイツの間のパートナーシップによって主として作られて来た。ここで、完全なヨーロッパ連合が築かれた。


Soon, however, France’s problems are likely to begin absorbing all its economic resources. While many European banks are exposed to potential losses on Greek and possibly Italian debt, French banks are among the most vulnerable. As a result, shares of Societe Generale, BNP Paribas and Credit Agricole have all lost almost half their value since March. France’s AAA credit rating has been at risk for several months.


しかしながら、すぐに、フランスの問題はすべての経済資源を取られ始めているようだ。多くの ヨーロッパの銀行がギリシャ、多分イタリアの債務に対しての潜在的な損失にさらされているが、フランスの銀行は最も脆弱な中で目立っている。結果として、 Societe Generale、BNP Paribas 、Credit Agricoleの株価はすべてが3月以来彼らの価値の殆ど半分を失って来ている。フランスのAAAの信用格付けはこの数ヶ月の間で、危険にさらされて来ている。


Two weeks ago, credit-rating agency Moody’s warned of a possible downgrade for France. And although President Sarkozy has declared that he will do whatever it takes to defend the credit rating, the austerity required will be politically difficult, especially in light of France’s presidential election next year.


2週間前に信用格付けの機関のMoody’sはフランスの格下げについて警告した。そして、サルコジ大統領はこの信用格付けを守る為にはどんな事でもすると宣言したけれども、要求されている緊縮財政は政治的に困難であり、特に来年のフランス大統領の選挙を考慮すると。


Remove France from the group of countries that can afford to pay for bailouts and you have just a handful left. Not only will the remaining rich countries feel the loss of France’s financial contributions; they will also lose much of the psychological motivation to defend a common European currency.


緊急援助を支払う余裕のある国家の集団からフランスを除いてしまうと、一握りしか残らない。残った富裕国はフランスの金融の貢献を失う事を感じるだけでなく、;彼らは共通のヨーロッパの通貨を守る心理的なモチベーションの多くをまた、失ってしまうだろう。


Without the French-German axis, there remains only a small group of northern countries linked to Germany that would perhaps be better off separating financially from the rest of Europe. Some political and business leaders in those countries have already called for such a move. And from a purely economic point of view, such secession makes sense.


フランスードイツの軸がないとドイツに繋がった北方諸国の小さな集団しか残らない。それらは他のヨーロッパから金融上、多分、別れた方が良いのかもしれない。これらの国々の幾人かの政治家とビジネスの指導者達は既にそうした動きを求めている。そして、完全な経済的な見地から、そうした離脱は道理にかなっている。


What prevents it is the argument that Europe is somehow bigger than just economic calculations. That larger vision depends on France’s remaining capable of playing a leading role. No matter what happens elsewhere, if France’s financial problems remove the country from the equation, there will be just a group of northern countries picking up the check for everyone else. And there’s no practical reason for them to keep doing so for very long.


それを避ける事はヨーロッパがただの経済的な計算よりも、ともかく大きいと言う議論だ。そのより大きなビジョンはフランスの指導的な立場を演ずる事の出来る、依然として残っているものに依存する。どこで何が起ころうとも、もしフランスの金融問題がこの等式からこの国を取り除くのであれば,他の誰かに支払うのは北方諸国の一団だけである。そして、彼等が長い間そうし続ける現実的な理由はない。


ここでは何が何でもフランスがこのユーロ圏から離脱してはならないと言う意見だ。その為には何でもするとサルコジが言うように、そうしたアクションが必要だと言っている。果たしてそううまく行くのだろうか。それもこのイタリアの新しい首相のマリオモンティの手腕に期待する事が大きい。彼がベルルスコーニ時代にもイタリアの財政を支えて来ている。以前にも書いたが、彼の問題は彼の住んでいる住居が無償で借りていた事ぐらいで、ベルルスコーニのように多くの問題を抱えて来ていない。ではまた明日。

ユーロ危機でのフランスの対応

昨日は朝から朝食会があり慌ただしかった。今日のテーマはユーロ危機のカギはフランスだと言う内容だ。ヨーロッパがどうなるか分からないと言う物騒な話だ。これはタイムの記事だ。早速始めよう。


Why France — Not Greece or Italy — Will Decide the Fate of the Euro
France’s own economic problems will soon make it unable to help bail out weaker European countries. When that happens, the euro game will be up


なぜフランスがー ギリシャやイタリアではなくて,ー ユーロの運命を決めるのだろうか。フランス自身の経済の問題がすぐに、だんだん弱くなるヨーロッパの諸国を救済することはできなくなるだろう。それが起こったときユーロは万事休すだ。

Shares of Societe Generale, a major French bank, have lost half their value since March

Last week’s deal to save the euro has contained the problems in Greece — at least for the moment. Now all eyes are turning to Italy as the next potential crisis hot spot. But there’s no need to go through the troubled economies of Europe one by one, trying to assess their individual prospects. In the end, there’s only one country that matters. The survival of the euro currency — and the entire European economic system that goes with it — ultimately depends on France.


SGは主要なフランスの銀行だが、その株は3月以来、彼等の価値の半分を失って来ている。
ユーロを救うための先週の取引はギリシャの問題を食い止めて来た。ー 少なくとも当面は。現在すべての目が次の潜在的な危機のホットスポットとしてイタリアに向いている。 しかし、彼らの個々の見通しを評価しようとして、一つずつヨーロッパの問題ある経済を検討する必要はない。結局、重要なのはただ一つの国家だけだ。 ユーロ通貨ー そして、それとともに進む全体のヨーロッパ経済システムー の存続は最後はフランス次第だ。


Even in the short run, the deal announced on Oct. 27 in Brussels hardly seems worth cheering about. European leaders agreed to increase the size of the bailout fund. Banks will boost their capital, but they will largely have to raise the additional money on their own. Many private-sector holders of Greek debt will have to accept a 50% loss on the bonds they own. Expert observers say the terms are hard to evaluate, and some think the deal will fail within a matter of weeks.


短期間でさえ、10月27日にブラッセルで発表された取引は喝采を送る価値があるようには思えない。ヨーロッパの指導者達は緊急援助の資金の規模を増加する事に合意した。銀行は彼等の資本を引き上げるだろうが,彼等は大幅に彼等自身の追加の金額を増額しなければならないだろう。多くの民間部門のギリシャ債券の保有者達は彼等の所有する国債の50%減額を承認しなければならないだろう。専門家達はこの条件は評価しがたいと言っていて,そして、幾人かはこの取引が数週間のうちにも失敗するであろうと考えている。


Nonetheless, stocks rallied powerfully toward the end of last week. In fact, with a 14% gain for the S&P 500, October has been the best month for U.S. stocks since 1974. That shows two things. First, stocks are cheap enough from a long-term perspective that they will rally on any improvement in short-term global financial problems. Second, the markets were afraid of a much-worse outcome from the Brussels meeting. Stocks rallied not so much because the agreement solved the problem, but rather because the day of reckoning was postponed once again.


にもかかわらず、株価は先週の終わりにかけて、力強く回復した。事実、S&P 500が14%上昇し、10月は1974年以来アメリカの株価の最も良い月であった。それは2つの事を示している。第一に、株価は長期的な視点から十分に安いので、短期のグローバルな金融問題に対して彼らは如何なる改善でも回復するだろう。第二に、市場はブラッセルの会議でもっと悪い結果を心配していた。 株価はあまり回復しなかったが、その理由はその合意が問題を解決したのだが、むしろその理由は最後の審判の日が再び延びたからだった。


But even if Greece has been dealt with successfully, there are more serious problems spread throughout the European economic system. Attention seems to be turning to Italy as the next weakest link in the chain. That country’s debt is huge, and tens of billions of dollars have to be rolled over within the next six months. The most ominous signs come from the financial markets themselves. Italy’s borrowing costs have actually risen since the Brussels agreement was announced. And European banks continue to have trouble obtaining adequate funding. Both are clear signs that investors don’t believe Europe’s financial problems have been fundamentally resolved.


しかし、ギリシャが成功裏に処理されたとしても、ヨーロッパの経済システムに広がったより多くの重要な問題がある。注目が、連鎖の中で、次の最も弱い 連結点としてイタリアに向けられているようだ。この国家の債務は巨大で、数百億ドルが次の6ヶ月以内に、借り換えられねばならない。最も不吉な兆候が金融市場自身から出て来ている。イタリアの借入費用はブラッセルでの合意が発表されて以来、実際に上昇して来ている。そしてヨーロッパの銀行は妥当な資金供給を獲得する上での障害が続いている。この双方が明確な兆候で、投資家達はヨーロッパの金融問題が根本的に解決して来たとは信じていない。


Ultimately, however, the question of the euro and the European financial system comes to rest with France. The whole process of containing the problems of weak European economies depends on having enough financially strong countries to pay for the bailouts. And equally important, there has to be a widely held belief in common European interests. France is essential to both those things.


しかしながら、結局はユーロとヨーロッパの金融システムの懸案はフランス次第である。弱いヨーロッパ経済の問題を含んだ全体のプロセスはこの緊急援助を支払うことができる金融の強い国家に依存している。そし て、同時に重要な事だが、共通のヨーロッパの利害関係に於いて、根強い信頼がなければならない。フランスはこれら双方に対して必須である。


フランスの銀行の資産価値がこの3月から半減しても、引き続き、ユーロの権威をこのフランスが担えるのであろうか。金融不安は各国の不安の増幅から混乱が起こって来ている。イタリアのデフォルトはフランスでも救う事は出来ないし、ECBでも無理だ。そう なると、ユーロは崩壊してしまうかもしれない。そうした危機がまだまだ続くと言う事だろう。そんな事にでもなったら、世界恐慌になってしまう。アメリカと日本の出番がもうすぐだ。明日もこの続きがある。ではまた明日。
