中国経済がアメリカを凌ぐ時2

中国とアメリカの違いを今回は取り上げたが、意外と中国がアメリカを抜いて来ていることに驚いたが、アメリカ人の意識が中国に負けていると言うのも驚きだった。今日もその続きだ。下の写真は元々はインターラクティブな仕組みになっているので、関心があればネットで元の原稿を調べてほしい。では始めよう。

What about GDP, the most widely used measure of economic power? The IMF predicts that China’s GDP will surpass America’s in 2016 if measured on a purchasing-power parity (PPP) basis, which adjusts for the fact that prices are lower in poorer countries. But America will only really be eclipsed when China’s GDP outstrips it in dollar terms, converted at market-exchange rates. 

GDPは経済力のもっとも広く利用されている測定手段だがどうだろうか?IMFは中国のGDPは、もし購買力平価基準で測定したら,2016年にはアメリカを追い越すだろうと予測している。これは価格がより貧しい国では低 いという事実を調整している。しかし、実勢レートで変換されたドル建てで,中国のGDPがアメリカを凌いだ時にのみ、アメリカは本当に凌がれる事になるだろう。 

In 2011 America’s GDP was roughly twice as big as China’s, down from eight times bigger in 2000. To predict how quickly that gap might be closed, The Economist has updated its interactive online chart which allows you to plug in your own assumptions about real GDP growth in China and America, inflation rates and the yuan’s exchange rate against the dollar.

2011年にアメリカのGDPは中国よりも、2000年には8倍あったものから減ってきて,大体2倍になってきた。その差がどれほど早く縮まるか予測するためにエコノミストはインターラクティブなオ ンラインの図を作ってみた。その図では中国とアメリカの実質GDPの成長とか、インフレ率,ドルに対する元の為替レートについて、あなたがあなた自身の仮説を設定できる。

Our best guess is that annual real GDP growth over the next decade averages 7.75% in China (down from 10.5% over the past decade) and 2.5% in America; that inflation (as measured by the GDP deflator) averages 4% and 1.5% respectively; and that the yuan appreciates by 3% a year. If so, then China will overtake America in 2018. That is a year earlier than our prediction in December 2010 because China’s GDP in dollar terms increased by more than expected in 2011.

Second place is for winners
Even if China became the world’s biggest economy by 2018, Americans would remain much richer, with a GDP per head four times that in China. But Rupert Hoogewerf, the founder of the annual Hurun Report on China’s richest citizens, reckons that it may already have more billionaires. His latest survey identified 270 dollar billionaires but the true total, he says, is probably double that because many Chinese are secretive about their wealth. According to the Forbes rich list, America has 400 billionaires or so.

二位は勝者達のためにある。

America still tops a few league tables by a wide margin. Its stockmarket capitalisation is four times bigger than China’s and it has more than twice as many firms in the Fortune global 500, which lists the world’s biggest companies by revenue. Last but not least, America spends five times as much on defence as China does, and even though China’s defence budget is expanding faster, on recent growth rates America will remain top gun until 2025.

アメリカはかなりの差を持って幾つかの実績に於いてまだトップだ。その株式市場の総資本は中国よりも4倍大きいし,Fortune global 500では2倍以上もの企業がある。そのリストは収入で世界最大の企業をリストしている。最後に述べるが決して軽んずべきでないことであるが、アメリカは中国よりも防衛費で5倍支出している。そして、中国の防衛予算がより早く増加しているけれども,最近の成長率では、アメリカは2025年まではトップの軍事力を維持するだろう。

Being the biggest economy in the world does offer advantages. It helps to ensure military superiority and gives a country more say in fixing international rules. Historically, the biggest economy has become the issuer of the main reserve currency, which is why America has also been able to borrow more cheaply than it otherwise would. But it would be a mistake for American leaders to try to block China’s rise. China’s rapid growth benefits the whole global economy. It is better to be number two in a fast-growing world than top dog in a stagnant one.

世界の中で最大の経済国家であることは便益を与える。それは軍事的な優位性を保証し、国際ルールを決める上で,国家に更なる発言力を与える手助けをする。歴史的に,最大の経済国家は中心となる準備通貨の発行体になっていて、なぜアメリカがそうでない場合よりもより安く借りる事が出来た理由だ。しかし、アメリカの指導者達が中国の台頭を阻止しようとする事は間違いだろう。中国の急激な成長は世界全体の経済に利益を与える。活気のないときの勝者よりも成長が早い世界でのナンバー2である方が良い。

この著者の最後の文章は彼が皮肉を言っているので注意して読んでほしい。アメリカがNo.1であるべきだと言っている。アメリカと日本がこの20年間に於いて、中国とのビジネスに「協調」と「競争」で望めば今までのポジションは維持できるかもしれない。中国は昔から独裁政権で、民主主義ではない。だから、ビジネスに於いても自由社会ではない。だから、中国がこの著者が言うように世界でナンバーワンになってしまうと何が起こるかわからない危険性がある。以上。

中国経済がアメリカを凌ぐ時

本当に暖かくなって来た。Firefoxがよく落ちるので、今日からSafariにした。暫く様子を見る。今日は中国がアメリカを凌ぐのはいつだと言うエコノミストの記事だ。

中国の経済がアメリカの経済を本当に凌ぐ年が間近だ。

IN THE spring of 2011 the Pew Global Attitudes Survey asked thousands of people worldwide which country they thought was the leading economic power. Half of the Chinese polled reckoned that America remains number one, twice as many as said “China”.

2011年の春にPewによる世界的な物の考え方の調査で、世界中の数千人の人たちにどの国が指導的な経済力があると考えるかと尋ねた。調査対象の中国人の半数はアメリカが一番を維持していると考えていて、「中国」と答えた人の2倍であった。

Americans are no longer sure: 43% of US respondents answered “China”; only 38% thought America was still the top dog. The answer depends on which measure you pick. An analysis of 21 different indicators chosen by The Economist finds that China has already overtaken America on over half of them and will be top on virtually all of them within a decade.

Economic power is best gauged by looking at absolute size rather than per-person measures. On a few indicators, such as steel consumption, ownership of mobile phones and beer-guzzling (a crucial test of economic superiority), the milestone was reached as long as a decade ago. Several more have been passed since. In 2011 China exported about 30% more than the United States and spent some 40% more on fixed capital investment.

経済力は一人当たりの測定値よりも絶対値を見る事によって測定するのがベストだ。鉄鋼消費量、携帯電話の所有量、ビールの消費量(経済優位性の重要なテスト)のような幾つかの指標に於いて、そのマイルストーンは10年ほど前に、届いていた。更に幾つかの物はそれ以降達成して来た。2011年に中国はアメ リカよりも約30%多く輸出した。そして、固定資本投資はおよそ40%以上多く行った。

China is the world’s biggest manufacturer, and partly as a result it burns around 10% more energy and emits almost 40% more greenhouse gases than America (although its emissions per person are only one-third as big). The Chinese also buy more new cars each year than anybody else.

中国は世界最大の製造業者であり、そして、ある程度はその結果として約10%以上のエネルギーを消費し、そしてアメリカよりも温室効果ガスを殆ど40%以上も排出している。(一人当たりの排出量はわずか3分の一の大きさだが。)中国人はまた他の誰よりも毎年新車を多く買っている。

The country that invented the compass, gunpowder and printing is also challenging America in the innovation stakes. We estimate that in 2011 more patents were granted to residents in China than in America. The quality of some Chinese patents may be dubious but they will surely improve. The World Economic Forum’s “World Competitiveness Report” ranks China 31st out of 142 countries on the quality of its maths and science education, well ahead of America’s 51st place. China’s external financial clout also beats America’s hands down. It has total net foreign assets of $2 trillion; America has net debts of $2.5 trillion.

The chart shows our predictions for when China will overtake America on several other measures. Official figures show that China’s consumer spending is currently only one-fifth of that in America (although that may be understated because of China’s poor statistical coverage of services). Based on relative growth rates over the past five years it will remain smaller until 2023. Retail sales are catching up much faster, and could exceed America’s by 2014. In that same year China also looks set to become the world’s biggest importer—a huge turnaround from 2000, when America’s imports were six times those of China.

この図は中国が幾つかの他の指標に於いてアメリカを凌ぐときを予測している。中国の消費者支出は現在わずかアメリカの5分の一だと言う事を公式数字は示している。(それはサービス分野の貧弱な統計の範囲の為に過小評価されているのかもしれないけれども)過去5年間の相対成長率によれば、それは2023年までは少ないままだ。小売販売量はもっと早く追いついている。そして2014年までにはアメリカを追い越す事が出来るだろう。その同じ年に、中国はまた、世界最大の輸入国になりそうだ。ー アメリカの輸入が中国の6倍あった2000年からの巨大な方向転換。

この最後の段落で言っている「サービス分野の貧弱な統計の範囲の為に過小評価されているのかもしれない」と言う部分は中国のことを良く表現している。2023年まではアメリカの方が消費者支出が高いと考えるのは間違いだ。もっとはるかに早いと言う事だろう。人口統計も13億だと言う確証はない国だ。最後の10年前は6分の一だった輸入量が今はアメリカを越えていると言う事がそれを如実に物語っている。今日はこれまで。ついでだが、今日はこのライブドアのとんでもないHTMLの自動生成した物を削除するだけで、1時間もかかってしまった。そうしないと、ファイルがでかくなりすぎて、セーブできないからだ。一段落ごとにひどいものだと、5行も余計なHTMLが生成されてしまう。では明日。

イランの石油制裁に対する中国3

昨日からいよいよ引っ越し作業が本格的に始まった。今週で全部整理しなければならない。愚妻が手伝ってくれているので、大助かりだ。さて今日も昨日の続きだ。

Geithner and the Chinese leaders found more common ground on the question of how to deal with the sovereign debt crisis in the euro zone, reaching broad agreement that European nations need to show a more forceful response in building a firewall around the most troubled countries. The United States and China, along with Japan, have been holding back on greater intervention in Europe by the International Monetary Fund until Europeans step up their rescue efforts.

Geithnerと中国の指導者達はユーロ圏に於ける金融危機をどのように扱うかの問題に対する更なる共通の立場を見いだし、ヨーロッパ諸国は最も問題の ある国々の回りにファイアーウォールを築く為により強力な回答を示す必要があるという大まかな合意に達した。アメリカ合衆国と中国は日本とともに、ヨー ロッパ人が彼らの救援活動を強化するまでIMFによるヨーロッパへのより大きな介入を抑えて来ている。

The United States and China, although largely bystanders in the euro-zone crisis, have huge stakes in making sure Europe resolves its debt crisis and does not slip further into recession.The nascent economic recovery in the United States could be severely affected by a new downturn in Europe, and China has already seen its exports tumble and its growth projections shaved because of the continued weak demand from Europe.

アメリカ合衆国と中国はユーロ危機に於いて主として傍観者ではあるが、ヨーロッパが金融危機を解決し、更なる景気後退に陥らない事を確かめる上で、大いに 利害関係を持っている。アメリカ合衆国の始まろうとしている経済回復はヨーロッパに於ける新たな景気の下降によってかなり影響を与えられるだろう。そし て、中国は既にその輸出が急落して来ていて、ヨーロッパからの継続した弱い需要の為に成長予測は減少した。

Statistics released this week showed that China’s trade surplus continued to narrow for 2011 ― down 14.5 percent from a year earlier. Export growth also slowed last month to 13.4 percent, down from 13.8 percent in November. The gloomy statistics have sparked speculation here that Beijing’s leaders are likely to slow, or halt, the gradual appreciation of the renminbi, China’s currency, also called the yuan. The yuan gained about 4.7 percent against the dollar last year. But with the economy slowing and exports particularly hard hit, many Chinese economists say additional rapid appreciation is unnecessary.

U.S. officials, however, still think that the Chinese currency is undervalued, which has become a potent issue in the American presidential campaign. U.S. officials also have told Chinese leaders that allowing the currency to appreciate is in China’s own interest, as it seeks to increase the purchasing power of Chinese consumers and make the shift from an economy fueled by exports to one sustained by domestic consumption.

しかしながら,アメリカ当局は中国の通貨は過小評価されているとまだ思っていて,それはアメリカの大統領選挙運動の有力な課題になっている。アメリカの当 局はまた中国の指導者達に語ってきているのは通貨高を許すことは中国自体の利益のためであり,そのことは、中国の消費者達の購買力を増加させ、輸出によっ て焚き付けられた経済から国内消費によって維持される経済へとシフトを求めている。

In their private meetings, Chinese officials signaled to Geithner that the gradual appreciation would continue during 2012. “They recognize that their growth strategy leaves them too dependent on external demand” and needs to be altered, the senior U.S. official told reporters. Geithner’s visit to China, the first this year by an Obama cabinet official, was also an opportunity for American officials to begin sizing up and building relationships with the country’s next generation of leaders, who will take over during a carefully choreographed transition set to start later this year.

Geithner met with Vice President Xi Jinping, who is expected to become secretary general of the ruling Chinese Communist Party in October and then president of China in 2013. Xi hosted Vice President Biden in China in August and is expect to visit Washington this year. Geithner also met here with Vice Premiers Wang Qishan and Li Keqiang, who are expected to become the second- and third-most powerful people in the Communist Party’s collective leadership apparatus. Their exact positions in the government apparently have not been settled. Researcher Liu Liu in Beijing contributed to this report.

イランの石油制裁に対する中国2

北朝鮮は約束した事を全く守らない。日本は約束した事は絶対に守る。どっちも外交的には良くない。中国は約束した事は守るが、この記事のように全部をなかなか約束しない。交渉と駆け引きが延々と続く。かといって、中国はイランよりもアメリカが大事だから、あからさまにアメリカの要求を拒否はしない。こうした部分は日本人も学ぶべきだろう。さて、今日も昨日の続きだ。

After meetings in Beijing with China’s top leaders, Geithner received pledges of continued cooperation on broader global economic issues, but no immediate answer on the request to reduce Iranian oil purchases. On Thursday, Geithner received a more positive response in Tokyo, where Japan’s finance minister said that country will reduce its oil imports from Iran from the current 10 percent.

中国のトップの指導者と北京での会合の後で、 Geithnerはより広範囲なグローバルでの経済課題についての継続した協力の言質をもらったが,イラン原油の購買を削減する要求に対する即座の返答はなかった。木曜日にGeithnerは東京でより積極的な返答を得て,そこで、日本の財務大臣は国家がイランから現在の10%から原油輸入を減少させるだろうと言った。

A senior U.S. official said that Geithner’s visit represented just the start of what is expected to be a difficult mission to persuade Asian countries to reduce their energy reliance on Iran. “We are in the early stages of a broad global diplomatic effort to take advantage of this new legislation to significantly intensify the pressure on Iran,” said the U.S. official, who spoke on the condition of anonymity, citing the ground rules for briefing reporters. “We are telling them what’s important to us, and they are listening.”

The official added, “We have a reasonable shot at getting a number of countries to wean themselves off Iranian oil.” Geithner’s visit comes as China announced that Premier Wen Jiabao will travel to the Middle East this weekend, on a trip that will take him to Saudi Arabia, the United Arab Emirates and Qatar. Some analysts said the timing of Wen’s trip ― to attend a conference in Abu Dhabi and give a speech on China’s energy policy ― could signal that Chinese leaders may be looking for alternative oil suppliers from the region.

“China is quite ambivalent and hesitant at the moment,” said Cui Shoujun, director of the International Energy Research Center at Renmin University in Beijing. Cui and other analysts said Chinese leaders are keen to keep good economic relations with the United States and want to make sure China adheres to the international consensus regarding Iran. Wen’s trip, they said, would be important for gauging regional opinion.

If China has to break one of the two, it will definitely be Iran.” China reduced its monthly purchases of Iranian crude oil in December and January, but those reductions were largely the result of a price dispute, analysts said.

The Obama administration is aware of the political sensitivities in asking energy-hungry countries such as China, Japan and South Korea to cut off their oil trade with Iran altogether. But with the European Union discussing plans to cut off its imports of Iranian oil, Washington wants to make sure countries such as China don’t step in to take up the slack. Separate from the oil issue, U.S. officials appeared to be making progress in persuading China to curtail its financial institutions’ dealings with Iranian banks.

オバマ政権は完全にイランとの原油取引を止める事を中国、日本、韓国のようなエネルギー消費国に求める事の政治的な過敏性には気がついている。しかし、イラン原油の輸入を削減する計画を議論しているヨーロッパ連合とともに、ワシントンは中国のような国々にイランの不足分を補う為にイランに足を踏み入れないように求めている。石油問題とは別にアメリカの当局はイランの銀行と金融機関との取引を削減するように中国への説得がはかどっているようだった。

薄熙来解任の背景2/イランの石油制裁に対する中国

昨日は段ボール箱8箱だけ運んだ。骨董品だけで、絵は今日は運べなかった。後は来週だ。さて、薄熙来は大連の市長をした人だが,昔からすごい人だなあと 思っていたが,今回の摘発で彼は凋落してしまった。世の中はわからないものだ。暴力組織の摘発なのか、にわか成金の摘発なのかの区別が渾然としてしまったところに彼ははまってしまった。重慶の文化大革命みたいなものになってしまったようだ。今日はその残りの部分だ。

Bo’s appearance Friday has temporarily calmed speculation about his future. He said his absence Thursday was due to illness. But the Wang Lijun scandal will be harder to dismiss. “I think the top leadership really should be careful,” says Cheng Li, an expert on Chinese politics at the Brookings Institution. “They cannot say this is a corruption scandal, because the Chinese public will not be persuaded. People will think it is purely factional politics.”

The uncertainty over what information Wang gave to the U.S. consulate will likely mean that his former boss Bo won’t be elevated to the powerful Politburo standing committee when its lineup is reconfigured this fall, says Brooking’s Li. “There is nothing in Chinese politics that is 100%, but everything has consequences” Li says. “I just cannot foresee (Bo) will have a seat on the Politburo standing committee. I think the best thing for him is to resign and to have a ceremonial position.”

The Obama administration wants to target Iran’s oil exports as a way of building sanctions against Iran for its pursuit of a uranium-enrichment program. China is one of the most important customers for Iranian crude, purchasing roughly 22 percent of Iran’s oil last year.

オバマ政権はウランの濃縮計画を追求しているイランを制裁する手段としてイランの石油輸出を対象とする事を求めている。中国はイラン原油の最も重要な顧客の一つで、昨年のイラン原油のほぼ22%を購入している。

The United States is acting under new legislation, signed into law by President Obama on New Year’s Eve, that would penalize foreign firms that deal with Iran’s central bank, which handles that country’s oil revenue. Chinese officials, however, have been reluctant to link economic ties with Iran to the nuclear issue, saying publicly that the two matters should be kept separate.

さあ、今日から引っ越しが始まる。午後から大変だ。さて、これはタイムだ。これは薄熙来の記事だが,3月15日付けで,彼は書記のポストを解任された。この秋の人事はこれで流動的になった。その背景の記事だ。彼はやりすぎたな。人ごとではない記事だ。

Bo Xilai, the high-profile Chinese politician whose rise has been damaged by a scandal involving a key deputy, spoke at a press conference Friday in Beijing and denied that he had offered to resign or is himself under investigation. Bo’s appearance followed a day in which he was a noticeably absent from a meeting of delegates to China’s annual parliament, the National People’s Congress, prompting further speculation about his fate.

薄熙来は注目を浴びている中国人の政治家で、彼の出世が主要な副官を巻き込んだスキャンダルによって損傷を受けて来ていて、北京の記者会見で話をしたが、 彼が辞める事を申し出たり、もしくは彼自身が取り調べを受けているような事を否定した。彼が中国の全人代に欠席したのが目立った日の翌日に薄熙来が 現れたが、彼の運命について更なる憶測を呼んだ。

The NPC is typically a highly choreographed event, and while journalists use rare access to prod officials for unscripted comments, it is not known for political drama. This year, China’s ruling Communist Party also begins a once-in-a-decade transition of its top leaders, giving delegates in Beijing further incentive to avoid controversy. But the sharp reversals that Bo has faced in recent weeks have added unexpected intrigue to this year’s meeting.

全人代は例によって、高度に演出されたイベントであり、ジャーナリス ト達が台本にない論評で、役人達を刺激する為にアクセスする事は滅多にないし、それが政治劇である事も知られていない。今年、中国を統治する共産党がまたトップの指導者の10年に一度の移行を始める。北京にいる代表団達に議論を避けるようとしているのだが、更なる刺激を与えている。この数週間で薄熙来が直面して来た急激な挫折はこの年次総会に対して予期せぬ興味深い問題を加えて来ている。

As the Communist Party boss of the southwestern city of Chongqing, Bo, 62, had seen his star rise in recent years on the back of a crackdown on organized crime, promotion of nostalgic Mao-era culture and an economic model that emphasized reducing the gap between rich and poor. But last month, Chongqing vice mayor and former police chief Wang Lijun suddenly appeared at the U.S. consulate in Chengdu, a city about 200 miles away from Chongqing. Wang spent the night at the consulate, which was surrounded by police vehicles. U.S. officials have refused to address rumors Wang sought asylum, saying that after a scheduled meeting he left the consulate on his own accord.

南西の都市、重慶の共産党のボスとして、薄熙来62才は組織犯罪の取り締まり、ノスタルジックな毛沢東時代の文化の推進、貧富の差を解消することを強調した経済モデルを背景に近年、出世の花形であった。しかし、先月、重慶の副市長で前公安主任のWang Lijunが突然、重慶から約200マイル離れた成都のアメリカ領事館に現れた。王は領事館で一晩過ごして,そこは警察の車で取り 囲まれていた。アメリカの役人は王が亡命を求めていると言う噂に言及することを拒否し,予定した会議のあとで,彼は自ら領事館を離れたと言った。

After Wang left the consulate, the Chongqing government announced that he was receiving “vacation-style treatment.” Earlier this week, Chongqing Mayor Huang Qifan told Hong Kong-based Phoenix television that Wang had been detained by Chinese state security agents after leaving the U.S. consulate. On Friday, Bo said he took responsibility for everything that happens to Chongqing, but that Wang’s consulate visit had surprised him.

The intrigue around Bo was heightened by the fate of Zhang Mingyu, a Chongqing businessman who last year wrote an open letter accusing another Chongqing tycoon, Weng Zhengjie, of corruption and involvement in organized crime. Zhang, who has since moved to Beijing, told his lawyer Wednesday that Chongqing police had visited him at his apartment. The officers told Zhang that they didn’t want him to discuss connections between Weng and former police chief Wang, says Pu Zhiqiang, Zhang’s lawyer. Zhang’s phone has since been turned off, and Pu says he has been unable to reach his client.

薄熙来を取り巻くこの興味深い問題は張明渝(Zhang Mingyu)の運命によって引き立てられた。彼は重慶のビジネスマンだが、昨年、もう一人の重慶の巨頭翁振傑(Weng Zhengjie)を収賄と組織犯罪への参画を訴える公開状を書いた。張明渝はその後北京に移ったが、水曜日に彼の弁護士に語ったところによると、重慶の警察は彼のマンションに彼を訪問していた。その役人は翁振傑と前警察主任の王との関係を議論したくないと張明渝に語ったと張明渝の弁護士である浦志強(Pu Zhiqiang)は言っている。張明渝の電話はその後切られてしまった。そして浦志強が言うには彼は彼の顧客に連絡する事が出来なくなっている。
