南シナ海の中国とベトナム2

中国の国防部は6月28日に南シナ海で「戦闘に即応しうる」哨戒に着手したと言った。彼等の最近の大きな小競り合いは1988年の南沙諸島に於ける海軍の衝突で,70人のベトナム人の死者を出した。中国にとって残念なことに、ベトナムはソビエトとの同盟国のあとに、最近アメリカとの軍事関係を築いてきた。彼らが「挑発の極限」まで行ってしまったなら中国は軍事攻撃を引き起こすかも知れないと警告した。中国の 権力の候補者達は脆弱のように見えてほしくない。それにしても、昨日の地図を見ればわかるように、中国も相当無理をしている。

Worryingly, however, both countries have been sending stronger signals that they might defend their claims with force. China’s defence ministry said on June 28th that it had launched “combat-ready” patrols in the South China Sea. Earlier Vietnam stated that it was conducting regular air patrols over the Spratlys. Some of this may be dressing up of routine activity. But China fought more recently with Vietnam than with any other country. Their last big skirmish, a naval encounter in the Spratlys in 1988, left over 70 Vietnamese dead. Relations have improved greatly since, but mutual wariness persists. Vietnam, then a Soviet ally, has to China’s chagrin recently forged military links with America.

困った事に、しかしながら、両国は武力でその主張を防衛するかも知れないというより強い合図を送って来ている。中国の国防部は6月28日に南シナ海で「戦闘に即応しうる」哨戒に着手したと言った。 先立って,ベトナムは南沙諸島で通常の空中偵察を行って来ていると語った。その幾つかには通常の活動のように見せかけているのかも知れない。しかし、中国は他のいかなる国家よりもベトナムと最近戦って来た。彼等の最近の大きな小競り合いは1988年の南沙諸島に於ける海軍の衝突で,70人のベトナム人の死者を出した。それ以来関係は大いに改善して来たが,相互の用心深さは持続している。 中国にとって残念なことに、ベトナムはソビエトとの同盟国のあとに、最近アメリカとの軍事関係を築いてきた。

Neither side wants this to escalate. Chinese diplomats have been trying to project a more accommodating image since a bout of chest-thumping over the South China Sea in 2009 and 2010 which heightened anxieties in the region and damaged China’s efforts to project its rise as peaceful. In mid-July South-East Asian foreign ministers, as well as America’s secretary of state, Hillary Clinton, and China’s foreign minister, Yang Jiechi, will discuss regional security in the Cambodian capital, Phnom Penh. China does not want the kind of confrontation this time around that it endured at a similar gathering two years ago, when Mrs Clinton asserted that the sea was America’s national interest, rallying China’s regional rivals over the issue.

どっちもこれがエスカレートすることを望んでいない。中国の外交官達は2009年と2010年に南シナ海で威勢のいい勝負して以来、より協調的なイメージを計画しようとして来ていて、それらはこの地域に於ける不安を高め,平和的な高まりを計画しようとしている中国の取り組みを損なった。7月半ばに東南アジアの外務大臣達はアメリカの国務長官Hillary Clintonと中国の外交部長 Yang Jiechiとともに,カンボジアの首都プノンペンで地域の安全保障について議論した。中国は今回対立を求めていない。それについては2年前に同様な集まりで中国は経験した。その時にはクリントン女史はこの海域はアメリカの国家の関心事であると断言し、この課題に対して中国の地域の競争相手を集めた。

Popular nationalism is a wild card. On July 1st hundreds of people joined rare protests in Hanoi and Ho Chi Minh City against China’s assertion of claims to the Spratlys and Paracels. Vietnam, like China, is normally intolerant of public demonstrations, but police did little to intervene.

大衆の愛国心はワイルドカードだ。7月1日にHanoi and Ho Chi Minh Cityで、南沙と西沙諸島に対する中国の領有の主張に反対して数百人の人たちが珍しい抗議行動に加わった。ベトナムは中国同様に通常は大衆のデモには不寛容なのだが、警察は殆ど介入しなかった。

In China Global Times, a newspaper that champions nationalist causes, used an editorial on July 4th to lash out against both Vietnam and the Philippines (which had transgressed again by saying on July 2nd that it might ask America to deploy spy planes in disputed areas). The newspaper said China should respond cautiously, but that both countries deserved punishment. It also warned that if they went to “extremes in their provocations”, this might involve military strikes.

中国Global Timesは民族主義の信念を支持した新聞だが、7月4日に社説を利用してベトナムとフィリピン双方に激しく非難した。(この国家は再び違反していて、アメリカに紛争中の地域に偵察機を配備するように要請したかもしれないと7月2日に言っている。)この新聞は中国が注意深く反応するべきであるが、両国は処罰するに値すると言った。また、彼らが「挑発の極限」まで行ってしまったなら中国は軍事攻撃を引き起こすかも知れないと警告した。

Chinese leaders do not want a burst of nationalist sentiment that might backfire should they fail to satisfy popular demands. But uncertainty abounds as China prepares for big changes in its civilian and military leadership in the autumn. Contenders for power do not want to appear weak. As Global Times growled, “If these island disputes had happened in imperial times, they would have been handled in a much easier way.”

中国の指導者達は民族主義の感情の爆発を求めていないし、
大衆の要求を満足させる事に失敗したらそれは思わぬ面倒を招くかもしれない。しかし、中国はこの秋に文民と軍部の指導者の大きな変更を準備しているので、不確定要素がたくさんある。 権力の候補者達は脆弱のように見えてほしくない。 Global Timesが怒鳴ったように、「もしこの様は諸島の紛争が帝国主義の時代に起こっていたら、もっと簡単な方法で、それらは扱われただろう。」

今日はこれまで。中国はベトナム領の近くまで、石油利権の為に領土の要求をしているが、相当無茶なようだ。そのうちにアメリカが出て来るだろう。

東南アジア諸国は、中国とフィリピンが南シナ海での対立を引っ込めているように安堵の兆候がまさにあるが、新たな緊張が同じ海域の延長に中国とベトナム間に起こって来た。中国はその強烈な非難にもかかわらず、威嚇行動がそのイメージを損ない、東南アジアの諸国がアメリカに更に安全保障を求める原因になる危険がある事を懸念しているようだった。フィリピンは6月15日に悪天候を理由に、岩礁から2隻の政府の船を引き揚げた。6月21日にベトナムの議会は南沙と西沙諸島に対するこの国の権利を再び主張した海事法を通過させた。中国はこのことを主権の「重大な侵犯」だと言った。中国国有石油企業のCNOOCによって先月末に中国が南海と呼んでいるところに石油ガス探索の国際入札を9区に開設した事を発表した事で更に緊張が高まった。ベトナムの国有企業PetroVietnamによればこれらはベトナム沿岸から37海里(68km)以内の範囲だ。如何にも中国らしい。むちゃくちゃな要求だ。これはエコノミストの記事だ。

JUST as South-East Asian countries were heaving a sigh of relief that China and the Philippines appeared to be drawing back from confrontation in the South China Sea, new tension has arisen between China and Vietnam in the same stretch of ocean. In recent days the two countries stepped up their sparring over archipelagoes and oil rights nearby, even dropping hints of military resolve to back their rival claims. Few predict imminent conflict, but a revival of old animosities between China and Vietnam could yet open huge rifts within the region.

東南アジア諸国は、中国とフィリピンが南シナ海での対立を引っ込めているように安堵の兆候がまさにあるが、新たな緊張が同じ海域の延長に中国とベトナム間に起こって来た。ここ数日、両国は群島とその近くの石油の利権に対して火花を散らすとこまで増大し、彼らの敵対的な要求を支援する為に軍事解決さえも匂わせている。切迫した紛争を予見した人は殆どいないが、中国とベトナムとの昔の敵対意識の復活がこれからこの地域の中の大きな亀裂を開きうるだろう。




The easing of weeks-long tensions between China and the Philippines last month appeared to signal that both countries saw too much to lose in continuing their high-profile spat over ownership of the Scarborough Shoal (see map). For all that it enjoys American support, the Philippines knew it would probably be badly bruised in any military showdown. China, despite its fulminations, appeared to worry that a show of force risked damaging its image and causing South-East Asian countries to turn even more to America for security. The Philippines said it withdrew its two government ships from the shoal on June 15th, citing bad weather. Chinese boats reportedly followed suit, though it is not clear how completely.

先月中国とフィリピンとの間の数週間にわたった緊張が緩和したのはスカボロ岩礁の所有権を巡って彼らの人目を引いたけんかを続ける事は両国にとって失うものがあまりに多すぎると判断した意図のようだった。(地図参照)フィリピンはアメリカの支援を享受しているにもかかわらず、如何なる軍事的な対決では多分ひどく傷を負うだろうと言うことを知っていた。中国はその強烈な非難にもかかわらず、威嚇行動がそのイメージを損ない、東南アジアの諸国がアメリカに更に安全保障を求める原因になる危険がある事を懸念しているようだった。フィリピンは6月15日に悪天候を理由に、岩礁から2隻の政府の船を引き揚げた。中国の船は伝えるところによると完全かどうかは明らかではないが、あとに続いた。

But the calm was brief. On June 21st Vietnam’s parliament passed a maritime law that reasserted the country’s claims to the Spratly and Paracel Islands. China called this a “serious violation” of its sovereignty. It responded by declaring that a county-level government which supposedly governs the two archipelagoes and much of the rest of the South China Sea from one of the Paracel Islands, had been upgraded to the administrative level of a prefecture. Chinese media described this notional jurisdiction, Sansha, as by far the biggest prefecture in the country (though its population of a few hundred people is heavily outnumbered by gulls and its ill-defined territory is mostly water). Some Chinese internet users speculated excitedly about who might be appointed mayor, but reports on some websites that a 45-year-old hydrologist had got the job were later dismissed as a spoof.

Tensions rose further with an announcement late last month by CNOOC, a Chinese state-owned oil company, that it was opening nine blocks in what China calls the South Sea to international bids for oil and gas exploration. These reach to within 37 nautical miles (68km) of Vietnam’s coast, according to PetroVietnam, a Vietnamese state-owned oil firm. Carlyle Thayer of the University of New South Wales says CNOOC’s move was probably a “political stunt” in response to Vietnam’s new law, about which China had long been expressing concerns. Mr Thayer says that, given the disputes, China’s offer will get a cool reception from oil firms.

中国国有石油企業のCNOOCによって先月末に中国が南海と呼んでいるところに石油ガス探索の国際入札を9区に開設した事を発表した事で更に緊張が高まった。ベトナムの国有企業PetroVietnamによればこれらはベトナム沿岸から37海里(68km)以内の範囲だ。New South Wales大学のCarlyle ThayerはCNOOCの動きは多分、ベトナムの新たな法律に応えての、「政治的な嫌がらせ行為」だったと言っている。それに関しては中国は長い間、懸念を表明して来た。Thayer氏は紛争を考えると、中国の申し入れは石油企業から冷たく扱われるだろうと言っている。 

海里:船舶と航空機が使う距離の単位で、もともと地球の緯度の、1分の弧長とされていたが、緯度によって長さの異なるさまざまなマイルが生まれたため、1929年に国際会議で1852m(約6076フィート)と定められた。

カリスマ性の教訓3

Jobsのような人はー 彼は信じられないほど不器用で、内気で、神経質で、社会性がなく、社会に出たー 徐々にカリスマを得る事ができた。不器用さはカリスマへの障害になりうるが、不器用さが障害にならないだろうカリスマの多くの形態がある。実際に、例えば内向性は時として、本当は真の強みになりうる。Steve Jobsを例にとれば、彼は1つのアプローチに極めて優れていたが、彼は会社の内部で恐れられていたし、嫌悪さえされていた。だけど、オプラーは良い例だ。あなたはその時々に於いて、彼女の異なったカリスマの形を見ることができる。彼女はいつ何を利用したら良いのかを理解していると言う意味で、彼女の切り替えを見ることができる。

There have been countless articles this primary season about Mitt Romney's robotic awkwardness and how it hurts him in polls. Is awkwardness the opposite of charisma?

It can be, but look at Steve Jobs, someone who was really, really not charismatic originally. He made a conscious decision to learn charisma, to create the Steve Jobs "persona". Someone like Jobs—who started off incredibly awkward, bashful, nervous, nerdy—can gradually gain charisma. Awkwardness can be a hindrance to charisma, but there are many forms of charisma that awkwardness will not be a hindrance to. In fact, introversion, for example, can sometimes actually be a real advantage.

Do you give different counsel to men and women?

It's more a question of what issues a client comes to me with than what gender they are. One thing that I see women doing more that kills their charisma is nodding. Also: excessive verbal reassurance. Far too many women have a complete bobblehead, which gives the impression of over-eagerness to please.

He's in the book, actually, though I had to change his name for confidentiality. He was a chairman who came to me, as many do, not to gain charisma but more to fine-tune their control of it and to learn how to handle the side effects. You have to learn how to turn charisma off, and you have to know when to wield it and what kind to use. Again to use Steve Jobs as an example, he was very good at one [approach], but he was feared and even hated inside the company.

Celebrities are already obviously a pretty pre-filtered group, but do any come to mind as particularly charismatic?

You'd be surprised. They can be very charismatic on stage or on screen, but not in person. It's easier to be charismatic if you don't have to be up close and personal. Oprah is a good example though. You can see her use different forms of charisma at different times. You can see her switch, which means she has an understanding of when to use which.

カリスマ性の教訓2

オプラーの引きつける力。Religiousな祖母の農場で幼少時代を過ごした後、6歳から13歳になるまでウィスコンシンのミルウォーキーに母親と暮らすが、この間母親の親族の数人と親族の知り合いから性的虐待を幾度となく受ける。そんなOprahは「Poor」「Black」「Woman」という3つの悪条件をもっていながらそれを見事に克服して返り咲いている真のアメリカの代表者なのである。彼女が言ったフレーズの中で私が一番好きな言葉はI always feel if you do right, right will follow. お金も名誉も地位ももっていても苦しんでるのを見ると、個人の幸せっていうのは物質が与えてくれるものじゃない。



In a conversation with The Economist, Ms Cabane talks about quantifying charm, Oprah’s magnetism and the reason why charisma has so long been ignored as a topic of scientific study (hint: it has to do with Hitler). 
 
エコノミスト誌との会話の中で,Cabane女史は魅力

この事件のリカバリー後Oprahは厳しい父親と住むことを決める。 門限を定められ、毎週本を一冊読んでそれに対してのブックレポートを提出することを父親に義務ずけられたOprahは次第にDisciplineを学ぶようになり自分の人生をよりよくしていくことを決意していく。

17歳になると、WVOLのラジオリポーターとしてパートタイムで働き2年後テネシー大学でSpeechとPerforming artsを学ぶ。1972年には黒人女性初のアンカーとしてナッシュビルのWTVF-TVで務める。 1976年にはWJZ-TVのためボルティモアへ移り、’people are talking'で8年勤めた後、シカゴテレビにリクルートされる。 シカゴテレビの’A.M Chicago'で7〜8ヶ月の間にHottest show in town(一番ホットな番組)にのし上げ番組を30分から1時間へ延ばし、後に’Oprah Winfrey Show'へとなった。 その1年間の間に120チャンネルで世界の10億人もの視聴者を獲得して125億ドルをも収益をおさめるまでになった。

そして彼女の活躍は現在に至るわけなのだけど、そんなOprahは「Poor」「Black」「Woman」という3つの悪条件をもっていながらそれを見事に克服して返り咲いている真のアメリカの代表者なのである。彼女のトークShowはたくさんある世俗的な番組と一線を置いて一般市民の目線から見た一般市民のためのShowで、オーディエンスを見ても分かるように人種を超えた客層をつかんでいる。 

彼女の一言一言のコメントには深いものがあっていつも感心させられるけど、彼女が言ったフレーズの中で私が一番好きな言葉は
I always feel if you do right, right will follow.
自分が正しいと思ってやっていると、おのずと正しいことになっていくっていうような意味なのだけど、彼女の深い言葉を聞くたびに英語と出会った事そしてその英語を使っているCultureを知っていることに感謝する。 言葉っていうのはどんなに上手く訳してあっても、訳した本人の意思などがどうしても入ってしまって本来の意味から少しずれてしまうことが多かったり、英語のみを勉強してそこの文化をしらないと言葉は理解できたとしてもその意味がわからなかったりしてしまうことが起きる。 

ニューヨークでサバイバルしていくってことは決して簡単なことじゃない。友達になっては帰って行く日本人を見送るたびにイヤというほど自分がここの地では外国人なのだということを思い知らされるし、なんともいえない孤独感に包まれる。 そんなときにこのOprah Winfrey Showを見てると世界中にはこんなにもそれぞれ大なり小なり悩みを抱えてる人がいてそれぞれみんな自分の人生と戦ってるんだなって自分の立場を改めてappreciateすることが出来るの。 よくセレブがShowに出演して自分達の過去を初めて明かすことがある。 お金も名誉も地位ももっていても苦しんでるのを見ると、個人の幸せっていうのは物質が与えてくれるものじゃないんだな・・・って改めて気づかせてくれる。 ’それぞれの幸せ’を探すためにまずは自分探しからはじめなくちゃなって心から思う。 そしてそれが最終的には’幸せになること’の近道になるのだろうな・・・って。

Is charisma quantifiable? 

カリスマは定量化出来るのか?
 
That's a real problem. Everyone has a different definition of charisma. You can look at charisma as a way to get people to like you, trust you and want to do whatever it is that you want them to do. It's what gets people to follow you, or want to work with you, your team, or your company. I have gotten a lot of pressure to create a charisma metric, but I won't do it because it's not solid. Charisma is the result of a set of behaviours, not an innate or natural quality. 
 
それは本当の問題だ。誰もがカリスマに対して異なった考えを持っている。あなたはあなたを好きになり、あなたを信頼する人々を得て、そしてあなたが彼らにしてほしいことを何でもしてもらう為の方法としてカリスマを考えることができる。そのことが人々があなたに従ったり、もしくはあなたもしくはあなたのチームもしくはあなたの会社とともに仕事をしたがる人々を得る事だ。私はカリスマの基準を作る為に多くのプレッシャーを受けて来ているが、それが目に見えるものではないので、それをしないだろう。カリスマは一連の行動の結果であり、生来のもしくは自然の品質ではない。

Did you have biographical reasons for becoming interested in charisma?

あなたはカリスマに関心を持つようになったのは自伝的な理由があったのか?
 
Desperation, frankly. By my late teens I was so socially inept and awkward that I realised I only really had two choices: either I could exile myself to a desert island—which is still an attractive option on occasion—or I figure out a way to make this whole human thing work. It was out of personal necessity. I had no choice.
 
自暴自棄、ざっくばらんに言えば。私の10代後半までは私はあまりに社会的に認められていなくて、未熟であったので、私は現実的に2つの選択肢しか持つ事を実現しなかった。:私が私自身を未開の島に流浪するかもしれないし、ー それは未だに時として魅力的な選択肢である。ー もしくはこの全ての普通の人類の物事を行える方法を見いだすか。そのことは個人的に迫られていた。私は選択肢を持っていなかった。

Charisma isn't synonymous with popularity, but the two are related. How? Is charisma a vehicle towards popularity?

Yes, it's one of the methods towards popularity. Status is another. Of course, charisma and status are two different things. I'm a lot less interested in popularity and a lot more interested in charisma directly. Popularity has been studied, and it doesn't yield as big a result as charisma. Charisma can get people to do pretty much anything.

The quick answer? Yes, absolutely! We are in a fascinating time as far as the study of charisma is concerned. When I was doing research, I saw that out of 5,000 leadership studies, less than 30 were about anything relating to charisma, which is insane if you think about the power charisma has in business. I was looking into why something so critical to leadership was being so completely ignored.

Many people had hypotheses; I did not hear one that made sense to me until I spoke with Ira Jackson, the now-former dean of the Peter F. Drucker and Masatoshi Ito Graduate School of Management at Claremont. Ira told me, "Listen, Drucker [a very influential 'social ecologist'] had a highly, highly dark view of charisma, because for Drucker charisma was Hitler, and of course he's right, in a sense." And let's remember: Drucker's books were banned and burned under Hitler's reign. For that entire generation of thinkers that Drucker influenced, charisma was Mussolini, Mao, Stalin, Hitler. And they're right, charisma is that. It was a taboo subject for a long time—we're talking three decades.

THE Tokyo Sky Tree, a broadcasting and observation tower that will officially open on May 22nd, is 634 metres high (2,080 feet), making it the tallest building in Asia. Is this Japan’s last bid to stay on top? For years, Japan was Asia’s richest and most powerful economy. It was the first Asian economy to industrialise, and the emerging Asian tigers—Hong Kong, Singapore, South Korea, Taiwan and later China—merely followed in its tracks. Now, however, Japan is steadily being overtaken.

China’s economy is now bigger than Japan’s, but less noticed is the fact that Asia’s so-called newly industrialised economies (NIEs) are, one by one, becoming richer than Japan. Most economists reckon that the best way to compare living standards is to take GDP per person measured at purchasing-power parity (PPP), which adjusts for differences in the cost of living in each country. 

中国の経済は現在,日本よりも大きいが,アジアのいわゆる新興産業経済諸国(NIEs)が一つずつ日本より豊かになっていると言う事実はあまり知られていない。多くのエコノミスト達は生活水準を比較する最善の方法はPPPで測定した一人当たりのGDPを捉えることだと言うことを知っていて,それは各国の生活コストに於ける差異を調整している。

On this gauge, Japan was overtaken by Singapore in 1993, by Hong Kong in 1997 and by Taiwan in 2010. But the most humbling re-ranking will be when South Korea becomes richer than Japan. The latest forecasts from the IMF suggest that this could happen within five years (see chart). That would be a remarkable turnabout. In 1980 South Korea’s GDP per person was barely a quarter the level of Japan’s.

Calculated at market exchange rates, Japan’s per-head income is still higher than all the NIEs except Singapore. Yet Japan’s high prices, especially for housing and food, bring down the country’s true standard of living. PPPs are tricky to calculate and economists come up with different numbers, so the IMF’s figures are contentious. Some other yardsticks, such as car-ownership rates, still suggest that Japan has a comfortable lead over South Korea. But the trend is clear: the tigers are outpacing their teacher.

MOST of us understand charisma to be something inherent: either you have it or you don’t. The charismatic enjoy charmed lives of premature promotions, multiple suitors and fast friends, whereas everyone else keeps their head down and hopes for the best.

But this is a fallacy, says Olivia Fox Cabane, an executive charisma coach for Fortune 500 companies. In her new book, "The Charisma Myth: How Anyone Can Master the Art and Science of Personal Magnetism", Ms Cabane essentially explains how to win friends and influence people. Using methods drawn from cognitive behavioural therapy, she seeks to teach readers how to choose the best approach and then wield it for full effect.

国際的な準備通貨としての人民元2

共産党は国有の銀行システムを通じて、為替レート、金利、そして資本の配分を含めて、中国経済の主要な側面に対する管理を行うことができる。今のところ、資本勘定を厳格に管理している。このことチャイナモデルもしくは北京コンセンサスと言っている。確かに、「人民元は著名な準備通貨になりそうにない。ー ましてドル支配への挑戦なんてー それが自由に変換することができて、そして中国がオープンな資本勘定を採用しなければ。しかしながらそのうちに、そうなるのではないだろうか。1980年代に日本の政府は「円の国際化」の政策を表明したが、中国の場合は違う。日本のように経済が血長期にわたって落ち込むことは考えられないし、2020年にはアメリカのGDPを追い越してしまうかも知れない。中国の人民元はそれとともに、強大な力を持って行くに違いない。

  By retaining these restrictions, the Communist Party is able to exert control over key aspects of the Chinese economy, including the exchange rate, interest rates, and the allocation of capital through the state-owned banking system. At present, China retains strict controls on its capital account. Under current regulations, people and companies can only move renminbi in and out of the Chinese mainland through a limited number of channels, such as trade deals, and investments that have been approved by the state.

こうした制約を持ち続けることによって、共産党は国有の銀行システムを通じて、為替レート、金利、そして資本の配分を含めて、中国経済の主要な側面に対する管理を行うことができる。今のところ、資本勘定を厳格に管理している。現在の規制の下で、人々と企業は貿易取引や国家が認めて来た投資のような制限された幾つかのチャンネルを通じてのみ、中国本土の内外の人民元を移動できる。

Eswar Prasad and Lei Ye wrote in a recent report for the Brookings Institution: “The renminbi is unlikely to become a prominent reserve currency – let alone challenge the dollar’s dominance – unless it can be freely converted and China adopts an open capital account.”

While Beijing has removed restrictions on some types of cross-border flows of the renminbi in recent years, the currency is still a long way from being fully convertible. There is no doubt reforms can have big effects. Chinese companies now settle about 10 per cent of their international trade deals using the renminbi, just two years after they were permitted to do so by mainland authorities.

北京が近年、人民元の幾つかの種類の国境をまたがった流れに対する制限を外して来たが、この通貨はまだ完全に兌換できるにはほど遠い。改革が大きな効果をもたらす事は疑いない。中国企業は現在彼らの国際貿易の約10%を人民元を使って処理しているが、大陸の当局によってそうした事が認められるようになって丁度2年だ。

The question is whether Beijing’s unelected policy makers have the political will to dismantle China’s capital controls, given that doing so would remove much of their power over the domestic economy. But investment flows are still small because China’s financial markets are still nascent and foreigners have only limited access. In March, China gave Japan permission to buy up to Rmb65bn ($10bn) of Chinese government bonds, a sum that amounts to less than 1 per cent of Japan’s foreign exchange reserves, which are mainly held in US dollars.

疑問は北京の選挙によらない政治家達が中国の資本管理を廃止する為の政治的な意思を持つかどうかであり、そうする事は国内の経済に対する彼らの権限の多くを取り除いてしまうからである。しかし、中国の金融市場は未だ初期段階であり、外国人は制限されたアクセスしか出来ないので投資の流れは未だ小さい。3月に中国は中国の政府国債を650億元(100億ドル)まで購入する許可を日本に与えたが、日本の外貨準備高の1%以下に相当する金額であり、その多くはアメリカドルで持っている。

If central banks are to hold the renminbi as a significant part of their reserves, they will need much greater access to Chinese assets. And for the renminbi to challenge the dollar, China's financial markets would need to become as broad, deep, and liquid as those of the US, a process that would require both time and substantial reforms.

幾つもの中央銀行が彼らの準備高の主要な部分として人民元を持つのであれば、彼らは中国の資産により多くアクセスする必要がでるだろう。そしてドルに挑戦する人民元にとって、中国の金融市場はアメリカのように広範囲で、奥行きが深く、流動的になる必要があり、それは時間と本質的な改革の双方を必要とするプロセスである。

Consider Japan, an economy almost exactly the same size as China. Unlike its neighbour, Japan has both an open capital account and deep and liquid financial markets. Back in the 1980s, the Japanese government made it a stated policy to “internationalise the yen”, and many observers expected the currency to challenge the dollar as a reserve currency.

日本を考えてみると、経済は殆ど全く中国と同じ大きさだ。その隣国と違うのは日本はオープンな資本勘定と深く流動的な金融市場双方を持っている。1980年代に戻ると、日本の政府は「円の国際化」の政策を表明したが、多くの観察者達はこの通貨に準備通貨としてドルに挑戦することを期待した。

Even after sweeping reforms, however, the renminbi’s ascendance would not be guaranteed. Over the past four decades the Japanese yen has taken on a bigger role in global financial markets. Nonetheless, compared with currencies of other developed countries, its international usage and acceptance is “rather low”, says Dickson Ho, an economist at the Hong Kong Trade Development Council.

しかしながら、改革を実行した後でさえ、人民元の支配的な立場は保証されないだろう。過去40年にわたって、日本円はグローバルな金融市場に於いて、より重要な役割を果たして来た。それにもかかわらず、他の先進諸国の通貨と比較して、国際的な利用度と認知度は「幾分低い」と香港貿易発展委員会のエコノミストであるDickson Hoは言う。

Only about 40 per cent of Japan’s exports and 20 per cent of imports are settled in yen. The yen now accounts for less than 4 per cent of official global foreign exchange reserves, according to the International Monetary Fund, down from a peak of 8.5 per cent in 1991. If Japan’s experience is any guide, it shows China has scope to expand global use of the renminbi for trade and investment. By contrast, the US dollar and the euro account for about 62 per cent and 26 per cent of global reserves respectively. Challenging the dollar as a global reserve currency, however, is another matter. 

日本の輸出の約40%と輸入の20%だけが円で精算されている。IMFによれば、円は現在公式のグローバル外貨準備高の4%以下の割合を占めていて、1991年の8.5%のピーク時から下落している。日本の経験が何らかの指針であるとすれば、中国は貿易と投資の為に人民元のグローバルへの利用へと拡大する余地がある事を示している。対照的にアメリカのドルとユーロはそれぞれグローバルな準備金の62%と26%の割合を占めている。グローバルな外貨準備高としてドルに挑戦する事は、しかしながら、別の問題だ。
