アメリカとインド3

インドの一時的な「ルックイースト」政策は東アジアと東南アジアとのより密接な結びつきを促進しようとするものだが、また、幾人かのアメリカ当局と戦略の専門家達を失望させて来ている。彼等はニューデリーにアメリカのアジア同盟国とのより密接な貿易と安全保障の連繋を結ばせたがっている。Hillary Rodham Clinton国務長官は苦言を呈して、「ルックイーストだけでなく、イーストに責任を負い、その上イーストに行動を起こすよう」せき立てた。戦略的な自律性は事実上、インドが誰とでも仲のいい関係を求めている事を意味する。「短期的な欲求不満にとらわれるのは簡単だ。...しかしこれら2国を一緒にする戦略的に不可避の関係は健全だ。」と彼は言った。「人々は理想主義的な傾向よりも現実主義の感覚をより持ってますますインドを見ている。」

India’s tentative “Look East” policy, which is supposed to foster closer ties with East and Southeast Asia, has also disappointed some U.S. officials and strategic experts who would like to see New Delhi forging closer trade and security links with America’s Asian allies. Secretary of State Hillary Rodham Clinton gave a New Delhi a nudge last year, urging it “not just to look east, but to engage east and act east, as well.”

“Is India willing to come out and say ‘we don’t like it’ if China misbehaves?” asked Paul Kapur, a professor of national security affairs at the Naval Postgraduate School in Monterey, Calif. “India may not want to go on record saying that.” Indeed, Clinton herself calls India a “strategic bet,” rather than a sure-fire certainty.

“You can see frustration in Washington because people are not entirely clear what India wants,” said Harsh V. Pant, a lecturer in the Department of Defense Studies in King’s College London, who says strategic autonomy effectively means India wants friendly relations with everybody. “That means you are not ready to make choices.” “If India doesn’t want to take the risk, does it make sense for Washington to invest more in other partners, to invest in other Southeast Asian nations which are more willing to play ball?” he asked.

At a seminar last week, Indian National Security Adviser Shivshankar Menon spoke of the “remarkable transformation” that had taken place in U.S.-India relations over the past decade, buttressed by a shared vision and a shared set of values. And Richard Fontaine, president of the Center for a New American Security, said it would be wrong to give up on India.

先週のセミナーでインドの国家安全保障の顧問Shivshankar Menonは「注目すべき変換」について話をしたが、それは過去10年のアメリカーインドの関係に起こってきていて、共通のビジョンと共通の価値観によって強化されて来た。そして新しいアメリカの安全保障センターの議長であるRichard Fontaineはインドをあきらめるのは良くないだろうと言った。

“It’s easy to get caught up in the short-term frustrations . . . but the strategic logic that brings these two countries together is sound,” he said. “People are increasingly viewing India with more of a sense of realism than romanticism.”

インドがアメリカと結びつくことに対して気が進まないのは一部分はワシントンに対しての冷戦時代の反感の遺物であり、1974年と1998年のインドの核実験の後のアメリカの制裁の発動から生じた不信感である。オバマ大統領は最初は中国に言い寄ってから、彼は封じ込め政策に向かって動いたようだったので、インドはまたこの近年は神経質に見守って来ている。この戦略的な再均衡は中国に於いて愛国心を焚き付けてきている。時折気の効かないアメリカ人達から少しばかり距離を置こう事は通常の健全な外交政策のアプローチだとニューデリーの感覚がある。ー 特にインドは長い間、中国との紛争中の国境がある。「インドは中国の意見に従わされるような、もしくはアメリカと公式な軍事同盟を結ぶことによって中国を強硬にさせるような立場にはなりたくない。」アメリカ当局はこの2つの民主主義国がすべての課題に同意する事はしないが、インドの「戦略的な自律性」と共通の利益を尊重する事を強調していることを認識している。

“We want strategic autonomy,” retired Indian diplomat T.P. Sreenivasan said in Washington last month, according to a Foreign Policy blog post. “We don’t want to be identified with U.S. policy in Asia, even if we secretly like it.”

外交政策ブログの記載によれば、「我々は戦略的な自律性を求めている。」と引退したインドの外交官であるT.P. Sreenivasan が先月ワシントンで言った。「我々は内心ではそうしたくても、アジアに於けるアメリカの政策と結びつけられたくはない。」

Caution regarding China
 India’s reluctance to tie itself to the U.S. mast is partly a legacy of its Cold War antipathy toward Washington and distrust stemming from the imposition of American sanctions after India’s nuclear tests in 1974 and 1998. India has also watched nervously in recent years as President Obama first courted China and then as he seemed to move toward a policy of containment. The strategic rebalance has inflamed nationalist sentiment in China, and there is a sense in New Delhi that a little distance from the occasionally clumsy Americans is a generally sound foreign policy approach — especially when India shares a long, disputed border with the Chinese.

“India is a little wary about both the U.S. and China,” said retired Commodore C. Uday Bhaskar, a senior fellow at the Society for Policy Studies in New Delhi. “India would not want to be in a position where it is forced to defer to China, or make China belligerent by joining a formal military alliance with the U.S.” U.S. officials acknowledge that the two democracies will not agree on every issue but emphasize their respect for India’s “strategic autonomy” and shared interests.

Nevertheless, with Marines deploying to Australia, the positioning of coastal combat ships in Singapore, and the Philippines reopening old bases to U.S. forces, “questions may arise in the U.S. security establishment and Asia about what India’s enduring contributions will be to this endeavour,” S. Amer Latif, a visiting fellow at the Center for Strategic and International Studies, wrote in a report this year.

にも拘らず、オーストラリアに配属されている海兵隊、シンガポールの沿岸戦闘艦そしてアメリカ軍に対して改めてオープンしたフィリピンの以前の基地とともに、「アメリカの安全保障の組織とアジアに於いて、インドの永続的な貢献がこの取り組みに対して何であるのかについての疑問が生じているのかもしれない。」戦略的国際研究センターの客員フェローであるS. Amer Latifが今年レポートに書いた。

Growing frustration
 Washington is not demanding any specific commitments from the Indians as part of the rebalance, but officials and defense manufacturers have expressed frustration over India’s refusal to sign two key defense agreements usually demanded of U.S. allies — enabling seamless communications between the two militaries’ weapons systems and guaranteeing mutual “logistical support.” 

増大する欲求不満
ワシントンは再均衡の一部としてインド人から如何なる特別のコミットメントを要求していない。しかし、当局と防衛製造業者達は通常アメリカの同盟国に要求される2つの主要な防衛の合意に署名することをインドが拒否した事に付いて欲求不満を表明して来ている。ー 2国の軍隊の武器システム間のシームレスなコミュニケーションを可能にする事と相互の「兵站支援」を保証する事だ。

Defense trade between the two nations is booming, and India conducts more joint military -exercises with the United States than with any other country, but experts say military ties still lack a strategic and political underpinning.

両国間の国防貿易はにわかに景気づいて来ている。そしてインドは他の諸国よりアメリカ合衆国とより多くの合同軍事演習を行っている。しかし、軍事的な結びつきは戦略的かつ政治的な土台がまだ欠けていると専門家は言っている。

ニューデリーがワシントンの新たな「再均衡」の行為に於ける指導的な立場を演じる事に関して、一見すると相反する感情を持っているようになって来ている。極めてそうなので、幾人かのアメリカのアナリスト達はインドがいつもアメリカ合衆国のための信頼出来る戦略的なパートナーであるかどうか、そしてニューデリーが世界のステージでの指導的役割において常にそのグローバルの野心に合致しているかどうか疑問視していることは本当にそうだ。ワシントンではアナリスト達と企業の指導者達が過去2年間に於いて、インドの改革のスピードと民生用核協力に於いて進展しない事そしてインドのイランとの継続している契約に失望を表明して来ている。その関係の長期的な必然性は少しも損なわれていないが、インドが真の信頼される同盟国では決して無いだろうという増大する感じがしている。アメリカの海軍がこの地域に徐々により多くの船を移動し、2020年までにはその艦隊の60%を展開するだろう。非公式に、幾人かのインドの高官はこの地域に於いてより強いアメリカの存在を歓迎し、ー ニューデリーは中国の増大に対して防御し、オープンなシーレーンとこの地域全体の自由な貿易を維持する上での強力な戦略的関心を分かち合うと言っている。公式には、しかしながら、この反応は明らかに積極的ではなかった。Nirmal Kumar Verma司令長官は当時は海軍の長であったが、彼はインドのメディアが「期待を裏切る」と呼んだ事を8月に発表した。太平洋と南シナ海への軍の配置は「なさそうだ。」と彼が言った。この発言は前者が本音で、後者は中国を意識した発言だ。これはワシントンポストの記事だ。


India appears ambivalent about role as U.S. strategy pivots toward Asia

NEW DELHI — If the soaring rhetoric of their burgeoning partnership is to be believed, India is the linchpin of Washington’s strategic pivot toward Asia. But it has become apparent that New Delhi is ambivalent about playing a leading role in Washington’s new “rebalancing” act. So much so that some U.S. analysts are questioning whether India will ever be a dependable strategic partner for the United States, and whether New Delhi will ever match its global ambitions with a leadership role on the world stage.

ニューデリー ー もし彼等の急成長するパートナーシップの高揚した発言が信じられうるのであれば、インドはワシントンのアジアに向けた戦略的な軸足の要だ。しかし、ニューデリーがワシントンの新たな「再均衡」の行為に於ける指導的な立場を演じる事に関して、一見すると相反する感情を持っているようになって来ている。極めてそうなので、幾人かのアメリカのアナリスト達はインドがいつもアメリカ合衆国のための信頼出来る戦略的なパートナーであるかどうか、そしてニューデリーが世界のステージでの指導的役割において常にそのグローバルの野心に合致しているかどうか疑問視していることは本当にそうだ。

“The U.S.-India strategic partnership came with great hype about India’s potential contribution to U.S. interests,” Colin Geraghty of the American Security Project in Washington said in a report this month, adding that a “sense of disappointment” has set in. In Washington, analysts and business leaders have expressed disappointment in the past two years over the pace of reform in India, the lack of progress in civil nuclear cooperation and India’s continuing engagement with Iran. While the longer-term logic of the relationship remains firmly intact, there is a growing sense that India will never be a truly trusted ally.

The U.S. strategic rebalance reflects the Obama administration’s belief that the center of gravity of American foreign and economic policy has shifted toward Asia and that maintaining peace in the Asia-Pacific has become increasingly important as a result of China’s rapid rise. In one of the few concrete measures announced so far, the U.S. Navy will gradually move more of its ships to the region, deploying 60 percent of its fleet there by 2020.

アメリカの戦略的な再均衡はアメリカの外交、経済政策の重心の中心がアジアにシフトして来ていて、そしてアジア太平洋に於ける平和を維持する事が中国の急激な増大の結果としてますます重要になって来ているというオバマ政権の信条を反映している。今まで発表された幾つかの具体的な手段の一つに、アメリカの海軍がこの地域に徐々により多くの船を移動し、2020年までにはその艦隊の60%を展開するだろう。

“India clearly plays an important role in our rebalance,” Deputy Secretary of Defense Ashton Carter said in an e-mail interview, looking to it as an “anchor of regional stability . . . and a partner on issues in the Indian Ocean and beyond.” Privately, some senior Indian officials say they would welcome a stronger American presence in the region — New Delhi shares a strong strategic interest in hedging against China’s rise and in maintaining open sea lanes and free commerce throughout the region. Publicly, though, the reaction has been distinctly lukewarm, with Adm. Nirmal Kumar Verma, then Indian naval chief, delivering what Indian media called a “snub” in August, when he said deployment in the Pacific and South China Sea was “not on the cards.”

グローバリゼーションモデル2

The euro zone is at the heart of this deglobalization trend. European banks have traditionally been the source of roughly 80 percent of trade financing in emerging markets. Now these severely undercapitalized banks are forced to bring that capital home, and it is not clear that U.S., Japanese or Chinese banks are in a position to fill the gap.

Capital scarcity combined with the need for banks to retain more capital are inhibiting global trade financing and ratcheting the deglobalization trend into higher gear. The U.S. economy can limp along under these conditions, but achieving the level of robust growth needed for full employment will be difficult. The rise of geopolitical tensions from globalization’s collapse will increase U.S. investor nervousness, contributing to a debilitating risk-averse environment.

It is difficult to underestimate the degree to which this flawed, sometimes frightening, good we call globalization has been the proverbial goose that laid the golden eggs. As a result, the public has unrealistic expectations about how much the economy can deliver in a post-globalization world.

To be sure, globalization’s benefits have been unequally distributed. Financial liberalization has also led to a frightening rollercoaster ride of financial terror and heartache. Yet at the same time the globalization period that began in the late 1970s, slowly progressed in the 1980s and soared to extraordinary heights after the 1989 fall of the Berlin Wall led to a doubling of the global free-market labor force — from 2.7 billion to 6 billion. In the United States alone, globalization led to 40 million new jobs under both Republican and Democratic presidents. Gary Hufbauer of the Peterson Institute has pointed out that America has been “$1 trillion richer each year because of globalized trade.”

During this period, the Dow Jones Industrial Average climbed from roughly 800 in 1979 to over 13,000 by the end of 2007, as the brunt of the financial crisis was hitting. To match that stock market success in percentage terms over the next three decades, the Dow would have to far exceed 175,000. In 2003, the peak of the era of financial globalization, financial services accounted for an absurdly high percentage of the U.S. stock market’s earnings — 30 percent — and 40 percent of corporate U.S. profits. Our regulatory guardians of systemic risk were asleep and the bubble burst. Yet now we have the opposite scenario. Our banks are broke, overregulated, risk-averse and unwilling to fuel much of an economic expansion.

No one can yet say what will replace this void in U.S. gross domestic product left by the shrinking of financial services. Many think the United States, with its ample natural gas supplies and new fracking energy retrieval techniques, can become an energy exporter. Yet reaching consensus on energy policy won’t be easy. Energy is a political battleground where the promise of energy independence has been elusive for decades.

So despite its flaws, globalization has been a wealth-creating machine. That is why the world’s governments spent $15 trillion and central banks increased their balance sheets by $5 trillion in response to the financial crisis, essentially to try to save that machine. Yet the globalization model is cracking up anyway — and there’s no replacement in sight. Instead of addressing this dangerous tectonic shift in world economic affairs, our candidates in the debates have offered generalizations about “more government investment” and “tax reform.” There’s a reason for this fascination with the diversion of simple bromides. While jabbering away, each can avoid thinking about a terrifying possibility: that he might win in November.

輸出は2009年の後半でアメリカの経済に不況の最悪の状態から生気を取り戻す事において重要なエンジンであったし、成長のために依然として重要である。国際連合貿易開発会議は経済成長は世界中で弱くなって来ていると報告している。一方ではドーハ貿易ラウンドは生命維持装置に繋がれている。世界は貿易の優位性のためにドルに対して彼等の通貨を操作している中国はもちろんの事、少なくとも12ヶ国が通貨戦争の瀬戸際にある。中国は貿易赤字を経験していて、中国タイヤへのアメリカの課税に応答して、アメリカ製の自動車に対して関税を課して来ている。Leto ResearchのアナリストのCriton Zoakosは急激な中国の給与のインフレとアメリカに於ける新たなソフトウェアに基づいたコスト削減の製造業の技術はグローバリゼーションモデルを「陳腐なもの」にする手助けをしている。銀行は急激により国家主義的になって来ている。この傾向はグローバルな金融危機とその後のユーロ危機を受けて、実施された規制の障壁によって高まった。現在は投資資金が国境を越えて移動する事がより難しくなっている。これはワシントンポストの記事だ。

Here’s a prediction: The political party that controls the White House after January could, four years later, be out of power for a generation. The economic challenges are that daunting. I’m not talking just about the fiscal cliff or America’s “budgetary crystal meth” habit, as financier Bill Gross recently described Washington’s inability to contain today’s exploding debt.

ここに予測がある。:一月以降にホワイトハウスを管理する政党は、4年後に、一世代で政権を失うかもしれない。経済の挑戦がそれを困難にしている。私は資本家のBill Grossが最近、今日の急拡大している債務を抑制する上で、ワシントンの無能を述べているように、財政の崖もしくはアメリカの「予算のクリスタル・メス」の習慣のことをまさに言っているのではない。

The risk stems from something more fundamental: The globalization model of the past 30 years is cracking up. And there appears to be no new model to replace it. Since April, an ugly economic world has turned uglier. The annual growth rate of total global exports has collapsed. Exports were a crucial engine in powering the U.S. economy out of the worst of the recession in the second half of 2009 and remain important for growth.


このリスクはもっと基本的なところから来ている。:過去30年のグローバリゼーションモデルがバラバラになって来ている。そして、それに置き換わる新しいモデルがないようだ。4月以来、厄介な経済の世界がさらに厄介になって来ている。グローバルの輸出の全体の年間の成長率が急落してきた。輸出は2009年の後半でアメリカの経済に不況の最悪の状態から生気を取り戻す事において重要なエンジンであったし、成長のために依然として重要である。

Lately, even China and India, which were thought able to decouple from the weakness of the industrialized world, have fallen victim to the seizing up of global trade. The World Trade Organization is slashing its estimates for trade growth. The U.N. Conference on Trade and Development reports that economic growth is weakening worldwide. Meanwhile, the Doha Trade Round is on life support. 

最近、中国とインドでさえ、彼等は工業化社会の弱点から切り離すことができると考えられていたが、グローバル貿易の行き詰まりの犠牲者になて来ている。WTOは貿易の成長のその予測を大幅に削減している。国際連合貿易開発会議は経済成長は世界中で弱くなって来ていると報告している。一方ではドーハ貿易ラウンドは生命維持装置に繋がれている。

The world is at the edge of a currency war with at least 12 countries beyond China manipulating their currencies against the dollar for trade advantage. China is experiencing trade deficits and has slapped tariffs on American-made automobiles in response to U.S. duties on Chinese tires. Leto Research analyst Criton Zoakos argues that rapid Chinese wage inflation and new software-based cost-cutting manufacturing technologies in the United States are helping make the globalization model “obsolete.”

Financial liberalization, including the free flow of capital, is also under worldwide assault. Banks are rapidly becoming more nationalistic. This trend is heightened by regulatory barriers implemented in the wake of the global financial crisis and the subsequent euro-zone crisis. It is now more difficult for investment capital to move across borders. 

資本の自由な流れも含めて金融の自由化はまた世界中から攻撃を受けている。銀行は急激により国家主義的になって来ている。この傾向はグローバルな金融危機とその後のユーロ危機を受けて、実施された規制の障壁によって高まった。現在は投資資金が国境を越えて移動する事がより難しくなっている。

中国の汚職役人3

バークレーのカリフォルニア大学は「時計ブラザー」の言葉の検索が新浪微博では妨害されていたと報告した。初めは認められていた事が現在は少しばかり神経質のようだ。特に中国はこの数週間で細心の注意を必要とする権力の世代交代に直面してる。汚職をしている地方の役人を捉えたいのだが、安定性が中国政府の最大の優先順位である。「10年に一度の政治の移行が来るので、プロパガンダを担当する役人は新浪微博で明るみにでたあまりに数多くの社会的な圧力を見たくない。」役人達のネットによる人海戦術の捜査において増大して来た政治的な現実を嘆いた。:「この事件は我々の政府の信頼性が極めて迅速に失ってきている悲しい現実を反映している。」Wangは結婚していて、そして40代に彼の複数の交際相手に数多くのテキストを送った。「今夜どこでお会いしましょうか?」は彼の数少ない一般向けのメッセージの一つであった。「我々は部屋を予約しましょうか?それともあなたの家でお会いしましょうか?」容赦なくニュースが流れる中で、今年の笑っているブラザーは昨年のメールの夫に負けてしまった。

California, Berkeley, reported that searches for the phrase “watch brother,” had been blocked on Sina Weibo. What was at first acceptable appears now to be a little too sensitive, especially as China is facing a delicate generational power shift in the coming weeks.

Despite hopes of catching corrupt local officials, stability is the utmost priority of the Chinese government. “With a once-a-decade political transition coming, the propaganda officials dislike seeing too many social pressures being aired on Sina Weibo,” says Zhan Jiang, a social-media professor at Beijing Foreign Studies University. “The whole [smiling-brother] event is nothing but a farce. Our conventional scrutiny mechanism has totally lost its efficiency and credibility. Only with the help of the new media can we find corrupt officials.”

汚職をしている地方の役人を捉えたいのだが、安定性が中国政府の最大の優先順位である。「10年に一度の政治の移行が来るので、プロパガンダを担当する役人は新浪微博で明るみにでたあまりに数多くの社会的な圧力を見たくない。」と北京外国研究大学のソーシャルメディアの教授である Zhan Jiangは言う。「笑っているブラザー事件の全容は茶番以外の何ものでもない。我々の通常の監視のメカニズムはその効率性と信頼性を全く失ってきている。ニューメディアの支援だけが汚職をしている役人を見つけることができる。

Global Times, a newspaper that is part of the Communist Party-run People’s Daily group, lamented the political reality that has led to the rise in human-flesh searches of officials: “This event reflects the pathetic truth that our government’s credibility is disappearing very quickly,” he wrote on Sina Weibo. “The government should do something to change this.”

環球時報は共産党が運営する人民日報グループの新聞だが、役人達のネットによる人海戦術の捜査において増大して来た政治的な現実を嘆いた。:「この事件は我々の政府の信頼性が極めて迅速に失ってきている悲しい現実を反映している。」と彼は新浪微博に書いた。「政府はこれを変えるために何かをしなければならない。」

That‘s easier said than done. And for all its power, Weibo can be used as an anti-graft weapon only when the government allows it to function in such a manner. “The microblogging site has other limitations,” says professor Zhan. “When we observe officials wearing watches, belts and glasses or using certain cigarettes, we can get clues about their possibly corrupt lifestyles. But we cannot look into every official. To some extent, the ‘watch brother’ is just unlucky compared with his corrupt colleagues who have not been discovered.”

言う事は行う事より簡単だ。そしてその力があるにもかかわらず、微博は政府がこのように機能していることを許している時だけ反汚職の武器として利用することができる。「このマイクロブログサイトは他の制限がある。」とZhan教授は言う。「我々が時計、ベルト、眼鏡を身につけていたり、もしくはある銘柄の煙草を吸っている役人を観察するとき我々は汚職をしていそうなライフスタイルの手がかりを得ることができる。しかし、我々はすべての役人を調査することはできない。ある程度、この「時計ブラザー」は見つけられなかった彼の汚職の仲間と比較してまさに不運だ。

Still, for every scandal that lights up Weibo, another one quickly takes its place. On Sept. 21, the same day when news trickled out of “smiling brother’s” dismissal, the Chinese social-media sphere was titillated by renewed interest in last year’s story of Wang Xiangui, an official from the local taxation bureau of Guiyang in southern China, who lost his cell phone. His flirtatious texts with seven mistresses circulated again on Sina Weibo in late September, making his case one of the most popular topics on the microblog site for days. Wang, married and in his forties, sent numerous texts to his consorts. “Where shall we meet tonight?” went one of his few G-rated messages. “Shall we book a room or just see each other in your home?” In the unrelenting news cycle, this year’s smiling brother had been outdone by last year’s texting husband.
