中国の汚職役人2

他の独裁的な政権のように中国の共産党はその支配にとって危険な言論の自由に注意を払っている。2億8千万人の中国人のユーザーにとって、微博はわずかばかりの自由な表現を楽しむことができるオンライン空間だ。こうした便益は中国のオンライン検閲部隊の妨害を絶えず受けているが、活発な議論がまだ微博の余白で行われている。最も重要なことは当局は時折、地方レベルでの最もあからさまな幾つかの権力の乱用をチェックする為に一般大衆に許可して、その効用を利用しているようだ。山西での事故の後のある日、新浪微博のユーザーはYangが5つの異なった高価な時計をつけている写真を掲載し、それには63,000ドルのVacheron Constantinと一万ドルのローレックスが含まれていた。多くのネット市民は年間15,000ドル以上とっていない政府の役人が彼の公のサラリーで多くの高価な時計を買う余裕があるのか疑問に思った。はびこった地方の腐敗にあがいている国家に於いて、Yangはすぐに「時計ブラザー」と言うもう1つのニックネームを得た。山西省の規律委員会は国営の報道機関に時計ブラザーの取り調べに着手し、調査の結果を公表するだろうと語った。9月21日にYangは彼の地位を解かれ、重大な規律違反を告発された。

Like other authoritarian regimes, the Chinese Communist Party considers freedom of speech perilous to its rule. For its 280 million Chinese users, Weibo is an online space where they can enjoy a modicum of free expression. Although the service faces constant interference by China’s army of online censors, vigorous debate still occurs on Weibo’s margins. Most importantly, the authorities at times appear to see the utility in allowing the masses to check some of the most flagrant abuses of power at the local level.

One day after the Shanxi accident, Sina Weibo users posted five photos of Yang wearing five different luxury watches, including a $63,000 Vacheron Constantin and a $10,000 Rolex. Many netizens questioned how a government worker who would have not been making more than $15,000 a year could afford so many expensive watches on his public salary. In a nation struggling with rampant local corruption, Yang soon acquired another nickname: “watch brother.”

山西での事故の後のある日、新浪微博のユーザーはYangが5つの異なった高価な時計をつけている写真を掲載し、それには63,000ドルのVacheron Constantinと一万ドルのローレックスが含まれていた。多くのネット市民は年間15,000ドル以上とっていない政府の役人が彼の公のサラリーで多くの高価な時計を買う余裕があるのか疑問に思った。はびこった地方の腐敗にあがいている国家に於いて、Yangはすぐに「時計ブラザー」と言うもう1つのニックネームを得た。

On Aug. 29, Yang apologized for his unfortunate behavior at the scene of the accident. “In fact I was not smiling at that time,” he wrote on his Weibo account. “My facial expression was a little relaxed. What I did was just to make my colleagues feel more comfortable.” Yang reiterated that he bought these five luxury watches with savings accumulated over a 10-year period.

8月29日に、Yangは事故の現場での不適当な行為を謝罪した。「実際にそのとき私は笑ってはいなかった。」と彼は彼の微博に書いた。「私の顔の表情は少し和らいでいた。私がした事は私の同僚の気持ちを和らげようとしただけだった。」Yangはこの5つの贅沢な時計は10年間にわたって貯めた貯金で買ったと繰り返して言った。

However Yang’s explanation did not dispel suspicion. On Aug. 30, Sina Weibo detectives found photos of Yang sporting another four luxury watches. On the same day, the Shanxi provincial discipline committee told state news media that it would launch an investigation of the watch brother and publicize the result of the inquiry. On Sept. 21, Yang was relieved of his position and accused of serious discipline violations.

しかしながら、Yangの説明は疑念を晴らさなかった。8月30日に、新浪微博の探偵達は他の4つの贅沢な時計をもてあそんでいるYangの写真を見つけた。その同日に、山西省の規律委員会は国営の報道機関に時計ブラザーの取り調べに着手し、調査の結果を公表するだろうと語った。9月21日にYangは彼の地位を解かれ、重大な規律違反を告発された。

Yang is not the first Chinese official who was dismissed after cyber scrutiny. In December 2008, Zhou Jiugeng, head of the land bureau of Nanjing, said he would punish those real-estate developers who dared to sell their houses at a below-cost price. In a country gripped by real-estate fever, Zhou’s speech triggered angry responses all over the country. 

Yangがサイバーの精査後に解雇された最初の中国人の役人ではない。2008年12月に、Zhou Jiugengは南京の土地局の局長だが、不動産開発業者達に原価より安い価格で、彼等の家を売らないのであれば、処罰すると言った。不動産熱に浮かれている国に於いて、Zhouの話は国中に怒りの反響をもたらした。

Soon he became the target of a human-flesh search; photos of Zhou that had been posed online were pored over by Internet sleuths. Netizens honed in on Zhou’s $16,000 $ Vacheron Constantin watch, luxury car and cigarettes. Eventually, he was placed under investigation and was later sentenced to 11 years in prison on a bribery conviction.

やがて彼はネットによる人海戦術の捜査の目標となった。;オンラインでポーズをとったZhouの写真がインターネットの探偵達によって溢れ出た。ネット市民達はZhouの16,000ドルのVacheron Constantinの時計、贅沢な車、そしてタバコに焦点をあてた。結局、彼は取り調べを受け、後に、汚職で有罪となり、11年の刑を宣告された。


今日はこれまで。このライブドアのソフトは昨日5回も落ちたので、4時間は損してしまった。ひどいソフトだ。どういう事はと言うと5回も同じ内容を打ち直したと言う事だ。こうしたことになれているとはいえ、5回ともなるとさすがに萎える。昨晩のパーティはこの青年会議所の世界会議の最後のイベントなので2000人の会食が一同に行われた。私は良い席に座ることができたので、遅くまで楽しく過ごすことができた。昨晩で、この大会は終了したが、後2日間は現地の仲間との今後のビジネスについての会食を行う事をしようと思っている。ではまた明日。

中国の効率性の虚像4/中国の汚職役人

中国の将来が直面している主要は課題ー 経済改革、アメリカとの関係、人権擁護、所得格差などの習近平の考え方に我々は精通していない。習はそれらを共有する必要性を感じていない。アメリカの選挙のプロセスは不確実性を造り出すかも知れない。しかし、少なくとも我々は彼らが勝ったなら誰が政局を運営しているか、何をするか知っている。中国ではそれは推測ゲームだ。我々は中国はまだ極めて発展途上国であること、そして、如何なる発展途上の市場に於いては共通である多くの問題ー 不適切なインフラ、脆弱な規制の施行ー を忘れる傾向にある。より大きな透明性と法の規則なしでは中国は決して本当に効率的になることは出来ないだろう。

Nor are we well-versed in Xi Jinping’s views on the major issues facing China’s future – economic reform, relations with the U.S., civil liberties, the income gap, and so on. Xi doesn’t feel the need to share them. The electoral process in the U.S. might create uncertainty, but at least we know who’s running for office and what they might do if they win. In China, it’s a guessing game.

中国の将来が直面している主要は課題ー 経済改革、アメリカとの関係、人権擁護、所得格差などの習近平の考え方に我々は精通していない。習はそれらを共有する必要性を感じていない。アメリカの選挙のプロセスは不確実性を造り出すかも知れない。しかし、少なくとも我々は
彼らが勝ったなら誰が政局を運営しているか、何をするか知っている。中国ではそれは推測ゲームだ。

China will certainly become more efficient over time. We tend to forget that China is still very much a developing country and many of its problems — inadequate infrastructure, poor regulatory enforcement — are common in any emerging market. But before China becomes the paradise many in the U.S. think it is, the country will have to learn a bit from America. Without greater transparency and rule of law, China will never become truly efficient. Keep that in mind next time you’re flying to Beijing.

中国は確かに、時間とともにより効率的になって来るだろう。我々は中国はまだ極めて発展途上国であること、そして、
如何なる発展途上の市場に於いては共通である多くの問題ー 不適切なインフラ、脆弱な規制の施行ー を忘れる傾向にある。しかし、中国がアメリカの多くの人がそうだと考えている楽園になる前に、この国は少しばかりアメリカから学ばなければならないだろう。より大きな透明性と法の規則なしでは中国は決して本当に効率的になることは出来ないだろう。あなたが次回北京に飛んでくる時にそのことを心に留めておけ。

「時計ブラザー」を引きずり降ろす:中国のオンラインの汚職と戦う人たちは微妙な境界線を歩いている。安定性を重んじる政府にとって、汚職の個人を引きずり降ろす為のオンラインの情熱を利用することは危険な行為かも知れない。

新浪公司のミニブログサイト新浪微博が2011年12月16日に中国北京のコンピューターに表示されている。

At 2:18 AM on Aug. 26, a long-distance bus carrying 37 passengers collided with a tanker loaded with highly flammable methanol on a Chinese highway in Shanxi Province. Both vehicles burst into flames, killing 36 passengers. Pictures of the accident began to circulate on Sina Weibo, the most popular Chinese micro-blogging site that is similar to Twitter, which is banned in China. Through social media, Chinese expressed their condolences to the families of the deceased. But soon the attention of Weibo users was drawn not to images of the accident itself but to a certain individual who had shown up at the crash scene.

8月26日午前2時18分に37人の乗客を乗せた長距離バスが山西省の中国の高速道路で極めて燃えやすいメタノールを積載したタンクローリー車と衝突した。両車は燃え上がって、36人の乗客は死んだ。事故の写真が新浪微博に回覧され始めた。これは中国では禁止されているツィッターのような最も一般的な中国のミニブログサイトだ。ソーシャルメディアを通じて、中国人は亡くなった家族への弔意を表明した。しかし、すぐに、微博のユーザーの関心はこの事故自体の映像に対してではなく、衝突現場に姿を見せていたある個人に向けられた。

Shortly after the tragedy, Yang Dacai, chief of the Shanxi provincial work safety administration, was caught grinning widely amid the wreckage. As Weibo users tried to figure out who this strangely smiley official was, pictures of Yang wearing luxury watches went viral. Following a now predictable path of online outrage in China, Weibo users rallied to launch against Yang what is locally called a “human-flesh search,” the online collaboration of Chinese to uncover information about a person, often in order to expose corrupt officials or other moral transgressors. Yang was quickly dubbed “the smiling brother,” and his laughing visage became September’s most comical Internet meme.

この悲劇のすぐ後に、山西省の作業安全局の主任のYang Dacaiは残骸に囲まれて、ひどくニコニコしているところを映像に捕えられた。微博のユーザーは妙にニコニコした役人が誰なのか見つけ出そうとしたら、豪華な時計を幾つも持っているYangの写真が急速に広まった。中国の中のオンラインによる怒りがその時予測されたとおりに、微博のユーザーはYangに反対して「人肉検索」と呼ばれる作業に着手するために集結した。これはしばしば汚職の役人や他の道徳の違反者達を暴く為に、ある個人について情報を開示する為に中国人のオンラインの協力である。Yangはすぐに「スマイルのブラザー」とあだ名され、彼の笑っている顔が9月のコミカルなインターネットのミーム(人間を媒体として増殖する思想的因子)となった。

中国の効率性の虚像3

アメリカは停滞したインフラをどのように一新するか考えだすことができないが、中国は欲しいままに、新しい空港、橋、道路建設することができる。そのことは、あなたが政治プロセスから国民の膨大な大多数を取り除き、そして、いつものように国家政策に反対する人を撃ちのめす時に起こることだ。この点についてさえ、それは見えているほど殆ど効率的ではない。確かに、政府は数多くの農業を掘り起こし、欲しい時にはいつでも道路を造ることができる、中国では、北京は目標の産業に助成金と保護を自由に提供している。そうすることにイデオロギー的な反対はないからだ。言い方を変えれば、中国政府は反対がない時には素早く行動することができる。アメリカはある政策の一般的な合意がある時にはものすごいスピードで行動に立ち上がることが出来る。9.11の後で、数週間で、地球の反対側のアフガニスタンに主要な軍事行動を行う為にワシントンは資源と意思を動員することが出来た。しかし、政策の方向に意見の一致がないとき中国の政策決定はまったく円滑ではない。


There is an element of truth here. While the U.S. can’t figure out how to refurbish its sagging infrastructure, China is able to construct new airports, bridges and roads at will. That’s what happens when you remove the vast majority of your population from the political process, and routinely beat up those who disagree with state policy. But even in this regard, China is not nearly as efficient at it appears. Sure, the government can dig up a bunch of farms and lay down a road whenever it wants. 

ここに真実の要素がある。アメリカは停滞したインフラをどのように一新するか考えだすことができないが、中国は欲しいままに、新しい空港、橋、道路建設することができる。そのことは、あなたが政治プロセスから国民の膨大な大多数を取り除き、そして、いつものように国家政策に反対する人を撃ちのめす時に起こることだ。この点についてさえ、それは見えているほど殆ど効率的ではない。確かに、政府は数多くの農業を掘り起こし、欲しい時にはいつでも道路を造ることができる。

That’s because the idea that the government should spend lots of money on infrastructure is not a controversial one in China, as it is in the U.S. It’s the same with state industrial policy. While the case of government support for Solyndra in the U.S. has stirred vociferous debate about the state’s role in the economy, in China, on the other hand, Beijing is free to offer subsidies and protection for targeted industries because there is no ideological opposition to doing so. In other words, the Chinese government can act quickly when there is no disagreement.

アメリカでは異論があるが、政府がインフラに多くの金を使うべきだと言う考えは中国では異論がないからだ。国家の産業政策も同様だ。アメリカにおいてソリンドラを政府が支援する時には経済活動に於ける国家の役割について声だかな議論を呼び起こして来たが、他方、中国では、北京は目標の産業に助成金と保護を自由に提供している。そうすることにイデオロギー的な反対はないからだ。言い方を変えれば、中国政府は反対がない時には素早く行動することができる。

ソリンドラ:米国の太陽光発電パネルメーカーであるSolyndraは2011年8月、米国連邦倒産法第11章(チャプター11)の適用を申請する計画を発表した。

In that way, the U.S. is much the same. America can spring to action with blazing speed when there is general acceptance of a certain policy. After 9/11, Washington was able to mobilize the resources and will to conduct a major military operation halfway around the world in Afghanistan in a matter of weeks. There was no significant opposition to going to war. Or look at how efficiently the U.S. stepped in during the depth of the last financial crisis to rescue the banking sector.

そのように、アメリカは多くは同様だ。アメリカはある政策の一般的な合意がある時にはものすごいスピードで行動に立ち上がることが出来る。9.11の後で、数週間で、地球の反対側のアフガニスタンに主要な軍事行動を行う為にワシントンは資源と意思を動員することが出来た。戦争を行う大きな反対はなかった。もしくは銀行部門を助ける為に最近の金融危機が深刻な時にアメリカがどのように効率的に踏み込んだかを見てみよう。

But Chinese policymaking is not nearly as smooth when there is no consensus on the direction of policy. Chinese officials know full well what the government needs to do to ensure that the country’s growth is more sustainable: Increase the role of consumer spending, strengthen its financial sector, and rein in state-owned enterprises. But the reforms that would achieve these outcomes are coming extremely slowly, if at all. 

しかし、政策の方向に意見の一致がないとき中国の政策決定はまったく円滑ではない。中国当局は中国の成長がより持続可能であることを確かめる為に政府が何をする必要があるのか十分に知っている。:消費者の支出の役割を増加させ、金融部門を強化し、国有企業を抑制する。しかし、仮にそうであっとしても、こうした成果を達成する改革は極端にゆっくりと進んでいる。

There is no agreement among the senior leadership on these sensitive issues, and thus there is limited action. Factions within the government advocate different methods of dealing with China’s economic weaknesses. Some favor faster market liberalization; others want the government to keep a tighter grip on the economy. China has gridlock of its own. We just don’t see it, since the wrestling matches happen behind closed doors instead of on CNN.

こうした微妙な課題に於いては上層部の間で合意はない。そしてそれ故に、行動は制限される。政府内の派閥は中国の経済の弱点を取り扱う様々な方法を主張する。幾人かはより早い市場の自由化を好む。:他のものは政府が経済活動をより厳しく管理することを望む。中国はそれ自身の身動きの取れない状態になっている。CNNの代わりに閉められたドアの背後で、レスリングの試合が起こっているので、我々はそれをともかく見ていない。

Nor is the entire political process in China any more efficient. We have been expecting a once-in-a-decade change of political leadership in China to take place late this year for quite some time, and we’ve known for a while who the top guy is going to be (Xi Jinping). But we only found out exactly when this change will take place (in November) last week. 

中国の全体の政治プロセスはもはや効率的ではない。我々はかなり前から年内に起こる中国の政治の指導者の10年に一度の変更を期待して来た。そして、トップの人物が誰になるかしばらくして知ることになる。(習近平)しかし、この変更がここ7日間で(11月に)起こる時に正確にはじめてわかるだろう。

今日はこれまで。昨日から青年会議所の国際会議に出席している。10年ぶりだが、プログラムは変わっていない。若い人たちの会議は頼もしい。ではまた明日。

国際的なビジネスマン(そして特にアメリカ人)は中国が迅速な輸送機関、迅速な意思決定、機転の効く政府の当局のワンダーランドだと描いている。アメリカが中国のように運営したら、全てのアメリカの問題は解決できるだろうとの議論をする。中国で仕事をしているビジネスマンは彼らが直面している、時間のかかる、そして度の過ぎた官僚の障害について不満を言う。ー 必須の許認可に対してのいつ果てるとも知れない待ち時間、紛らわしく、不明瞭な規制、そして絶え間の無い関税手続きの変更。小さな企業でさえ政府の関係しか扱うことしかしない社員達を指名しなければならない。更に、多くの外国のビジネスマンは役人達が差し出がましくなって来ていると思っている。ー 言い方を変えれば、より非効率になって来ている。このことは中国の歓迎されている「国家資本主義」の仕業だ。そこでは政府は経済活動で何が起こっているか、民間の企業で何ができて何か出来ないかを未だに膨大な管理をしている。

One of the most persistent – and persistently bewildering – conversations I’m forced to endure with international businessmen (and especially Americans) is about their view on the marvels of Chinese efficiency. They paint China as a wonderland of quick transport, quick decision making, and quick-witted government officials. If only the U.S. operated like China, the argument goes, all of America’s problems could get solved.

私が国際的なビジネスマン(そして特にアメリカ人)に我慢せざるを得ない最も根強い、ーそして根強く困惑させているー 会話の1つは中国の効率性の驚嘆に値すると言う考え方だ。彼らは中国が迅速な輸送機関、迅速な意思決定、機転の効く政府の当局のワンダーランドだと描いている。アメリカが中国のように運営したら、全てのアメリカの問題は解決できるだろうとの議論をする。

My response to this is: Live here for a while. I can imagine pampered visitors thinking China is something it is not. If you fly into the nifty airports in Beijing or Shanghai, get whisked by a waiting driver to your snazzy hotel, have a few meetings, and then get escorted out again, China might appear to be a sparkling vision of modernity. But spend any time here, or try to really do anything, and the notion that China is an efficient place is rudely exposed as a myth.

このことに対する私の答えはこうだ。:ここに暫く住んでみよう。私は中国がそうではないに何かがあると思っているちやほやされた訪問者達を想像することができる。あなたが上海か北京のしゃれた飛行場に飛んで来て、あなたのしゃれたホテルに待っている運転手が連れていき、幾つかの会議をして、それから再び外に連れ出されたら、中国は近代化の輝かしい見通しがあるように見えるかも知れない。しかし、いつでも時間を過してみると良い。もしくは本当に何かをしようとしてみると良い。そうすれば、中国が効率的だと言う場所だと言う考えが突然疑問を呈することになる。

The trouble with transport is the least of the problems. As I noted in a recent TIME magazine story, businessmen operating in China complain about the time-consuming and excessive bureaucratic hurdles they face – endless waiting for necessary permits and licenses, confusing and opaque regulation, and constantly shifting customs procedures. 

輸送機関の問題は問題の序の口だ。私が最近のタイム紙の記事で述べたように、中国で仕事をしているビジネスマンは彼らが直面している、時間のかかる、そして度の過ぎた官僚の障害について不満を言う。ー 必須の許認可に対してのいつ果てるとも知れない待ち時間、紛らわしく、不明瞭な規制、そして絶え間の無い関税手続きの変更。

Even small companies have to designate staffers to do nothing but handle relations with the government. Many foreign businessmen, furthermore, think the bureaucrats are becoming more intrusive – in other words, less efficient. This is a function of China’s heralded “state capitalism,” in which the government still wields tremendous control over what happens in the economy and what private companies can and cannot do.

小さな企業でさえ政府の関係しか扱うことしかしない社員達を指名しなければならない。更に、多くの外国のビジネスマンは役人達が差し出がましくなって来ていると思っている。ー 言い方を変えれば、より非効率になって来ている。このことは中国の歓迎されている「国家資本主義」の仕業だ。そこでは政府は経済活動で何が起こっているか、民間の企業で何ができて何か出来ないかを未だに膨大な管理をしている。

My own experiences with civil servants have only confirmed to me how inefficient the government is. Earlier this year, I had to move the visa that allows me to reside in China from an old to a new passport. This should have been a simple clerical procedure, since the visa was still valid for nearly a year. But instead, it ate up two full days of my time, running between offices to get necessary documents and simply figuring out what was required. The officials we spoke with disagreed on what forms and documents I needed. One contended (incorrectly, as it turned out) that I didn’t have to switch the visa at all.

私自身の公務員との経験は政府が如何に非効率であるのかを私に確認しただけだ。今年既に、私は私が中国に住むことを許可するビザを古いものから新しいパスポートに移さなければならなかった。このことは単純な事務手続きでなければならななかった。ビザは未だ一年近く有効だったからだ。しかしその代わり、そのことは私の時間を丸二日費やした。必要な書類を得る為に役所間を移動し、要求されるものを見つけ出すだけだった。私が話した役人達は私が必要としたフォームと書類に同意しなかった。ある役人は私がビザをまったく替える必要はないとつよく主張した。(後でわかったが、間違っていた。)

Yet those who wax poetic about Chinese efficiency believe it runs deeper than such mundane matters – to the supposed virtues of the political system itself. While Washington is gridlocked by partisan politics, China’s government, they contend, makes and implements decisions with clinical effectiveness. China’s government operates like a big company, the thinking goes, with a “CEO” at the top able to see the greater needs of the nation and act to meet them.

けれども中国の効率性を唱える人たちはこうした日常の物事よりももっと深い理由があると信じている。ー 政治システム自体の想定された長所に対して。ワシントンは派閥政治で、にっちもさっちもいかないが、彼らが主張するには中国政府は冷静は効率性で意思決定を行い実行している。中国の政府は大企業のように運営している。考えを推し進める。国民のより大きな必要性を見て、それに見合う為に行動することの出来るトップの「CEO」とともに。

Republican presidential nominee Mitt Romney blames Obama for all the troubles in the region, just as Obama blamed Bush. In truth, every president will be at the mercy of events to some extent, no matter how prescient his foreign policy. But Obama too often has left the United States on the sidelines. “It is time to focus on nation-building here at home,” he tells Americans, who understandably are receptive to that message.

No doubt he’d like to focus a second term on domestic recovery and on foreign policy challenges he finds congenial: nuclear arms talks with Russia, say, as well as the pivot to Asia. But recent events suggest that the next president, whether Romney or Obama, will get drawn into messy, difficult dilemmas in the Middle East and Central Asia. The longer a president holds America back from its expected role as leader and shaper of events, the messier the dilemmas will be.

彼が第二期を国内回復に焦点を当たいのは明らかだ。そして外交政策の課題に対しては良好だと思っている。:言ってみれば、アジアへの軸足同様にロシアとの核兵器交渉。しかし、最近の出来事は次の大統領がロムニーであろうとオバマであろうと、中近東と中央アジアの面倒な、困難な板挟みに巻き込まれるだろうことを暗示している。大統領がこれらの出来事の指導者そして具体化する人としてのその期待された役割を抑えることが長いほど、この板挟みはますます面倒になってしまうだろう。

歩行者達が北京の交差点で、渋滞の前に立っている。アメリカ大使館はそれ自身で公害を測定するシステムを持っていて、150以上だと不健康だと評価しているが、403の数字を示していたが、まさにこの日は「危険だ。」

Many people in the U.S. and Europe believe China is a model of modern transport and political effectiveness. They should try to live here. On the road to Beijing’s international airport the other day, I noticed dark clouds moving in on the horizon. My stress level immediately spiked. Flight delays have become almost the norm here in Beijing, even on the brightest of days; a little rain would certainly spell trouble. 

アメリカやヨーロッパの多くの人たちは中国が近代的な輸送手段と効率的な政治のモデルだと信じている。彼らはここに住もうとするべきだ。先日北京の国際飛行場への道で、暗黒の雲が水平線に動いているのに気がついた。私のストレスの度合いが直ちに急上昇した。飛行機の遅延は北京では殆ど普通になって来ていて、最も天気のよい日々でさえも。;少しの雨でも必ず問題を起こす。

As the drops began to splat on the windshield, I had dispiriting visions of getting stuck in Beijing and missing my connecting flight in Hong Kong — and my next deadline for TIME with it. My fears were confirmed when I arrived at the gate, where the departure time came and went. Though the sun had peeked through the clouds, the damage had already been done.

Of course, the trials of air travel are not unique to China. Just ask anyone brave enough to depart from a major American airport these days. But no one would ever call the U.S. airport system a model of efficiency. For some reason, though, lots of people think China is.

勿論、空の旅が厄介なのは中国だけではない。近頃のアメリカの主要は飛行場から出発する勇気があるかどうか誰かに聞いてみると良い。アメリカの飛行場のシステムが効率性のモデルだと誰も言う人はいない。しかしながら、幾つかに理由で多くの人々は中国がそうだと思っている。

今日はこれまで。大び寒くなって来た。最近の日本は秋が短くなって来たように思う。もう冬だ。両親が88才と84才でもうそろそろ、近所からクレームがでて来たようだ。家具屋の家具も処分んしなければならないし、両親の今後の住まいも考えなければならない。ではまた明日。

アメリカは中近東から逃げられない。2

内戦はシリアを荒廃させて来ていて、3万人以上の生命を失い、その多くは女子供で、百万人以上が移住した。この戦闘はイスラム過激派を引きつけ、スンニ派ーシーア派の対立関係を刺激し、 Lebanon, Iraq, JordanとTurkeyを不安定にするクルド人の野心である。この地域に於いて、イスラエルの最も重要な関係はエジプトとの冷ややかな平和そしてトルコとのかってのより温かな友好関係そして悪化。イスラエルとパレスチナの平和はかってよりより離れているようだ。パレスチナ領土の分割された半分の約束された和解は行き詰まっている。9月はイラクにとってこの2年間で最悪の月であった。爆撃と宗派の戦闘が回復して来た国家を後退させた。アフガニスタンではアメリカ当局は彼らの撤退戦略の主要な目標であるタリバンとの話し合いによる解決を諦めて来ているとニューヨークタイムズは語った。50人以上のアメリカの軍隊がアフガニスタンの軍隊や警察の味方によって今年、殺されている。

Civil war has consumed Syria, claiming more than 30,000 lives, many of them women and children, and displacing more than a million. The fighting is a magnet for Islamist extremists and a spur to Sunni-Shiite rivalries and Kurdish aspirations that are destabilizing Lebanon, Iraq, Jordan and Turkey.

Israel’s most important relationships in the region, its cold peace with Egypt and its once warmer friendship with Turkey, are deteriorating. Israeli-Palestinian peace seems more remote than ever, while a promised reconciliation between the divided halves of Palestinian territory has stalled.

September was the deadliest month in two years in Iraq as bombings and sectarian fighting set back a country that had been in recovery. In Afghanistan, U.S. officials have given up on a key goal of their withdrawal strategy, a negotiated settlement with the Taliban, the New York Times reported. More than 50 U.S. troops have been killed this year by supposed allies in the Afghan army and police. These demoralizing insider attacks could prompt the allies to retreat even earlier than planned, NATO Secretary General Anders Fogh Rasmussen told the Guardian last week.

9月はイラクにとってこの2年間で最悪の月であった。爆撃と宗派の戦闘が回復して来た国家を後退させた。アフガニスタンではアメリカ当局は彼らの撤退戦略の主要な目標であるタリバンとの話し合いによる解決を諦めて来ているとニューヨークタイムズは語った。50人以上のアメリカの軍隊がアフガニスタンの軍隊や警察の味方によって今年、殺されている。こうした士気をそぐ内部の攻撃は計画よりも更に早く撤退することを同盟国に促してしまうかもしれないとNATOの事務局長Anders Fogh Rasmussenは先週、ガーディアンに語った。

Negotiations with Iran have come to a standstill as that country accelerates its nuclear development program, racing toward a weapons capability that Obama has declared unacceptable. Relations with a nuclear-capable, unstable Pakistan are rockier than ever. Obama wasn’t wrong in wanting to shift U.S. attention and resources to the Pacific. Compare the economic dynamism of Indonesia, Singapore or Korea to Afghanistan, Yemen or Somalia, and you understand the logic. As China grows more assertive, its neighbors want a dependable, if discreet, U.S. presence.

イランとの交渉は行き詰まって来ていて、この国家は核開発プログラムを加速していて、オバマが認めることは出来ないと公表した武器の可能性を急いでいる。核が使用可能で、不安定なパキスタンとの関係は以前よりも問題を抱えている。オバマが太平洋にアメリカの関心と資源をシフトしようとしていることは間違ってはいなかった。インドネシア、シンガポールもしくは韓国の経済のダイナミズムをアフガニスタン、イエメン、もしくはソマリアと比較すれば、あなたはその論理を理解する。中国がより強引になって来ているので、その近隣諸国は控えめに言っても、信頼できるアメリカの存在を求めている。

But the world’s indispensable nation, as Obama has called the United States, doesn’t always get to choose its areas of concern. The president likes to say that “the tide of war is receding,” but saying so doesn’t make it so, and withdrawing America from the field of battle doesn’t necessarily end a war. Sept. 11, 2001, was a wake-up call, and not only to the dangers of al-Qaeda and Osama bin Laden. A crucial arc of the world is unstable as one of the world’s great religions debates how and whether to accommodate to globalization and international norms of human rights. This isn’t America’s struggle, but it is a struggle America can’t ignore.

しかし、オバマがアメリカ合衆国をそう呼んできたように、この世界で欠くことの出来ない国家はいつもこの関心のある分野を選ぼうとしない。この大統領は「戦争の潮は曳いている。」と言っているようだが、しかし、そう言うことはそうすることとは違う。そして、アメリカが戦闘の現場から撤退することは必ずしも戦争が終わることではない。2001年9月11日は警鐘であったし、アルカイダやオサマビンラディンの危険だけではなかった。世界の一連の極めて重要なことはこの世界の偉大な宗教の1つがグローバリゼーションと人権の国際基準へどうやって、そして適合するか否かを議論しているように不安定なことだ。このことはアメリカの葛藤ではないが、それはアメリカが無視できない葛藤だ。

That doesn’t mean the United States needs to send troops into conflict, as Obama believed President George W. Bush did too readily. But when opportunities arise, the United States needs to be ready — to support democrats in Egypt, Libya, Bahrain and Tunisia, for example, or to help the Syrian opposition organize and equip itself. If the stakes in Afghanistan are worth sending U.S. troops into battle, as Obama proclaimed, then those troops should be fighting toward a goal, not a timeline.

George W. Bush大統領があまりに安易にしたとオバマが信じているように、そのことはアメリカ合衆国が戦闘に軍隊を送る必要があると言うことを意味しない。しかし、時期が到来したら、アメリカ合衆国は準備する必要がある。ー 例えばEgypt, Libya, BahrainそしてTunisiaの民主主義者達を支援し、もしくはシリアの反体制派が自分自身で組織化し、武装化するのを支援する為に。もし、アフガニスタンに於ける危険の度合いがアメリカの軍隊を戦場に送る価値があるのであれば、オバマが公表したように、こうした軍隊が時間の制約ではなく、目標に向かって戦わなければならない。

今日はこれまで。昨日は一日中、このブログの準備をしていた。最近は編集の資料作成が遅かったので、寝るのが遅くなってしまい、朝が遅かった。そのためブログの準備が手薄になってしまい、記事の在庫がたまってしまった。意外とこのブルグの作成には時間がかかることがわかった。朝早く起きていると気がつかない。ではまた明日。
