それから生産性の数字をどのように見るかの問題がある。アメリカの生産性はここ数年のわたって、いわば、中国と比較して上がって来ていて、中国は変化していないし、(そしてまた賃金の上昇に苦しんでいる)ので、その大きな疑問はどれほど上昇するのかと言うことだ。材料科学や「企業のインターネット」の進展がアメリカの有利に製造業をどのように新たにしているかを考えると、我々はそこに成長の可能性を牽引する理由があると思う。

Then there’s the question of how to look at the productivity numbers. While U.S. productivity is up over the last several years relative to, say, China, which has been flat (and also suffers from rising wages), the big question is how much more it can go up. We feel there’s reason to be bullish on the growth potential there, given how materials science and the evolution of the “industrial internet” are fundamentally reshaping manufacturing in the U.S.’s favor.

The once separate steps of designing a product, making or buying the parts, and then putting everything together are beginning to blend — a consequence of technologies such as additive manufacturing and 3-D printing. It means that manufacturing wants to be closer to engineering and design — a dynamic that would likely benefit the U.S., which still rules those high-end job categories. Add the ability to include sensors in every part and process, and you’ve got a whole new manufacturing ecosystem that allows companies to accelerate product development cycles and deliver more variety and value more quickly to ever more fickle consumers.

Of course, the jobs that are being created aren’t your father’s (or grandfather’s) factory jobs of knocking in four bolts a minute for eight hours a day. The new economics of Made in the USA are built in large part around acquiring cutting-edge technologies ahead of global competitors and then using those new techniques to produce more efficiently on super-automated factory floors. And while all the technology will translate into higher end jobs, it will also mean — barring dramatic growth — fewer jobs overall, especially in the middle. Positions will either be high end, or lower paid, since workers still have to compete with cheaper overseas labor (even with wage inflation in China, it will be years before the Chinese are on par with U.S. wages).

It’s no accident that many of the new manufacturing clusters in the U.S. are in the South, where unions hold less power. “Yes, manufacturing is coming back, but it’s evolving into a very different type of animal than the one most people recognize today,” says James Manyika, director of McKinsey Global Institute, which recently did an exhaustive study on this shift entitled “Manufacturing the Future.” “We’re going to see new jobs, but no where near the number some people expect, especially in the short term.”

しかし少なくとも一人の経済の予言者であるGoldman Sachsの主席エコノミストJan Hatziusはこの考え方に少しばかりの冷や水をかけている。彼は最近報告書を出し、インターネットで多くの関心を集めているが、アメリカの「製造業の再興」は循環的なもので、構造的なものではないと言っている。ー この部門が経済の回復期のこの時点で、あらゆる状況下に於いて予測されていたように、うまくやっていて、そしてその利益はアメリカの製造業の競争力に於いて劇的な変化を示していない。「測定された生産性の成長は力強かった。」とHatziusは「アメリカ製造業の復興」と言うタイトルの報告書の中で認めている。:真偽は?「しかし、アメリカの輸出実績はー ほぼ間違いなく、競争力のより信頼できる指標だが、ー せいぜいまあまあのところにある。

But at least one economic seer, Goldman Sachs’ chief economist Jan Hatzius, is throwing a bit of cold water on the idea. He recently released a report, which is getting a lot of attention on the web, arguing that the U.S. “manufacturing renaissance” is cyclical, not structural – meaning, the sector is doing as well as would have been predicted under any circumstances at this point in an economic recovery, and that the gains don’t point to a real seismic shift in U.S. manufacturing competitiveness. “Measured productivity growth has been strong,” admits Hatzius in the report, entitled “U.S. Manufacturing Renaissance: Fact or Fiction?” “But U.S. export performance – arguably a more reliable indicator of competitiveness—remains middling at best.”

It’s a very interesting point, and it matters a lot to the broader economy. Nations that do better in manufacturing gain an edge in the global economy: For every $1 of manufacturing output in a community, there’s another $1.48 of wealth created. That’s why economic advisors to the President, like National Economic Council head Gene Sperling, have been pushing pro-manufacturing policies.

But the Goldman report would seem to indicate that the strength in U.S. manufacturing output reflects more the relative weakness of Europe (which is mired in a debt crisis) and Japan, rather than a long-term positive shift in the U.S. itself. “Over the next few years, the manufacturing sector should continue to grow a bit faster than the overall economy,” notes the report. “But the main reason is likely to be a broad improvement in aggregate demand rather than a structural U.S. manufacturing renaissance.”

Hatzius was on holiday this week and unavailable for comment (we’ll be following up with him next week), but one immediate question is whether exports really do provide a more accurate picture, as the report suggests. It may be that more goods manufactured in the U.S. are staying in the U.S. As we’ve traveled around the country reporting on this topic over the last couple of years, a number of big industrial firms have pointed to growing demand for their products here at home – Caterpillar, which makes an increasing amount of its large earth-moving equipment for domestic mining, agriculture, and energy operations, is a great case in point.

バラクオバマのトルコとイスラエル2/アメリカの製造業の再興

オバマは彼の第二期の最初の外国訪問で、この取引はすばらしい成果であった。このことは彼らのまわりの地域が混乱している時にイスラエルとトルコの間の外交関係を再び確立した。トルコとイスラエル双方はシリアと国境を接している。そこは内乱が3年目に入っている。「我々はこの2国間の通常の関係を持たなかったことを今やこの2年のあいだ、後悔して来ている。」と政府高官はヨルダンに向かう Air Force Oneの中で記者団に語った。「そして我々は彼らとともに仕事をして来て、双方に、彼らとの間に手を差し伸べ、相互の違いを乗り越えようとさせて来た。」

The deal was a coup for Obama, on his first foreign visit of his second term. It reestablished diplomatic relations between Israel and Turkey at a time when the region around them is in turmoil. Both Turkey and Israel border Syria, which is entering its third year of civil war. “We have regretted for a couple of years now the absence of normal relations between those two countries,” a senior Administration official told reporters on Air Force One en route to Jordan. “And we have worked with them and urged them both to reach out and try to put their differences between them.”

Netanyahu on Saturday said the deteriorating situation in Syria and both countries’ concerns about the regime’s chemical and biological weapons prompted the reconciliation. Still, Erdogan warned on Sunday that normalization of relations would not be immediate. Turkey will wait for Israel to pay the families compensation before embassies in either country would reopen.

土曜日にNetanyahuはシリアの悪化している状況とこの政権の化学並びに生物兵器についての両国の懸念が和解を促したと言った。まだ、Erdoganは関係の正常化はすぐではないだろうと日曜日に警告した。トルコは両国の大使館が再開する前にイスラエルが家族の補償費用を支払うのを待つだろう。

Netanyahu told Erdogan that Obama had spent the last two days convincing him of “the importance of regional relations, the importance of Turkey-Israel cooperation, and that is what led him to take this initiative now,” the Administration official said. Up until the flotilla incident, Turkey and Israel had enjoyed close relations. Turkey was the first Muslim country to recognize Israel, though tensions began to fray in 2003 after Erdogan, who has Islamist ties, was elected Prime Minister of Turkey.

U.S. manufacturing is back. That’s been the conventional economic wisdom now for several months, and there’s plenty of proof to back it up – rising factory output, strong manufacturing production gains, and lower labor costs that make American workers more attractive. Couple that with the natural gas boom underway in the U.S., which many experts believe will lower energy costs for U.S. manufacturers, and you’ve got a resurgence of a sector that has been shrinking as a percentage of the economy for several decades.

“We are probably the most competitive, on a global basis, than we’ve been in the past 30 years,” says GE CEO Jeff Immelt. “Will U.S. manufacturing go from 9% to 30% of all jobs? That’s unlikely. But could you see a steady increase in jobs, over the next quarters and years. I think that will happen.”

From almost the moment President Obama touched down at Ben Gurion International Airport, he began to push Israeli Prime Minister Benjamin Netanyahu to make up with Turkey. The previously good relations broke down in 2010 after the Israelis raided a Turkish flotilla bringing aid to the Gaza Strip. Nine activists were killed.

アメリカの大統領バラクオバマがBen Gurion国際飛行場に降り立った殆どその瞬間から彼はトルコと仲直りするためにイスラエルの首相Benjamin Netanyahuに圧力をかけ始めた。イスラエル人がガザ地区に援助しようとしに来ていたトルコの小型船隊を襲撃してから、以前の良い関係は2010年に決裂した。9人の活動家が殺害された。

Since then the U.S. has pushed Israel and Turkey – both close allies – to work through their issues. Officials at meetings at nearly every level from the President down brought up rapprochement. Secretary of State John Kerry pressed Turkish Prime Minister Recip Erdogan on Israel on March 1 on a trip to Ankara.

それ以来アメリカはイスラエルとトルコに圧力をかけて来た。ー 双方とも親しい同盟国だ。ー 彼らの課題に取り組む為に。この大統領から下のほぼ各レベルでの会議で当局者達は親交関係の確立を提起した。国務長官John Kerryはアンカラへの日程に於いて、3月1日にトルコの首相Recip Erdoganにイスラエルの件で圧力をかけた。

By day two of Obama’s visit, Netanyahu had agreed to set up a call with Erdogan. Given the two leaders’ busy schedules, it was not until just as Obama and Netanyahu were arriving back at the airport for the President’s departure to Jordan a day later that a call was possible. Obama and Netanyahu ducked into a trailer off of the red carpet set up for the departure ceremony.

オバマの訪問の2日目に、NetanyahuはErdoganとの電話会議をセットアップすることに合意した。Obama and Netanyahuが1日後のヨルダンに向けてのこの大統領の出発の為に、まさに飛行場に戻る時まで電話会議が可能ではなかった。ObamaとNetanyahuは出発のセレモニーの為に準備されたレッドカーペットを離れて、ハウストレーラーに身を潜めた。

For nearly half an hour Netanyahu and Erdogan spoke through translators. Obama briefly got on the phone to say hello to Erdogan and ask that they follow up with another call soon. Netanyahu offered Turkey an official apology for the flotilla incident and promised compensation to the victims’ families. He said a subsequent Israeli investigation into the incident revealed “several operational errors,” according a statement released by the Israeli embassy in Washington.

Netanyahu also thanked Erdogan for his remarks condemning anti-Semitism to a Danish paper on March 20. Erdogan had been quoted last month calling Zionism “a crime against humanity,” and he told the Danish paper those remarks had been misinterpreted. During his Ankara visit, Kerry had condemned Erdogan’s statement on Zionism, urging the Turkish Prime Minister both publicly and privately to clarify them.

Netanyahuはまた3月20日のデンマークの新聞に対してのユダヤ人差別を非難したErdoganの意見に感謝した。Erdoganはシオニズムを「人道に反した犯罪」と言ったことが先月引用されたが、彼はこうした意見は誤訳だったとデンマークの新聞に語った。彼のアンカラ訪問中にKerryがシオニズムに対してのErdoganの声明を非難していて、トルコの首相に公私にわたって、それをはっきりさせることを求めていた。

 シオニズム:ユダヤ主義 ユダヤ人国家建設を目的とする運動(19世紀〜)。英がユダヤ人(第二次世界大戦で英側について枢軸国と戦った)にアフリカ・ウガンダでのユダヤ人国家建設を提案したが拒否された。その後、パレスチナをユダヤ人・パレスチナ人居留地に分割し聖地エルサレムは国連統治とする国連決議によって、現イスラエル建設になった。

土曜日、今日はこれまで。昨日の研修会は布施さんが北京から参加してくれて、大いに助かった。昨晩は打ち上げをしたが、3時間も書けて、遠方から飯田さんが駆けつけて来てくれた。嬉しかった。今日は先週やり残した仕事が山ほどある。まず朝は久しぶりに英語の先生だ。予習もしていない。ではまた明日。

観光できないサウジアラビア2

車で20分とは慣れていないところに、もう一つの特別な情景を見つけることができる。:一世紀のナバテア人の貿易センターの彫刻が施された石墓であるMada’in Salehは現在ユネスコの世界遺跡に分類されていて、ー サウジアラビアで最初のものである。Al UlaとMada’in Salehの間にあって非常に奇妙で理解しがた岩の層の広大な集積、赤紫色と金色の尖った先端そして砂丘から隆起しているねじ曲げられた、風によって形作られた砂岩の断崖が横たわっている。それはあたかもパルテノン神殿、グランドキャニオンやコロラドの神々の庭園がマンハッタンよりもさほど大きくない地域にすべてがすし詰めになっているかのようだ。

Not 20 minutes away by car, another extraordinary scene can be found: the carved stone tombs of the 1st century Nabataean trading center, Mada’in Saleh, now classified as a UNESCO World Heritage site — Saudi Arabia’s first. In between Al Ula and Mada’in Saleh lies a vast gathering of surreal rock formations, magenta and gold spires and tortured, wind-carved sandstone escarpments rising out of the dunes. It’s as if the Parthenon, the Grand Canyon and Colorado’s Garden of the Gods were all crammed together in an area not much larger than Manhattan.

If it were anywhere else in the world, the sites would be crammed with camera-toting tourists. Instead, de Tinguy and her husband have the entire place to themselves, alone with their voluble and informed Saudi guide, who is in the process of explaining the mechanics of a primitive sundial that alerted local farmers when it was time to plant crops. “I could just spend days exploring this place,” says de Tinguy. “I would tell all my friends back home to visit.”

De Tinguy’s friends, however, would likely have a hard time getting here even if they listened to her advice. Saudi Arabia opens its doors to some 5 million religious pilgrims a year, but it displays a polite yet firm “do not disturb” sign to any would-be foreign tourists. Those who want to visit the country’s wealth of potential tourist sites, from the turquoise waters of the Red Sea coast, to desert oases, mountain fortresses and ancient souks dating back to the days of Abraham and later, the Prophet Muhammad, must do so in the course of a business trip or while visiting a family member, which is how the de Tinguys were able to come.

There are no tourism visas for Saudi Arabia, a fact made all the more frustrating for would-be visitors enchanted by the tantalizing glimpses of the country’s fantastical archaeological record found in the Roads of Arabia exhibit currently traveling between a series of U.S. and European museums. “We have so much to show the world,” laments the de Tinguys’ guide, Abdulaziz. “From the outside, I think, Saudi Arabia doesn’t look like such a nice place. But once you are here, you fall in love. If more people could visit, they would better understand our country and our traditions.”

サウジアラビアに観光ビザはない。一連のアメリカやヨーロッパの博物館を現在移動している「アラビアの道」の展示に見られるこの国のとてもすばらしい、考古学的な記録の興味をそそられるものを垣間みることによって魅了された自称観光客にとって一層失望感を抱かせてきた事実だ。「我々は世界に見せるたくさんのものがある。」とde TinguysのガイドであるAbdulazizは残念に思っている。「外部から、私が思うに、サウジアラビアはそれほどすばらしいところだとは思われていない。しかし、一度あなたがここにくれば好きになってしまう。より多くの人々が訪問することができれば、彼等は我が国とその伝統をもっと理解するだろう。」

Prince Sultan bin Salman bin Abdul Aziz al-Saud, a former astronaut and president of the Saudi tourism commission, couldn’t agree more. Still, he cautions, the kingdom is not yet prepared for an onslaught of tourists, no matter how much opening the country’s doors to the nonpilgrim visitors might help increase understanding of a country that has often been portrayed in the West as a bastion of religious extremism. “When you want to invite people to your house, you want a house that is ready to receive them,” he tells TIME in an interview at Riyadh’s National Museum, a hulking edifice packed full of archaeological wonders spanning millennia — and about as empty as the heritage city in Al Ula.

For their part, the Jabhat and other Islamists say that nothing will be forced, and that they are merely presenting their ideas and offering a choice. “We, in Shari’a, do not have something called an infidel dress code and a believer’s dress code,” says Sheikh Abu Ali, who is at once part of Omana al-Raqqa (Ahrar al-Sham) as well as a Shari’a official in Jabhat al-Nusra in Raqqa. “Our guide is that a woman should not dress in a way to entice a man.” Regarding whether a woman should cover her face, he said the issue was undecided among religious scholars. “Islam in the Levant was not and will not be anything except a moderate Islam,” the sheikh says, adding that Christian women could wear what they wanted, as long as they did not “entice men.”

As long as you are respectful, there is no problem.”

All of the key Mujahedin commanders in the city seem cognizant of the need to avoid antagonizing the local population, and know that Raqqa will be a test case in the new Syria. “Raqqa today is under the microscope,” says Abu Tayf. “If civil peace prevails, we will be an example for others to follow but if we fail people might even turn away from the idea of liberation.”

Draped in a long black abaya, French tourist Virginie de Tinguy gingerly picks her way up a majestic stone staircase, careful to lift the heavy folds of fabric out of the way of her feet, lest she stumble on steps made smooth by centuries of use. The perilous climb to the top of a 13th century citadel is rewarded with a breathtaking view. Below her sprawls the ancient walled city of Al Ula, a labyrinthine warren of stone houses built so closely together that the second-floor balconies practically kiss, casting the alleys below into perpetual shade. Gray-green date-palm orchards lap at the city walls; beyond them a jagged red rock massif looms, tinting the horizon a dusty rose. “This is exceptional,” de Tinguy utters in rapturous French to her husband. “I never would have guessed there were places so beautiful in Saudi Arabia.” As if on cue, the call to prayer curls through the deserted alleys, beckoning long-departed residents to the recently restored 630-year-old mosque nearby. All that’s missing from this 1,001 Nights tableau is a flying carpet or a mustachioed genie.
