There was a lot of drug-war hand-wringing in the U.S. leading up to President Barack Obama’s visit to Mexico this week. That’s because Mexican President Enrique Pena Nieto is in change-the-conversation mode: he wants the world, especially Washington, to focus less on his country’s awful drug violence—some 60,000 narco-related murders in the past seven years, with little sign of abating—and more on its robust economic potential. The fear in some Washington circles is that Enrique Pena Nieto and his Institutional Revolutionary Party (PRI), which in its dictatorial 20th-century heyday was every drug lord’s cuate, or best buddy, is putting the fight against Mexico’s vicious cartels on the back burner. And I would say to Obama: Even if that’s the case, it shouldn’t spoil your two days in Mexico City.

That doesn’t mean I favor abandoning the fight against los narcos. I’m just saying that if the past seven years have shown us anything, it’s that it doesn’t matter whether Pena Nieto ratchets up that fight (as his predecessor did) or dials it down, or whether Washington pumps more or less aid into it—not as long as police and judicial institutions remain dysfunctional in Mexico and demand for illegal drugs remains insatiable in the U.S. Which is why, if Obama and Pena Nieto are the smart politicos they’ve proven to be, they’ll realize that the two most important developments in the drug war over the past six months took place not during any interdiction operation but on election day last November in the U.S., and on Tuesday, April 30, in Mexico.

The Mexican news first, because I think it’s potentially more consequential. Tuesday night, the Mexican Senate convincingly passed a telecommunications reform bill, pushed by Pena Nieto and already approved in the lower Chamber of Deputies. It’s aimed at dismantling the monopolies that smother competition in Mexican industries like telecom, where the America Movil company headed by tycoon Carlos Slim, the world’s richest man, controls more than 80% of the nation’s land line market and more than 70% of its cell phone market. The legislation packs sharper enforcement teeth and “prevents monopolies from being able to resort to the constant, endless appeals litigation they use to avoid paying fines and sanctions,” as Pena Nieto described the bill to me in a TIME interview shortly before his inauguration last December.

より必然的な可能性があると思うので、メキシコのニュースを先に説明する。火曜日の夜にメキシコの上院がもっともらしくテレコミュニケーション改革法案を通過させ、Pena Nietoによって押し進められ、既に下院は承認していた。それはテレコムのようなメキシコ産業に於いて競争を抑圧している独占を廃止することを狙っている。そこではAmerica Movil企業を世界で最も金持ちの大物Carlos Slimが支配していて、国家の固定電話市場の80%以上と携帯電話市場の70%以上を管理している。法律制定はより鋭い効力のある執行手段を集成し、そして「彼らが罰金や制裁の支払いを避けてきた絶えざる、終わりの無い上訴に訴えることを独占企業に出来ないようにする。」とPena Nietoが昨年12月の就任の直前にタイムのインタビューにおいて、私にこの法案について述べた時に言った。

金曜日、今日はこれまで。プノンペンは先進国ではないが、ラーメンが2杯で11ドル50セントで、アメリカのロスの8ドルよりも高い。変な感じだ。停電がホテルであった。2時間電気が止まっていた。昨日はここの事業の成功者が市内を案内してくれた。ここのホテルの支払いが現金でしか受けてくれないのには驚いた。勿論旅行業者の人とその旅行会社まで行けばカードが使えると言うがそこまで行く気にはなれない。通貨は野菜売り場のおばちゃんまでドルが使える。おつりは現地通貨でくれる。ではまた明日。

シリアの内戦とアメリカ軍の参画2

シリアは似たパターンだ。この国家はスンニ派が大多数だ。政権はアラワイト派が持っていて、シーア派の分派で、人口の12%を占めているが、他の少数派ー ドルーズ、アルメニアなどーからいくらかの支援をも得ている。彼らは多数派のシリアの中での彼等の運命を心配している。こうした不安はもっともかもしれない。イラクのキリスト教徒に何が起こってきたのかを考えてみろ。イラク戦争の前には彼らは140万人ほどいた。現在はほぼ50万人で、彼らの教会の多くは破壊された。聖書の時代以来存続して来たイラクのキリスト教徒の生活はバクダッドの現在の政権によって消滅させられる本当の危険の中にある。

Syria is following a similar pattern. the country has a Sunni majority. The regime is Alawite, a Shi'ite subsect that makes up 12% of the population, but it also draws some support from other minorities--Druze, Armenians and others--who worry about their fate in a majoritarian Syria. These fears might be justified. Consider what has happened to the Christians of Iraq. There were as many as 1.4 million of them before the Iraq war. There are now about 500,000, and many of their churches have been destroyed. Christian life in Iraq, which has survived since the days of the Bible, is in real danger of being extinguished by the current regime in Baghdad.

All the features of Syria's civil war that are supposedly the result of U.S. nonintervention also appeared in Iraq despite America's massive intervention there. In Iraq under U.S. occupation, many Sunni groups banded together with jihadi forces from the outside; some even broke bread with al-Qaeda. Shi'ite militias got support from Iran. Both sides employed tactics that were brutal beyond belief--putting electric drills through people's heads, burning others alive and dumping still breathing victims into mass graves.

恐らくアメリカが介入しない結果であるシリアの内戦の全ての特徴は、またアメリカが大量に介入したにもかかわらず、イラクに見られる。アメリカ占領下のイラクでは多くのスンニ派の集団は外部からのジハードの勢力と団結した。;その一部はアルカイダと食事をともにさえした。シーア派の民兵組織はイランから支援を受けた。双方は信仰を越えて残忍な戦術を取った。ー 人々の頭に電気ドリルで穴をあけたり、生きたまま人に火をつけたり、まだ息があるのに大量の墓地に犠牲者を埋めたりした。

These struggles get vicious for a reason: the stakes are very high. The minority regime fights to the end because it fears for its life once out of power. The Sunnis of Iraq fought--even against the mighty American military--because they knew that life under the Shi'ites would be ugly, as it has proved to be. The Alawites in Syria will fight even harder because they are a smaller minority and have further to fall. 

こうした争いはその理由には危険な物がある。:危険の度合いがかなり高い。少数派の政権は最後まで戦う。と言うのは権力を一度失ったらその生命に対する不安があるからだ。イラクのスンニ派は戦った。ー 強大なアメリカ軍に対してさえー というのは彼らはシーア派のもとでの生活が悪くなることが自明ではあったのを知っていたからだ。シリアのアラワイト派は更に激しく戦うだろう。と言うのは彼らは少数派で、一層衰退しなければならないからだ。

Would U.S. intervention--no-fly zones, arms, aid to the opposition forces--make things better? It depends on what one means by better. It would certainly intensify the civil war. It would also make the regime of Bashar Assad more desperate. Perhaps Assad has already used chemical weapons; with his back against the wall, he might use them on a larger scale. As for external instability, Landis points out that if U.S. intervention tipped the balance against the Alawites, they might flee Syria into Lebanon, destabilizing that country for decades. Again, this pattern is not unprecedented. Large numbers on the losing side have fled wars in the Middle East, from Palestinians in 1948 to Iraq's Sunnis in the past decade.


アメリカの介入ー 反対派の為の飛行禁止区域、武器、支援ー は事態を良くするのだろうか?それはもっと良いって言うのはどういう意味かによる。それは確かに内戦を激化させるだろう。それはBashar Assadの政権をもっと自暴自棄にさせるだろう。多分アサドは化学兵器を既に使ってきている。;背水の陣で、彼は大規模にそれらを使うかもしれない。外部の不安定要因に関してはもしアメリカの介入がアラワイト派に対して均衡を覆すのであれば、彼等はシリアからレバノンに逃げるかもしれないし、数十年にわたって、この国を不安定にするとLandisは指摘する。再度言うが、このパターンは前例がない。負ける側の多くの数が1948年のパレスチナ人から過去10年のイラクのスンニ派まで中東の中の戦争から逃げてきている。

If the objective is actually to reduce the atrocities and minimize potential instability, the key will be a political settlement that gives each side an assurance that it has a place in the new Syria. That was never achieved in Iraq, which is why, despite U.S. troops and arms and influence, the situation turned into a violent free-for-all. If some kind of political pact can be reached, there's hope for Syria. If it cannot, U.S. assistance to the rebels or even direct military intervention won't change much: Syria will follow the pattern of Lebanon and Iraq--a long, bloody civil war. And America will be in the middle of it. 

この方針が実際に残虐行為を減らし不安定の可能性を最小化するためには、解決の鍵はそれぞれの側に新しいシリアの中に居場所を持つ保証を与える政治的な決着だろう。そのことはイラクでは決して達成されなかったが、アメリカ軍や武器や影響力にもかかわらず、そのことがなぜ状況が激しい混乱状態になってしまったかの理由だ。政治協定の類いか何かが出来うるのであればシリアに希望がある。もしそれが出来ないとすれば、反対派に対するアメリカの支援、もしくは直接の軍事介入でさえあまり変化しないだろう。:シリアはレバノンやイラクのパターンになるだろう。ー 長い血塗られた内戦。そしてアメリカはその真っただ中にいるだろう。

木曜日、今日日本をでて来たが、早速血糖値が上がっている。間食を飛行機の中でしたからだろう。特に朝のANAのラウンジは体に良くない。朝食べたのに、また食べてしまった。さて、今日は食事に気をつけよう。仕事はしっかりしている。ではまた明日。

アメリカ軍の内部のセクハラ4/シリアの内戦とアメリカ軍の参画

軍隊をそれを知っていて、それ相応に反応している。オバマとOdiernoは木曜日にこの問題が蔓延し、腐食しているので、才能のない人に任せるのはもはや認め難いと言った。

The troops know it, and respond accordingly. Obama and Odierno said Thursday that the problem has become so pervasive and corrosive that consigning it to also-rans is no longer acceptable.

軍隊をそれを知っていて、それ相応に反応している。オバマとOdiernoは木曜日にこの問題が蔓延し、腐食しているので、才能のない人に任せるのはもはや認め難いと言った。

Obama said curbing sexual assault in the ranks will require “putting our best people on this challenge.” Odierno said “it is time we take on the fight against sexual assault and sexual harassment as our primary mission.” If that happens, it will represent a profound change. It means the military’s “primary mission” will no longer be preparing to wage, and win, the nation’s wars.

オバマは全ての兵士の中の性的暴行を抑制することは「この課題に最も優秀な人材をあてる」ことを要求することだろうと言った。Odiernoは「性的暴行とセクハラに対する戦いを我々の第1のミッションとして取り上げる時だ。」と言った。もしそうなればそのことは徹底的な変化を意味するだろう。軍の「第1の
ミッション」は国家の戦争を行い勝つ為の準備をすることではもはやないことを意味する。

我々とともに、もしくは我々なしで。


Syrians try to free a man trapped under the rubble following an air strike by government forces on April 7, 2013 that destroyed two five-storey apartment blocks and severely damaged ten buildings in a residential neighbourhood of the northern Syrian city of Aleppo, according to eyewitnesses.

目撃者によれば、2013年4月7日に政府軍に空爆されて、瓦礫の下に閉じ込められた男をシリア人が助けようとしている。それはシリアの北方の都市アレッポの居住地区の5階建ての2つのアパートの区画を破壊し、10棟のビルをひどく損傷させた。

Those urging the U.S. to intervene in Syria are certain of one thing: If we had intervened sooner, things would be better in that war-torn country. Had the Obama Administration gotten involved earlier, there would be less instability and fewer killings. We would not be seeing, in John McCain's words of April 28, "atrocities that are on a scale that we have not seen in a long, long time."


シリアに介入することをアメリカに要請する人たちは1つのことを確信している。:もし我々が早く介入していたら、戦争で荒廃した国家では物事はよりよくなっていたであろう。オバマ政権がより早く参画していたら、不安定な状態はより少なかっただろうし、死者も少なかっただろう。4月28日のジョンマケインの言葉では我々は「きわめて長い間見て来なかった規模での残虐行為」を見なかっただろう。

In fact, we have seen atrocities much worse than those in Syria very recently, in Iraq under U.S. occupation only few years ago. From 2003 to 2012, despite there being as many as 180,000 American and allied troops in Iraq, somewhere between 150,000 and 300,000 Iraqi civilians died and about 1.5 million fled the country. Jihadi groups flourished in Iraq, and al-Qaeda had a huge presence there. The U.S. was about as actively engaged in Iraq as is possible, and yet more terrible things happened there than in Syria. Why? 

実際に、我々は極最近シリアであったものよりももっとひどい残虐行為を見てきた。それはわずか数年前のアメリカ占領下のイラクだ。2003年から2012年までそこで18万人のほどのアメリカ人と同盟国の軍隊がいたのではあるが、15万人から30万人の間の市民が死に、150万人ほどが国外に逃げた。ジハードの集団はイラクに蔓延し、アルカイダはそこで巨大な存在感を持った。アメリカは出来うる限りイラクに積極的に従事してきた。けれどももっと恐ろしいことがシリア以上に起こった。なぜか?

The point here is not to make comparisons among atrocities. The situation in Syria is much like that in Iraq--and bears little resemblance to that in Libya--so we can learn a lot from our experience there. Joshua Landis, the leading scholar on Syria, points out that it is the last of the three countries of the Levant where minority regimes have been challenged by the majority. In Lebanon, the Christian elite were displaced through a bloody civil war that started in the 1970s and lasted 15 years. In Iraq in 2003, the U.S. military quickly displaced the Sunni elite, handing the country over to the Shi'ites--but the Sunnis have fought back ferociously for almost a decade. Sectarian killings persist in Iraq to this day.

このポイントは残虐行為について比較をしようと言うことではない。シリアに於ける状況はイラクのそれにそっくりだ。ー そしてリビアとは殆ど似ていない。ー だから我々はそこで我々の経験から多くを学ぶことができる。 Joshua Landisはシリアの指導的な学者だが、少数派の政権が多数派によって挑戦されてきたレバーント地方の3ヶ国の最後だと指摘している。レバノンに於いてはキリスト教の支配層は1970年代に始まり、15年間続いた血みどろの内戦を経て、取って代わられた。イラクでは2003年にアメリカ軍は速やかにスンニ派の指導層を追い払い、シーク派にこの国を渡した。ーしかし、殆ど10年の間スンニ派は激しく抵抗して来ている。宗派による殺害は未だにイラクで続いている。

レバーント地方:地中海の東側沿岸国、キプロス、エジプト、イスラエル、レバノン、シリア、トルコを指すもので、主に15世紀以降に東方との交易を行うときに使われた。

女性は現在、現役の約14%で、何年もその割合だった。彼らの存在は仕事や昇進を男の同僚の幾人かから奪ってきている。重力のように、そのことは飛び越えられたかもしれないと感じている人達もしくは飛び越えられるかもしれないと感じている人達、もしくはそのように感じている友達をもっている人達に微妙な影響を与えている。上官の男が女性の部下に対して道徳的に認められない扱いをして、その指揮権を利用し、そして権限を使って、命令を出してきているように、階級の違いはこの問題を悪化させうる。

– Women are currently about 14% of the active-duty, and have been at that level for years. Their presence takes jobs – and promotions – away from some of their male colleagues. Like gravity, that exerts a subtle influence on those who feel they may have been passed over, or fear they may be – or have a buddy who feels that way. Differences in rank can compound the problem, as senior males used to issuing orders flex that command authority and take advantage of their power in their illicit dealings with female subordinates.

– While women in uniform who have been abused remain leery of reporting it, that reticence is shrinking. That’s happening, in part, as women gain clout in Congress. They currently occupy 78 of the House’s 435 seats, and 20 of the 100 Senate seats.

虐待されてきている制服を着た女性達はそのことを報告することを嫌がっている一方で、黙っていることが減ってきている。一部には女性が議会で強い影響力を得てきたのでそのことが起こっている。彼女らは現在下院の435議席のうちの78議席、100の上院の議席のうちの20席を占めている。

While still a distinct minority, women on Capitol Hill have reached a breaking-through point where there are enough of them so that they no longer will be cowed into silence by their male colleagues – or the men in uniform who regularly troop before them to testify on military matters.

未だ明らかに少数派だが、議会の女性は十分に突破できる数に達してきているので、彼女達はもはや

“It’s a very broad-based problem, and it’s not a new problem,” said Senator Kirsten Gillibrand, D-N.Y., a member of the armed services committee who has been pushing to prosecute alleged military sexual assaulters outside their chain of command. Women are afraid, Gillibrand said, to come forward and report when they have been assaulted. “If we can begin to create accountability and transparency in the system where victims see that justice is possible, you’ll have greater reporting,” she told CBS. “When you have greater reporting, it means you’ll have more investigations, more trials and more convictions. And so as they see justice being done, I think things will change.”

– The kings of the military are those who wage war. Every other branch – logistics, legal, medical, public affairs, human resources — is a supporting player.

軍の権力者は戦争を行う人たちだ。全ての他の分野ーロジスティックス、法務、医療、広報、人事ー は支援部隊だ。

Generally, those tapped by the military services to combat the scourge of sexual harassment are runners-up in the competition for battlefield command, or never were in the running. They are good, and performing valuable work, but they are not the military’s fast-burners. “For years, the services have been dumping non-performers into EO [Equal Opportunity] and sexual harassment billets,” Tom Ricks says over at Best Defense. “In other words, they weren’t taking this stuff that seriously.”

一般に、セクハラの問題と戦うことを軍務として指名された人たちは戦闘指揮の競争に於いてトップになれなかった人であるか、もしくは戦争に参戦したことがまったくない人だ。彼らは優秀で、価値ある仕事をしている。しかし、彼らは軍の勝者ではない。「何年もの間、軍隊は実績のないものを機会均等やセクハラの仕事に押し込んできた。」とTom RicksはBest Defense部門について言っている。「言い方を変えれば、彼らはこうしたことを真剣に取り扱って来なかった。」

木曜日遅くになって、陸軍はDarin Haas中佐はケンタッキー フォートキャンベルのセクハラ並びに性的暴行防止対策の責任者/機会均等プログラムマネージャーだが、彼の前妻との論争のためにそのポストから解雇された。地元の警察はHaasを水曜日の夜に逮捕し、彼を彼女に対するストーカーと裁判所発行の保護命令を侵犯して脅迫メールを送っていたことの罪で起訴した。

Late Thursday, the Army said Lieut. Colonel Darin Haas, chief of the Sexual Harassment and Assault Response Prevention/Equal Opportunity program manager at Fort Campbell, Ky., has been booted from that post following a dispute with his ex-wife. Local police arrested Haas Wednesday night and charged him with stalking her and sending threatening emails in violation of a court-issued protective order.

Sexual assault in the ranks “is going to make — and has made — the military less effective than it can be,” President Obama said at a meeting of the nation’s military leaders to focus on the issue. “It is dangerous to our national security.”

Only hours earlier, General Ray Odierno, the Army chief of staff, fired a volley at his troops on the subject. “The Army is failing in its efforts to combat sexual assault and sexual harassment,” Odierno said in a written message. “It is up to every one of us, civilian and Soldier, general officer to private, to solve this problem within our ranks.”

The Pentagon is scrambling to try to turn the situation around, but there is a growing sense in the building that the series of scandals is beyond the military’s control. Defense officials desperately want the string of bad news to stop, but – like IEDs in Afghanistan – the chance of the next one blowing up is equal parts action and wishful thinking.

Like the military’s ongoing challenge of suicide in the ranks, there is no single fix. There’s synergy at work here, defense officials suggest privately, and Obama agreed. “There is no silver bullet to solving this problem,” the President said Thursday. “This is going to require a sustained effort over a long period of time.”

Nothing excuses sexual abuse, of course, but several things may help to explain it, U.S. military officers and veterans suggest:

3億ドルの奨学金2/アメリカ軍の内部のセクハラ

Schwarzman奨学金制度は北京の清華大学で授業に出席する為に世界の大部分から一年間で200人の学生に対して2016年から始まる奨学金の資金提供をするだろう。そこは習近平と多くの他の最高指導者達の母校である。(習氏はこの発表のセレモニーの案内状を出した。)この奨学金は50年にわたって1万人の学生に資金提供する為である。


Schwarzman Scholars will fund scholarships beginning in 2016 for 200 students a year from much of the world to attend classes at Beijing’s Tsinghua University, the alma mater of President Xi Jinping and of many other top leaders (Mr Xi sent a letter to the announcement ceremony). The scholarship is to fund the studies of 10,000 students over 50 years.

In ambition and scope Mr Schwarzman seeks to draw comparisons to the Rhodes scholarship. Cecil John Rhodes, an English-born South African diamond magnate, established his scholarship to send students to the then-centre of the world, England (it still sends 82 students a year for two-year stints at Oxford University, long since England ceased to be the centre of the universe).

熱意と範囲に於いて、Schwarzman氏はRhodes奨学金制度と比較しようとしている。Cecil John Rhodesは英国生まれの南アフリカのダイアモンド王だが、当時の世界の中心地イギリスに学生を送る為に奨学金制度を造った。(イギリスが世界の中心でなくなってから長く久しいが、それはオックスフォード大学に2年間の間、毎年学生を82名未だに送っている。)

Mr Schwarzman says people know very little about China, and this ignorance is not an option anymore. It is unclear how well his scholarship will rectify that trouble. The students will take classes in English together in Schwarzman College, which will be a new building on campus for the programme. The cloistered setting for the scholars might limit how much they learn about China, though it will surely encourage camaraderie among this new elite group of China-watchers. The idea is that in 30 years’ time, the president of the United States will have been on a Schwarzman to Tsinghua, instead of a Rhodes to Oxford.

Mr Schwarzman has gathered big names to be advisers on the programme, including former prime ministers of countries (such as Tony Blair) and former American secretaries of state (such as Henry Kissinger) and two former American secretaries of the treasury. Some of these advisers know China well (and have business interests there), as does another of his donors: the foundation of Michael Bloomberg, the mayor of New York. Mr Bloomberg’s global financial media company has run into problems in China since publishing a story last year about the wealth of relatives of Mr Xi. It is unclear if this sort of olive branch to Mr Xi’s alma mater will help, but anyone who knows China would say it can’t hurt.

Schwarzman氏は元諸国の首相(トニーブレアのような)そしてアメリカの元国務長官(ヘンリーキッシンジャーのような)そして2人のアメリカの元財務長官の人たちを含めた、このプログラムへのアドバイザーとして有名な名前を集めて来た。こうしたアドバイザーの幾人かは中国をよく知っていて、(そしてそこにビジネスの関心も持っている。)資金提供者のもう一人のように。:ニューヨークの市長でるMichael Bloombergの基金。Bloomberg氏のグローバルな金融メディア企業は昨年習氏の身内の財産についての記事を出して以来、中国と問題を起こして来た。習氏の母校に対するこの類いの和解工作が役に立つかどうかはわからないが、中国を知ってる誰もがマイナスにはなりえないと言うだろう。

アメリカの大統領バラクオバマは2013年5月16日にワシントンDCのホワイトハウスで国防長官Chuck Hagel、陸軍参謀本部長Raymond Odienaro大将、空軍参謀本部長Mark Welsh大将そして総合参謀本部議長Martin Dempsey大将と会議していた。

Even before the Army confirmed a third military sexual-assault preventer had been implicated in sexual harassment in the past two weeks late Thursday – the charges ranged from sexual battery, to pandering, to stalking an ex-wife – the Army’s top general, and the commander-in chief, said they’ve had enough.

木曜日遅くに、3番目の軍の婦女暴行を防止する立場の人が過去2週間の間にセクハラに関与してきたことを陸軍が確認する前でさえ、ー 性的暴行から売春行為、元妻へのストーカー行為までの告訴 ー 陸軍最高司令官、そしてこの全軍の最高司令官はもうたくさんだと言った。

日曜日、今日はこれまで。前の記事はさすがアメリカだ。教育が将来の中国との問題を解決する。次の記事は今話題のアメリカ軍の女性兵士へのセクハラだ。これも橋下さんの発言の内容を裏付けている。彼の言う通りだが、ものには言い方があるので、どういったら良いのかをこの記事は書いている。この記事は橋本さんの今度の記者会見の参考になるだろう。さて、今日はこれからスケートだ。昼からはブログの整理をするつもりだ。ではまた明日。
