Downplay the story. That’s the Central Propaganda Department’s directive for Chinese journalists covering Monday’s deadly attack in the heart of Beijing. In censorship instructions that were leaked online, authorities make clear that there is no room for debate about the fiery auto wreck that killed 5 and injured 40. “Downplay the story; do not speculate on it; do not exaggerate it; do not put the story on the front page or website homepage,” they said, according to a translation by China Digital Times.

Days later, it feels like the whole city got that memo. Security officials were silent for more than 48 hours before declaring that the incident — in which an SUV plowed through crowds in Tiananmen Square before bursting in flames — was a ‘terrorist’ attack orchestrated by religious extremists from the Xinjiang Uighur Autonomous Region. Since then, they’ve said little else, and have not replied to interview requests. Eyewitness accounts keep disappearing from the web. An ethnic Uighur expert declined to comment, citing instructions from her superiors.

The chill seems to have reached many Uighurs living in Beijing. With ongoing tension between the central government and Xinjiang’s Turkic-speaking Muslim population, Uighur migrants are often viewed with suspicion in Han China. They have trouble finding jobs and renting homes. Many report being stopped and questioned by police, or having security officials come by their houses at night. The worry is that the attack will deepen distrust on both sides, fueling the community’s marginalization. That may already be happening. On Thursday, Uighur shopkeepers at Beijing’s Panjiayuan market were too frightened to talk to TIME. When they did, they replied using nearly identical language, as if reading from a script:
“Are you from Xinjiang,” we’d ask.
“Yes, I am,” they’d reply in Chinese.
“Have you had any trouble since the incident on Monday?”
“I don’t speak Chinese.”
“We are speaking in Chinese.”
“I don’t know anything about this situation.”

A half-dozen men said nearly the same thing, give or take a word. One vendor, who said he was from Kashgar, agreed to chat, but said he could not give his name. We chatted for a few minutes about what life was like for Uighurs in Beijing. He said he migrated to the capital because it “had law” and he could live with relative freedom. Police came to his house once or twice a month, but otherwise, life was good. When Monday’s attack was raised, he stood, smiled, and said he didn’t know anything about the situation.

31日火曜日。今日はこれまで。昨日は秋葉原にデジカメを買いに行った。5日からの研修の為だ。以前持っていたのだが、みんなどこかにいってしまった。いよいよ大晦日だ。研修の資料の作業は進んでいるのだが、4日までには完了はしない。方向性は出しておきたい。2、3のテーマについては完了しておきたい。今日は一日デスクワークが出来そうだ。有難い。ではまた明日。

日本はTPPへの参加に向けて農業や健康医療、金融の自由化を進めることができるのだろうか。(2)

Back at home attention is now shifting to questions about what, precisely, the LDP promised of the five sacred areas. Over the summer, when an election for the upper house of parliament was ahead of them, the LDP had feared a backlash from anti-TPP farmers and their powerful lobbying group, Japan Agriculture (JA). It pledged promptly to withdraw from talks on the TPP if the five areas were not to be defended. On the campaign trail in Yamagata, a rural heartland to the north of the country’s main island, Mr Abe wooed the crowds with a promise to protect agriculture in “Japan, the land of vigorous rice plants”.

日本の国内に着目すると自民党がこの5つの神聖な領域に何を約束するかだった。自民党はこの夏の参院選を前にして、反TPPの農民と全農の反発を恐れた。山形では安倍は日本の農業を守ると民衆に約束し同意を求めた。

It worked; despite widespread anti-TPP sentiment in the countryside, the LDP won handily. One reason was that the farmers and JA had no other party to turn to; the Democratic Party of Japan (DPJ) also backs the TPP, mildly. But this week LDP lawmakers who were elected from rural areas are complaining that their constituents can now accuse them of outright betrayal.  In response, Mr Abe and his government can just about claim that there was always a grey area. Even before the elections in July, observers noted that “sanctuaries” were not quite the same as full “exceptions” to trade liberalisation. And Japan will lower tariffs on as little as it can in order to meet a target of liberalising 95% of products over time. It should be able to achieve that by targeting secondary agricultural products, which are slightly less sensitive. In the case of rice, for instance, that would mean rice flour and rice flakes, rather than the symbolic rice bowl itself.

反TPPの感情が広く行き渡ったとしても自民党は容易く勝った。他に投票する党がなかったからだ。農村から選ばれた自民党の議員達は有権者達がいまや彼らを完全に裏切ったことに不満を持っている。政府は聖域は貿易の自由化に対する完全な除外とは同じではないことを言っている。徐々に製品の95%を自由化する目標に会わせる為に関税を下げるだろう。その目標を達成する為には米そのものでなくても二次的な農産物でそれを達成することはできる。

Nevertheless, the government’s signal on TPP suggests that Mr Abe’s government is more firmly committed to an ambitious trade agreement than anyone had thought. Farmers and the JA, after all, are by sheer numbers the country’s most powerful vested interest. The statement also speaks well of Mr Abe’s determination to press ahead with economic reform more broadly. If he dares to disappoint the farmers, other vested interests should also tremble.

FARMING types are fond of earthy metaphors, and Toshio Yamada, a Japanese lawmaker who champions the agriculture industry in parliament, does not disappoint. That Japan would consider lowering or eliminating import tariffs on some of the five “sacred” farm products, he said this week, was unacceptable. It was as if the country were dropping its knickers, he added, before it was even asked.

農業の人達は下品な比喩が好きだ。Toshio Yamadaは農業を支援している議員だが、5つの「神聖な」農産物の関税引き下げには譲歩しないと言っていて、彼は加えて、言われもしないのにズボンを脱ぐようなものだと言った。

The special five are rice, wheat, beef and poultry, dairy products and sugar. The prime minister, Shinzo Abe, said in March that this group would continue to be protected in “sanctuaries” even though Japan plans to sign up to the Trans-Pacific Partnership (TPP), a regional free-trade agreement currently under negotiation. But on October 6th, Koya Nishikawa, the chairman of the committee that Mr Abe’s Liberal Democratic Party (LDP) has established to negotiate the TPP, said that tariffs could in fact be eliminated on some of the five. He was speaking in Bali, where APEC and other meetings were taking place. Other senior figures, including Akira Amari, the economy minister, and Shigeru Ishiba, the LDP’s secretary-general of the LDP, broadly echoed his words.

That Japan is being so obliging to its international partners, so soon, is extremely welcome news. It joined the 18th round of talks on the TPP in July. Its membership is a crucial part of “Abenomics”, a three-part plan of Mr Abe’s to revive the economy. The idea is to use trade liberalisation as a way to reform important sectors of domestic industry, such as agriculture, health care and finance. But opposition to it is also strong. Ever since Mr Abe announced that Japan would join, in March, farmers have been howling at the possible damage to their livelihoods. Overseas Japan has been regarded as one of the chief obstacles to reaching a speedy and ambitious agreement. But now that its negotiators are dropping their insistence on protecting the bulk of agricultural products (those five sacreds include 586 products within tariff classifications), other countries may find it easier to abandon their own “sensitivities”.

日本がこんなに早く国際的なパートナー達の要求を聞き入れようとしていることは極めて歓迎されるニュースだ。日本はこの7月に18回目の話し合いに参加した。これに参画することはアベノミックスの重要な部分だ。この考えは貿易の自由化を利用して、農業、健康医療、金融のような国内の産業の重要な部門を改革することだ。「在外日本」(対外国に対応する日本の姿勢)は迅速かつ意欲的な合意に達する為の主要な障害の一つとして見なされてきた。それがいまや農産物の保護を緩和しようとして来ているので、他の諸国もかれらの保護政策を緩和するかもしれない。

29日日曜日。今日はこれまで。今日は「はたと」気がついたが12月22日が冬至で、これから毎日日が長くなって行くんだな。そう思うと気分が楽しくなる。春が一歩近づくと言うことだ。確かに2月が一番厳しい時期だが、スキー場の雪はもう緩んでくる。昨日は一日、研修の内容を検討していたが、今朝は朝はスケートで、午後は林先生と会うことになっている。それでも夕刻から夜は資料の作成が出来る。日一日とこの年末は時間が過ぎて行くがまだ7日間ある。ではまた明日。

シンガポールの遺産であるBukit Brownの記念碑に対する楽観主義(2)

That, however, is not likely to presage a similar exaltation for Bukit Brown, nor even the government’s adopting Bukit Brown and linking the two sites. The National Heritage Board told the local media it would “explore how Bukit Brown Cemetery's heritage can be preserved, retold and/or integrated with future developments for the area, while recognising the need to balance Singapore's land use and housing needs with heritage preservation.”  The Urban Redevelopment Authority, however, was less tactful: Singapore, it said, “needed to find ways to make good use of our limited land in order to meet future demand for uses such as housing, industry and infrastructure.”

Bukit Brownにそうしたことが起こりそうもないし、政府が取り上げたり、この2つのサイトをくっつけたりすることもないだろう。国家遺産審議会が現地のメディアに言ったのはシンガポールの土地や住宅の需要を見て遺産保護を検討すると言っている。しかしながら都市再発局は限られた土地の将来の利用をどうするかと言ったようなことを言っていて機転が利かない。

In an interview republished in his latest book, Lee Kuan Yew, Singapore’s elder statesman, who left the cabinet two years ago but still reflects the views of many in the government he led for so long, is, characteristically, yet more blunt in an interview reprinted in his latest book: “if we need the land, and we have to dig up the whole of Bukit Brown to build on it, and put the ashes in a columbarium, we will do it.”  The Brownies point out that the government presents a false choice between space for the dead and space for the expanding population that Singapore needs to sustain its growth. Bukit Brown is also for the living, and for future generations interested in how Singapore became what it is today.

Time is running out, however. Nearly 4,000 graves (out of perhaps 200,000 in Bukit Brown and adjacent graveyards) have to be dug up to make way for the road. For those graves not moved by the inhabitants' families, government-organised exhumations are expected to start in December.

しかしながら、時間切れだ。道路を造るために4000の墓が掘り起こされねばならない。住民の家族のいない墓は政府によって12月に発掘が開始される。

政治的な野心を持った南京市長季建業は汚職によって解雇された。(3)  シンガポールの遺産であるBukit Brownの記念碑に対する楽観主義

Chinese cities have been vying to outdo one another in terms of grandeur, planning bling high-rises and transport projects to put their rivals in the shade. The game is getting more complicated, now that it is now pervaded with anxiety about provoking a popular backlash. One local official claimed he monitored the press and microblogosphere carefully to ensure that there was public assent—or tolerance, at least—for the current crop of grands projets. Mr Yang, whose children were educated in America, spoke fluently of anti-corruption crackdowns around the world. He claimed that Nanjing’s is no different and should strengthen "competiveness". He has already seen off a mayor, and deputy mayors in other cities in Jiangsu. Mr Ji’s replacement will need steady nerves, a thorough accountant and perhaps a fondness for trees.

ATTENTIVE readers of this blog may recall that its eponymous columnist is fond both of visiting and writing about Bukit Brown, a magically preserved green space in the heart of Singapore, which is home to the largest Chinese graveyard outside China. It is a rather sad tale, of a place of unique beauty and cultural value whose character is about to change forever as an eight-lane highway is sliced through it.

This update, however, is to report some good news for the dedicated band of enthusiasts who have been trying to draw attention to the cemetery’s value. They have succeeded in having it included on the biennial watchlist of the World Monument Fund (WMF), of heritage sites around the world that are in danger.  An independent, New York-based organisation founded in 1965, the WMF this year listed 67 sites in 41 countries, out of 248 on whose behalf activists had applied. It rewards applicants who are promoting the site locally, trying to protect it, and involving local society in it. It is the first time Singapore has appeared on the list. The citation gets Bukit Brown right in just a sentence: “Bukit Brown is at once a study in the social and cultural history of Singapore and a green oasis in the heart of a densely developed urban environment.”

Singapore has no world heritage sites listed by UNESCO either, but it is trying to achieve that status for its Botanic Gardens, a less unkempt green oasis that almost abuts Bukit Brown. The “Brownies”, as the cemetery’s fans call themselves, note that the centre of Georgetown on the Malaysian island of Penang was listed by the WMF in 2000, eight years before it became a UNESCO site.

政治的な野心を持った南京市長季建業は汚職によって解雇された。(2)

Mr Ji had been close to Jiang Zemin, the president of China until 2003; a circle of Mr Jiang’s acolytes has been regarded as retaining their influence in Nanjing. That Mr Ji should be dismissed in this fashion suggests that Xi Jinping, who assumed the presidency in March 2013, will be taking a harder line against the past leaders’ proteges and their pet projects. It looks like another stage in Mr Xi’s “tiger hunt”, an established way for new leaders at the top to cement their position (too often at the expense of pursuing policy reform).

季建業は江沢民の弟子で、江沢民のグループは南京での影響力を持っていた。習近平はこうした汚職の「虎退治」をしていて、それは、時として法律を変えてまでして彼らの足場固めをしているトップにある新しい指導者達を取り締まるやり方だ。

Your blogger took part in a visit to the city organised by the Institute for Strategic Dialogue, based in London, in co-operation with Jiao Tong university in Shanghai. We were invited to a sterile, well-appointed hotel complex used by the Jiangsu province branch of the Chinese Communist Party for its deliberations. A phalanx of gardeners tended lawns by a lake, while chauffeur-driven black Mercedes awaited the officials who were emerging from meetings.  It was the first time that Yang Weize, the dapper party-secretary of Nanjing, had spoken to outsiders about Mr Ji’s defenestration. The Economist asked what lay behind the decision to remove him—and what its impact would be. Mr Yang smiled and launched into a fluent denunciation which lasted some ten minutes. The ex-mayor, he said, had been “extremely corrupt” and engaged in commissions of public building and infrastructure intended for his financial benefit, "not those of the people".

Getting rid of him, Mr Yang continued, "is like removing a tumour from the body. The rest of the body can recover and live healthily again". So much was in keeping with the standard ritual of criticising the ousted. But then Mr Yang drew attention several times to the ex-mayor’s arrogance, and his refusal to listen to the public. Local newspaper articles have highlighted the same point. It is being emphasised that the Party is concerned about the gap between officials and public opinion.  In retrospect it seems Mr Ji had courted trouble on that score in 2011, when he ordered the felling of 30,000 of Nanjing’s characteristic plane trees to make way for construction projects. People-power won a small victory against him, but only after protests. (Demonstrators tied green ribbons around trees marked for destruction. The number to be cut was reduced, according to one local architect, to around a third of the original planned total.)
