IN A region of opaque politics and oddly named actors, the Islamic State of Iraq and al-Sham (ISIS) lives up to its title. The group that started as an al-Qaeda affiliate in Iraq has prospered there since the Americans left in 2011, subduing much of the rural, Sunni-dominated north and pursuing an aggressive terror campaign against Shias further south. ISIS expanded into Syria in April last year; al-Sham denotes a Greater Syria encompassing—among swathes of what was the fertile crescent—Lebanon, Palestine and even Jordan. Better armed and financed, it has encroached steadily into areas freed from government control by other rebel groups, enforcing harsh, state-like authority along the Euphrates valley and across much of the north. But the group’s rapid rise may now be over.

Today ISIS’s fighters, who include as many as 7,000 would-be jihadists from across the globe, face battles on three fronts. In Syria a wave of disgruntlement with the group turned into a tsunami after December 31st when its men returned the torture-marked corpse of a doctor-cum-commander with Ahrar al-Sham, a Salafist rebel group which had hitherto been an ally. A final provocation came when ISIS abducted five employees of Medecins Sans Frontieres, a French-founded charity that is one of the few aid organisations still willing to work inside Syria.

世界中から集まる7000人ほどの自称聖戦を行う人たちを含めた今日のISISの戦士たちは、3つの前線での戦いに直面している。シリアではこれまで同盟者だった反サラフィストのAhrar al-Shamの人たちが医師兼指揮官の拷問の跡が認められる死体を送り返して来た12月31日以後、ISISの不満の波は津波に変わった。最近の挑発は、ISISがシリア国内で未だに意欲的に活動する数少ない組織の一つであるフランス人が創設した支援団体「国境なき医師団」の5人の職員を拉致した時に起こった。

Since then, rebels of all stripes, including al-Qaeda’s slightly milder Syrian affiliate, Jabhat al-Nusra, other Islamist brigades and moderate Western-backed groups known as the Free Syrian Army, have joined forces, rapidly sweeping ISIS from strongholds across a swathe of northern Syria. In Raqqa, the biggest town wholly controlled by the opposition, most recently by ISIS, its fighters are now said to be holding out in a single building. The group is also said to have lost all but one of the border crossings to Turkey it once held, as well as its headquarters in the rebel-held half of Aleppo, Syria’s biggest city.

だれがファルージャを失ったのか? アルカイダは10年前に100人のアメリカ人の生命を犠牲にしたイラクの都市を占領した。(3)

The fighting in Fallujah was up close, vicious, unpredictable and very manpower-intensive. Some buildings in the city were cleared multiple times. The tank was used often and with telling effect. Indirect fires from 155-mm artillery positioned less than 5 km away in Camp Fallujah were used on a daily basis before, during and after the heaviest period of fighting. Frequently, small-unit leaders would push ‘stacks’ of Marines or soldiers into buildings while employing laser-guided bombs, artillery and tank main-gun rounds on adjoining structures. The combat bulldozer was used by combat engineers and Seabees on several occasions to push the walls of buildings in on stubborn defenders. Insurgents used armor-piercing bullets and even sewed grenades inside their clothing to kill and maim U.S. troops at any opportunity.

The Iraqi government pledged on Sunday to retake the city in the coming days in a counteroffensive to be led by local tribes instead of the Iraqi military. That’s because Sunni lawmakers see the army — trained at a cost of $25 billion by U.S. taxpayers — as Prime Minister Nouri al-Maliki’s cudgel to eliminate Sunni rivals and consolidate power.

Would it have turned out differently if U.S. forces were still in Iraq (the last GIs left on Dec. 18, 2011, after Iraq refused to grant legal immunity to any remaining U.S. troops)? Perhaps, at greater loss in U.S. blood and treasure. But Obama decided that, after more than eight years of war there, the U.S. public was ready to toss in the towel. Granted, he could have twisted additional Iraqi arms to try to get such legal protections, but the voters who had put him into office three years earlier weren’t interested.

Todd Bowers was a Marine who served in Fallujah during some of the toughest fighting. Who lost Fallujah? “We all did,” he said on Sunday. “I guess we all just decided it was easier to forget Fallujah and get on with life. Vets, politicians and the general public.” As the third battle for Fallujah looms, a passage from a 2011 Pentagon probe into the U.S. effort to build a new sewer system for the city could stand, in miniature, as the key lesson of the entire war:

Strangely, or perhaps not, the Pentagon was officially silent. 
“This is a fight that belongs to the Iraqis,” Secretary of State John Kerry said on Sunday in Jerusalem. “That is exactly what the President and the world decided some time ago when we left Iraq. So we are not, obviously, contemplating returning. We’re not contemplating putting boots on the ground.” But he pledged unspecified U.S. help in returning stability to western Iraq.

Outsiders, including Saddam Hussein, have always had trouble dealing with the restive city of 200,000, and foreign militaries have done no better. One reason: an errant British bomb during 1991’s Gulf War intended to take out a bridge over the Euphrates took out a market instead, killing about 100 civilians. Tensions spiked in March 2004 when Iraqi militants killed four U.S. contractors and hung their bodies from a bridge. That sparked two 2004 battles for Fallujah, during which about 100 U.S. troops were killed before the U.S. regained control.

The Iraqi government that the U.S. put into power during eight years of war lost the key city of Fallujah over the weekend. While you weren’t paying attention, al-Qaeda has returned to western Iraq with a vengeance, in the guise of the Islamic State of Iraq and the Levant.

Sunni insurgents seem largely in control of Iraq’s Anbar province, where an estimated 1,500 of the nearly 4,500 American troops killed in Iraq perished. Fallujah, the province’s second largest city, is the latest prize in the long-simmering war between the Shi‘ite and Sunni strains of Islam. The conflict has now come to a full boil, two years after the last U.S. troops, whose presence kept a lid on such internecine fighting, left Iraq.

Within hours of the city’s fall, Americans who fought or covered the pair of bloody 2004 campaigns to keep Fallujah out of Sunni militant hands expressed concern over whether their fallen comrades had died in vain.

At least 10,000 such Chinese babies were born in America last year, according to an estimate by an online platform dedicated to monitoring and rating confinement centers for Chinese women giving birth in the States. Naturally, a thriving business catering to these tiny foreign passport holders has developed. The Jia Canadian and American Baby Counseling Services Center, with offices across China, charges between $30,000 and $40,000 to women who want to deliver babies in the States. The fee includes a plane ticket, accommodation in Los Angeles or Chicago in a two- or three-bedroom apartment or house, plus all the citizenship paperwork for the newborn. Women spend two months in the U.S. before delivery and one month postpartum. Nannies, drivers and a chef will be shared among three women, promises Jia Mei. Of course, Chinese-speaking doctors will be on call.

Last month, Jia Mei, which has been in business for seven years, helped eight clients give birth in the U.S. and another six in Canada, according to an employee surnamed Lu. The agency’s extensive website features pictures of cheerful blond kids — though it’s not clear how the average Chinese couple will produce such a child. A 24-hour online hotline allows clients in the U.S. or China to write in with any question they might have. The agency even offers a primer on how the U.S. welfare system works and recommends the best organic beauty products for pregnant Chinese staying in the States.

Jiang and his wife, the Shanghai couple, didn’t use an agency. An English-speaking sales manager, his wife simply procured a business visa to the U.S. — something she had successfully done before — and set up camp in Rowland Heights, Calif. The L.A. County community, among others, has become notorious for a proliferation of “maternity hotels” for privileged expectant mothers from China. Jiang’s wife has hired a nanny for her son and expects to return to Shanghai with the newborn in a month’s time, after the U.S.-passport paperwork is completed.

China doesn’t allow for dual citizenship, so American-born babies will have to procure Chinese residency through sometimes shady means. (Yes, there are plenty of agencies that help with that task as well.) There are other catches. Eventually, young Americans, even those living abroad, are supposed to file tax returns and possibly pay taxes, something that’s not widely known among many Chinese parents. Jia Mei’s website, for instance, doesn’t mention this potential financial obligation.

中国は二重国籍を認めていないため、アメリカ生まれの子供は、場合によっては不正手段も使うことになるが、中国の住民権を手に入れる必要が出てくる(勿論、このような作業を助ける代行業者がたくさん存在する)。他にも問題点がある。外国に住んでいても、結局若いアメリカ人は所得申告の提出と税金の支払いをしなければならない。これはあまり中国人の両親の間では広く知られていないことである。例えばJia Meiのウェブサイトでは、金銭的な義務の可能性について言及していない。

Jiang, 31, doesn’t expect his son to return to America until he’s in junior high school and can profit from the relative freedom of the U.S. education system. But his wife has so enjoyed her time in California that she’s considering adjusting their timetable. “My wife thinks the air in L.A. is very good, and the food safety is good,” he says. “The weird thing is that many products are actually cheaper in America than in China. Maybe it makes sense for my son to live there sooner rather than later.”

土曜日。今日はこれまで。昨日はトクヤマの中原さんと恵比寿で会食した。彼が以前シカゴで食べていたステーキハウスの日本支店だそうだ。アメリカの肉も結構いけた。午後は4時前に自宅に戻り引越の準備をした。引越は5月3日に決めたが、その前に整理する作業が山ほどある。大物は3日に運ぶにしても8割方は事前に整理しておく必要がありそうだ。今日はいつもの研修だ。楽しい一日だ。これからその準備だ。ところで、英語の研修は7月から月2回だ。ブログの勉強会は平日の夜になる。ではまた明日。

Jiang was getting ready to go to America. His wife, due to give birth to their son any day, was already there. Like any expectant parents, the Shanghai couple agonized over how best to prepare for the arrival — and upbringing — of their firstborn child. American citizenship, they decided, was one of the finest gifts they could bestow. “America is the strongest country in the world,” says Jiang, whose son was born just days after he eventually arrived in California this month. “We want our child to have the best future.”

The U.S. is one of the few nations where simply being born on its soil confers citizenship on a newborn. That policy has spawned a birth-tourism industry, in which pregnant foreigners flock to American hospitals to secure U.S. passports for their babies. Although the foreign couple can’t acquire U.S. nationality themselves, once their American-born offspring turn 21 they can theoretically sponsor their parents for future U.S. citizenship. Another perk: these American-born kids can take advantage of the U.S. education system, even paying lower in-state fees for public universities, depending on where they were delivered. (California is a popular birth-tourism destination because of its well-known university system.)

More rich Chinese than ever are sending their families and money abroad. One study of Chinese millionaires found that half had either emigrated or were thinking of doing so. Boston Consulting Group estimates that Chinese have some $450 billion stockpiled overseas. What’s driving the exodus? Some wealthy citizens are spooked about the impact of an anticorruption campaign on their murkily sourced income. Others worry about the long-term risks of raising their kids in a polluted environment with dirty air, water and food. The pressure-cooker atmosphere of Chinese schools makes overseas schooling attractive. And even though China’s draconian one-child policy is being loosened, some couples feel it’s easier to give birth overseas and circumvent meddling by Chinese family-planning bureaucrats.

かってないほどの裕福な中国人は、家族と金を外国に送り込んでいる。中国の大金持ちの調査では、半数が米国に移民をしたり、もしくはそうすると考えている事がわかった。ボストン・コンサルティング・グループは、中国人は海外に約4500億ドルを蓄えていると算出した。なにがこの集団移動を駆り立てているのだろうか? 裕福な国民の一部は不正な所得に対する汚職撲滅キャンペーンの影響におびえている。他の国民は汚れた空気や水、食べ物などの汚染された環境下での子供の発育への長期的なリスクについて心配している。中国の学校のプレッシャーをかける雰囲気は、海外留学を魅力的にしている。そしてたとえ中国の厳しい一人っ子政策は緩和されたとしても、中国人夫婦の中には海外で出産し、中国の産児制限を取り締まる官僚による干渉を回避する方がもっと簡単だと感じる人もいる。

金曜日。今日はこれまで。昨日は昼は磯村さんと三坂さんと会食し、そのあとはSamの面接を行った。彼は28才だが、よく勉強しているので、教育すればなんとかなりそうだ。今日はトクヤマの中原さんとの会食がある。その合間に引っ越しの荷物をまとめなければならない。ではまた明日。
