THE citizens of the world’s most powerful country have recently been distracted by a piece of meaningless tittle-tattle. The current issue of People magazine has revealed what le tout Washington knew anyway: that Barack Obama has been having an affair with Jennifer Aniston. This intrusion took place despite the president’s creditable attempts at discretion: putting aside the normal trappings of office, he travelled to Ms Aniston’s flat in the evening and left in the morning (after bagels had been brought by the Secret Service) on a scooter, wearing a helmet with the visor down to conceal his face.

世界の最も力がある国の国民は最近1つの意味のないうわさ話によって当惑している。People誌の最新版が、とにかくワシントンの誰もが知っていることを暴露したのだが、バラクオバマがジェニファーアリストンとの間で不適切な関係があるということである。この侵害は大統領の思量分別のある立派な努力にも関わらず起こった:役職のいつもの虚飾を捨てて、彼は夕方にMs Anistonのマンションに出かけ、そして朝に(シークレットサービスにベーグルを買わせた後)顔を隠すために下ろしたフルフェースのヘルメットをかぶって、スクーターでそこを去っている。

This reprehensible scandalmongering has focused attention on Mr Obama’s private life—which, as befits a man of stature, has been active and varied. His long-term partner was Hillary Clinton, whom he never married but with whom he has four children. Their political rivalry, alas, damaged their personal relationship, and he took up with Katie Couric, whom he installed as First Girlfriend in the White House. She has now been admitted to hospital—upset, as any journalist would be, at the publicity surrounding her beau’s latest amour.

It is now sadly unclear whether Ms Couric will be at Mr Obama’s side during his forthcoming visit to France, whose inhabitants, driven by puritanism or impertinence, may ask unreasonable questions. Outside America there is a regrettable degree of public prurience. Fortunately, Americans are more sophisticated than foreigners: 77% of them believe that the president’s private life is his own business. When, at a press conference, a reporter from Fox News asked whether Ms Couric was still First Girlfriend, and Mr Obama said briskly that the matter was private, journalists moved swiftly on to the more pertinent question of the medium-term fiscal deficit.

間近に迫っているフランスへの訪問の間に、悲しいことにMs Couricがオバマの横に付き添うのかどうかははっきりとはしておらず、フランスの人たちは、潔癖主義なのか不適切な関係かどうかという、無分別な質問をするかもしれない。アメリカ国外では公の好色は遺憾なことだ。幸運にも、アメリカ人は外国人よりもあか抜けている。77%のアメリカ人は大統領の私生活は彼自身の問題だと思っている。記者会見でFox NewsのレポーターがMs Couricはまだ「大統領の恋人」なのかという質問をした時、オバマ大統領は事務的にその問題は私的なことだと言い、ジャーナリスト達はすぐにもっとその場に適した中期の財政赤字の質問に移動した。

土曜日。この記事は今までの中では異色だが、フランスのことをアメリカになぞらえていて、そうなのかと言う驚きがあるので、掲載した。フランス人はそう言う意味ではとんでもない人達だ。イタリアももっとすごいが。日本人には全くピンと来ない。アメリカですらすごいと思っている日本は確かにグローバルの世界から阻害されている。日本語から英語に代わることは最近、現世とあの世の違いがあることがわかった。それくらい日本人は世界から疎外されている。日本人はこの記事を読んでほぼ100%近い人が違和感を感じてしまう。今日はこれまで。昨日は久しぶりに元アクセンチュアの堀口に会った。昼飯までおごってもらった。午後は一日原稿書きをしていた。昨晩は少し今日の準備をしたが、いつものことで見切り発車だ。誤訳、理解不足は山ほどあるが、どこかでスタートしないといつまでも出来ない。そのために私のサポート部隊がいる。今日は彼らの支援を期待しよう。そうした彼らの厳しい質問に今日の講師は耐えられるだろうか?さあ、これから英語塾だ。ではまた明日。

日本は他の国のように自衛出来るようになるべきである。戦争犯罪者に敬意を表することがそのことをより困難にしている。(2)

With so much yet to do, Mr Abe was wrong to visit the Yasukuni shrine, with its adjacent unpleasant and revisionist war museum. Morally, it is as if Angela Merkel were to pay her respects at a monument that, among other things, honours the Third Reich. Politically, it is self-defeating. At home some of the support he gains among ultra-nationalists will be offset by losses among other Japanese. Abroad it has undone much of the good work with America, which asked him not to go. Countries, such as China and South Korea, that suffered under Japanese imperialism are understandably horrified. Step by step, they fear, Japan is shedding the restraints that bound it after the war without having ever faced up to its crimes. In China, especially, Mr Abe is feeding the suspicion.

まだやることがたくさんあるのに、安倍首相はそこに隣接した不愉快で歴史を再評価した戦争博物館がある靖国神社を訪問したことは間違いだった。道徳上から見れば、これはまるでメルケル首相がとりわけ第三帝国に敬意を表する記念碑に敬意を払うかのうようである。政治的にこれは自ら負ける事である。自国では彼が得ている極端な国粋主義者からの支持が、他の日本人の支持の損失などと相殺されることだろう。海外ではアメリカとうまくやって来た多くのことを帳消しにし、アメリカは安倍首相に行かないように求めていた。日本の帝国主義下で苦しんだ中国や韓国のような国々は当然なことだがぞっとした。彼らが不安を感じているのは日本は戦後これまで自分たちの犯罪行為を受け止めないまま、徐々に自分たちを縛り付けていた制限を取り除こうとしていることだ。特に中国で、安倍首相は不信感を煽っている。

In fact in today’s world it is very hard to imagine a rebirth of Japanese militarism. The vast majority of Japanese would reject it—polls last year suggested that even coming to the aid of an ally would command only a slender majority of support. Even if ordinary Japanese wanted to be more aggressive, their country dedicates only about 1% of GDP to defence despite Mr Abe’s increase. That is not enough for Japan to throw its weight around Asia. And even if Japan built up its armed forces, it would come up against America, which has 16 bases there and provides the country’s nuclear umbrella.

実際には今日の世界で日本の軍国主義が復活することを想像することは極めて困難だ。日本人のかなり過半数がそれを拒絶するだろう。昨年行なわれた世論調査では、同盟国の支援を得ることさえもわずかな過半数の支持を得ていることを示すだけだった。たとえ仮に一般的な日本人が更に攻撃的になることを求めるとしても、安倍首相が増やしたにも関わらず、日本は国防費に対してたったGDPの約1%のみを充てているだけである。これは日本がアジア周辺に自分達の影響力を及ぼすには十分ではない。そして例えもし日本が軍隊を作ろうとすれば、日本に16の基地を持ち、核の傘を与えているアメリカと衝突することになるだろう。

Mr Abe does not need history to make his case for a normal Japan. The reason why his country should be freer to act in its own defence is because it should make a dangerous part of the world more stable. Were Japan a fully active ally, it would feel more secure and take more responsibility. It might even deal better with the past.

安倍首相は普通の国の日本を主張する為の歴史を必要としてはいない。日本が自国防衛においてより自由に行動すべき理由は、日本がこの世界の危険な部分をもっと安定化させるべきであるからである。日本が十分に積極的な同盟国であるとすれば、日本はより安定しているだろうし、さらに多くの責任を取るだろう。日本は過去をもっと上手く対処することさえできるかもしれない。

IMAGINE that China decided to land soldiers on the disputed islands that it calls the Diaoyus. Japan, which administers the uninhabited rocks and knows them as the Senkakus, might, under its own laws, be unable to meet the incursion with force. The coastguard may repel private vessels, but not troops arriving from the air or from a submarine. It is not clear whether Japan’s pacifist constitution prevents its Self-Defence Forces from striking back until its own citizens are injured. Nor is it obvious that its main ally, America, would go to war to rid the Senkakus of the platoon of Chinese troops.

魚釣島と呼ばれる紛争中の島に中国が兵を上陸させる決定をしたと想定してみて欲しい。日本は無人の岩礁を統治し、そこは尖閣として知られているが、自国の法律の下では日本は武力で侵略に対峙することは出来ないかもしれない。沿岸警備隊は民間船舶を撃退するかもしれないが、しかし空や潜水艦から到着する軍隊を撃退することはないだろう。日本の平和主義憲法は自衛隊が自国民が攻撃されるまで反撃することをができないかどうかについては明確でない。または日本の主要同盟国であるアメリカが中国兵士の小隊を尖閣から一掃するために戦争を行なうかどうかも明らかでない。

This uncertainty is dangerous, because it could lure China into miscalculation. In addition, Japan’s alliances would be stronger and more dependable if the country were a fully active member of them, able to shoulder its burden and come to its allies’ defense . Yet, although Asia would be more stable if Japan were more normal, the shadow of the second world war means that the country’s neighbours worry that their old enemy is about to forsake pacifism. Shinzo Abe, the prime minister, should be trying to allay their fears. He has chosen instead to visit a shrine commemorating high-ranking war criminals.

Mr Abe’s ambition is to restore Japan after 20 years of stagnation. He is trying to revive the economy using “Abenomics”, a blend of reflation, stimulus and reform. As important are his designs for Japanese security. The concern is partly that a rising China could become a threat. It is also that in a scrape the United States might have to choose between its ally, Japan, and its main geopolitical focus, China. Some Japanese say privately that if their country can stand up for itself, America is more likely to take its side.

安倍首相の熱望は20年の停滞後の日本を取り戻すことだ。彼はリフレと刺激対策そして構造改革を組み合わせた「アベノミクス」による経済の回復に挑戦している。同様に重要なことは日本の安全保障に対する青図だ。その懸念事項はある程度は増大する中国が脅威となることである。またその懸念はアメリカが同盟国としての日本と地政学的に一番に重要視している中国との間で立場を選ぶ必要があるかもしれないという困難な状況にあると言うことだ。もし日本が自ら防衛するのであれば、アメリカは賛成する可能性が高いととある日本人は非公式に言っている。

Part of Mr Abe’s plan is to strengthen ties with America. He chalked up a success a few weeks ago when, after 17 years of deadlock, the governor of Okinawa agreed that work could begin on a new American base on the island. Mr Abe has also created a national security council and, at the end of the year, set out a defence strategy that will reverse his predecessor’s spending cuts and invest in ships, drones, submarines and a new amphibious brigade. This should help the Self-Defence Forces work more closely with Japan’s protector.

Even more controversially, Mr Abe will soon launch a debate about Japan’s constitution, drafted under American occupation. Its Article 9 renounces warfare and the threat or use of force, and is the reason why Japan cannot act as other countries do. The chances are that Article 9 will be “reinterpreted” to mean that Japan can in fact join the fight if its allies are attacked or strike to pre-empt a North Korean missile.

今日のテクノロジーの明日の仕事への影響は計り知れず、どの国もそれに対応出来ていない。(4)

The main way in which governments can help their people through this dislocation is through education systems. One of the reasons for the improvement in workers’ fortunes in the latter part of the Industrial Revolution was because schools were built to educate them—a dramatic change at the time. Now those schools themselves need to be changed, to foster the creativity that humans will need to set them apart from computers. There should be less rote-learning and more critical thinking. Technology itself will help, whether through MOOCs (massive open online courses) or even video games that simulate the skills needed for work.

この混乱の中で政府が人々を支援出来る主な方法は、教育の仕組みを通じて行なうことである。産業革命の後半の一時期に労働者の運命を改善した理由の1つは、学校が労働者達を教育するために作られたからであり、それは当時は劇的な変化であった。今やこうした学校は彼ら自身変わる事が必要とされており、それは人類がコンピューターとは区別される必要のある創造力を育むためである。機械的な丸暗記はより少なくし批判的思考力をもっと増やすべきである。テクノロジーそれ自身はMOOCs(大規模なオープン・オンラインコース)か労働に必要とされる能力を刺激するビデオゲームでさえ、そのどちらかを通じて助けとなるだろう。

The definition of “a state education” may also change. Far more money should be spent on pre-schooling, since the cognitive abilities and social skills that children learn in their first few years define much of their future potential. And adults will need continuous education. State education may well involve a year of study to be taken later in life, perhaps in stages.

Yet however well people are taught, their abilities will remain unequal, and in a world which is increasingly polarised economically, many will find their job prospects dimmed and wages squeezed. The best way of helping them is not, as many on the left seem to think, to push up minimum wages. Jacking up the floor too far would accelerate the shift from human workers to computers. Better to top up low wages with public money so that anyone who works has a reasonable income, through a bold expansion of the tax credits that countries such as America and Britain use.

しかしながら十分に人々は教育を受けてはいるが、彼らの能力は等しくならないままだろう。そして経済的にますます二極化している世界では、多くの人たちは自身の仕事の将来性は不透明で賃金が減っていくということに気が付いてくるだろう。彼らを助ける最適な方法は、多くの左翼の人たちは考えているようだが、最低賃金を押し上げることではない。最低賃金を上げすぎる事は人間の労働者からコンピューターへの移行を加速させることになるだろう。公的資金で低賃金を補給する方が良い。そうすればアメリカやイギリスのような国が用いている大胆な税額控除の拡大を通じて、働く人だれもが適切な収入を得るようになる。

Innovation has brought great benefits to humanity. Nobody in their right mind would want to return to the world of handloom weavers. But the benefits of technological progress are unevenly distributed, especially in the early stages of each new wave, and it is up to governments to spread them. In the 19th century it took the threat of revolution to bring about progressive reforms. Today’s governments would do well to start making the changes needed before their people get angry.

イノベーションは人類に大きな利益をもたらしてきた。正気ならだれも手織り職人の世界へ戻ろうとはしないだろう。しかしテクノロジーの進歩の利益は特に新しい波が来ている早い段階では不公平に分配されていて、そしてそれらを拡大するのは政府次第である。そうしたことが19世紀に革新的な改革を引き起こすために革命の脅威となった。今日の政府は人々が怒り出す前に必要とされている変化を作り始めるのが賢明であろう。

水曜日。今日はこれまで。昨日はセンコーの藤森さんと会食。午後は講師のEdに講義内容を説明した。今日はシフトの丹下社長との会食で、彼の会社はあっという間に中国企業のようにわずか数年で月商が2億円まで急拡大した。本社の管理費がゼロと言うすごい会社だ。ではまた明日。

At the same time, the digital revolution is transforming the process of innovation itself, as our special report explains. Thanks to off-the-shelf code from the internet and platforms that host services (such as Amazon’s cloud computing), provide distribution (Apple’s app store) and offer marketing (Facebook), the number of digital startups has exploded. Just as computer-games designers invented a product that humanity never knew it needed but now cannot do without, so these firms will no doubt dream up new goods and services to employ millions. But for now they are singularly light on workers. When Instagram, a popular photo-sharing site, was sold to Facebook for about $1 billion in 2012, it had 30m customers and employed 13 people. Kodak, which filed for bankruptcy a few months earlier, employed 145,000 people in its heyday.

The problem is one of timing as much as anything. Google now employs 46,000 people. But it takes years for new industries to grow, whereas the disruption a startup causes to incumbents is felt sooner. Airbnb may turn homeowners with spare rooms into entrepreneurs, but it poses a direct threat to the lower end of the hotel business—a massive employer.

問題は他の何よりもタイミングである。Googleは今や46,000人を雇用している。しかし新しい産業に成長するまで数年かかり、一方で新規事業が現在のビジネスに与える混乱はより早く感じられる。Airbnbは恐らく空き部屋の所有者を起業家に変えるかもしれないが、しかしそれは低価格ホテルビジネスー多くの経営者達に直接的な脅威をもたらすだろう。

No time to be timid
If this analysis is halfway correct, the social effects will be huge. Many of the jobs most at risk are lower down the ladder (logistics, haulage), whereas the skills that are least vulnerable to automation (creativity, managerial expertise) tend to be higher up, so median wages are likely to remain stagnant for some time and income gaps are likely to widen.

Anger about rising inequality is bound to grow, but politicians will find it hard to address the problem. Shunning progress would be as futile now as the Luddites’ protests against mechanised looms were in the 1810s, because any country that tried to stop would be left behind by competitors eager to embrace new technology. The freedom to raise taxes on the rich to punitive levels will be similarly constrained by the mobility of capital and highly skilled labour.

不平等の拡大に対する怒りはきっと増加していくだろうが、しかし政治家はこの問題に取り組む事が困難だと気が付くだろう。進歩を避けることは、1810年代に動力織機が現れたことに対する機械化反対主義者の反抗と同様に現在においては無意味なことだろう。なぜならば阻止しようとしているあらゆる国が、新しいテクノロジーを熱心に取込もうとしている競合によって追い越されてしまうからである。同様に富裕層に対して過酷な水準に税金の引き上げを行なう自由は、資本の流動化と高技能労働者によって制約されることになるだろう。

今日のテクノロジーの明日の仕事への影響は計り知れず、どの国もそれに対応出来ていない。(2)

Optimism remains the right starting-point, but for workers the dislocating effects of technology may make themselves evident faster than its benefits. Even if new jobs and wonderful products emerge, in the short term income gaps will widen, causing huge social dislocation and perhaps even changing politics. Technology’s impact will feel like a tornado, hitting the rich world first, but eventually sweeping through poorer countries too. No government is prepared for it.

楽観主義がまさにその出発点にいるけれども、しかし労働者にとって技術の混乱させる影響が、その恩恵以上に歴然として早く来るかもしれない。たとえ新しい仕事と素晴らしい製品が現れたとしても、短期的には所得格差が広がり、大きな社会的な混乱を引き起こし、そして恐らく政治さえも変えていくだろう。テクノロジーの影響は最初に裕福な世界に襲いかかるトルネードのようなものだが、しかし最終的にはより貧しい国々の中も吹き抜けていくだろう。これに備えている政府はいない。

Why be worried? It is partly just a matter of history repeating itself. In the early part of the Industrial Revolution the rewards of increasing productivity went disproportionately to capital; later on, labour reaped most of the benefits. The pattern today is similar. The prosperity unleashed by the digital revolution has gone overwhelmingly to the owners of capital and the highest-skilled workers. Over the past three decades, labour’s share of output has shrunk globally from 64% to 59%. Meanwhile, the share of income going to the top 1% in America has risen from around 9% in the 1970s to 22% today. Unemployment is at alarming levels in much of the rich world, and not just for cyclical reasons. In 2000, 65% of working-age Americans were in work; since then the proportion has fallen, during good years as well as bad, to the current level of 59%.

Worse, it seems likely that this wave of technological disruption to the job market has only just started. From driverless cars to clever household gadgets, innovations that already exist could destroy swathes of jobs that have hitherto been untouched. The public sector is one obvious target: it has proved singularly resistant to tech-driven reinvention. But the step change in what computers can do will have a powerful effect on middle-class jobs in the private sector too.

更に悪いことに、労働市場に対するこの技術の混乱の波は始まったばかりのようである。自動運転自動車から賢い家事ロボットまで、すでに存在しているイノベーションがこれまで触れられてこなかった一連の仕事を破壊するかもしれない。公共部門がはっきりとした標的である;そこは特に技術主導の改革に対し抵抗をずっと示してきている。しかしコンピューターが行なえる変革は、民間部門の中流階級の雇用にも大きな影響力を持つことになるだろう。

Until now the jobs most vulnerable to machines were those that involved routine, repetitive tasks. But thanks to the exponential rise in processing power and the ubiquity of digitised information (“big data”), computers are increasingly able to perform complicated tasks more cheaply and effectively than people. Clever industrial robots can quickly “learn” a set of human actions. Services may be even more vulnerable. Computers can already detect intruders in a closed-circuit camera picture more reliably than a human can. By comparing reams of financial or biometric data, they can often diagnose fraud or illness more accurately than any number of accountants or doctors. One recent study by academics at Oxford University suggests that 47% of today’s jobs could be automated in the next two decades.

今まで機械に影響を受けやすい仕事の大半は、単純な繰り返し作業を伴う仕事だった。しかし急速な処理力の向上、偏在しているデジタル情報(ビッグデータ)のお陰で、コンピューターはますます人よりも安価かつ効率的に複雑化した作業をこなすことが出来るようになっている。賢い産業用ロボットは素早く人間の動きを「学ぶ」ことが出来る。サービス業でさえ更に影響を受けやすくなるかもしれない。コンピューターは既に人間以上に信頼できる監視カメラの写真で侵入者を探知する事が出来る。大量の金融または身体特徴を記録したデータの比較によって、いかなる公認会計士や医者よりもずっと正確に不正行為や病気を突き止める事ができる。オックスフォード大学でのある最近の研究による調査が今日の47%の雇用は次の20年で機械化される可能性があることを示している。
