微博WeiboからWeChantへ ミニブログへの取り締まりがあったので、慎重に扱うべきオンライン上の議論が変化して来ている。(3)

Activists are under no illusion, though, that WeChat accounts are private and secure. Tencent is a long-trusted Chinese internet giant that has deep ties with the Communist Party. Ma Huateng, its founder and chief executive, is a delegate to China’s national legislature. Mr Xi visited the company’s headquarters in Shenzhen in December 2012, shortly after becoming general secretary of the party. As with any Chinese internet company, Tencent’s interest is in making a profit, not in fostering a subversive national conversation that could lead to its service being shut down.

But the lack of transparency on WeChat presents a different challenge to the authorities from that posed by Weibo. When a rumour starts on weibo, it can be stopped on a public platform, says Mr Luo. When grumblings develop on WeChat, they are more likely to fester quietly for longer. If a rumour is spreading, there is no public platform to refute it, he says. “I think if something really happens, WeChat would do a lot more damage than weibo.”

INNOVATION, the elixir of progress, has always cost people their jobs. In the Industrial Revolution artisan weavers were swept aside by the mechanical loom. Over the past 30 years the digital revolution has displaced many of the mid-skill jobs that underpinned 20th-century middle-class life. Typists, ticket agents, bank tellers and many production-line jobs have been dispensed with, just as the weavers were.

For those, including this newspaper, who believe that technological progress has made the world a better place, such churn is a natural part of rising prosperity. Although innovation kills some jobs, it creates new and better ones, as a more productive society becomes richer and its wealthier inhabitants demand more goods and services. A hundred years ago one in three American workers was employed on a farm. Today less than 2% of them produce far more food. The millions freed from the land were not consigned to joblessness, but found better-paid work as the economy grew more sophisticated. Today the pool of secretaries has shrunk, but there are ever more computer programmers and web designers.

The rise of WeChat is a business phenomenon in its own right. But it is also a measure of how adaptive and resilient China’s political and social discourse has become—almost as adaptive as the censorship regime that seeks to contain it. Recently a number of public intellectuals have lamented the decline of meaningful discussion on weibo. The microblogs were full of user-led activism in 2012 but, starting in 2013, officials have dramatically escalated their efforts to control them. Propaganda outlets have intensified attacks on the spread of rumours online, authorities browbeat online celebrities to be “more responsible” (at least two have been arrested on unrelated charges), and microbloggers can now be jailed for up to three years for tweeting false information that is forwarded 500 times or viewed 5,000 times. President Xi Jinping, in a speech to party leaders in August, said that the internet was the prime battleground in the fight over public opinion, and that officials must seize control of it.

By the end of 2013 a propaganda official boasted that the authorities had successfully “cleaned” the internet. Some public intellectuals have given up their microblog accounts. One described the internet and microblogs as being in a “vegetative state”.

The decline in activity on weibo has been real and measurable. The Public Opinion Monitoring Office of People’s Daily Online, a party mouthpiece, found in a study that the number of “online exposes of negative social events, especially critiques of government” has decreased significantly. The study found that postings on weibo by 100 opinion leaders fell by 10% in the two months following a warning from a senior official last August that popular microbloggers should be more responsible online. Voices also became “more positive”, the study found.

But discussion on the internet is not in a vegetative state so much as it is migrating and mutating. WeChat represents the new field of battle online, and official voices have been quicker to adapt to it than they were to weibo, whose rapid rise from 2009 caught them by surprise. Many state-run media already have WeChat accounts. Still, independent voices find that, since WeChat networks are more private than weibo, their interactions are more fragmented and personal, but also less subject to scrutiny and censorship because their reach is less broad. (Unlike microblogs, WeChat does not disclose how many subscribe to individual public accounts.)

しかしネット上での議論は、議論の場が移りそして変化しているためそこまで植物状態とはなっていない。WeChatは新しいオンライン上の戦いの場を象徴しており、当局の影響力がかつてのWebio以上により早くWeChatに適用してきていて、2009年からその急激な拡大が彼らを驚かせている。多くの国営メディアは既にWeChatのアカウントを持っている。いまだに、第三者の意見では、WeChatの繋がりがWeiboよりもずっと個人的であり、そうした意見交流がより断片的で個人的であるが、また当局の監視が広範囲になれないので、検閲や監視がしにくくなっている。(ミニブログとは違い、WeChatは個々の公開アカウントにどれくらいの量の発言があるかを明らかにしていない。)

WHEN Luo Changping, an investigative journalist, tried on November 22nd to post the latest chapter of his big scoop on WeChat, a popular Chinese mobile messaging service, censors blocked it. But he was able to work round them. In a follow-up message he told his subscribers they could send him the words “Chapter Seventeen”; users who did so automatically received the post on their mobile phones,
uncensored.

WeChat, or Weixin in Chinese, is known mostly for private chatting and innocuous photo-sharing among small circles of friends. With more than 270m active users, it has become the star product from Tencent, an internet conglomerate. Some have compared it to WhatsApp, an American messaging service. More quietly, it has become the preferred medium for provocative online discussion—the latest move in China’s cat-and-mouse game of internet expression and censorship.

Mr Luo began posting his serialised stories on WeChat in May. They related how he had exposed the alleged corruption of Liu Tienan, a senior economic official. He had tried tweeting them on Sina Weibo, a Twitter-like microblog on which he had accused Mr Liu of corruption months earlier, but internet censors blocked him from doing so: hence his switch to WeChat. Though his initial attempts there were also blocked, the loophole that enabled him to send out the file is typical of WeChat’s more relaxed approach to censorship.

Liu Tienan:劉鉄男 2012年12月6日、中国経済誌「財経Caijing」の羅昌平Luo Changping副編集長がミニ・ブログ(微博)で、政府のシンクタンクである国家発展改革委員会の副主任、国家能源局トップを務める劉局長が、学歴詐称、巨額不正融資、愛人への脅迫などを行っていると実名で告発したが、羅編集長は劉氏の元愛人から汚職の証拠提供を受けて告発に踏み切ったことを明かした。劉局長はかつて中国駐日本大使館で経済参事官として勤務し、女性とは駐在中に知り合い、交際に発展、その後、関係がもつれたため、何度か女性を脅迫していたという。劉氏は、あの反日教育を推進した江沢民元国家主席の側近として国家エネルギー局を掌握していた。江沢民元主席の息子に利権を独占された通信事業や、周永康元政治局常務委員に牛耳られている石油業界はいずれも、同局に管轄されている。同氏の失脚で江沢民一派の勢力後退が加速するとみられる。

A WeChat account works much less publicly than accounts on microblogs (of which Sina Weibo is the most prominent). Anyone using Sina Weibo can see almost anyone else’s tweets and forward them on, meaning a single tweet can spread very quickly. On WeChat, it is usually only subscribers to a public account who will see a post (though such posts may also be viewed on a separate web page), and if a subscriber forwards a post, only that subscriber’s circle of friends see it. Its non-public accounts are even less open. Information on WeChat spreads at such a slow burn that authorities feel they have more control over it. Also in contrast to microblogs, many types of public account (like Mr Luo’s) can send out only one post to subscribers a day, making them much easier for authorities to monitor.

Mr Luo does not always have problems sending out his stories on WeChat and, since switching to the service, he has posted the equivalent of a blog post every week or two, and built a following of more than 60,000—“higher than the actual subscription figure of many Chinese magazines”, he says. WeChat is now his prime delivery platform for newsy titbits, including sensitive information that would be censored more rigorously on microblogs. (He has not published for Caijing magazine, his former employer, since being transferred in November to a non-reporting position at an affiliated research institute.) Meanwhile, he makes much less use of his Sina Weibo account, even though it has more than four times as many followers: “The ground for public opinion has begun to shift toward WeChat,” he says.

中国はイノベーションの仕方を学ぶことが出来なければ、中国の経済が米国を追い越すことは出来ないだろう。(8)

The dearth of capable managers, says Bob Boyce, CEO of Shanghai-based Blue Horizon Hospitality Group, "is the biggest thing holding our business back." Since almost none of his 800 employees had relevant experience when joining the restaurant chain, Boyce has had to train his managers from scratch, intensively immersing promising staffers in different aspects of the business and carefully moving them up into more senior positions. Some, he says, turn into top-notch managers. But he has to implement measures that probably wouldn't be necessary in the U.S. Responsibilities are broken up into narrowly defined slivers among numerous managers — one monitors the kitchen, another oversees the waiters, yet another the facilities. Boyce has designed detailed checklists and procedures on everything from how a waiter should interact with customers to personal hygiene to food preparation, all carefully monitored by a general manager. To compensate for such green management, Boyce staffs his restaurants with some 30% more people than a similar one in the U.S. "Without proper managers, everything has to be overengineered," Boyce says.

Despite these challenges, don't count China out. It has routinely silenced naysayers and defied gloom-and-doom predictions. The economy, even amid a current slowdown, remains enviably robust, expanding by 7.8% in the third quarter. And a major slate of reforms may be unveiled at a Communist Party plenum in November. Yet transforming a fractious, developing country of such gargantuan size into an economically advanced nation has simply never been done before. "You've got 50 years of business innovation in the U.S. trying to happen here in 10 years," says GGV's Richards. That may be too much to ask of any country, even China.

COMPANIES LAG BEHIND IN TECHNOLOGY.

Some Chinese companies, most notably telecom-equipment maker Huawei, are globally competitive. But they are rare. Most lag behind in critical technology. Ask Li Shufu, founder of Hangzhou-based Geely. In 2006, Geely made history by becoming the first Chinese automaker to display a model at the North American International Auto Show in Detroit. Back then, the hard-charging Li had a grand plan to export his small sedans to U.S. consumers. That never happened. Li wisely decided his cars simply weren't ready to compete in the tough American market. "Geely needs to improve in many aspects: skills, quality, maintenance, management," he admits.

Li could be speaking for his entire industry. China has dreams of becoming a rival to the U.S. and Japan in car manufacturing, but despite bottomless investment and state protection, the country's carmakers have not been able to compete head-to-head with foreign players. At home, international brands like Chevy, Volkswagen and Hyundai dominate 70% of the passenger-car market, according to research firm LMC Automotive. Overseas, Chinese exports are often driven by price-conscious consumers in poor nations. Geely and other Chinese carmakers have desperately been trying to improve by investing heavily in R&D and automation, and they are making progress. But a 2012 quality survey from the market-research firm J.D. Power shows Chinese-branded cars still suffer 80% more initial defects and other problems than international ones in China. "Putting together long-lasting, world-tested products — it takes years," says Kevin Wale, former president of GM in China. Chinese carmakers "are still going through a learning phase."

木曜日。今日はこれまで。昨日はWEICの森谷さんと会食し、研修事業のいろいろな課題を教えてもらった。料金体系とか顧客が求めているテーマとかである。私は今まで日本企業のもとめるべきグローバリゼーションを追求して来たが、企業は必ずしも私の求めているものを求めてはいない。そのギャップをどう埋めるのかをここ数週間悩んで来た。金を稼ぐ目的だけであればそうすればいい。そうではなくて、日本の将来を考えると自ずとそのギャップがでて来る。この目標を満足させながら、企業の課題に答えて行かなければならない。だんだんそのギャップが鮮明になって来て、その対処の仕方も見えて来た。今月はその研修プログラムを全面的に変えて行く。午後は講師のSamがきて、彼の31日のセッションの解説をしてあげた。今日は久しぶりに影山さんと会い、そのあとは講師のLeeの指導だ。最近は一日忙しい。忙しいのは体よりも、頭の方かもしれない。目まぐるしく、方向を変えているからだ。何が正しいのか何をしなければならないのか一つ一つ間違いないように進んで行かないと後で変えることは信用をなくしてしまうので、慎重にしなければならない。中小企業は誰もこうした経営方針をレビューはしてくれない。では又明日。

THERE ARE TOO FEW GLOBAL BRANDS.

Though the Chinese manufacture a lot of stuff, only a handful of firms — PC giant Lenovo, and perhaps appliance maker Haier — have internationally recognized consumer brands. Those bold enough to try have sometimes struggled. Chinese sportswear maker Li Ning, for instance, has spent heavily to promote its brand to challenge behemoths Nike and Adidas, even hiring NBA superstar Dwyane Wade last year to market a line of sneakers and apparel. But the Beijing firm has failed to woo international shoppers. Sales in the first six months of 2013 plunged nearly 25%. Li Ning's problem, like other Chinese firms, is that its management "has just gone through the motions of their competitors," says P.T. Black, a consumer strategist in Shanghai. Chinese executives are too fixated on their production, and not enough on their customers, to make progress on branding, he says. "There is a general weakness in what I call the humanities — an honest, committed interest in other people," he says. "If you don't consider your customer as the reason for doing things, you're in trouble when building a brand."

世界的なブランドがあまりに少ない

中国の工場では大量の物を製造しているにも関わらず、PCの巨人Lenovoや恐らく家電製品メーカーのHaierなどの一握りの会社だけが、国際的に認知された消費者ブランドを持っている。十分果敢に挑戦しているこうした企業は時折苦闘している。例えば中国のスポーツウェアーメーカーのLi Ningは、巨大企業のNikeAdidasに挑むために多くの金を使って自分達のブランドをプロモーションし、去年スニーカーとアパレル商品を市場に投入するためにNBAのスーパースターDwyane Wadeを雇いさえしている。しかしその北京の企業は世界の客から支持を得られなかった。2013年の始めの6ヶ月での売上げは25%減少した。他の中国企業も同様だがLi Ningの問題は、彼らのマネジメントが「競合の動きを検討しているだけ」だと上海の消費者戦略家の P.T. Zhou Chengjian, founder of Shanghai-based apparel retailer Meters/bonwe, is trying to learn from his compatriots' mistakes. The former tailor has constructed a retailing empire in China of about 5,000 stores selling casual jeans and shirts. But even though he has taken stabs at introducing his brand to a global audience — placing a Meters/bonwe T-shirt on Shia LaBeouf's character in the last Transformers movie — he hasn't rushed to expand outside the country. The reason, he says, is that his brand isn't strong enough yet. "Having money and being audacious doesn't make you ready to compete in the international market," Zhou says. He is experimenting now with refashioning his brand from simply a label on basic clothes to a name that encapsulates a lifestyle steeped in Chinese tradition. To promote the new image, Meters/bonwe is launching a chain of redesigned flagship stores around the country — one, in Hangzhou, has been crafted to look like an old Chinese train station. After honing the concept in China, Zhou plans to go global, opening stores in New York City, London and Tokyo over the next three years. "By combining a Chinese way of life with international methods, we can be unique and competitive," he says.

That will be a tall order. Even at home, Meters/bonwe and other Chinese retailers are being seriously tested in major cities by rapidly expanding foreign competitors like Zara, H&M and Uniqlo. Says Zhou: "Chinese people look up to the international brands because they think they are better than the local brands."

Fixing all these problems will take some nimble corporate management. Though there are some exceptional entrepreneurs and executives in China, finding talent to fill the needs of all the rapidly expanding businesses in the country has become a major headache. A recent survey conducted by the European Chamber of Commerce in China found that the scarcity of qualified workers is the No. 1 human-resource challenge facing its members. Those few who are qualified can command juicy paychecks. The median salary for an upper-middle manager in Beijing rose to over $105,000 in 2012, already more than two-thirds the level in the U.S., according to Mercer.

水曜日。今日はこれまで。昨日は元JCI副会頭で最近くも膜下出血で逝去された北龍さんのお父様と会食をした。一人っ子でしたので、大変な心労があったと推察しました。これから彼に出来るだけの心の支援をさせていただこうと思いました。午後は望月さんの紹介で、中国の大企業の剣豪社長がわざわざ弊社を訪問してくれました。そのあとは岡崎さんのバングラデッシュへの投資の件で古家さんが来ました。夜は花王の沼田専務と岡田さんとの会食で、7月の上海での講演の打ち合せを行いました。今日は昼は研修企業の守屋さんとの会食でそのあとは講師のSamとのミーティングがあります。最近は毎日が忙しいので、週7日稼働です。ではまた明日。

For now, it appears likely that another show of popular force is set for Thailand’s streets. Already a rally of tens of thousands of Yingluck supporters has been planned in the capital for Sunday. In the most recent antigovernment protests, around 20 people were killed in shootings, bombings and violent skirmishes. In 2010 some 90 people died and 2,000 were injured during a government crackdown on a Red Shirt demonstration in central Bangkok.

While Silicon Valley is unique — many countries, from Malaysia to Russia, are trying to create their own, with limited success — China will at least need to come close to matching American innovative prowess if it intends to compete with the U.S. in the decades to come. That will require intensive reform of its financial system so it more effectively supports private enterprise; of its regulatory environment, to better protect intellectual property; and of its exam-obsessed education system. China's schools may excel at infusing students with strong skills, but they have been widely criticized for failing to foster the creative thinking crucial to innovative research. Even former Premier Wen Jiabao complained that "students don't only need knowledge; they have to learn how to act, to use their brains."

シリコンバレーはユニークである一方で、ー マレーシアからロシアに至るまでの多くの国は、限定的な成功に留まるが彼ら自身のものを創り出そうと努力しているー中国はもし次の数十年でアメリカと張り合おうとするならば、少なくともアメリカの革新的で卓越した能力に匹敵するものに近づける必要があるだろう。それには中国の金融システムの徹底的な改革を必要とし、それが民間企業を更に効果的に支えることになる;知的財産を保護する為の規制環境や、試験に偏重した教育システムの改革である。中国の学校は優秀なスキルを植え付けることには優れているかもしれないが、しかしそれらは革新的な探求に必要不可欠な創造的思考力を育むことは出来ないと広く批判されている。前首相の温家宝でさえ「生徒は知識だけが必要なのではない;彼らは実践の仕方と頭の使い方を学ぶ必要がある」と不満を訴えていた。


That forces corporate managers to lure Chinese engineers out of their shells. When Rameshbabu Songukrishnasamy became general manager of Honeywell's R&D centers in Shanghai and Beijing in 2011, he was surprised to find his engineers weren't tinkering on their own projects as he expected. "They were happy just doing what they were asked to do," he says. The problem, he determined, was that they were too worried the company would be angry if their experiments flopped. "A fear of failure is part of the culture," he says. To change that, Songukrishnasamy instituted a program in which he provides funding for personal initiatives while making it clear there is no pressure to transform them into business results. He also started workshops with role-playing and other methods to try to enhance their critical thinking. The tactics worked, as his 1,500 researchers are generating more patents. Some Chinese engineers "tend to shy away from critical questioning," says Songukrishnasamy, but that process "is fundamental to R&D. The reason they are able to make so much innovation in Silicon Valley is that people question the status quo and find alternative ways."
