Ukraine’s troubled state has long been dominated by its oligarchs. But across the emerging world the relationship between politics and business has become fraught. India’s election in April and May will in part be a plebiscite on a decade of crony capitalism. Turkey’s prime minister is engulfed by scandals involving construction firms—millions of Turks have clicked on YouTube recordings that purport to incriminate him. On March 5th China’s president, Xi Jinping, vowed to act “without mercy” against corruption in an effort to placate public anger. Last year 182,000 officials were punished for disciplinary violations, an increase of 40,000 over 2011.

As in America at the turn of the 20th century, a new middle class is flexing its muscles, this time on a global scale. People want politicians who don’t line their pockets, and tycoons who compete without favours. A revolution to save capitalism from the capitalists is under way.

The kind of rents estate agents can only dream of
“Rent-seeking” is what economists call a special type of money-making: the sort made possible by political connections. This can range from outright graft to a lack of competition, poor regulation and the transfer of public assets to firms at bargain prices. Well-placed people have made their fortunes this way ever since rulers had enough power to issue profitable licences, permits and contracts to their cronies. In America, this system reached its apogee in the late 19th century, and a long and partially successful struggle against robber barons ensued. Antitrust rules broke monopolies such as John D. Rockefeller’s Standard Oil. The flow of bribes to senators shrank.

In the emerging world, the past quarter-century has been great for rent-seekers. Soaring property prices have enriched developers who rely on approvals for projects. The commodities boom has inflated the value of oilfields and mines, which are invariably intertwined with the state. Some privatisations have let tycoons milk monopolies or get assets cheaply. The links between politics and wealth are plainly visible in China, where a third of billionaires are party members.

論争されている軍の性的暴行の法案の決議を行なう上院議会(2) 縁故資本主義の新たな時代 政治的なコネクションは近年多くの人たちを大富豪にしている。

There’s little dispute that a problem exists. The Pentagon reported more than 26,000 cases of unwanted sexual contact in 2012 out of which only 3,000 were reported and 300 prosecuted. The Senate already passed a spate of changes to the system earlier this year as part of the annual National Defense Authorization Act. That has led to a 60% increasing in reporting thus far, according to testimony by Dr. Nathan Galbreath, senior advisor for the Department of defense’s Sexual Assault Prevention and Response Office before McCaskill’s Armed Services Subcommittee on Personnel last week.

Both bills have drawn bipartisan support. Gillibrand counts 10 Republicans in her ranks, including Sen. Ted Cruz of Texas and Sen. Rand Paul of Kentucky. Some 10 senators remain on the fence, including Florida Republican Marco Rubio and Senate Minority Leader Mitch McConnell.While the fight has gotten increasingly acrimonious between Gillibrand and McCaskill, many senators note the debate has raised the profile of the issue and already forced through historic changes. But for victims groups, nothing short of the sea change represented by Gillibrand’s bill is good enough.

Gillibrand, who has the support of most victim’s groups, notes that according to the Pentagon’s own research, more 25% of women and 27% of men who were victims of unwanted sexual contact indicated that their offender was within their chain of command, thus making it difficult for them to report such cases. Gillibrand’s bill would leave 37 serious crimes uniquely military in nature, such as disobeying orders of going AWOL, within the chain of command.

Claire McCaskill, a Missouri Democrat, has sponsored competing legislation that toughens the military’s monitoring and reporting of such cases, but leaves the responsibility within the chain of command. She has the support of the Pentagon—which argues that confusing the chain of command inherently corrupts the system—and the tacit support of the White House. Noticeably, President Barack Obama did not mention the issue in his State of the Union address, and the Administration has quietly helped the Pentagon work against Gillibrand’s bill. McCaskill also argues that other countries that have removed such cases from the chain of command have not seen an uptick in reporting. And a Pentagon panel assigned to study the issue found overwhelmingly that the cases should remain within the chain of command.

The issue began to receive international attention in the early 1990s as hundreds of the wartime brothel workers began to speak out about what had happened to them a half-century earlier.Scholars say that tens of thousands of Korean and other women worked in Japanese military brothels, and many of the survivors, now in their 80s and 90s, say they were tricked or coerced into laboring in wretched conditions that left them sterile for the rest of their lives.

In an emotional interview with the Washington Post, Afghan President Hamid Karzai has opened up about his disappointment with the way the U.S. has fought the war in his country, saying the high number of civilian casualties made him question whether the war had been worth it. Karzai has been known for his at times vocal and adversarial stance toward the U.S. military, saying that noncombatant deaths had eroded what “common cause” Kabul and Washington had.

Officials in the Abe administration have said that Mr. Suga does not support discarding the statement because he is well aware that such a move would be condemned in nations like the United States, which view the matter as a human rights issue. Whatever the intent, forming the team of scholars may stir anger from the United States, which has been frustrated by the inability of its two Asian allies to work together to offset the growing strength of China. Visiting American officials have repeatedly urged Mr. Abe, an outspoken conservative, not to engage in historical revisionism that might isolate Japan in the region.

Friday’s move may also lead to renewed concerns in Washington and elsewhere that Mr. Abe, who struck a pragmatic tone in his first year in office, may be reverting to his earlier nationalistic agenda of challenging what he calls masochistic views of Japan’s wartime history. In recent days, his government has faced growing calls from right-wing lawmakers in Parliament to revisit the Kono Statement. Analysts say they appear to have been encouraged to speak out by Mr. Abe’s visit in December to a contentious Tokyo war shrine.

多くの韓国人にとってみれば、日本の右翼主義者による動きは、戦時中の売春宿で働いていた人たちや、日本の朝鮮半島占領による他の犠牲者たちへの自責の念の欠如の表れとして見られている。韓国の大統領である朴 槿惠は、日本がこの問題に対して更なる謝罪を示すまでは、安倍首相と会うことさえも拒否している。金曜日の動きはまたワシントンや他の国の政府の新たな懸念へと導くことになるかもしれない。そのことが、安倍氏は就任して一年目から実用的歴史観の論調を表していたが、日本の戦争の歴史の自虐史観と彼が呼んでいることに挑戦する彼の以前から言っている被虐的な課題を復活させようとしているのかもしれない。最近では、安倍政権は河野談話を再考するよう右派の議員からの増大する要求に直面している。右派の議員たちは、物議を醸している東京の戦争神社に12月に安倍氏が参拝したので、意見をますます公然と言うようになって来ているようだとアナリストは言っている。

Recently, nationalist lawmakers have demanded that the government look into whether the Kono Statement was based on inadequate evidence. A former official who helped draft it was called in to testify that the main evidence was the testimony of 16 former sex slaves and that no documents were found to collaborate their stories.That testimony seemed to confirm the position of the lawmakers, who have questioned the women’s testimonies, accusing them of being politically motivated. They say the women were not coerced but were prostitutes who worked in the brothels to earn money.

On Friday, Mr. Suga appeared to bow to that pressure, saying that a team of researchers would be assembled to look into the statement. He said the team would work in secret, apparently to avoid political interference.“We’d like to launch a team to re-examine and understand the background” of the statement, Mr. Suga told a parliamentary budget committee. “It will be extremely difficult, but it’s important to review and see what the situation was.”

中国の当局者は過小評価したインフレと過大評価したインフレの両方を算出している。(3) 戦時中の性奴隷に対する謝罪を再検証する日本 

The inflation figures calculated by the three economists are also remarkably well correlated with the official numbers. They rise and fall in unison. It is just that the unofficial figures rise faster and fall further. The trio conjecture that two competing biases are at work. First, new goods are often of higher quality than the ones they replace, but their price is the same. That would explain why China overstated inflation before 2007. More subtly, statisticians sometimes fail to grasp that new goods are merely upgrades of existing ones. So they invent new categories; that biases inflation towards zero. As a consequence, China’s official figures “present a smoothed version of reality,” the authors write. Those numbers do not, then, reveal the whole truth about China’s economy, as the cynics point out. But their shortcomings are not simply statistical flattery. They are closer to statistical smooth-talk.

TOKYO — Japan will re-examine a landmark apology it made two decades ago to women forced to work in Japanese wartime military brothels, a government spokesman said on Friday, in a move that could further outrage South Korea, where many of the women came from. The spokesman, Yoshihide Suga, the chief cabinet secretary, said a team of scholars would examine what historical evidence had been used in composing the apology, known as the Kono Statement. The statement, issued in 1993 by the chief cabinet secretary at the time, Yohei Kono, acknowledged for the first time that the Imperial military had been at least indirectly involved in coercing those known euphemistically as “comfort women” to provide sex to Japanese soldiers during World War II.

Yoshihide Suga, the chief cabinet secretary, announced an inquiry by a team of scholars. It was also unclear whether Mr. Suga was offering to form the team simply as a way to deflect pressure from Prime Minister Shinzo Abe’s supporters in the political far right. They have argued that the statement should be scrapped because, they say, there is insufficient objective evidence supporting the testimony of the women that the Japanese military forced them to provide sex. (Most scholars reject that, saying the military was at least indirectly complicit because it allowed the brothels to operate.)
