Hagel had already voiced the U.S. government’s continued support of Japan’s claims to the disputed territory during a press conference in Tokyo on Sunday. “I restated the principles that govern longstanding U.S. policy on the Senkaku Islands and other islands,” said Hagel. “We affirmed that since [the Senkaku Islands] are under Japan’s administrative control, they fall under Article 5 of our Mutual Security Treaty.” However, China’s defense chief stuck to the party line and refused to budge over issues of Chinese sovereignty. “We will make no compromise, no concession, no trading, not even a tiny … violation is allowed,” said Chang on Tuesday, according to AP.

AGAINST a powerful alliance of factory bosses and Communist Party chiefs, Zeng Feiyang cuts a frail figure. Mr Zeng, who is 39, works from a windowless office in Panyu, on the edge of the southern city of Guangzhou, where he runs a non-governmental organisation (NGO) called the Panyu Migrant Workers’ Service Centre. For more than a decade his organisation has battled against the odds to defend the rights of workers in the factories of Guangdong province. For his troubles, Mr Zeng has been evicted from various premises, had his water and electricity cut off, and been constantly harassed by local officials and their thugs. Then last autumn he received a call from one such official. “The man asked if I wanted to register the NGO,” he says. “I was very surprised.”

The rally was held close to the palace of the crown prince, Vajiralongkorn. He is seen by many as being sympathetic to the red shirts, and the red shirts were there to express their support for him. The traditional elite are thought to dislike him, though they swear by the monarchy, and he is its designated heir. Many people assume that what Mr Suthep is really after is not a “restart” for Thailand, but rather a tweak to its royal succession—with an eye to preserving the old order.

After touring China’s first aircraft carrier in the eastern city of Qingdao, Hagel arrived in Beijing on Tuesday and quickly took aim at China’s move late last year to establish an air defense zone that included skies over uninhabited isles known as the Senkaku in Japan and the Diaoyu in China. “Every nation has a right to establish an air defense zone, but not a right to do it unilaterally with no collaboration, no consultation. That adds to tensions, misunderstandings, and could eventually add to, and eventually get to dangerous conflict,” said Hagel, according to the AP.

The constitutional court was established only after the 2006 coup against Mr Thaksin. And were it to rule against Ms Yingluck, it would not be the first time it had ruled against one of his proxies. As if to underscore that precedent, the court’s spokesman has noted that the case against Ms Yingluck resembles an action undertaken against the late Samak Sundaravej, a one-time celebrity chef who came to serve as the prime minister. Mr Samak was forced from power in 2008 on the constitutional technicality that he had continued to play host to his TV cookery programme.

The current government has insisted that it must remain in office till a new government has been sworn in. As they see it, that will require a new election. The constitutional court has already nullified an incomplete February 2nd general election (which was boycotted by the opposition, hence won by Ms Yingluck’s party) and ordered a new poll. But the election commission, a body that specialises in the art of procrastination, has already said that any fresh elections are at least five months away.

What will happen in those five months? There is little chance that the country’s electile dysfunction will heal itself. All things considered, the momentum is now clearly with the anti-government camp. On April 2nd, the constitutional court threw out a petition by a prominent minister which had asked it to recognise that the anti-government protests violate the constitution. A day later, a criminal court withdrew arrest warrants that had been issued against 18 of the protest leaders for their having disobeyed an emergency decree.

One way of looking at the revolution of 1932 is to see that it failed to destroy the privileges of an entrenched elite. That history might seem to offer comfort to the current campaign, which seeks to reassert the elite’s interests against a government of elected upstarts, led by Thaksin Shinawatra and his family; counter-revolutions have a track record of success in Thailand. This time however the protesters—the counter-revolutionaries, as it were—must be wary of a further backlash by the Shinawatras’ own supporters, “the red shirts”. Over the weekend tens of thousands of red shirts gathered in the capital, Bangkok. They had come to make it known that they do not intend to let Mr Suthep and his backers get away with another coup, judicial or otherwise.

Americans involved in trying to regenerate the country are dismayed. “We tried to give them the opportunity to build a new Iraq,” says Zalmay Khalilzad, America’s ambassador in 2005, when a new constitution was pushed through. “We had high expectations and, yes, we were in a hurry so that things would be done as quickly as possible. We have fallen significantly short—and paid a high price.” It is the Iraqis who are still, metaphorically and literally, picking up the bill.

THE political mess has reached the point where it may have to be the king, not parliament, who appoints the next prime minister. Since Thailand’s revolution of 1932, nine prime ministers have been removed from office by coup d’etat and two others by court order. Thaksin Shinawatra was overthrown in a bloodless coup by the army, in 2006—one of those unlucky nine. His younger sister, the current caretaker prime minister, Yingluck Shinawatra, now looks like she might be poised to become the third prime minister to be ousted by a court order. If that were to happen, it may well fall to the elderly king, Bhumibol Adulyadej (pictured above, held aloft in a picture frame), to pick her replacement.

The anti-government protesters, who have been boxed into a public park since March, are again roaming the streets of Bangkok. Their leader, Suthep Thaugsuban, has announced a final campaign to push Ms Yingluck from office. His timing coincides with the run-up to Songkran, the annual water festival, which begins on April 13th this year; ritually, it is a time of cleansing and renewal. Mr Suthep’s sympathisers in the army, the civil service, the judiciary and the royal palace have meantime moved to depose Ms Yingluck by legal means.

On April 2nd the constitutional court agreed to hear a case against Ms Yingluck regarding her removal of a national security adviser, Thawil Pliensree, in 2011. The case is currently looking like the most plausible route by which the government could be toppled. The charge against her is essentially nepotism. The group of senators who filed the case argues that Ms Yingluck’s decision to transfer Mr Thawil violated the constitution. They are arguing that that Mr Thawil was removed in order to make way for a shuffle of key positions in the security apparatus, a series of changes that made a close family relation of Mr Thaksin into the national police chief.

There has been another significant case against Ms Yingluck lodged with the national anti-corruption commission. There she stands charged with dereliction of duty in pursuit of the government’s signature policy, a disastrous rice-pledging scheme. But the constitutional court’s case is the more threatening: it could bring down the entire government, and the judgment will not require the approval of the senate.

It is unclear whether Mr Maliki and his generals will contain, let alone defeat, the Sunni rebellion. What is certain is that Iraq’s fractious components are increasingly minded to ignore the writ of the central government; some seek autonomy, if not secession. Oil-rich Nineveh province surrounding Mosul is just one of them.

Tensions between Mr Maliki and the government of Iraq’s autonomous Kurdish region are as bad as ever. A row recently erupted over his decision to withhold federal budget payments to punish the Kurds for striking separate deals with foreign oil companies to export oil through Turkey. The Kurds’ three main parties are acrimoniously struggling to form a regional government almost six months after provincial elections. But they are united by a shared fear that a strong Iraqi government may again threaten them and their autonomy. “This election is not about the budget,” says Fuad Hussein, chief of staff to Masoud Barzani, the Kurds’ president. “It is about the culture behind cutting the budget. The next election will either save Iraq or push it into disintegration.”

And yet it moves 
Despite the violence and chaos, the country staggers ahead. Baghdad is a patchwork of building sites. Huge shopping malls are going up. Ambitious government projects, some of them half-finished, proliferate next to buildings bombed in 2003 and never repaired. Restaurants, cafes and shops sell everything—amid concrete blast-walls and road-blocks—from bodybuilding equipment to ladies’ evening dresses, creating a veneer of prosperity. In Baghdad’s genteel district of Mansour, re-emerging as a diplomatic quarter after years of violence, a vast mall and a posh 33-storey hotel are rising near the site of Baghdad’s international trade fair, where arms dealers recently gathered to display their wares.

The fortified “green zone”, where the prime minister’s office, parliament, many embassies and the UN mission are based, is a bubble. Access to it is tightly restricted. Its clean wide streets, lined with palm trees decked in twinkling coloured lights, lends an air of unreality at the heart of the Iraqi government. Moreover, though it is the world’s eighth-biggest oil producer, Iraq is running out of money. Last year’s budget slipped into deficit, notes the IMF, adding that the country is overestimating oil revenue by 10%; it already accounts for more than 90% of total earnings. A proposed new budget intended to raise $150 billion for 2014 has been stalled in parliament. The Kurds and factions loyal to the Speaker, Osama al-Nujaifi, a leading Sunni from Mosul, have boycotted the proceedings.

首相官邸や議会、多くの大使館、国連使節団が置かれている防備された“グリーンゾーン”は幻想である。そこへのアクセスは厳しく制限されている。きらめく着色光で飾られたヤシの木が並ぶその綺麗で広々とした道路はイラク政府の中心地に虚構の雰囲気を与えている。それ以上に、イラクは世界で8番目に大きな産油国であるのに、資金不足に陥っている。昨年の予算は赤字に陥ったとIMFが述べている。さらに全体収入の90％以上を占めている原油収入を10％過大評価しているとも付け加えている。新たに提起された1500億ドルに増加しようとする2014年予算は議会で行き詰っている。クルド人とモスルのスンニ派を牽引する議長のウサマ・アル・ナジャフィに従う派閥は議会の手続きをボイコットしている。

In the past month or so, the security forces have regained most of Ramadi but are no closer to driving rebel fighters out of Falluja, the province’s second city, which has long been a hotbed of jihadist opposition; it was the site of the fiercest battle in Iraq fought by the Americans ten years ago. Only an hour’s drive west of Baghdad, Falluja is ringed by Iraqi soldiers and special forces in a stand-off; 300,000 civilians have had to flee their homes—the biggest displacement of Iraqis since the splurge of sectarian violence that intensified in 2007. Many now live in squalor in makeshift dwellings north of Baghdad. The Iraqi government has promised aid but has failed so far to supply it.

前月あたりに治安部隊はラマディの大部分を取り戻したが、長らくジハードの反対勢力の温床であった州第二の都市であるファルージャから反政府武装勢力を追い出すには遠く及んでいない。ファルージャは10年前アメリカ人によって戦われたイラクで最も激しい戦闘のあった場所であった。バグダッドから西へわずか1時間運転したところにあるファルージャはにらみ合いの続くイラク兵と治安部隊によって取り囲まれており、30万人の一般市民は家から逃れなければならなかった。これは2007年に激化した宗派抗争の暴力の騒動があって以来イラクでの最も大規模な強制移住である。現在、多くの人がバグダッド北部のその場しのぎの住居で惨めな生活を送っている。イラク政府は救済を約束しているが現在のところまだ出来ていない。 

 

The American administration, worried lest Iraq implode just when it hoped it could forget about it, has hastily authorised the dispatch of air-to-ground Hellfire missiles to hit ISIS camps in Anbar’s western desert, where fighters go to and fro between Iraq and Syria. Mr Maliki is also buying Apache helicopters from the United States. Viewing his security needs as desperate, the Americans seem to have turned a blind eye to purchases of small arms by Iraq’s government from Iran, in contravention of international sanctions.

アメリカがイラクのことを忘れられるかと思ったちょうどその時にイラクが崩壊しないようにと心配したアメリカ政府は、急遽、ISIS兵士がイラクとシリアの間を行ったり来たするアンバル西部の砂漠にあるISIS陣営を攻撃するために短距離空対地ミサイルの発射を承認した。Mr.マリキも攻撃型ヘリコプターをアメリカから買っている。彼の治安対策の必要性が深刻だと見て、アメリカは国際制裁を違反して、イラク政府がイランから小型武器を購入することに目をつぶっているように思われる。 

For his part, Mr Maliki has accused Saudi Arabia and Qatar of funding Sunni terrorists in Iraq in order to destabilise the country. The Saudi and Qatari governments deride him as a puppet of Iran. Meanwhile, the death toll continues alarmingly to rise; 9,000 Iraqis are reckoned to have been killed last year. So far this year another 2,000 have died in bombings, most of them in Baghdad. On some days more than a dozen car-bombs have gone off, mainly in Shia districts. Sunni jihadist suicide-bombers, many of them reckoned to have been trained in Syria, target Iraqi security forces and ministries.

The fighters also single out fellow Sunnis who are remnants of the Sahwa (“Awakening”) movement led by tribal leaders who were persuaded by the Americans to turn on al-Qaeda in 2007 and who are now being picked off. Gunmen recently attacked a Sahwa leader’s home near Samarra, north of Baghdad, killing his wife and sons, then beheading them.
