Like the United States and Europe, China wants to wean itself from its dependence on energy imports — and in Jiaoshizhen, the Chinese energy giant Sinopec says it has made the country’s first commercially viable shale gas discovery. Its efforts could also help address another urgent issue, as Beijing looks to curb an overwhelming reliance on coal that has blackened skies and made China the largest contributor to global warming.

But the path to energy independence and a cleaner fossil fuel is fraught with potential pitfalls. Threats to workplace safety, public health and the environment all loom large in the shale gas debate — and the question is whether those short-term risks threaten to undermine China’s long-term goal.

Sebelius also partially attributed the technical failures to the fact that the administration didn’t know until 6 months before enrollment which states would be building their own sites and which would be using the federal site, calling the web development “a moving target.”

More clues to Mr Zhou’s fate might emerge in the case of another Sichuan billionaire detained for corruption. Deng Hong was the man behind the New Century Global Centre in the city of Chengdu, a cavernous shopping complex (complete with 300-metre indoor beach) that China’s media call the world’s largest building. Mr Deng was also said to be close to Mr Zhou. China’s nexus of power and money can sometimes seem unbreakable. In this case, Mr Xi wants to prove it is not.

The rollout of the Affordable Care Act was flawed from its Oct. 1, 2013 launch date, mostly because of technical glitches and web outages affecting the federal Healthcare.gov site. Republicans cite the flawed launch as further evidence that the Affordable Care Act represents unacceptable government overreach. But despite the poor rollout, the number of enrollees in healthcare plans under the law ended up exceeding the Obama administration’s target of 7 million people.

THE noose appears to be tightening around the neck of Zhou Yongkang, China’s former security chief. But the process has been slow and indirect, through the detention of allies and associates.

On March 31st the trial began of Liu Han, a billionaire and accused mobster from Mr Zhou’s former power base in Sichuan province. Trials began the same day for Mr Liu’s younger brother and 34 others. Mr Liu has been accused in official reports of leading a “mafia-style gang” that murdered, extorted, kidnapped and laundered money as he built an empire of mining, property and other interests worth 40 billion yuan ($6.5 billion).

In February Xinhua, the official news agency, published lurid reports about Mr Liu’s alleged crimes, and the website of People’s Daily, the party mouthpiece, ran a commentary suggesting that senior officials had protected him. Though it did not mention names, the message was clear. Mr Zhou was party chief of Sichuan from 1999 to 2002. From there he became national head of public security and then, in 2007, one of China’s nine most powerful men as a member of the Politburo standing committee. He was close to Bo Xilai, a Politburo member who was believed to be manoeuvring for a spot on the standing committee but was jailed for life last year on charges of corruption and abuse of power.

Many others in Mr Zhou’s network have been detained in the past two years. Mr Zhou himself is widely believed to be in detention, as is his son, Zhou Bin, caught in an anti-corruption campaign that President Xi Jinping is also using as a means to consolidate his own power. Other former leaders and their families have been rumoured as targets. A high-ranking military official, Lieutenant-General Gu Junshan, was charged on March 31st in what could prove to be a big corruption scandal in the army.

If Mr Zhou were to be put on trial, he would be the first standing-committee member tried for corruption, and it would be a clear signal of Mr Xi’s grip on power. Observers will be looking for any hints of such crimes in the trials of Mr Liu and his associates.

HOW TO WRITE A BETTER AGREEMENT
The trade agreements the Obama administration is negotiating provide a chance for the United States to press countries to stop manipulating their currencies. The administration appears to be afraid that raising the issue could scuttle the talks. It’s time the administration stiffened its spine.

The president also needs to make clear to America’s trading partners that they need to adhere to enforceable labor and environmental regulations. This would level the playing field for American workers and improve the lives of tens of millions of workers in developing countries.

On patents, the agreements should not cut off developing countries’ access to lifesaving generic medicines.

In recent months the debate about trade, and the Pacific agreement in particular, has become increasingly polarized. Senior Democrats like the Senate majority leader, Harry Reid, and the House minority leader, Nancy Pelosi, have come out against granting the president trade promotion authority, under which Congress agrees to vote up or down on agreements without amendments.

To a large extent, the administration has only itself to blame. By keeping secret so much information about trade negotiations, which have ceased to be purely about trade matters like tariffs and quotas, the government has made itself a target for criticism. Mr. Obama and Mr. Froman argue that their critics have misunderstood or misrepresented their intentions. But that is precisely why the president should provide answers to the questions people have raised about these agreements. It is time for him to make a strong case for why these new agreements will be good for the American economy and workers.

Another big issue is whether these trade agreements will give investors unnecessary power to sue foreign governments over policies they dislike, including health and environmental regulations. Philip Morris, for example, is trying to overturn Australian rules that require cigarette packs to be sold only in plain packaging. If these treaties are written too loosely, big banks could use them to challenge new financial regulations or, perhaps, block European lawmakers from enacting a financial-transaction tax.

Could these agreements lead to further job losses and exacerbate income inequality in the United States? Many critics are legitimately concerned about more outsourcing of jobs, and there is no doubt that trade, along with automation and financial deregulation, has contributed to income inequality.

People who lost those jobs were more likely to stop seeking work or to find lower-wage jobs in other industries, suggesting that government programs to retrain workers hurt by trade are inadequate. A second paper by the same scholars concluded that the negative impact of imports from Mexico and Central American nations with which the United States has agreements were “economically small and statistically insignificant.”

It’s easy to point the finger at Nafta and other trade agreements for job losses, but there is a far bigger culprit: currency manipulation. A 2012 paper from the Peterson Institute for International Economics found that the American trade deficit has increased by up to $500 billion a year and the country has lost up to five million jobs because China, South Korea, Malaysia and other countries have boosted their exports by suppressing the value of their currency.

NAFTAやその他の貿易協定が失業につながっていると指摘するのはたやすいことだが、ただもっと大きな原因がある、為替操作である。ピーターソン国際経済研究所による2012年報告によると、アメリカの貿易赤字は年間5000億ドルにのぼり、500万人の雇用が失われた。これらは、中国、韓国、マレーシアなどの国による自国通貨の通貨安への為替操作によって彼らの輸出を増大させたからだ。
