The alleged offences of the “mishu gang”, as the four have been dubbed in the Chinese press, appear to relate at least partly to activities after they left Mr Zhou’s service. In China a personal assistant to a high-ranking leader is often chosen by the leader himself—sometimes plucked from obscurity—and retains high rank even after his boss has moved to a different job (if he is not taken along to the new post).

There is plenty of scope for corruption as a mishu, because of the control the job gives over access to the leader. There is also great opportunity for acquiring independent power. Mr Zhou’s four former secretaries went on to take up high-ranking positions in government and state-owned business. Knowing the dark secrets of their former bosses gives ex-mishu a useful bargaining chip in acquiring plum jobs. The former bosses can benefit from placing their one-time confidants in positions they wish to influence.

One of the detained mishu, Guo Yongxiang, served with Mr Zhou in the state-owned oil industry and remained with him when Mr Zhou became minister of land and resources and later party chief in the south-western province of Sichuan. Mr Guo’s eventual reward was a deputy governorship of Sichuan, a post from which he had retired by the time he was taken in last June. Details of the allegations against him are sketchy, but officials say they involve “massive bribe-taking” and “immoral behaviour”. Another of the four secretaries, Ji Wenlin, had served as Mr Zhou’s mishu in the ministry of public security. He went on to become deputy governor of the southern province of Hainan, a job he held when his detention was announced in February. The two others, Li Hualin and Shen Dingcheng, had worked as assistants to Mr Zhou in the oil industry. They were both senior managers when they were taken away by investigators.

President Xi appears to be trying to use the roundup of the mishu gang to push for change in the employment of personal assistants. A central-committee plenum in November gave warning that the allocation of such posts “in violation of regulations” would no longer be allowed. State media say that in theory no official below the rank of minister should be allowed to have a dedicated mishu. In practice, however, many lower-ranking officials have them. In recent weeks several local governments have announced new curbs on the practice.

Much less clear is who will succeed Mr Ren or how the next boss might be chosen. Huawei has a half-formed plan: as well as the founder it has three “rotating and acting” chief executives, who serve six-month terms. Mr Ren insists that they have a free rein. He has never used his right of veto over their decisions. “Ultimately we want to find a mechanism for succession,” he said. “But now we don’t know what this mechanism should look like.” As long as Huawei is growing quickly and Mr Ren, who is only 69 years old, remains hale and hearty, this may not matter, but eventually it will. Huawei’s peculiar form of capitalism retains much of its mystery.

IN RECENT days government office-workers around China have been called into meetings to study an article written nearly a quarter of a century ago by an obscure local leader on how to be a good secretary. Its advice—act modestly and don’t abuse your position for profit—would be banal were it not for the job the author now holds. The article was written by the current president, Xi Jinping. Those attending know full well that the purpose of the meetings is not to share tips on how to keep bosses happy, but to focus minds on a bigger issue: that personal assistants to leaders are often hugely powerful and sometimes just as hugely corrupt. And Mr Xi wants to rein them in.

A string of detentions has shed new light on the power of mishu, as these assistants are known. Between June and February, news emerged of investigations into four former mishu of Zhou Yongkang, a retired member of the Communist Party’s supreme body, the Politburo standing committee. Although the party does not say so, it is an open secret that Mr Zhou is the main target of China’s biggest anti-corruption campaign in years. He is the first person of standing-committee rank to face a corruption inquiry since the party came to power in 1949. Mr Xi appears not to want state-controlled media to mention Mr Zhou or his sins until a case against him is fully prepared. But the mishu, along with several other associates of Mr Zhou who have been detained in recent months, have become fairer game.

ONE thing about Huawei is easy to understand: its ambition. In Paris on May 7th the Chinese telecoms company showed off the Ascend P7, a sleek smartphone compatible with the speedy fourth-generation mobile-phone networks being built in many countries. Huawei started pushing its own brand of smartphones only in 2011, but by last year it was the world’s third-biggest vendor. Though it is still far behind the leaders, Apple and Samsung, it hopes that phones like the P7 will help it close the gap. In its main business, supplying network equipment and services to telecoms operators, it is already a close rival of Ericsson of Sweden. Last year this part of its operations brought in about 70% of its revenue of 239 billion yuan ($39 billion).

Huawei’s ownership and management are less well understood. Some American politicians and competitors regard the company as little better than a front for the Chinese state, partly because Ren Zhengfei, its chief executive, was an engineer in the People’s Liberation Army before he founded Huawei in 1987. Its network equipment has in effect been shut out of the American market. Huawei has always denied being under the state’s thumb. It says that 84,000 Chinese employees own almost all its shares (Huawei is rolling out a long-term incentive scheme for foreign staff). Mr Ren has a personal stake of only 1.4%.

Mr Ren made this plain when he spoke to journalists in London on May 2nd. “In reality,” he said through an interpreter, “shareholders are greedy, and they want to squeeze every bit out of the company as soon as possible.” Huawei’s system, he believes, fosters a longer-term view that has helped it overtake listed competitors. Nor does he think that going public would alleviate Huawei’s difficulties in America. “It might take ten or 20 years for the United States to know that Huawei is a company with integrity,” he said. Meanwhile, Huawei will put its energy into more welcoming markets.

オバマの外交政策への評価(4)

The point of this litany is not to suggest that all of Obama’s decisions have been misguided (I sympathized with the decision to slip free of Iraq entirely, and I’m glad we don’t have 50,000 troops occupying Syria), or that there’s some strategic reboot that would clear all these problems up. In a world that’s necessarily beyond an American president’s control, even the wisest choices can lead to disappointing results.

But most presidents do win some clear victories. Not everyone gets to end the Cold War, but there’s usually some diplomatic initiative that leaves a positive legacy (even Jimmy Carter had the Camp David accords), some military or humanitarian intervention (even George W. Bush had his AIDS-in-Africa initiative) that looks like a success.

オバマの外交政策への評価(3)

The picture doesn’t look better when you turn south or east. In the Holy Land, Kerry’s recent push for Israeli-Palestinian negotiations ended in predictable failure, and in Iraq the caldron is boiling and Iranian influence is growing — in part, The New Yorker’s Dexter Filkins suggested last month, because the White House’s indecision undercut negotiations that might have left a small but stabilizing U.S. force in place.

Similar status-of-forces negotiations are ongoing in Afghanistan, and the backdrop is even grimmer: The surge of forces ordered by Obama (also amid much indecision) failed to replicate the success of Gen. David Petraeus’s salvage operation in Iraq, and even with an American presence the Taliban are barely being held at bay.

As for the White House’s major diplomatic projects, one — the “reset” with Russia — has ended in the shambles of the Ukraine crisis. A second, the opening to Iran, is still being pursued, with deadlines looming, and it’s the administration’s best remaining hope for a paradigm-altering achievement. But that hope is still a thin one (complicated, for instance, by Iran’s continuing pursuit of ballistic missiles), and it’s just as likely that Obama will have unsettled America’s existing alliances in the region to very little gain.

オバマの外交政策への評価(2)

Failure is a relative term, to be sure. His predecessor’s invasion of Iraq still looms as the largest American blunder of the post-Vietnam era. None of Obama’s difficulties have rivaled that debacle. And many of the sweeping conservative critiques of his foreign policy — that Obama has weakened America’s position in the world, that he’s too chary about using military force — lack perspective on how much damage the Iraq war did to American interests, and how many current problems can be traced back to errors made in 2003.

But the absence of an Iraq-scale fiasco is not identical to success, and history shouldn’t grade this president on a curve set by Donald Rumsfeld. Obama is responsible for the initiatives he’s pursued, the strategies he’s blessed and the priorities he’s set. And almost nothing on that list is working out.

Donald Rumsfeld:ドナルド・ラムズフェルド 第38代大統領ジェラルド・R・フォードのもとで第13代国防長官(1975年 - 1977年)を、第43代大統領ジョージ・W・ブッシュのもとで第21代国防長官(2001年 - 2006年)をそれぞれ務めた。イラク戦争ではブッシュ政権内で終始強硬な攻撃論を主張した。イラク戦争では開戦前に戦時における部隊運用規模をめぐり少数兵力による迅速な敵地制圧を唱え、エリック・シンセキなど反対する将校を解任するなど強硬手段を取った。アメリカ国民はもちろん制服組からの評判も極めて悪く、「歴代最悪の国防長官」と酷評された。それ以外にもイラク開戦に反対するフランスとドイツを『古いヨーロッパ』と非難するなど終始強気の行動を示していた。

しかし、こうしたイラク規模の失敗がなかったとしても、成功になるわけではない。そして歴史は、Donald Rumsfeldがペテンを仕掛けたこの大統領を評価するべきではない。オバマは、彼が追求してきた構想や彼が祝福を与えた戦略、設定した優先事項に対する責任を負っている。そして、こうしたリストに書かれているほとんどが、上手くいっていない。

Start with Libya, the site of Obama’s own war of choice. The consuming Republican focus on Benghazi has tended to obscure the fact that post-Qaddafi Libya is generally a disaster area — its government nonfunctional, its territory a safe harbor for jihadists, its former ruler’s weaponry and fighters destabilizing sub-Saharan Africa. (Some of those weapons, for instance, appear to be in the hands of Nigeria’s most-wanted kidnappers, Boko Haram.)

オバマ自身が戦争を選択した場所である、リビアをはじめに見てみよう。情熱的な共和党がBenghaziに注力してきたことが、カダフィ政権後のリビアのほとんどが被災地だという事実をうやむやにしてきた。リビア政権は機能せず、その領土はジハーディストにとって安全な潜伏所となっており、前政権の兵器類や兵士は、アフリカのサハラ砂漠の南部を不安定にしている。(例えば、そうした兵器の一部は、ナイジェリアの誘拐で最重要指名手配をされているBoko Haramの手に渡っているようだ。)

Then swing northeast to Syria, where this administration’s stated policy is that Bashar al-Assad has to go, and that there is a “red line” — backed by force, if necessary — around the use of chemical weapons. Well, Assad isn’t going; he’s winning. And the White House’s claims of progress on the chemical weapons front were undermined by Secretary of State John Kerry’s acknowledgment last week that “raw data” suggested a “number of instances” in which Assad’s government recently used chlorine gas.

次に北東のシリアに目を移してみよう。ここでのアメリカ政府の公にされた政策は、バシャルアサドを追放すること、そして―必要に応じて軍事力を伴った―化学兵器の使用についての「軍事的解決」があるということである。ただ、アサドが去ることはなく、彼は勝利している。そしてホワイトハウスの戦場で化学兵器が使用されたという主張は、先週のジョンケリー国務長官の認識によって、損なわれてしまった。そこでは「生のデータ」がアサド政権が最近塩素ガスを使用したという「数多くの事例」を示していた。

火曜日。今日はここまで。昨日は午後から海野研の経営会議があった。夜は資料の整理と遅くなって小説を少し書けた。今日の昼食はコンサルの三宅さんで、そのあとはTOTO訪問。午後遅くなってから、英文の資料整理。今日も小説は無理そうだ。ではまた明日。
