パキスタンの国境の荒れ地 表裏のある行動 この国は自業自得の状態になっているのだろうか?(2)

Indeed, many in the Pakistani establishment have actively assisted a movement regarded as useful in Pakistan’s obsessive struggle to lessen Indian influence in Afghanistan. Pakistan has other reasons to resent Afghanistan, which voted against Pakistan’s membership of the UN in 1947. It thinks Afghanistan vies for the affections of ethnic Pashtuns living in Pakistan. Many of them live in a part of Pakistan that Afghanistan claims the British Raj took unfairly. For all these reasons, since the mid-1970s Pakistan has backed Islamist militants as proxies in Afghanistan.

Many Pakistanis think Afghanistan is now getting its own back. In cahoots with India, they say, Afghanistan is both helping the TTP and stoking rebellion in the restive Pakistani province of Balochistan. Western diplomats say this view is overblown. In both instances Afghan assistance is marginal at best. It is also unclear what Afghanistan’s hard-pressed security forces could do about Nuristan, a place so tough that NATO abandoned it in 2010 after failing to subdue it.

But perhaps Afghanistan has tried playing its own double game. In late 2013 American soldiers arrested a senior TTP commander after he was tracked to a secret meeting with Afghan intelligence officers. A diplomat likens the situation to a devilish game-theory puzzle. Mutual co-operation would produce the best outcome for all. But players seem unable to resist striking each other.

月曜日。今日はこれまで。背景がまだよく把握できていないが、パキスタンとアフガニスタンの政府間の関係は歴史的に良くないようだが、パキスタンのタリバンとアフガニスタンの諜報機関が通じているのは縄張りの取引をしているのではないだろうか?政府間のホットラインはないが、現場での交渉はこのようにやっているのではないだろうか。

昨日は朝ブログが終わってから、7時から5時まで小説を書いていた。第2章で立ち往生した。まとまっていないのである。夜は英語の研修資料のレビュー。8時半から10時半まで小説。タイトルを変えて、今日も朝からチャレンジする。今朝は4時半に起床し、このブログが済んだら、7時から小説。昼はダイセルの井口さん。午後はハナビラタケの内藤さん。あとは全て小説。第2章を攻略したい。ではまた明日。

IT IS impossible to defeat an insurgency, an American commander of NATO’s forces in Afghanistan once said between clenched teeth, when the insurgents enjoy an inviolable sanctuary in a neighbouring country. The problem has plagued the 13-year military effort in Afghanistan. Foreign and Afghan forces have been unable to deal a knockout blow to the Taliban when so much of their infrastructure remains intact just across the border, in the badlands of north-western Pakistan.

Now, it is Pakistan’s turn to feel the frustration. Its army is in the thick of long-awaited operations to clear Pakistani militants from North Waziristan, one of the tribal agencies bordering Afghanistan. This week it appears to have regained control of the remote region’s capital, Miranshah. But the government in Islamabad is crying foul over the presence of militant safe havens on Afghan soil. The Pakistani army has renewed calls for Afghanistan to catch Mullah Fazlullah, leader of the Tehreek-e-Taliban (TTP). Known also as the Pakistani Taliban, the TTP is an umbrella grouping of violent Islamists and is Pakistan’s gravest threat (it is reckoned to have few formal links to its Afghan namesake). Mr Fazlullah could be hiding in Kunar or Nuristan, two of Afghanistan’s eastern provinces.

Many Afghans regard the call as exceptional cheek from a country that for years has done little to clear its vast swathe of north-western territory of workshops making bombs destined for Afghanistan and radical madrassas indoctrinating Afghan fighters. The senior leadership of the Afghan Taliban, the Quetta Shura, is even named after the Pakistani city in which most of its members live.

Ultimately what Pew’s numbers suggest is that being well regarded does not matter very much. The hope that having Mr Obama in the White House would transform America’s image has largely come true, but that has not helped to bring trade pacts, peace in the Middle East, a worldwide deal to cut carbon-dioxide emissions or any of the other things Mr Obama’s boosters once thought might be possible.

Which brings us back to the tendency to expect too much of the presidency, and under-estimate the extent to which Congress runs the show. Like most presidents, Mr Obama’s foreign policy has consisted of making unpleasant and unsatisfactory choices when faced with a crisis rather than reshaping the world. So it bears noting another crisis that may be in the works. Apparently 62% of people in China worry that border disputes with its neighbours will result in war. Two thirds of Americans (67%) view China's expanding military capabilities the same way. If the president has any light left in his green lantern, perhaps he should shine it on that. But experience suggests that is probably too much to hope for.

A quantified look at the situation in Israel and Gaza

DESPITE international pressure for a ceasefire between Israel and Hamas, the violence in Gaza is entering its second week. The Israel Defence Forces (IDF) launched "Operation Protective Edge" on July 7th in response to militants firing rockets from Gaza. Since then, the Israeli military has hit more than 1,480 targets in the strip. At least 170 Palestinians have died, three-quarters of whom are civilians according to the United Nations. Meanwhile, rockets continue to rain down on Israel. A few of these include a new Syrian rocket, the M-302, which has a range of up to 160km (100 miles). This encompasses most of Israel's area and is more than double the range of previous rockets. Of the 1,000 launched from Gaza since July 7th, around 20% have been intercepted by Israel's defence shield, Iron Dome, which is designed to defend more heavily populated areas. The vast majority of the rest have struck Israel.

VOTERS, journalists and just about everyone paying some attention to politics all tend to over-estimate the power of the president. When Barack Obama swept into office in 2008, Americans were dazzled by his promises of change at home and a more judicious mix of strength and humility abroad. Indeed, it was hoped the president would rescue America’s image after eight years of George Bush's brand of ham-fisted, cowboy-booted diplomacy. But many worry President Obama has also managed to tarnish the country’s brand, either through too little intervention, which has made America look weak (see Syria, Iraq and Ukraine), or through too much, which has made the country seem callous (the use of drones, phone-tapping and the like).

But for all of this anxiety about what the rest of the world thinks, it seems America's star has not quite fallen, at least according to the Pew Research Center’s latest global public-opinion poll, published today. Foreigners don't much like being snooped on, and most countries disapprove of America's use of drones. Yet most places outside the Middle East still view America favourably, and nearly all of them like President Obama (though not as much as in 2008).

The president's approval ratings did however drop considerably in the two countries most affronted by NSA meddling: Brazil and Germany. Yet these opinions should be placed in context. Brazilians have long been suspicious of America, and hardly need evidence of bugged phones to feel aggrieved. Indeed, the country's president, Dilma Rousseff, was once tortured for her opposition to a military government that most people on the Brazilian left believe was supported by America. So it might be odd if America's president was terribly popular there. Meanwhile Germany's internal history with snooping has left the country skittish about any signs of spying by officialdom. And even there Germans view America more favourably now than they did when Mr Bush was in charge. The one place where Obama’s America is much less popular than Mr Bush’s is Russia. But don't expect this to crop up in Republican sloganeering about the president or his approach to Vladimir Putin.

しかしながらオバマ大統領の支持率は、NSAによる干渉によって最も無礼な行為を受けていた2カ国では相当に落ち込んでいた。ドイツとブラジルだ。しかしこうした見方はその背後にある文脈で捉えるべきである。ブラジルは長くアメリカに不信を抱いており、電話の盗聴の証拠がなくても不当な扱いを受けていたと感じたようである。実際に、ブラジルの大統領Dilma Rousseffは、アメリカが支援していたと多くのブラジル人が信じていた軍事政権との対立で非常に悩まされた。そのため、アメリカの大統領がブラジルで大きな人気を博すのは奇妙と言えるかもしれない。一方で、ドイツ国内のスパイ活動の歴史が、役人によるあらゆるスパイ活動の痕跡に対してこの国を過敏にさせている。そしてそこですら、ドイツ人はブッシュが大統領だった時と比べて現在のほうがより好意的にアメリカを見ている。ブッシュ大統領の時と比べてオバマのアメリカの人気が大きく低下した国の1つはロシアだ。しかしこのことで共和党内にオバマ大統領や彼のプーチンに対するやり方に関して世論を変えるスローガンを作る動きが現れることを期待してはいけない。 

金曜日。今日はこれまで。ここに書いてある通りで、オバマを悪く言う人は多いが、そうでもないということだ。実際の中東の動きが優柔不断だと批判する人がいるが、意図的にそうしているのかもしれない。外交は本当のことは言わない。中東から手を抜くための策だと思っている。

昨日の昼はSCSKの有澤さんと住商の栗林さんとの会食。その他は数時間の仕事があったが、8時間は小説を書いた。12時までだ。今日も同じで、昼はオラクルの椎木副社長との会食で、昨日と一緒。第6章まで修正したので、あと半分残っている。背景設定がまだ完了していないので、それを書く。整合性はまだまだだ。かなり過酷な日々が続いているが、来週いっぱいまでには目処をつけたい。体が持たない。今週はスケートもやめている。1分1分大事にしている。3月9日のインプレスセミナーの原稿は来週もう一度見直す。今週は無理だ。ではまた明日。

マンダレーの中国系イスラム教徒たちは暴動に怯えている(5)

In an interview, Galonni, the monk, expressed the widely held view that the violence was backed by forces allied with conservative factions of the government that are trying to slow the country’s moves toward democracy ahead of landmark elections next year. “As we come closer to elections there will be more conflict,” he said.

Burmese analysts have speculated that the violence might be associated with efforts to slow her ascension in politics and ultimately derail her attempts to become president.

Mr. Yang, who also has a Burmese name and whose family has been in Myanmar for several generations, says he feels most comfortable within the Panthay community, which is feeling increasingly ostracized by the Burmese.

昨日は小説を朝4時から書いて、午前中だけでも六時間書いた。昼は皇漢堂の藤原専務との会食。そのあとは彼と今井さんの薬の会社を訪問。夜は筒井と川上さんとオークラで会食。贅沢な食事を筒井におごってもらった。今日の昼はSCSKの有澤さんと住商の栗林さんと会食。今日も1日小説を書く。いよいよ大詰めだ。ではまた明日。

マンダレーの中国系イスラム教徒たちは暴動に怯えている(4)

The riots in Mandalay signaled a new level of threat in the religious strife: for the first time a big metropolis was at risk.

マンダレーでのこの暴動は、この宗教闘争における脅威の新たな段階を特徴づけることとなった。すなわち、初めて大きな主要都市が危険な状態になった。

“No one really knows how the violence could escalate and who could be the next target,” said Thant Myint-U, one of the country’s leading historians. “There’s deep-seated prejudice against many minority communities, extremely high unemployment, rampant rumor mongering and a lot of general anxiety about the future. It’s an environment that’s very easy for anyone to exploit.”

U Thein Win Aung, the imam of a mosque on the outskirts of Mandalay, says the city “is like a pile of wood ready to burn.”

マンダレーの都市の中心地から離れた地域にあるモスクのイマムであるU Thein Win Aungは、この町は「燃やす前の積み木のようです」と言っている。 

“It will take just one spark,” said Mr. Thein Win Aung, who is active in interfaith groups that are trying to stave off conflicts in the city.

The violence in Mandalay, which was set off by unconfirmed reports on Facebook of a rape of a Buddhist woman by two Muslim men, could have been much worse had it not been for the intervention of a Buddhist monk and former political prisoner, Mr. Thein Win Aung and others say.

The monk, Galonni Sayadaw, approached the roving bands of young Buddhist men and urged them to return to their homes. The monk also publicly exhorted the chief of police, who as in previous bouts of religious unrest did not immediately intervene, to disperse the crowds.

Galonni Sayadaw僧侶は、うろついている若い仏教徒の一団に近づいていき家に帰るように促した。彼はまた、以前宗教不安が発生していた時にすぐに間に入らなかった警察長に対して、群集たちを解散させるように公然と強く苦言を呈した。

At the end of two nights of violence, the damage to property was not as severe as in some other cities racked by religious violence: a number of cars in Indian Muslim neighborhoods had been burned and mosques had been attacked with stones but were not seriously damaged. But the two men killed — a Buddhist, U Tun Tun, and a Muslim, U Soe Min — were brutally murdered. The body of the Muslim man was identifiable by his wife only by a distinctive blemish on one of his toes.

二夜に渡る暴動後の建物や所有物に対する被害は、宗教的な暴動で苦しめられた他の街ほど深刻ではなかった。インド系イスラム教徒が住む界隈では多くの自動車が燃やされ、甚大な被害はなかったがモスクは石で襲撃された。しかし、仏教徒のU Tun Tunとイスラム教徒のU Soe Minの死亡した2人の男性は残忍な殺され方をした。イスラム教徒の男性は、彼の妻がつま先にある特徴的な1つの傷によって、ようやく身元を確認することが出来た。

水曜日。今日はこれまで。今回の記事はロヒンギャの虐待の事実とを理解する上で面白い記事だ。さて、小説を書くことは大変なことだ。それがなくても忙しい毎日なのに、諸説を書くということで、それ以外に、六時間とか八時間が制約される。しかもそれは時間ではなく、強度の集中力が要求される。しかも描いた結果がつまらないことも多い。昨日は三菱樹脂の石澤さんと会食。午後はインタートレードの尾崎社長と内藤さんを訪問した。今日の昼は皇漢堂の藤原専務との会食。午後は中国での薬販売の今井さんの会社訪問。夜は西本願寺の僧侶の川上さんと筒井さんと会食。忙しい1日だが、時間を見て六時間は小説を書きたい。今朝は4寺に起きたが7時までには雑務を終わらせたい。ここのところ、不思議なことだが、日中、寝不足でも居眠りはしない。ではまた明日。
