イギリスにおけるEU移民に何が起こっているのかをエコノミストが説明する(2) Brexitに関して、EUの役人の多くは未だに第50条の実施が無期延期されることを望んでいる。

The fate of both groups depends on the deal Britain strikes with the EU. Nothing will happen until (or, indeed, if) Article 50, which formally triggers the process of leaving the Union, is invoked by the British government. If the deal includes free movement of people, as in Norway, both sets of migrants would be left broadly as before. If not, the situation is far more complicated. According to Steve Peers, a law professor at the University of Essex, under EU law British citizens who have been resident in another EU country for five years or longer will be able to apply for long-term resident status, but this often means that the migrant has to learn the language. Moreover, older British migrants will probably no longer enjoy the protection to their pensions that comes with being part of the single market—pensions may be frozen rather than pegged to inflation.

Article 50:リスボン条約50条 2009年12月に発効した「欧州連合条約及び欧州連合の運営に関する条約(リスボン条約)」の第50条。EU(欧州連合)からの離脱手続きを定めている。条文では、「いかなる加盟国もEUからの脱退を決められる」「脱退を決めた国は、欧州理事会に意思を通知。EUはその国と交渉し、離脱に関する協定を締結する」「協定を締結できない場合、欧州理事会が交渉延長を決めない限り、通知から2年後にその国へのEU法の適用を停止する」とされている。16年6月23日(現地時間)、イギリスは国民投票によりEUからの脱退を決めたが、同6月27日に「現政権で離脱通告はしない」と表明しており、イギリスが正式な離脱手続きに入らない可能性もあることから、条文の解釈見直しなども取り沙汰されている。

Although it may come as a surprise to many who watched the campaign, the Leave side stated before the referendum that EU citizens who were “lawfully resident” in Britain would “automatically be granted indefinite leave to remain”. According to Sarah O’Connor at the Financial Times, 71% of EU migrants have been living in Britain for more than five years, which makes them eligible for permanent residence under existing laws. Depending on the deal Britain extracts from the EU, it is more likely that future migrants would be subject to tougher laws, or that family members of current EU migrants would not be allowed in to Britain. Yet although many EU migrants may be able to stay, some may decide not to. On June 27th David Cameron, the outgoing prime minister, condemned the daubing of graffiti on a Polish community centre in London and the verbal abuse of people from ethnic minorities. Even without new rules, Britain is already becoming a less welcoming place.

EUに長期滞在しているイギリス人はイギリスがEUを脱退した後はその国この言葉が話せないと年金の待遇が悪くなるかもしれない。また、イギルスに住んでいるEUの人は言葉による虐待を受けるかもしれない。いずれにしてもいいことはない。

EUの脱退
EUはBrexitに関して2つの需要な疑問に同意してきた。
しかし、EUの役人の多くは未だに第50条の実施が無期延期されることを望んでいる。

NOW that Britain has voted to leave the European Union, what sort of deal will it get? At a meeting of EU leaders on June 28th, David Cameron spoke of the need for a continued close relationship between Britain and the EU, especially on trade and security. 



Opinion in the EU differs on how to treat Britain after the Brexit referendum. Hawks, such as France and Belgium, urge a speedy divorce while doves, such as the Netherlands and Germany, are more patient. But beyond these nuances the club has quickly reached a consensus on two important questions: how to respond to Britain before it formally begins withdrawal, and what sort of trade deal might it offer after the separation is complete.

On the first, Angela Merkel and others insist that there can be no negotiations without notification, a mantra designed to head off British politicians who harbour the hope that they can begin informal talks with the EU before pressing the button on Article 50, the formal procedure to leave the club. The article, inserted into the EU’s Lisbon Treaty in 2009 as its first-ever exit mechanism, is by design a crude tool that stacks the negotiation against a departing member. After activating it a government has two years to negotiate the terms of its exit, unless the other governments unanimously agree to an extension. Britain’s partners are prepared to wait a few months for Mr Cameron’s successor to start the clock ticking, but will start to apply pressure should he or she delay further.

土曜日。今日はこれまで。EUはイギルスに対してとりあえずどう答えるか。また離脱した後でどう対応するのかを早急に決めようとしている。イギルスはキャメロンが退任してからどうするか決めるという声明を出しているので、それまでイギルスは何らのアクションを取らない。果たしてどうなるのだろうか。

昨日は瀧北さんの紹介で面白いグループを紹介してもらった。中小企業の集まりで、ロータリークラブの若者バージョンだ。毎週金曜日に昼に集まるクラブで、入会してみようと思う。彼らから勉強できそうだ。今日は海野塾がある。一週間は早い。ではまた明日。
